IHC stops trial court from announcing final verdict in 190mln pounds reference

ISLAMABAD, Sep 18 (APP):The Islamabad High Court (IHC) on Thursday stopped the trial court from announcing the final verdict in the 190 million pounds reference and sought comments from the National Accountability Bureau (NAB) on acquittal pleas of the PTI founder and his wife Bushra Bibi.
An IHC bench comprising Chief Justice Aamer Farooq and Justice Miangul Hassan Aurangzeb heard the appeals of two accused along with the objections of Registrar Office against the accountability court’s verdict of September 12.
The bench removed the objections of Registrar Office and served notices to NAB.
It may be mentioned that the trial court had rejected the acquittal pleas of Pakistan Tehreek-e-Insaf founder and Bushra Bibi in the multi-million pounds’ scam.

NIH issues advisory on Chikungunya Viral Infection

ISLAMABAD, Sep 18 (APP):National Institute of Health (NIH) has issued an advisory for the prevention and control of Chikungunya Viral Infection.
According to advisory, Chikungunya is a viral disease caused by Chikungunya Virus (CHKV) and transmitted by Aedes mosquitoes to humans.
The proximity of mosquito breeding sites to human habitation is a significant risk factor.
 The viruses can circulate in same area with dengue and cause occasional co-infections in the same patient.
Following outbreaks of Chikungunya in Karachi and other different parts of the country, the disease is now endemic in many parts of the country like Dengue Fever.
The advisory said that keeping in view the hyper active season of mosquitoes, and previous seasonal trends of the disease, it was imperative to undertake preventive measures while staying vigilant to pick suspected cases, confirming the disease, and taking steps to interrupt further transmission.
The objective of this advisory was to sensitize health care authorities to further strengthen and improve the level of preparedness in prevention and control of Acute Febrile Viral Illness (suspected Chikungunya) Infection.
Onset of illness usually occurs four to eight days after exposure but can range from two to 12 days. Viraemia persists for five to seven days from the onset of symptoms.
Chikungunya is spread by the bite of Aedes mosquitoes, primarily Aedes aegypti and also Aedes albopictus.
These mosquitoes are active during the day. Both species are found biting outdoors, but Aedes aegypti readily feed indoors.
Mostly the transmission usually occurs during or just after the hot rainy season.
Chikungunya occurs in tropical countries and has been reported from Africa, South Asia and South-East Asia.
The disease shares some clinical signs with dengue, and can be misdiagnosed in areas where dengue is common. However, the CHKV infections are rarely fatal without any significant hemorrhagic manifestations.

Banking sector grows 11.5% in H1CY24 with satisfactory performance, resilience: SBP

KARACHI, Sep 18 (APP):The State Bank of Pakistan (SBP), Wednesday, stated that performance and resilience of the banking sector for the period January to June 2024 remained satisfactory with a growth of 11.5 percent in collective balance sheet.
The central bank, in its Mid-Year Performance Review (the review) of the Banking Sector for H1CY24, highlighted that the collective balance sheet of the banking sector expanded by 11.5 percent year-on-year with its footing ticking at Rs51,687 billion in H1CY24 while total provisioning against non-performing loans improved to 105.3% during the period.
The expansion in the balance sheet footing of the sector in H1CY24 was mainly driven by investments in government securities as the government demand for bank credit remained high, the Review stated, while gross advances, both the domestic and global, posted a contained growth due to the net retirements by the private sector, although long-term financing to SMEs showed some revival.
However, it added that, the pace of expansion was lower in comparison to 14% growth in the corresponding period of last year, as the growth in public sector advances significantly decelerated during the reviewed period.
The decline in private sector advances, according to the review, was significantly lower as compared to H1CY23 while on funding side, deposits increased by 11.7% in H1CY24 with a major impetus from saving and current deposits. The higher pace of assets growth however necessitated additional funding, which kept banks’ reliance on borrowing intact, it added.
The Review noted that the asset quality profile of the sector remained satisfactory, as gross non-performing loans (NPLs) witnessed subdued increase while the total provisioning coverage against NPLs further improved to 105.3% by end June-2024, as with the application of IFRS-9, the banks also started to provide general loan loss allowances for performing loans.
Earnings of the sector slowed down owing to declaration in return on advances and contraction in net interest margin but non-interest income such as fee income and trading gains on government securities supported profitability.
The solvency position of the banking sector remained strong as Capital Adequacy Ratio improved to 20% (17.8 percent in June-2023) and was well above the minimum regulatory environment, the Review stated adding that the performance indicators such as Return on Asset (ROA) and Return on Equity (ROE) declined to 1.2% and 20.4% respectively.
“Encouragingly, the banking sector, in different scenarios of stress testing exercise, shows sufficient resilience to withstand severe shocks to key risk factors and hypothetical adverse economic conditions,” the Review said.
The Review also revealed that domestic financial markets witnessed relatively lower stress during H1CY24 as compared to the corresponding period of year 2023 in the wake of gradual improvement in macroeconomic conditions and reduction in country risk premium, which kept financial markets volatility under check.
A relative stability in the FX market, which witnessed significant volatility in the corresponding period of last year, contributed to overall calm in the financial markets during the reviewed period, although equity market witnessed an uptick in the volatility, the Review said adding that money market, however, continued to operate in an orderly manner as SBP monetary policy operations kept interest rates in the policy range.
The review, besides covering the performance and soundness of domestic banking sector, also briefly covered the performance of financial markets as well as the results of Systemic Risk Survey (SRS), which represents views of independent experts about key current and potential risks to the financial stability.
Top three prevailing risks highlighted by the independent participants of the survey include “energy crisis” followed by “volatility in commodity prices” and “foreign exchange risk,” but they expressed confidence in the stability of the financial system and the oversight ability of the regulators as well, it added.

