Indian forces carry out bloodshed in Nagaland killing over a dozen civilians

ISLAMABAD, Dec 5 (APP): As the Narendra Modi government continues to vigorously pursuing Hindutva agenda by targeting non-Hindu communities, the Indian forces Saturday carried bloodshed in the Christian majority Nagaland state killing over a dozen civilians.
The incident took place in and around Oting village in Mon district, bordering Myanmar, during a counterinsurgency operation conducted by members of the Assam Rifles, a part of Indian security forces deployment in the state, according to a senior police official.
The army soldiers fired at a truck killing six coal miners who were returning from home.
Local sources said that volunteers from the village had gone searching for them as they had not returned for several hours and found their bodies in the van.
As villagers reacted by burning two army vehicles, the soldiers fired at them, killing nine more people, according to media reports.
Nagaland police officer Sandeep M Tamgadge told AFP that the situation in the district was “very tense right now”, with nine other civilians wounded in the second incident now being treated in local hospitals.
After killing the innocent people and witnessing harsh public reaction, the Indian authorities are trying to cover up the incident calling it as a result of mistaken identity.
Nyamtow Konyak, a local community leader, said those killed were coalminers returning home from work.
The army officer said the soldiers had laid an ambush for a week following intelligence that insurgents were planning to attack soldiers in the area, 250 miles (400km) east of Gauhati, the capital of Assam state.
Congress leader Rahul Gandhi also attacked the Centre over the killing of civilians in Mon district of Nagaland, saying the government must give a “real reply” as to what is the home ministry doing when “neither civilians nor security personnel are safe in our own land”.
PTI cited a local police official in Nagaland as saying the exact number of fatalities is yet to be ascertained as 11 people died on the spot and several others succumbed to their injuries in hospitals in the neighbouring state of Assam.
A statement issued by the headquarters of the army’s 3 Corps said several of its personnel have suffered severe injuries in the incident and one soldier succumbed to the injuries.
“Based on credible intelligence of likely movement of insurgents, a specific operation was planned to be conducted in the area of Tiru, Mon District, Nagaland. The incident and its aftermath are deeply regretted. The cause of the unfortunate loss of lives is being investigated at the highest level and appropriate action will be taken as per the course of law,” the statement said, according to PTI.
Nagaland chief minister Neiphiu Rio condemned the incident and promised a high-level probe as he appealed to all sections of the society to maintain peace.
“The unfortunate incident leading to killing of civilians at Oting, Mon is highly condemnable. Condolences to the bereaved families & speedy recovery of those injured,” the chief minister tweeted.
Locals in Nagaland have frequently accused forces of wrongly targeting innocent locals in their counterinsurgency operations against rebel groups.
In recent years India has tried to persuade Myanmar to evict rebels from bases in the thick jungles of the region, which borders Nagaland, Manipur and Arunachal Pradesh.
Nagaland MLA TR Zeliang condemned the incident and said “there is no excuse for such massacre”. He called for the formation of an enquiry commission headed by a retired judge.
Local organisations have demanded action against the guilty personnel and threatened to approach national and international human rights organisations. Members of the victims’ families refused to receive their bodies if justice is not delivered fast.
Reacting to the incident, the Eastern Nagaland People’s Organisation (ENPO) announced the withdrawal of six tribes it represents from the annual Hornbill Festival ongoing at Kisama near State capital Kohima.
The ENPO had a few months ago adopted a resolution against bloodshed in its area.
“How can we dance at the festival when our people are getting killed?” the ENPO said in a statement.

