Constitutional Courts essential to address existing legal challenges: Marri

ISLAMABAD, Sep 25 (APP):Pakistan People’s Party (PPP) Central Information Secretary Shazia Marri Wednesday said that establishing Federal Constitutional Court would effectively address the existing legal and judicial challenges in the country.
Addressing a press conference along with Senator Palwasha Khan, she said that formation of Federal Constitutional Court is mandatory and PPP has very clear stance on the issue.
Shazia Marri said that Chairman PPP Bilawal Bhutto Zardari has been advocating for the establishment of a Federal Constitutional Court for quite some time and recently, the PPP has raised this demand of establishing Constitutional Courts with full force.
She urged the government to consult with all the stakeholders on the proposed constitutional package. “The PPP has been presenting its stance with conviction and has come to know about the ongoing constitutional amendments,” she said.
Shazia Marri said the idea of a Constitutional Court has been mentioned in the Charter of Democracy (CoD) and it has been part of the PPP’s manifesto since 2007.
She stressed the necessity of a Federal Constitutional Court to ensure swift, speedy and fair justice. “The PPP workers sought justice for Shaheed Zulfiqar Ali Bhutto after a wait of 45 years.”
She criticized the current judicial system is often preoccupied with political and constitutional cases, which leaves little room for addressing the grievances of the general public.
Shazia Marri said the justice system in the provinces is also crumbling, and proposed that a constitutional court should be established in every province. “Each province should have representation in the Federal Constitutional Court,” she added.
Criticizing the Pakistan Tehreek-e-Insaf (PTI), saying, “There is a party that has ‘justice’ in its name but is running away from it. They only want justice for one person, whereas the PPP seeks justice for the common man.”
Shazia Marri called for a collective effort to provide relief to the public and stressed that lawmaking is the prerogative of the Parliament, as enshrined in the Constitution.
She said that that there is ongoing propaganda aimed at discrediting institutions, but reiterated that lies, no matter how they are spun, remain lies. Marri also expressed support for reforms in the judiciary, including family courts, arguing that if proper reforms were enacted, there might not even be a need for a “Practice and Procedure Act.”
On the occasion, Senator Palwasha Khan alleged the PTI for creating chaos in the country and called for adhering to the Charter of Democracy, calling it the unfinished work of Shaheed Benazir Bhutto. “It is Bilawal Bhutto Zardari’s responsibility to complete the mission of Shaheed Bibi,” she said.
She question that why PTI, which supported the Charter of Democracy and the idea of a Federal Constitutional Court in 2006, is now opposing it!
Palwasha stressed that the establishment of the court would not lead to the dominance of any one province but would instead strengthen the federation.
She raised concerns about international media coverage of Imran Khan, specifically in Israeli newspapers. She noted that these articles have never been written about any other Pakistani leader and suggested that certain foreign powers, including Israel and India, are conspiring against Pakistan.

Motorway police impound snatched coaster

LAHORE, Sep 25 (APP):The Motorway Police Central Zone impounded a snatched coaster at Thana Kot Radha Kishan.
According to police spokesperson, the coaster passengers were robbed by four armed robbers at gunpoint near Kot Radha Kishan and coaster was taken away. A case was registered at Thana Kot Radha Kishan.
On receiving information, the Motorway Police blocked the National Highway. Seeing the patrolling officers near Jambar, the accused left the coaster and fled the scene. The Motorway police impounded the vehicle and handed it over to the local police.

Police arrest 8 lawbreakers with over 7 kg charras

RAWALPINDI, Sep 25 (APP):Rawalpindi police in an action against suspected drug peddlers conducted raids in different areas and arrested eight accused besides recovering over 7 kg charras and other items from their possession.
A police spokesperson said that Dhamial, Saddar Baroni, Kahuta, New Town, Saddar Wah, R.A.Bazhar and Jatli police rounded up Arbaz, Farooq, Hafeez, Sadhir, Mohsin, Younas, Pervaiz and Asim and recovered total over seven kg charras and other items from their possession.
Separate cases have been registered against all the accused while further investigations are underway.
City Police Officer, Rawalpindi had directed the police officers to accelerate ongoing operations against drug peddlers, bootleggers and other lawbreakers, he added.

Security arrangements reviewed for ongoing polio drive

DERA ISMAIL KHAN, Sep 25 (APP):District Police Officer(DPO) Tank Aslam Nawaz Khan on Wednesday visited various places to review security measures for the ongoing polio drive in the district.
 According to a police spokesman, the DPO visited the Gomal, Jattatar, and Bhittani areas as well as Basic Health Units(BHUs) and met with police personnel on duty.
He instructed police personnel to maintain communication with the polio teams in order to ensure best security.
The DPO expressed commitment to prioritizing the safety of polio workers and added that efforts would continue to rid the country of this debilitating disease through public cooperation.
In this regard, he added that collective efforts should be made for the success of efforts against polio.

