SC grants bail to accused in hate material case

ISLAMABAD, Dec 22 (APP): The Supreme Court on Monday granted bail to Syed Muhammad, nominated in a case pertaining to the dissemination of hate material.
A two-member bench headed by Justice Naeem Akhtar Afghan heard the matter. During the hearing, Justice Afghan observed that only one book had been recovered from the accused and questioned whether there was any concrete evidence on record regarding its distribution.
The state counsel raised an objection, arguing that a petition against the decision of a two-member bench of the high court was not maintainable before the Supreme Court. However, Justice Naeem Akhtar Afghan remarked that under the newly notified rules, the apex court was competent to hear such cases.
The prosecutor submitted that the accused was involved in the distribution of a book attributed to Osama bin Laden titled From the Desert to the Sea, and that hate material had also been recovered from the accused’s mobile phone. It was further stated that the accused hailed from Waziristan.
Justice Afghan observed that if evidence existed, it should be proved during the trial and appropriate punishment awarded. When defence counsel attempted to refer to off-the-record facts, the court clarified that it could not consider material not forming part of the record.
The defence maintained that the accused worked as a laborer in Sahiwal and was arrested by CTD Lahore in February 2025 while returning home after collecting wages. It was submitted that after 27 days, a recovery of Rs109,000 was shown against an alleged amount of Rs500,000.
The prosecutor informed the court that the case involved four witnesses and that charges had already been framed. The defence argued that the maximum punishment prescribed under the law was five years.
After hearing the arguments, Justice Naeem Akhtar Afghan directed that evidence be produced during the trial and subsequently granted bail to the accused.

SC dismisses bail plea of murder accused

ISLAMABAD, Dec 22 (APP): The Supreme Court on Monday dismissed the bail application of murder accused Aurangzeb after his counsel withdrew the plea.
Aurangzeb is accused of killing one person and injuring another.
A two-member bench headed by Justice Naeem Akhtar Afghan heard the case. During the hearing, counsel for the accused argued that there were clear discrepancies between the post-mortem report and the facts of the case, adding that the site plan did not match the challan.
Justice Naeem Akhtar Afghan inquired whether the accused had remained a proclaimed offender for a long period. In response, Deputy Prosecutor General Zahid Yousaf Qureshi informed the court that Aurangzeb had remained absconding for five years, two months, and twelve days.
The bench further asked when the accused was arrested. Counsel for Aurangzeb stated that he was taken into custody on November 11, 2025. At this, Justice Afghan remarked that the accused had only recently been arrested and questioned the urgency of seeking bail, observing that “is there someone so special who cannot remain in jail even for two months?”
The defence requested the court to direct the trial court to conclude the proceedings at the earliest. However, Justice Afghan observed that had the accused been arrested in time, the trial would have already been completed.
The court was informed that Aurangzeb, along with his accomplices, is accused of committing murder and injuring another person in Mansehra in 2020. Subsequently, the Supreme Court dismissed the bail application on the grounds of its withdrawal.

DC Abbottabad praises performance of visually impaired students, assures full support

ABBOTTABAD, Dec 22 (APP): Deputy Commissioner (DC) Abbottabad Sarmad Saleem Akram, while addressing a ceremony at the Government School for Visually Impaired Students on the occasion of the International Day of Persons with Disabilities, said the institution is moving towards improvement and special children are a test for parents.
He appreciated the excellent performance of the students, congratulated the principal and teachers, and assured full support from the district administration as awards, cash assistance and food packages were distributed among students.
During the ceremony, trophies were awarded to students from Nursery and Prep to Grade 7 who secured first, second and third positions. More than 50 visually impaired students were provided food packages, while hostel students received cash assistance, special writing frames and additional food supplies.
Addressing the gathering, the DC said the institution is moving in a positive direction and appreciated the dedication of the principal and teachers. He described special children as a test for parents and prayed for strength and patience for their families, assuring full support from the district administration.
Earlier, Principal Saadat Ali Khan said transport facilities are being provided to 32day scholars, while 20 hostel students are given quality meals three times a day. He added that improved food items and facilities have been introduced during the past four months and that the school is committed to providing quality education to help students become productive members of society.
Parents and position-holding students expressed satisfaction with the improved academic environment, transport, and food facilities, and urged the authorities to appoint the current principal on a permanent basis. The ceremony concluded with students presenting co-curricular activities, reflecting a joyful and encouraging atmosphere.