Asia Youth Forum on “˜Technology innovation and smart city” held in Guangzhou, China
BEIJING, Dec 5 (APP): The government officials, enterprise leaders and scholars from Asian countries gathered at Asia Youth Forum held in Guangzhou, China and discussed role of smart cities in changing future life and cooperation among the Asian countries in this field.
The speakers shed light into the topic “Technology innovation and smart city” at the Forum.
A smart city utilizes all of the technologies such as AI, block-chain and 5G to provide more efficient and easier services to people, said Kashif Sharif, Associate Professor of Beijing Institute of Technology.
He mentioned the Guangdong-Hong Kong-Macao Greater Bay Area as an example, saying, “Guangdong cities, Hong Kong and Macao could be smart by using different technologies but they can be super smart if they link all these cities and their technologies together. If so, people can travel seamlessly while such things as virus tracking can also be done equally as seamlessly.”
In term of the data flow between countries, he said it is possible and very beneficial for all the neighboring countries. But,it has to be first standardized and legalized either by the industries themselves or by the governments before providing people with services.
Liu Zhicheng, General Manager of Guangzhou Metro Group, said Guangzhou Metro aims to be “smarter’. “Firstly, it means smart manufacturing which is safer, greener and more efficient. Secondly, it means smart travel for passengers through automatic operation, smart safety checks and quick payment. Last but not least, we keep optimizing production efficiency and cost control through cloud platform, IoT and big data technologies.”
Chng Ken Wei, Centre Director (China) at Infocomm Media Development Authority of Singapore, explained that Singapore has implemented a smart city plan, the iN2015 Masterplan, in 2015. “The plan has three simple goals, that is, to bring citizens a comfortable and happy life, to help enterprises achieve their full potential and to improve efficiency of governance.”
He highlighted that the development of smart city would also bring new social problems.
“For example, the development of robotics will reduce the demand for jobs such as taxi drivers, factory workers and cleaners while deepening the shortage of high-end talents. It requires lots of training and retaining which we have offered lots of investment and subsidies,” he said.
As for talent pool development, Muhammad Ammar, Vice Secretary General of Beijing Global Talent Exchange Association, said there have been more foreigners wanting to study in China and work here after graduation instead of going to the US, Canada and Germany.
“For instance, many Pakistani students came to study mechanical engineering, automobile engineering, software engineering. They enter the AI and automobile industries after graduation.”
He said that many cities have launched platforms to improve foreigner services. He was impressed by a foreign community center in Shenzhen as it provides amazing services to foreign professionals.
He hope there could be more platforms like this, and more relaxed and favorable policies for foreigners to stay and work in China.

ICT Police fail to arrest robbers as victims await recovery of millions
ISLAMABAD, Dec 5 (APP): The residents of the federal capital still await recovery of their millions of rupees as the Islamabad Police is dilly-dallying to arrest the robbers who looted them in multiple incidents on their way from banks.
Moving from pillar to post, the victims have been left just to hear the false hopes from the police officers.
On September 23, 2020, the robbers had looted Rs 800,000 from Ishtiaq Ahmed, a senior reporter of Associated Press of Pakistan (APP) outside his residence in sector I-8/1 after he drove from a bank in I-8 Markaz.
Despite the passage of over a year, the police claimed to have arrested only an accused who, too, died in the custody, which the victims believe had raised even more doubts.

“I had also registered a complaint at Pakistan Citizen Portal. My complaint was reopened thrice and again closed. But at the end, I got the same typical reply as efforts were underway to arrest the criminals,” Ishtiaq said.
In response to his complaint at the Portal, the I-9 police informed in January this year that arrest warrants of two accused had been obtained and efforts for their arrest were underway. Exactly 11 months after in November, he again got the same reply with no substantial progress.
In fact, they have learned how to dodge the senior authorities overseeing the Portal, which obviously hurt people’s trust in this great idea of Prime Minister Imran Khan to address public grievances, he said.

Muhammad Arshad, who was looted of Rs 1 million, after he arrived from an F-10 bank at his residence in G-9 on September 10, 2020, is also awaiting any action by the police.
“I also raised the issue during online Katchery of IG Police. Later they called me to the Police Lines and apprised me of their performance. But my only concern is the recovery of my money,” he told APP.
Nasreen, whom the robbers deprived of Rs1 million outside her residence in I-9 on February 8, 2021, is also losing hope of any positive development.
“We are getting no response. We approached DIG Police office but were not given time to meet him. Once they arrested a guy and called us for identification. Police were insisting us to confirm him despite our refusals as he was shorter than the one who looted us,” said her sister Tasnim who accompanied the applicant at the time of the incident.
All three above said victims were robbed on their return from Standard Chartered Bank – two from the I-8 branch and one from the F-10 branch.
Another victim Aatir Ijaz, whom the robbers looted Rs 1.5 million at gunpoint in I-8 Markaz on September 30, 2020, also expressed his utmost dissatisfaction over the police’s performance. What to talk of recovery, they never contacted me for any development or regarding any query, he added.