FIA arrests two women for human & drugs trafficking

MULTAN, Sep 25 (APP):The Federal Investigation Agency (FIA) Composite Circle arrested two women for their alleged involvement in human trafficking and drugs smuggling.
According to official sources, the arrested women have been identified as Kanwal Mushtaq and Nargis Mushtaq.
An FIA spokesperson alleged that these women sent two people, Sonia and Shakeel, to Saudi Arabia on Umrah visas and promised them jobs over there. Later, the Saudi authorities recovered drugs from their luggage and sentenced them to 25 years in prison. One of the women traffickers died in Saudi Arabia during imprisonment.
The spokesperson said the action against traffickers would continue.

Four died as a speedy dumper fell on passenger van

RAWALPINDI, Sep 25 (APP):Four people including one woman, died and several others injured when a speedy dumper overturned and fell on a passenger van near Wah Cantt, on Wednesday.
According to details a passenger van was travelling from Rawalpindi to Haripur when an overtaking speedy dumper went out of control, overturned and fell on it resulting in multiple casualties.
The Rescue 1122 teams rushed to the accident spot and recovered one body, and administered first aid to the injured. However three more seriously injured passengers couldn’t survive and died.
The footage of the tragic incident received by APP shows that the passenger van completely broke down after being hit by the dumper.
According to Rescue 1122, those who died include Danyal, Asma, Hamid Doltana and Inamullah. The bodies and injured were shifted to THQ Hospital Taxila. Two passengers received serious injuries and were under treatment in THQ Hospital Taxila.

Shifting Gears: Pakistan’s EV ambitions gain momentum with new policy month away

ISLAMABAD, Sep 25 (APP): As the world embraces electric mobility, Pakistan is not just aiming for a 30% electric vehicle (EV) penetration by 2030; it is setting the stage for a competitive presence in the global EV market.
With a flurry of recent government initiatives and a policy deadline just one month away, the nation is demonstrating its commitment to becoming a key player in the EV revolution. It is also determined to achieving a remarkable 90% transformation by 2040.
The driving force behind Pakistan’s initiative to adopt this policy is the vision of a greener nation, aimed at reducing the environmental impact of transportation.
Additionally, this shift seeks to alleviate the financial burden of import bills associated with traditional fuel costs, which have been detrimental to the national economy.
“Currently, two-three-wheeler and four-wheeler EVs population in the country is almost 45,000 [0.16% of total] and 2,600 [0.06% of total] respectively, with a target to take the number to 371,577 during the current year and 90% by 2040,” Deputy Chief of Large Enterprises Development (LED) at the Ministry of Industries and Production Abdus Samad told APP.
For this purpose, Prime Minister Shehbaz Sharif established a Steering Committee to formulate a comprehensive policy to promote local manufacturing and facilitate the early adoption of electric vehicles (EVs), including New Energy Vehicles (NEVs).
The committee will guide its efforts according to international best practices while addressing local needs. It plans to create a nationwide strategy for deploying sufficient charging stations, including fast-charging facilities, in key urban centers and along major highways. This initiative will be supported by Oil Marketing Companies (OMCs) and the National Highway Authority (NHA) to ensure that existing EVs can effectively serve inter-city and intra-city transport.
Furthermore, the committee will oversee the replacement of conventional vehicles within the federal government and will recommend a suitable tariff structure for charging stations. It will also establish a robust tariff and duty framework to encourage early adoption and local manufacturing of EVs.
Moreover, it is tasked with aligning national climate goals by focusing on reducing carbon emissions, promoting clean energy use in transportation, and raising public awareness about the benefits of EVs and their environmental impact.
To incentivize demand, the body will develop a comprehensive financial structure that includes grants from the federal budget. Close collaboration with provincial governments, as well as the administrations of Gilgit-Baltistan and Azad Jammu and Kashmir, will be essential for developing synergies in this initiative.
Following the committee formation, Minister for Industries and Production Rana Tanveer Hussain on Tuesday chaired its maiden meeting that decided to prepare a revised National Electric Vehicle Policy in one month.
Reflecting on the current EV landscape, the ministry official noted that the global EV population has reached 28 million and is growing at an annual rate of approximately 25%, according to the International Energy Agency.
The earlier NEVP-2019 provided a concessionary duty and tax framework, along with soft credit schemes; however, these were only partially implemented in 2021.
The adoption of EVs has accelerated in the past two years, with 49 licenses granted to two- and three-wheeler EV manufacturers since 2022, supporting a production capacity of 4 million vehicles annually.
Currently, 25 manufacturers are engaged in production, and the first license for four-wheeler EV manufacturing—capable of producing 6,000 vehicles per year—was issued in September, with production expected to commence by year’s end.
In response to inquiries about immediate measures to enhance market penetration, Deputy Chief Abdus Samad emphasized the need for a robust charging infrastructure, along with established standards and regulations from the National Energy Efficiency & Conservation Authority (NEECA) and preferential tariffs set by the National Electric Power Regulatory Authority (NEPRA) and electricity distribution companies.
Media spokesperson for the Ministry of Climate Change and Environmental Coordination Muhammad Saleem talking to APP said, as part of broader efforts to combat growing air pollution, reduce dependency on imported fossil fuels, and address climate change, Pakistan has set this ambitious yet achievable goal of electrifying 30% of its vehicles by 2030.
This initiative aligns with global efforts to lower carbon emissions and transition to more sustainable energy sources.
With countries like Norway, Sweden, and the Netherlands already having achieved significant EV penetration, the global EV market is expected to reach 140 million units by 2030. Major players like Tesla, Volkswagen, and General Motors are investing heavily in EV technology, while countries like China, the US, and Japan are offering incentives and subsidies to encourage the adoption of EVs. The International Energy Agency (IEA) estimates that by 2040, EVs will account for over 50% of new car sales globally.
In this context, Pakistan’s goal of achieving 30% electric vehicle (EV) penetration by 2030 is vital for reducing its carbon footprint and oil import costs while promoting environmental sustainability.
Researchers and experts at the Pakistan Institute of Development Economics (PIDE) believed that EVs offered a promising pathway for Pakistan to achieve a cleaner, more sustainable future by reducing carbon emissions and decreasing reliance on fossil fuels.
However, they said, despite the introduction of an EV policy in 2019, progress remained slow due to significant infrastructural and economic challenges.
“Transitioning to EVs presents a great prospect to Pakistan, a country faced with severe environmental challenges including persistent smog during winters and a huge import burden due to being an oil importing country,” they said while talking to APP.
However, they said the affordability of EVs remained a critical issue, as higher prices compared to conventional vehicles made them less accessible to most of Pakistan’s population.
They called for consistency and clear ‘policy signals’ to remove hindrances towards EV adoption, adding “Pakistan has the potential to foster a sustainable EV ecosystem and drive long-term economic growth.”

