Nine more meters severed over violations

MULTAN, Sep 15 (APP):Sui Northern Gas Pipelines Limited (SNGPL) UFG Control Task Force continued its daily operation and disconnected nine more connections including one direct gas connection.
According to the details, a consumer found using gas directly without a meter had his connection severed, and an FIR has been recommended. Another user was found supplying gas to four unauthorized quarters, and his meter was also disconnected.
One consumer was caught red-handed stealing gas by reversing the meter, resulting in the disconnection of the meter and a recommendation for further departmental action. In another case, a user whose meter had already been disconnected from the system had his meter confiscated to prevent further illegal usage.
Additionally, five consumers whose meters were placed far from the service line, causing leakage-related losses to the department, had their meters disconnected, and further departmental action has been recommended.
A recovery of Rs 7,730 was made from one consumer.
Moreover, six consumers who were supplying gas to multiple households had their unauthorized extensions removed.

Death anniversary of renowned writer Hajra Masroor being observed today

ISLAMABAD, Sep 15 (APP):The 12th death anniversary of renowned Pakistani Urdu writer Hajra Masroor is being observed on Sunday.
She was born on January 17, 1930, in Lacknow, and after partition migrated to Pakistan.
Anthologies of Masroor’s works have been widely published and include ‘Chand ki Doosri Taraf’, ‘Teesri Manzil’, ‘Andheray Ujalay’, ‘Chori Chupey’, ‘Haye Allah’, and ‘Charkhay.”.
She also wrote the script for the 1965 Pakistani film ‘Aakhri Station’.
Hajra Masroor wrote several books of short stories in which she raised the issue of social, political, legal, and economic rights for women.
She received several awards, including the Pride of Performance for best writer in 1995 and the Aalmi Frogh-e-Urdu Adab Award.
Hajra Masroor died on this day in 2012 in Karachi.

PIDE proposes modernization of overhauling  governance system

ISLAMABAD, Sep 15 (APP):The Pakistan Institute of Development Economics (PIDE) on Sunday proposed modernization and overhauling of the governance system and highlighted Pakistan’s governance bottlenecks for sustainable economic development.
A new report titled Modernizing Governance: Challenges and Solutions in Pakistan’s Rules of Business and Secretariat Instructions, authored by Dr. Nadeem Ul Haque, Vice Chancellor of Pakistan Institute of Development Economics (PIDE), Prof. Nadeem Ahmed Khan, Dr. Khurram Ellahi Khan, and Prof. Hassan Rasool, has been released by PIDE highlighting key inefficiencies within Pakistan’s government framework, said a release issued here.
This report comprehensively addresses the challenges and provides actionable solutions to improve governance and modernise the country’s administrative structures, using best practices from global governance models.
The report reveals that while Pakistan’s Rules of Business 1973 and Secretariat Instructions are the backbone of federal governance, they have not sufficiently evolved to meet modern administrative needs.
For instance, over 80% of federal processes still rely on outdated, manual systems, significantly delaying decision-making and policy implementation and centralized approval mechanisms alone account for up to 60% of these delays, creating bottlenecks across ministries.
 Furthermore, the report shows that more than 50% of all federal decisions are delayed due to excessive bureaucracy, with less than 10% of officials held accountable for inefficiencies.
The report also highlights inefficiencies in inter-divisional consultation, noting that over 70% of inter-ministerial communications face delays due to centralized control and ineffective processes.
These challenges have resulted in a slow and unresponsive governance system that lacks the accountability necessary for effective administration.
In response, the report proposes several reforms aligned with global benchmarks, showing that countries modernizing their public administration have seen efficiency increases of up to 40%.
 These recommendations include streamlining government systems, with the potential to reduce delays by 50-60%, and organizational restructuring, which could shorten decision-making times by up to 30%. The report also advocates enforcing accountability measures, with penalties for noncompliance potentially improving operational efficiency by at least 20%.
Additionally, adopting New Public Management (NPM) and Post-NPM models could align Pakistan’s governance practices with international standards, achieving governance improvements similar to countries that have seen a 40-50% increase in performance after reforms.
The urgency for reform is clear. Without modernization, Pakistan risks continued inefficiencies and a lack of accountability that hinder economic development and erode public trust. The Modernizing Governance: Challenges and Solutions in Pakistan’s Rules of Business and Secretariat Instructions report provides a comprehensive roadmap for reform, aiming to align Pakistan’s governance system with international standards for responsiveness, transparency, and accountability.

