UN urges ‘Olympic Truce’ for February’s Winter Games in China; Pakistan wishes success

UNITED NATIONS, Dec 03 (APP): The United Nations General Assembly (UNGA) has adopted a China-sponsored resolution, co-sponsored by Pakistan and 172 other nations, that called for upholding an Olympic Truce for the time of next year’s Winter Olympic and Paralympic Games in Beijing, and foster world peace.

The resolution, “Sport for development and peace: Building a peaceful and better world through sport and the Olympic idea”, was approved by consensus in the 193-member Assembly on Wednesday.

It “urges members states to observe the Olympic Truce, individually and collectively” from the week before the start of the 24th winter Olympic games in Beijing until the week after the Paralympics.
The Olympics run from Feb. 4-20 next year followed by the Paralympics from March 4-13.

Under the resolution’s terms, the Assembly recognized the unifying power of sport and science as humanity struggles to emerge peacefully from a devastating global pandemic.

Introducing the resolution, China’s U.N. Ambassador Zhang Jun said it “sends a powerful message of unity and cooperation to overcome the pandemic.”

China, he said, is committed to hosting an open and inclusive Winter Olympic Games in 2022, which will build resilience to the COVID-‘19 pandemic as it fosters tolerance and mutual understanding.

The Chinese envoy called on member states to reject any acts that undermine the Olympic values and remain open to the peaceful resolution of disputes.

Earlier, Pakistan’s UN Ambassador Munir Akram, addressing a meeting of the Group of Friends of “Sport for Sustainable Development”, spoke of Islamabad’s commitment to promote sports among youth, and highlighted the launching youth-centered initiatives such as “Kamyab Jawan Sports Drive” that also attaches great importance to women’s participation.

Sports, he said, have a unique capacity to bring together people from different societies, cultures, and backgrounds, especially the Paralympics’ role in promoting greater social inclusion of people with disabilities.

“While capitalizing on the true potential of sports to promote peace and SDGs (sustainable development goals, it is our duty that we do not politicize holding of sport events under superfluous reasons in various countries,” Ambassador Akram said.

Wednesday’s resolution also recalled the ancient Greek tradition of ekecheiria, calling for an “Olympic Truce,” to encourage a peaceful environment and ensure safe passage and participation of athletes in the games, “thereby mobilizing the youth of the world to the cause of peace.”

The assembly resolution underlined the importance of cooperation among U.N. member states in implementing “the values of the Olympic truce around the world” and emphasized the importance of work promoting this by the International Olympic Committee, International Paralympic Committee and the United Nations.

The General Assembly revived such calls for an Olympic Truce in 1993 after an appeal from the International Olympic Committee allowed athletes of war-torn Yugoslavia, which was on the brink of breaking up, to participate in the 1992 Barcelona summer games.

The UN General Assembly President, Abdulla Shahid, who spoke before the resolution’s adoption, said that sport “brings together people of every religion, race, ethnicity, and political background to celebrate humanity’s athletic prowess and potential.”

“It diverts energies from hostility and conflict towards friendly competition and promotes an active lifestyle and supports our mental and physical well-being,” he said. It can instill the spirit of camaraderie, support quality education, and “relieve the psychological stress of the COVID-19 pandemic, which has taken a big toll on our collective psyche and left us so weary.”

Speaking in the General Assembly, Ambassador Mohammad Aamir Khan, Pakistan’s deputy permanent representative to the UN, said Pakistan was “pleased” to co-sponsor the resolution, and congratulated China for the overwhelming support it received.

Pakistan is committed to promoting sports, including the participation of women and girls, he said, emphasizing the positive contribution they can make to the achievement of the 2030 Agenda for Sustainable Development.

Ambassador Aamir Khan wished all the best for a successful sports event – like the 2008 Summer Olympics which were also hosted by China.

ECP has to select EVM through floating tenders initially; Shibli Faraz

Shibli Faraz urges need for efficient appliances in country

ISLAMABAD, Dec 02 (APP):Federal Minister for Science and Technology, Senator Syed Shibli Faraz Thursday said that the Election Commission of Pakistan (ECP) will now select the Electronic Voting Machine (EVM) through floating tenders.