IHC dismisses Sultan’s recovery petition

ISLAMABAD, Sep 18 (APP):The Islamabad High Court (IHC) on Wednesday dismissed the petition for the recovery of Umar Sultan, Pakistan Tehreek-e-Insaaf’s former security chief, after being informed that he had returned home.
During the hearing, Chief Justice Aamer Farooq was apprised by Sultan’s lawyer that although he had returned, but he was not in good health. The lawyer stated he would present Sultan in court when his condition improved.
The court then asked what further action was required, to which the lawyer requested an independent inquiry.
The court then dismissed the recovery petition, directing an independent investigation into his disappearance.

Kashmir issue must be resolved through UN resolution: Asif

ISLAMABAD, Sep 18 (APP):Minister for Defense Khawaja Muhammad Asif on Wednesday said that Kashmir issue between India and Pakistan must be resolved through United Nation’s resolution.
The people of Indian Illegally Occupied Jammu and Kashmir (IIOJK) have rendered sacrifices for their freedom and this long standing issue of Kashmir should be addressed through UN resolution, he said while talking to  a private television channel.
Pakistan’s government had always highlighted the plight of Kashmiri people at all international forums, he said.
Commenting on constitutional amendment, he said, we want to bring the constitutional amendment with consensus.
All the political parties including Pakistan Peoples Party are on the same page for amendment in the constitution, he added.
Asif said that thousands of cases are pending in the lower and higher courts and increasing number of judges could help provide speedy justice to them.
In reply to a question about charter of democracy, he said that Pakistan Tehreek e Insaf (PTI), had also signed the CoD in the past.

IHC removes objections on Zain Qureshi’s plea against arrest

ISLAMABAD, Sep 18 (APP):The Islamabad High Court (IHC) on Wednesday removed the objections of Registrar Office on a petition of Member of the National Assembly Zain Qureshi against his arrest.
IHC’s Chief Justice Aamer Farooq also asked the Registrar office to fix the case for hearing on Thursday.
The petitioner in his plea adopted the stance that his arrest was a violation of Article 10A of the Constitution.

IHC seeks record of cases against Salman Akram Raja

ISLAMABAD, Sep 18 (APP):The Islamabad High Court (IHC) on Wednesday temporarily restrained the authorities concerned to arrest  Pakistan Tehreek-e-Insaf’s (PTI) leader Salman Akram Raja, offering him relief within Islamabad’s jurisdiction.
Hearing the case, Justice Miangul Hassan Aurangzeb set aside the Registrar Office’s objections regarding Salman Akram Raja’s case.
Justice Aurangzeb observed that the order to not arrest the petitioner would apply to Islamabad only.
The court issued notices to several parties, including the Punjab Home Secretary, seeking responses and calling for record of all the cases registered against Raja Akram Raja.
During the hearing, Salman Akram Raja’s lawyer argued that there had been an attempt to arrest his client in Lahore, who, however, was unaware of the charges against him.
The lawyer requested the court to grant protective bail to the petitioner.
Justice Aurangzeb remarked that information about the cases could only be obtained through the Home Secretary.
The court directed the authorities concerned to provide record of the cases and adjourned the hearing till Thursday.

Govt adopts measures to deal Mpox

ISLAMABAD, Sep 18 (APP):The Border Health Services, Ministry of Health is committed to ensure an effective screening system at Islamabad Airport for suspected Monkeypox patients.
According to spokesperson of Ministry of Health, the government has screened 630,000 passengers at airports so far.
He said that the Ministry of Health was ensuring the monitoring of the situation. He said that effective measures were being taken to protect the people from Mpox.
He said that the federal and provincial governments were taking all measures to deal with Mpox.
He said that so far six cases of Monkeypox have been reported in Pakistan.
He said that Border Health Services staff identified the sixth patient during screening at Islamabad Airport.
The travel history of the 44-year-old man was from the Gulf countries. He said that the patient was admitted to the isolation ward of Pakistan Institute of Medical Sciences (PIMS) hospital.