Atta Tarar rules out any ‘person specific’ legislation

ISLAMABAD, Sep 15 (APP):Minister for Information, Broadcasting, National Heritage and Culture Attaullah Tarar on Sunday ruled out any “person specific” legislation, reiterating the government’s commitment to ensure speedy justice for the people of Pakistan.
“Reforms are overdue to give the people of Pakistan access to speedy justice,” he said while talking to the media inside the Parliament House.
To a query, he said the government would complete its numbers in both the Houses for the new legislation.
“This impression is wrong that there is any person specific legislation as we are legislating for only the greater good of the masses,” he stressed.
“All parties are unanimous to ensure speedy justice for the people at their doorstep,” the minister remarked.
He said the meeting of a special committee which comprised of allied parties was underway. The reforms were of the national importance and the Cabinet would meet shortly on this matter.
To another query, he said leader of the Jamiat Ulema-e-Islam (F) Maulana Fazl ur Rehman is our old ally and partner.

Martyred constable’s Namaz-e-Janaza held at Police Lines

LAHORE, Sep 15 (APP):The Namaz-e-Janaza of martyred constable Arshad Rauf was held here at Police Lines, Gujjar Singh, on Sunday. IGP Usman Anwar, CCPO Bilal Siddique Kamyana, DIG (Investigations) Zeeshan Asghar, DIG (Organised Crime Unit) Imran Kishwar, DIG (Operations) Faisal Kamran, SSP (Operations) Tassawar Iqbal, SP (Security) Abdul Wahab, SP (Headquarters) Zunair Cheema and senior officers attended the funeral prayers.
Constable Arshad Rauf, who was deployed at the Islampura police station, was martyred while performing duty with Muhafiz team in the Santnagar area, where he engaged in a firefight with criminal elements.
CCPO Lahore paid tribute to the martyr by offering a salute and laying a wreath on his grave.
Constable Rauf, a resident of Shahdara, Windala Road, Lahore, joined the police department in 2016. He is survived by four sisters and three brothers.
To date, 338 police officers and personnel from Lahore police have made the ultimate sacrifice in the line of duty.
The CCPO announced that special teams have been formed to apprehend the perpetrators of Constable Arshad murder. The police department remains committed to the welfare of the families of martyrs and the well-being of constable Arshad Rauf’s family will be a priority, he concluded.

PHA decorates Lahore with lights, models for Eid Milad-un-Nabi

LAHORE, Sep 15 (APP):The Parks and Horticulture Authority (PHA) has installed a variety of colorful lights, religious models, and buntings across Lahore to mark the celebration of Eid Milad-un-Nabi.
PHA Director General Muhammad Tahir Wattoo told the media on Sunday that Eid Milad-un-Nabi, commemorating the birth of Prophet Muhammad Peace Be Upon Him, would be celebrated with religious zeal and fervour across Pakistan on Tuesday. Key roads including Davis Road, The Mall, Jail Road, and Raiwind Road have been adorned with decorative lights and religious displays such as models of Masjid-i-Nabwi and the Kaaba, creating a festive atmosphere throughout the city, he added.
The PHA has also decorated its offices with lights and buntings, giving them a distinct green appearance in honor of the sacred occasion. The boundary wall of Racecourse Park, which houses the PHA headquarters, has been illuminated to spell out the first Kalima.
Similarly, Liberty Roundabout has been transformed with decorative lights to give it a celebratory look.
The DG emphasised the importance of observing the day with reverence and encouraged citizens to engage in charitable activities and community service as part of the celebrations.
Meanwhile, on the horticultural front, the PHA held a plantation campaign in Old Lahore, planting over 8,000 native trees along the green belts of Ek Moria Pull, New Azaadi Chowk, Siddiqia Road, and Masti Gate near Lahore Fort. The species planted include ficus, roses, sukh chain, and khatti saplings.
As part of the monsoon plantation drive, the department planted over a million saplings across the city, with a particular focus on the more remote neighborhoods of the provincial capital.