Man killed in aerial firing

SARGODHA, Sep 25 (APP):A man was shot killed in a marriage ceremony in Esaa khail here on Wednesday.
The police spokesperson said the marriage ceremony was under way in Mauza Warhail where a youth started an aerial firing.
Resultantly, a man died on the spot who was identified as Ghulam Rasool,38.
The Rescue 1122 shifted the body to a local hospital.

Police taking strict action against unfit PSVs

RAWALPINDI, Sep 25 (APP):Rawalpindi district police on the directives of City Police Officer (CPO) Rawalpindi Syed Khalid Hamdani are taking strict action against unfit Public Service Vehicles (PSVs).
According to a police spokesman, the Police under a special campaign launched in Rawalpindi district issued challan slips to 5761 PSVs and impounded 741 during 31 days.
He informed that during a special campaign launched against unfit vehicles, police challaned over 5761 and imposed fines amounting to over Rs 6.2 million on the rules violators.
He said that the Police were taking action in accordance with the law against unfit PSVs, checking route permits and licenses of the drivers. Legal action was taken against 496 drivers for driving vehicles without licenses, he added.
The licenses of 27 drivers found guilty of negligence were canceled, he said adding, 43 cases were also registered against drivers and the owners of public service vehicles. All possible steps were being taken to ensure safe travel on PSVs, he added.
He said that the traveling time of the vehicles was also being checked. Legal action would be ensured against those who endanger the lives of the citizens, he said.
The spokesman said that action would also be taken against the PSV owners and bus terminal managers found guilty of negligence. The special squad of City Traffic Police is also ensuring checking of vehicles at bus terminals, he informed.
A special campaign was also launched for awareness of the citizens and drivers, he added.

Police arrest two bike lifters with four motorcycles

RAWALPINDI, Sep 25 (APP):Police have arrested two bike lifters and street criminals and recovered four stolen motorcycles and other items from their possession, said a Police spokesman here on Wednesday.
He informed that a team under the supervision of SHO, Wah Cantt Police Station managed to net two bike lifters namely Tabish and Gulfraz and recovered four stolen motorcycles and other items from their possession.
A case has been registered against the accused while further investigation is underway.
He informed that the police team on the directives of superintendent of Police, Potohar, Nasir Nawaz was conducting raids to net the accomplices and facilitators of the accused.