SECP notifies key amendments to regulations on shares with differential rights, privileges

ISLAMABAD, Dec 22 (APP): The Securities and Exchange Commission of Pakistan (SECP) on Monday notified amendments to the Companies (Further Issue of Shares) Regulations, 2020 (the “Regulations”) pertaining to the issuance of shares with different rights and privileges by listed companies.
The amendments aim to safeguard the interests of minority shareholders and ensure robust corporate governance practices, transparency, and effective price discovery, a news release said.
“Major amendments include that ordinary shares carrying voting rights shall be entitled to receive the same percentage or ratio of dividend per share; the aggregate voting power of all ordinary shares, under the principle of ‘one share, one vote,’ shall not be less than 75% of the total voting power of all shares issued by a company; shares with varied voting rights shall carry a maximum of 5 voting rights per share; and ordinary shares with varied rights shall be issued as listed securities,” it added.
The amendments ensure the alignment of economic benefits, preserve the fundamental significance of ordinary shares, minimize potential conflicts of interest, safeguard against undue concentration of control, and promote equitable governance.
These amendments, the SECP said, have been notified following an extensive consultation process with key stakeholders, including the PSX, CDC, NCCPL, listed companies, consultants, professional associations, and law firms.
The feedback received was carefully reviewed and analyzed to identify key insights, and based on this input, the SECP has finalized and notified the amendments to the Regulations.

MoU signed between UoB & MCQ for imprudent in LG, sectors strengthening, geo-tagging survey

QUETTA, Dec 22 (APP): Memorandum of Understanding (MoU) and Letter of Agreement were signed between the University of Balochistan (UoB) and the Metropolitan Corporation Quetta (MCQ) for improvement in local governance, institutional strengthening and geo-tagging survey on Monday.
According to the press release, this agreement was reached through the Government Innovation Lab of the University of Balochistan under the treaty, a geo-tagging survey of the properties of the Metropolitan Corporation Quetta would be conducted, through which the accuracy, transparency of local government records, urban planning and improvement in revenue could be possible.
The accord includes institutional capacity building, conducting training programs, preparation of standard operating procedures, monitoring and evaluation framework and digital initiatives such as mapping under the Geographic Information System and citizen feedback system.
On this occasion, Pro Vice Chancellor of the University of Balochistan Prof. Dr. Ghulam Razaq Shahwani, Administrator Metropolitan Corporation Quetta Mr. Mujeeb-ur-Rehman Qambrani, Director Government Innovation Lab Dr. Waheed Noor and Secretary Local Government and Rural Development Department Abdul Rauf Baloch signed the agreement.
Dr. Sanaullah, Director General Engineering and Works, Ghulam Farooq Badini and Chief Metropolitan Officer Nazar Zehri were also present at the ceremony.
The participants termed this contract as a significant step towards modernizing the local government system in Balochistan and effective delivery of public services.
After the ceremony, the guests visited the Government Innovation Labs established at the University of Balochistan, where they were given a detailed briefing on digital governance, data management and modern technology-based initiatives.
The delegation appreciated the performance of the Government Innovation Labs and CERBM and commended the efforts made by the University of Balochistan for research, innovation and improvement in public services.

DPM/FM Dar reviews Consular Services Team’s steps

ISLAMABAD, Dec 22 (APP): Deputy Prime Minister/Foreign Minister Senator Mohammad Ishaq Dar, Monday, reviewed the steps taken by the Consular Services Team and emphasised that ensuring transparent and efficient attestation was the cornerstone of the Ministry of Foreign Affairs’ (MOFA) mission.

The DPM/FM further stressed for efforts to be employed to facilitate people at minimum cost and in a timely manner.