35 new dengue cases reported on Sunday

LAHORE, Sep 15 (APP):The Punjab Health Department confirmed on Sunday that 35 new cases of dengue fever had been reported across the province in the last 24 hours.
According to the latest figures, Rawalpindi recorded 33 cases, while Attock and Mianwali each registered one case.
This brings the total number of dengue cases to 219 over the past week alone, raising the cumulative total for the year 2024 in Punjab to 667.
In response to the rising numbers, the Health Department has issued an advisory urging the public to maintain clean, dry surroundings to curb the spread of the virus. Citizens have been asked to cooperate with health teams actively working on prevention and control measures.
A dedicated helpline (1033) has been established for those seeking treatment, information, or to lodge complaints related to dengue. Health officials stress that vigilance and proactive measures are essential to containing the outbreak across the province.

Addressing a seminar titled ‘Investment in Pakistan’, he said, “This year’s fair not only showcases innovative financial services but also facilitates meaningful dialogues and partnerships to strengthen global financial ties, particularly for NBP.”
“As the National Bank of Pakistan seeks to navigate an increasingly interconnected world, CIFTIS offers a unique opportunity to explore collaborative ventures that can drive mutual growth and stability in the financial sector,” he added.
He said, “NBP can leverage the opportunity to showcase its services, connect with potential business partners, and explore new avenues for collaboration with Chinese financial institutions.”
“We are constantly working on technology upgradation to position ourselves as a digitally competitive, agile, and secure bank driven by data and innovation. The upgrade of the core banking application will continue through 2024, alongside the strengthening of our cyber security. Substantial investment in hardware and software will continue this year,” he stated.
He mentioned, “With a total asset base of PKR 6.7 trillion (USD 23.6 billion) and accounting for 14% of total industry assets, NBP is the highest capitalized bank in Pakistan with PKR 382.8 Bn (USD 1.36 Bn) in net assets.”
“This year, NBP has participated in two major locations of CIFTIS: the Shougang Park where NBP presents its portfolio with all international banks, and the main National Convention Center,” China Economic Net reported.
It is to mention here that Shougang is the main venue for financial institutions to present their services in CIFTIS 2024, which is scheduled from September 12-16.

Police nab two dacoits with fake ID

ISLAMABAD, Sep 15 (APP):The Shalimar Police Station team has successfully arrested two members of a dacoit gang that was committing robberies and fraud while posing as employees of a sensitive organization.
According to an Islamabad Capital Territory (ICT) police spokesperson, the operation followed special directives from Inspector General (IG) Police Syed Ali Nasir Rizvi, who had called for an intensified crackdown on criminal elements in the city.
Following on these directions, the Shalimar police team leveraged both technical and human resources to apprehend the two wanted members of a dacoits gang, he said.
He said the arrested individuals, identified as Abdul Waheed and Shahzad Muhammad.
He said that the two accused had been involved in acts of robbery and fraud by pretending to be employees of a sensitive organization for an extended period.
 He said they recovered a significant quantity of items, including mobile phones worth lakhs of rupees, cash, wireless sets, and weapons used in the crimes
The accused have revealed that they were involved in several incidents, he added
DIG Syed Ali Raza, commended the police team for their efforts and assured that all legal procedures would be followed to ensure that the accused are duly punished, he added.
DIG also highlighted ongoing large-scale operations against organized and active gangs, he said.

Polio drive success: over 98% of ICT children vaccinated

ISLAMABAD, Sep 15 (APP):As the anti-polio vaccination drive concluded in the Federal Capital, Deputy Commissioner (DC) Islamabad, Irfan Nawaz Memon highlighted the dedication of polio workers, security personnel, and parents in achieving a major milestone in the fight against polio.
Chairing a meeting, the DC praised the efforts of polio workers and security personnel for their key role in the anti-polio campaign’s success.
The DC informed that more than 98% of the targeted children received the anti-polio vaccine during the drive, marking significant progress in the district’s efforts to eliminate the disease.
Memon also recognized the vital role played by parents in ensuring their children were vaccinated, saying their support had been crucial in the success of the campaign.
He acknowledged the hard work of both the polio workers and security teams who ensured that the campaign went smoothly.
“Looking ahead, the district administration is focused on fine-tuning its strategy to completely eradicate polio,” he informed.
“With continued cooperation from parents and the ongoing efforts of health workers, the goal of making Islamabad polio-free is within reach,” Memon emphasized.