“Since the Electoral Reforms Bill has been signed today so now ECP has to select EVM through floating tenders after which different companies will come forward with their products and the best would be selected by ECP”, Shibli Faraz said while addressing at the Ceremony of Signing Electoral Reforms Bill 2021.

He said that ECP has already constituted three committees including one technical committee which would formalize their specifications and float the international tenders in the given timeline as initially selection of EVM is an important task.
He said, “Today is an important occasion for Pakistan to bring democratic and political stability in our country”.

“The present government has taken bold decisions and Prime Minister Imran Khan is confident from day one that elections of 2023 will be conducted through EVM”, he added.

The federal minister termed the decision of giving the right of vote to the overseas Pakistanis as another landmark development and a memorable day in democratic history of the country which would yield positive results.

“It is heartening to see that those who contribute immensely in our country through their remittances will be part of the election process”, he said.
Shibli Faraz said that making elections transparent and non-controversial through use of technology was the promise and part of our manifesto.

The minister acknowledged the support extended by President Arif Alvi and the cabinet members for fulfilling this commitment.

The minister said that around 23 months are left in the elections and we have sufficient time to complete all the processes regarding use of EVM in elections.

The minister said that every election remained disputed in our country and a movement launched after every election against the results which has destabilized the country economically and politically

Such a situation created tension in the parliament owing to which democracy could not flourish in a way the country needed, he said.

About the journey of manufacturing the Electronic Voting Machine (EVM), the minister elaborated that his ministry in collaboration with National University of Science and Technology (NUST) manufactured the prototype of EVM within a short span of time and tested on three to four thousand voters before presenting it at the different forums.

“We have given live demonstrations at provincial and national assemblies, universities and different important forums”, he said.

The EVM was prepared following the parameters and requirements given by ECP.
The EVM was manufactured without the Bluetooth and internet facility. Basically it was a proof of concept and it was not necessary to use this specific machine for conducting elections.

He pointed out that the efforts were continued for EVM in the country since the year 2010.

Punjab Local Government Bill to be approved within next few days: Fawad

ISLAMABAD, Dec 2 (APP):Minister for Information and Broadcasting Chaudhry Fawad Hussain Thursday said, Punjab Local Government Bill would be approved in next few days to pave way for holding the LG elections in the provinces.

Briefing media about core committee meeting of Pakistan Tehreek-e-Insaf, he said the LG elections in Punjab would be held by Electronic Voting Machines (EVMs) as the relevant law has already been amended by the Punjab government.

The allies of the government were also taken on board as constructive talks had been held with them on the new structure of upcoming LG election in the province.

He said Local Government Elections were being held in 17 districts of Khyber Pakhtunkhwa on December 19.

A total of 37,752 candidates will be taking part in the elections while a total of 689 candidates are in the run for the slot of village chairmen and tehsil mayors. Some 19,282 were vying for the neighborhood councils.

Lauding the decision of Election Commission of Pakistan to constitute technical committees on the matters of EVMs, he said ECP is now heading in the right direction for holding next election by EVM. Government was ready to assist the ECP in that regard.

Brushing aside the reports that the upcoming elections would be costly, he said indeed the process of elections would become a bit cheaper as compared to past due to EVMs usage.

He said Special Assistant to the Prime Minister on Poverty Alleviation and Social Welfare Dr Sania briefed the Core Committee on some important social welfare programmes.

She briefed the forum on Ehsaas Programme and Rs 350 billion Sehat Insaf Card programme which would cover medical expenditures amounting to one million each of entire population of Punjab.

He said the government was persuading Sindh government to join federal government for starting such welfare programmes in Sindh but they were reluctant due to absence of chances of receiving personal gains from the programme.

He said Balochistan government has agreed to join and contribute in the welfare programmes but Sindh has not yet agreed.

The role of Sindh government was anti people as they were reluctant to join social welfare programmes of federal government.

He said the issue of inflation was discussed in the meeting and it was encouraging to note that Sensitive Price Index has posted a decrease of 0.67 percent. Government was doing utmost to minimize global inflation impacts.

In the coming days people would be provided relief.

