New ADB–IFFEd partnership to unlock $500 mln in concessional education financing in Asia-Pacific

ISLAMABAD, Sep 26 (APP): The Asian Development Bank (ADB) has signed an agreement with the International Finance Facility for Education (IFFEd) that will enable at least $500 million in new concessional education funding for lower middle-income countries (LMICs) in Asia and the Pacific.

Under the financing partnership, IFFEd—a sovereign-backed Swiss foundation established in 2023 to invest in education and skills in LMICs—will guarantee $125 million of ADB’s sovereign loan exposure across all sectors, known as a synthetic portfolio, and provide an initial $50 million in grants, according to ADB press release received here.

By blending IFFEd’s guarantees to ADB with grants that will comprise 10% of every loan, the first-of-its-kind arrangement facilitates a four times leverage ratio of the guarantee, boosting the amount of capital ADB can lend while lowering borrowing costs for the bank’s developing member countries (DMCs).

“Education is the cornerstone of modern, prosperous, and inclusive societies, and we are pleased to announce this partnership with IFFEd,” said ADB Vice-President for Sectors and Themes, Fatima Yasmin.

“By pooling catalytic and concessional financing, this initiative means our lower middle-income DMCs can scale up their investments in education and skills—vital to building knowledge-based economies—along with other sectors at the same time,” she added.

LMICs face an education crisis. More than 50% of students in these countries are not able to read simple text by age 10 despite attending school, and graduates do not have the skills to find jobs, leaving employers unable to fill vacancies.

As countries move from lower to lower middle-income status, they tend to get caught in a financing “missing middle” where they are no longer eligible to receive grants but cannot afford nonconcessional financing—forcing a difficult decision of where to invest, exacerbated by limited domestic financing.

By bringing concessional or grant resources to developing countries seeking to strengthen their education systems, the ADB–IFFEd partnership’s key innovation lies in the fact that—at a time of rapid change—it will help ADB’s DMCs prepare for a future characterized by digital transformation, climate change, demographic transitions, and rapid urbanization.

IFFEd’s sovereign donors include Canada, Sweden, and the United Kingdom, while the Atlassian Foundation, Jacobs Foundation, Porticus, Rockefeller Foundation, and the Soros Economic Development Fund (the investment arm of Open Society Foundations) have provided seed capital.

IFFEd, which benefits from a strong credit rating, will initially focus on Asia and the Pacific, and Africa, in collaboration with multilateral development banks (MDBs).

“Investing in education and skills in LMICs—home to nearly half of the world’s children and youth—is key to powering long-term economic growth and making progress on global health, climate, and equity goals,” said IFFEd Founding Chief Executive Officer Karthik Krishnan.

“IFFEd has been recognized by the G20 MDB Capital Adequacy Framework Review as one of the most significant development finance innovations in the past decade and delivers seven times more impact than traditional grants. ADB played a key role in shaping the IFFEd instrument and as our first founding MDB partner, ADB is showcasing its unwavering commitment to alleviating poverty and powering economic growth in Asia and the Pacific,” added Krishnan.

The countries eligible for IFFEd funding included Bangladesh, India, Mongolia, Pakistan, Papua New Guinea, the Philippines, Sri Lanka, Timor-Leste, Uzbekistan, and Viet Nam.

IFFEd-funded education projects can support ADB programs at any level of the education system—from early childhood development and school education to technical and vocational training, skills development and tertiary education.

DIG Islamabad directs officers for effective measures to eradicate crime

ISLAMABAD, Sep 26 (APP):Deputy Inspector General (DIG) Syed Ali Raza on Thursday held an important meeting with ARDU and ALVC police officers which was attended by in-charge ARDU and AVLC and other concerned police officers.
On this occasion, while issuing directions to the officers, DIG Islamabad said that in the upcoming meeting, the performance of all the officers will be reviewed and there will be no compromise on the addition of crimes.
During the meeting, DIG Islamabad issued directions to police officials of ARDU and AVLC to prevent incidents of robbery, dacoity, and vehicle theft.
Under the supervision of the in-charge ARDU and AVLC special teams will work effectively to arrest gang members involved in dacoity, snatching, and vehicle lifting activities.
He said that the progress of these teams will be reviewed daily. All police officers are expected to be more effective in combating criminal elements.
The DIG further mentioned that police officers who perform effectively well will be commended, while those showing negligence or poor performance will face departmental action.
All police officers are urged to provide facilities for citizens. The protection of citizens’ lives and property is the top priority of the Islamabad Police, and any form of negligence and incompetence will not be tolerated, he added.