Kaavan living happy life in new Cambodian jungle home
BEIJING, Dec 5 (APP): The 37-year-old Asian elephant Kaavan once dubbed “loneliest elephant in the world” is living a happy life in his new Cambodian jungle home a year after he was moved from a zoo in Pakistan.
Kaavan arrived here one year ago and change in him has been amazing and he is now thriving and living a happy life in the Cambodian Wildlife Sanctuary, Kaavan’s caretaker and Sanctuary Spokesperson Pedro Vella said in an interview with CGTN.
Talking about how Kaavan was transferred from Pakistan to Cambodia, he said that Kaavan was born in Sri Lanka and given to Pakistan when he was one year old.
“So he’s been in the zoo in Pakistan for that time until 12 months ago and moving him here was a huge effort. Basically, we flew him here so it was expensive,” he added.
Pedro Vella informed that an enclosure measuring 30 acres of jungle nature was built for the elephant where he could move freely.
Kaavan was gifted to Pakistan by Sri Lankan authoritiesss in 1985. The elephant previously spent 35 years at the Islamabad Zoo, and after a female elephant Saheli who was his only companion for 22 years died in 2012, he spent the past eight years alone.
The Islamabad High Court last year ordered that Kaavan be freed, thus starting his journey to Cambodia.
Kaavan was airlifted to Cambodia from his lonely existence. However, one year on from his moving, he is flourishing in his new home at Cambodia Wildlife Sanctuary and living an elephant-worthy life.
Skilled workforce engine of economic growth, social development
By Taj Nabi Khan
ISLAMABAD, Dec 05 (APP): Substantial share in employment opportunities, sustainable economic growth and social development is closely linked with human resource development, market-oriented professional skills, relevant-to-industry technical education, and vocational training in the highly competitive environment.
No one can deny the importance of skilled workforce as both locally and globally they play a vital role in boosting the economy. The full-fledged and large scale technical education programs can multiply remittances by creating a promising skilled workforce.
The demand of IT experts, advanced digital skills, and trained resource persons have been increased manifold.
Human resource development improves economic growth and productivity as the socioeconomic development is not possible without catering the bulging youth of the country with skill development programs.
Therefore, the promotion of technical education and Information Technology has become imperative for sustainable economic growth, job opportunities and high volume of remittances. The global as well as the regional markets hire only skilled resource persons who can run factories, companies and industries.
Pakistan, the fifth largest young country on map of the world with more than 63 percent population comprised of youth aged between 15 and 33 has no other choice but to utilize the untapped potential of the youngsters.
The demographic power is the major driving force for economic growth and substantial social progress. The country has not yet fully utilized the potential of the youth. Instead of sending hard labors abroad, if Pakistan could dispatch skilled labor, the remittances would be doubled.
The workforce has slowly recognized that importance of technical education as it is linked with better chances of employability and higher economic rewards. Skilled labor and knowledge-based economy can accelerate economic growth and social development through entrepreneurship and industrialization.
The Technical and Vocational Education Training (TVET) sector can create the possibility of strong careers for the youth in national and global markets.
Only linking education with industry and training individuals with demand-driven skills as per the market needs would make them able to make valuable contribution to the economy and society at large.
With the required skills and professional trainings, the skilled resource persons can fully explore both the domestic and international markets.
India: trouble for China, other neighboring countries in region: Cheng Xizhong
BEIJING, Dec 5 (APP): India has always been a trouble for China, its other neighboring countries and regional peace and stability. Therefore, India is a regional troublemaker.
Over the years, China has been releasing goodwill to India, so has Pakistan been. However, India’s asking price ranks higher and higher.
It is a chronic illness for India to charge its neighbors as enemies. It always wants to reap benefits through a hostile attitude. But the result is counterproductive and India has become more and more isolated in the region and suffered more and more losses.
These views were expressed by Cheng Xizhong, Visiting Professor at Southwest University of Political Science and Law, Special Commentator of China Economic Net, former Defense Attach in South Asian countries in an article issued here on Sunday.
According to a report by Hindustan Times on December 2, India’s Foreign Minister Subrahmanyam Jaishankar said the same day at the Hindustan Times Leadership Summit (HTLS) that the India-China relations would reflect the border issue.
He further explained that “you can’t have a tense border situation and good relations in other aspects.”
Prof Cheng Xizhong recalled that in 1980, China put forward the idea of “shelving disputes and developing relations”, but India insisted on resolving the border issue first and then developing relations.
It was not until 1988 that India finally agreed to China’s proposal. Subrahmanyam Jaishankars remarks mirror India
s attitude in 1980, which presupposes the conditions for the normalization of the China-India relations.
China has repeatedly expressed that China and India are friends and partners, not threats and opponents. The border dispute is a legacy of history and not the whole of the China-India relations. It should be properly controlled. At the same time, through sustainable cooperation, favorable conditions could be created for the settlement of the border issue.
Prof Cheng Xizhong commented that India regards China’s goodwill as bargaining power. India’s so-called solution to the border tension first is to ask China to make concessions to India on the territorial issue, which is absolutely impossible. It is purely India`s crazy dream.
In addition, the continuous tension along the China- India border is entirely caused by India’s northward invasion of Chinese territory, the continuous increase of troops and the deployment of a large number of sophisticated weapons and equipment in the border areas.