Responding to a question, he said inflation was the result of devastating policies of previous governments and now people like former Prime Minister Shahid Khaqan Abbasi were shedding crocodile tears on price hike.

He invited Shahid Khaqan Abbasi to have a session with Bureau of Statistics to understand their system of issuing figures about inflation.

The opposition was the bunch of illiterate people as they were not well versed with current issues.

Upto 40 percent increase in Sensitive Price Index (SPI) index was due to inflation records from Karachi.

The erstwhile PML-N government of Shahid Khaqan Abbasi had left Rs 157 billion debt. Pakistan was still bearing the brunt of their anti people policies.

Criticizing opposition, he said opposition was not ready to participate in the meetings of parliamentary parties (for Election Reforms). It was obvious that the opposition was not to end their reservation regarding EVMs use in the elections.

“People will have to trust it. It involves no advancement. It is too simple. The country achieves progress by adopting new things,” the president said addressing a ceremony wherein he also signed the Election (Amendment) Bill 2021.

Passed by the parliament, the bill provides for holding of the next general election through the EVM as well as granting the right of vote to the overseas Pakistanis through I-voting.

He said the EVM would ensure holding a fair election which had long been desired in Pakistan as every election followed the controversies and rigging charges which also impacted the credibility of the respective governments.

He said that after its success in upcoming elections, the EVM would be marketed as the “Product of Pakistan.”

Calling it a “great step”, the president said the legislation was made possible owing to the consistency of Prime Minister Imran Khan and hard work by the cabinet members despite huge resistance.

He said that it would help print the vote at the spot instead of printing the ballot paper at the press.

He said the machine would help to do away practice of printing extra ballot papers which used to be sold out later, the kidnapping of presiding officers, and confusion in the counting process.

He said at EVM, the voter would cast his vote by touching the screen instead of stamping the ballot paper.

“The process is the same. Then what is the resistance for?” he questioned.

He explained that for an accurate result, the votes would be counted through an in-built calculator, though manual counting would also be available for the skeptics.

He clarified that the Ministry of Science and Technology was not a manufacturer of the EVMs rather it just made a prototype for the experiment. It would be the Election Commission to select the EVM based on the required specifications.

Coming to the I-voting for the overseas Pakistanis, the president recounted his as well as PTI’s legal and political struggle to give the voting right to the expatriate.

Rubbishing the notion of hacking, the president quoted the 2018 data of digital transactions worth $5 trillion a day which he said involved far lesser chances of hacking than a plane crash.

Terming the innovations as key to development, President Alvi said following the world’s footsteps was no service to the country.

He said due to multiple complications, the physical voting for the expatriates was not possible.

The president said the countries which had rejected the EVMs, was because they had their own better systems in place. Contrarily, Pakistan needed it owing to its system’s weakness.

He said the EVM would help to alleviate the confusion caused by the post-election rigging charges and bring about a strong government to support the democracy.

“Don’t worry, the nation will be convinced. Just like this one, the country will make progress in other fields too,” the president remarked.

Earlier, Minister for Science and Technology Senator Shibli Faraz said the legislation was a historic achievement as in the past, the controversies on the fairness of elections begot political and economic instability besides confrontation in the parliament.

He said following the 90-day deadline by the prime minister, the ministry got the prototype of EVM manufactured through NUST and experimented with it at multiple forums like universities, chambers, and before media.

He said it was now up to the ECP to choose the EVM based on the requirements, though the Commission had already formed three committees on the subject that would follow the floating of international tender.

He said the legislation on EVM was a bold decision and no resistance could deter the prime minister’s confidence as the PTI had resolved to establish a system for holding the polls by utilizing the technology.

Earlier, Advisor to PM on Parliamentary Affairs Dr Babar Awan said the previous government’s claims of holding free and fair elections were confined to the slogans.

He said the government was also trying to incorporate the use of EVM in the laws of local government elections in Islamabad as well as Punjab.

He said the EVM was meant to minimize the human involvement in elections that would also do away with the possibility of double stamping and rejection of votes.

Asking the opposition not to be afraid of the EVM, he said the resistance against the EVM on the pretext of technology, was irrational as over 186 million people were already using mobile phones in Pakistan besides as well as using social media.