According to a police statement, the teams from Golra, Aabpara, and Sumbal, police stations received reports from citizens stating their children had been missing and could not be traced despite extensive efforts by family members.

He added that the families expressed their gratitude for the police team’s swift actions and commended the Islamabad Police for their immediate assistance.

2 killed, one injured in firing outside Judicial Complex

ISLAMABAD, Sep 26 (APP):Two persons were killed and one injured in a firing incident outside the Judicial Complex in G-11 Sector of the Federal Capital on Thursday.
Tafseer Hussain Shah along with his companions was reportedly passing through the area when his car was fired upon by some  unidentified individuals.
Tafseer Hussain Shah died on the spot, while his driver Wajid Masood Kayani and another person sustained injuries. The injured were shifted to the Pakistan Institute of Medical Sciences (PIMS), where Wajid Masood Kayani also succumbed to his injuries.
Tafseer Hussain Shah, a property dealer and resident of G-14 Islamabad, hailed from Kotli Sattian.
According to police, an old enmity might be the reason behind the killings.
The police cordoned of the area and launched a search operation to apprehend the assailants.

NEW YORK, Sep 26 (APP): Prime Minister Shehbaz Sharif and United Kingdom PM Rt. Hon. Sir Keir Starmer on Thursday agreed to further strengthen bilateral ties in various sectors especially trade and investment.

During a meeting on the sidelines of 79th Session of United Nations General Assembly (UNGA), the two sides discussed matters of mutual interests and bilateral relations between the two countries.

The prime minister apprised his British counterpart of the country’s current economic situation and the government’s measures being taken for the development and growth of the country’s economy especially the efforts made in implementing the FBR tax reforms and expanding the tax base.

Additionally, PM Shahbaz Sharif also informed about the challenges Pakistan faced due to the adverse effects of climate change.

He highlighted Pakistan’s sacrifices in the fight against terrorism, emphasizing that terrorism was a global issue that required collective action from the international community.

The prime minister noted that the UK was the third-largest investor in Pakistan and discussed the investment opportunities and projects available in the country.

While mentioning the significant role of Pakistanis residing in the UK in the development of both countries, the prime minister expressed a desire to utilize their contributions effectively to achieve mutual development goals.

SC reserves verdict about jobs quota of govt employees’ children

ISLAMABAD, Sep 26 (APP): The Supreme Court on Wednesday reserved its verdict in a case regarding the quota of children of government employees in jobs.

A three-member bench headed by Chief Justice of Pakistan Qazi Faez Isa heard the case.

During the course of proceedings, the chief justice asked that whether there was any law or logic to give jobs to the children of government employees, who after retirement got pension.

He observed that under Article 27 of the Constitution, all citizens of Pakistan were equal. If the practice (of giving jobs to children of retired government employees) would continue then no one else would be able to get a government job.

Earlier, the Additional Attorney General told the court that the Punjab Government had already abolished the job quota of retired employees’ children by amending the service rules.

The Additional Advocate General Sindh informed the bench that there was a law to give jobs to the children of retired government employees in the province.

Pakistan urges global action against Israel’s alleged war crimes

ISLAMABAD, Sep 26 (APP): Foreign Office Spokesperson Mumtaz Zahra Baloch Thursday urged the international community to take prompt action to hold Israel accountable for its acts of international terrorism, war crimes, and crimes against humanity.

During her weekly media briefing, the spokesperson expressed Pakistan’s concern about the security situation in the Middle East, attributing it to Israel’s increasing adventurism and disregard for international law.

She stated that last week’s military actions against Lebanon represent a serious violation of the UN Charter and international law, emphasizing that this dangerous escalation has further threatened peace and security in an already unstable region. Pakistan continues to reaffirm its steadfast support for Lebanon’s sovereignty and territorial integrity.

Additionally, she noted that for nearly a year, Israeli occupation forces have been conducting a systematic genocidal campaign in Gaza, committing significant violations of international humanitarian law.

This week, she said Israel sent a container of decomposing bodies of 88 Palestinians to Gaza without providing any information about the victims’ identities or the circumstances of their deaths.

This appalling act violates international humanitarian law, which mandates the respectful handling and identification of the deceased. By withholding the names and genders of the victims, Israeli occupation forces have stripped them of their dignity and exacerbated the suffering of their families. No family should be denied the right to bury their loved ones with honor. Israel must reveal the identities of the deceased and ensure that their remains are returned to their families in a dignified manner, she stated.

Reiterating Pakistan’s support for the people of Indian Illegally Occupied Jammu and Kashmir (IIOJK), she affirmed that Pakistan will continue to provide political, diplomatic, and moral support to our Kashmiri brothers and sisters in seeking a just and peaceful resolution to the Jammu and Kashmir dispute in line with United Nations Security Council (UNSC) Resolutions.

She stated that the Contact Group of the Organization of Islamic Cooperation (OIC) on Jammu and Kashmir convened on last Wednesday during the 79th Session of the UN General Assembly in New York. Chaired by OIC Secretary General Hissein Brahim Taha, the meeting included representatives from the member states of the Contact Group—Pakistan, Saudi Arabia, Türkiye, Niger, and Azerbaijan. A delegation of the True Representatives of the Kashmiri People also participated.

She stated that Defence Minister Khawaja Muhammad Asif, who led the Pakistani delegation to the meeting, provided an update to the Contact Group on the political, security, and human rights situation in IIOJK.

Member states of the Contact Group stressed the importance of the Jammu and Kashmir dispute on the OIC’s agenda and expressed their support for the rights and freedoms of the Kashmiri people. They called for a prompt and peaceful resolution of the dispute.

The meeting concluded with the adoption of a comprehensive Joint Communiqué, reaffirming the OIC’s unwavering support for the legitimate struggle of the Kashmiri people to realize their inalienable right to self-determination in accordance with relevant UN Security Council resolutions.

The Communiqué also condemned the banning of several Kashmiri political parties and the ongoing efforts to confiscate the properties of Kashmiri activists. It emphasized that the so-called electoral processes in IIOJK cannot replace the exercise of the right to self-determination.

The Contact Group also called upon India to halt the human rights violations in the IIOJK and take steps for the resolution of the Jammu and Kashmir dispute in accordance with the relevant UNSC resolutions and the wishes of the Kashmiri people.

Regarding Prime Minister Muhammad Shehbaz Sharif’s visit, she said PM is in New York for the high-level segment of the 79th Session of the United Nations General Assembly. The prime minister will address the UN General Assembly on Friday.

He attended the “SDG Moment” event, emphasizing the need for support for developing countries facing debt traps due to climate change and an unfair global financial system. He also participated in the “High-Level meeting on the Existential Threat Posed by Sea-Level Rise” and the UN Security Council’s Open Debate on “Leadership for Peace.”

In his statement on “Leadership for Peace” during the UN Security Council’s High-Level Open Debate, the prime minister emphasized that escalating wars, great power tensions, and rising poverty are undermining global stability. He proposed actions to tackle these challenges and strengthen peace and security, committing to pursue these objectives when Pakistan assumes its seat on the Security Council next year.

On the sidelines of the UNGA Session, the prime minister held bilateral meetings with various leaders, including President Muizzu of Maldives, President Erdogan of Turkiye, President Pazeshkian of Iran, President Abbas of Palestine, Crown Prince Sheikh Sabah of Kuwait, and UN Secretary-General Antonio Guterres.

Responding to a question, the spokesperson stated that Türkiye maintains a consistent and principled stance on the Jammu and Kashmir dispute, with its leadership and diplomats advocating for the Kashmiri people’s right to self-determination at various forums, including the OIC. As an active member of the OIC contact group on Jammu and Kashmir, Türkiye aligned with the consensus in the recent joint communiqué, reaffirming its strong support for the Kashmiri people. Therefore, the spokesperson advised against drawing undue inferences from any single statement.

Responding to another question regarding regional connectivity, the spokesperson stated that Pakistan, along with all neighboring and near-neighboring countries of Afghanistan, is concerned about peace and security in Afghanistan. Pakistan is actively engaging with its neighbors through various forums, including the neighboring countries format, to explore options for cooperation with Afghanistan. The aim is to ensure that Afghan territory does not pose a threat to its neighbors and to facilitate peace and prosperity within Afghanistan, enabling vital connectivity projects to see light of the day.

The spokesperson emphasized the need to view the situation in Afghanistan from the right perspective. Pakistan is deeply concerned about the welfare of the Afghan people and believes it is crucial for both Pakistan and the international community to create economic opportunities and conditions for peace and prosperity in Afghanistan. This is particularly important for Pakistan, as it seeks the early and honorable return of Afghan refugees currently in the country.

Regarding the use of Afghan territory against Pakistan, the spokesperson reiterated that Pakistan has raised this issue both bilaterally and within the international community, including the UN. Pakistan has highlighted the threat posed by terror elements using Afghan soil against its security and calls for Afghan authorities to take action against these hideouts and sanctuaries, which endanger not only Pakistan but also its neighbors.

Regarding meeting with Iranian president, the spokesperson stated that Pakistan and Iran, as close neighbors, maintain several communication channels and engage at the leadership level, reflecting the importance both countries place on dialogue. This high-level engagement can help foster mutual benefits and address economic and trade issues.

The spokesperson in response to question explained that the Council of Heads of Government meeting of SCO member states is the second highest forum of the Shanghai Cooperation Organization, addressing economic, social, cultural, and financial matters. It focuses on enhancing cooperation in trade, connectivity, transport links, and investment in key sectors. Topics related to economy, trade finance, and economic collaboration outlined in the Astana declaration will be further discussed at the upcoming meeting in Islamabad.

In response to a question, the spokesperson stated that Pakistan supports SCO initiatives that enhance connectivity among member states. The SCO is well-positioned to develop new transport and road linkages, strengthening interconnectivity. Pakistan fully backs the Belt and Road Initiative, viewing it as a key connectivity project in the region, particularly through the China-Pakistan Economic Corridor, which is essential for Pakistan’s economic prosperity and development.

Regarding scholarships to Bangladesh students, the spokesperson highlighted the long history of collaboration between Pakistan and Bangladesh in education, science, and people-to-people domains. Pakistan has previously offered several scholarships to Bangladeshi students, and these opportunities remain available. The country looks forward to welcoming more Bangladeshi students on educational scholarships in the future.

Responding to another question, the spokesperson affirmed Pakistan’s commitment to ensuring the security and comfort of all diplomats in the country. Foreign diplomats are encouraged to explore Pakistan while adhering to travel guidelines provided to them.

Pakistan condemned the incident on September 23 and stated that security agencies are investigating. When substantial information is available, it will be released. The trip in question was organized by the Islamabad Chamber of Commerce, not by the Ministry of Foreign Affairs, and the government has noted the lapses in communication regarding this high-profile visit. Guidelines are being developed to prevent such incidents in the future.

The Deputy Prime Minister has met with ambassadors from the involved countries, assuring them of a thorough investigation and measures for their safety. Regarding travel to Khyber Pakhtunkhwa, all protocols were followed, and individual inquiries from ambassadors were communicated to the provincial government with documentary evidence.

Responding to another question, she said some ambassadors individually informed the Ministry of Foreign Affairs about their travel, as is customary, and this information was shared with the Khyber Pakhtunkhwa government.

However, the Chamber of Commerce did not communicate details about the event they organized, which led to the situation of multiple ambassadors traveling together without prior information. The Ministry is currently discussing and
deliberating on how to rectify this oversight and improve processes for the future.

EU provides €700,000 to assist flood victims in Pakistan

ISLAMABAD, Sep 26 (APP): The European Union (EU) is providing €700,000 in humanitarian aid to Pakistan, after widespread flooding and landslides have caused loss of lives and significant damage to people’s livelihood and key infrastructures across the country.

The aid will help address the urgent needs of the most vulnerable communities in some of the hardest-hit areas, particularly in Balochistan, Khyber Paktunkhwa, Punjab, and Sindh, said a press release issued here on Thursday.

Taheeni Thammannagoda, who oversees the EU’s humanitarian programmes in Pakistan said, “The EU expresses heartfelt condolences to Pakistan for the lives lost in the exceptionally heavy monsoon rains, which have once again put the resilience of communities across the country to the test.

“The EU has made available funding to help our humanitarian partners on the ground respond and deliver essential lifesaving aid to affected families.”

The funding will be channeled through the International Organization for Migration (IOM) and the International Federation of Red Cross and Red Crescent Societies (IFRC). The emergency response will prioritise multi-sectoral assistance to help the most affected people meet their needs, such as water and sanitation, temporary shelter and essential relief items.

This comes on top of €11 million allocated by EU humanitarian aid in 2024 for humanitarian support and disaster preparedness in Pakistan.

Pakistan Navy celebrates World Maritime Day 2024

KARACHI, Sep 26 (APP):Pakistan Navy celebrated World Maritime Day (WMD) 2024, with this year’s theme ‘Navigating the Future: Safety First’.
The year 2024 marks 50 years since the adoption of the 1974 International Convention for Safety of Life at Sea (SOLAS) Convention, the key IMO treaty regulating maritime safety, a Pakistan Navy news release said.
This day is observed annually to highlight the maritime sector’s contribution to economic development and to raise awareness about the importance of shipping safety, maritime security, and marine environmental protection.
The theme is closely linked with the UN 2030 Agenda for Sustainable Development Goals (SDGs), particularly SDG-7, which focuses on ensuring access to affordable, reliable, sustainable, and modern energy by facilitating access to clean energy research.
Safety has always been a core value for the Pakistan Navy. PN has instituted measures to uphold the “safety first” principle onboard all seagoing platforms as well as ashore.
In his message on World Maritime Day, Chief of the Naval Staff Admiral Naveed Ashraf emphasized the need to align national objectives with the ongoing global shift towards sustainable and green maritime practices, demonstrating determination, commitment, and resolve.
He underscored PN’s efforts toward maritime safety, which remain a testament to its unwavering dedication, and reiterated Pakistan Navy’s commitment to ensuring maritime safety and upholding environmental mandates.
On this occasion, Pakistan Navy organized a series of activities to emphasize the significance of maritime sector. Major events included seminars at Pakistan Navy War College, Lahore, under the auspices of the Maritime Centre of Excellence (MCE) and the National Institute of Maritime Affairs (NIMA).
Other activities across PN units included Maritime Gala at Pakistan Maritime Museum, awareness walks, showcasing banners/ panaflexes, maritime awareness lectures at Bahria Colleges/Universities, and essay competitions at Field Commands. These events play an important role in enhancing maritime awareness among the public.

US Consul General calls on Mayor Karachi

KARACHI, Sep 26 (APP): United States Consul General, Scott Urbom, on Thursday called on the Mayor of Karachi, Barrister Murtaza Wahab, at the head office of the Karachi Metropolitan Corporation.

The US Consul General congratulated Barrister Murtaza Wahab on becoming the Mayor of Karachi and expressed his best wishes regarding the city’s development and progress.

During the meeting, they had detailed discussions on matters of mutual interest.

Mayor Karachi Barrister Murtaza Wahab stated that Houston has been designated as a twin city of Karachi.

He emphasized that Karachi is Pakistan’s economic hub and the largest city, home to several industrial zones, an international airport, and two major ports, the continuous increase in Karachi’s population and the attractive opportunities for business and investment have significantly enhanced the city’s industrial and commercial activities. However, he acknowledged that, like all major metropolitan cities, Karachi faces political and administrative challenges.

He pointed out the lack of a master plan for the city and the immense pressure from its growing population. Key issues include water supply and drainage, health and sanitation, transportation, education, and infrastructure development, all of which the current government is focusing on, with various development projects underway across different districts of Karachi, he said.

He highlighted that Karachi’s water pipeline system is over 50 years old, yet the city’s expansion and population growth have been enormous. Work is ongoing on the Hub Canal project to address water shortages, and a desalination process has also been initiated to meet the needs of industrial zones, he said.

The Mayor Karachi mentioned that 80 to 90 percent of the Karachi Metropolitan Corporation’s budget is spent on salaries and allowances. He emphasized that the payment of municipal taxes by the public helps facilitate developmental work.

He is making efforts to stabilize the Karachi Metropolitan Corporation to provide better and quality municipal services to citizens.

He noted that due to a strong working relationship with the Sindh government, provincial assistance is being provided for several development projects in Karachi.

The Pakistan People’s Party holds a majority in the elected council of the Karachi Metropolitan Corporation, which consists of 365 members, and for the first time, transgender individuals have been granted representation in the city council.

The Mayor reiterated that the Pakistan People’s Party aims for economic improvement and is a liberal-minded political party that enjoys strong public support. He stated that minorities in Karachi are granted complete rights and treated equally.

The US Consul General Scott Urbom, mentioned that this is his first assignment in Pakistan and that he is pleased to be in Karachi.

He highlighted the longstanding friendly relations between Pakistan and the US, noting that the US provides substantial support to Pakistan across various sectors.

He expressed optimism that the relations between the two countries will strengthen in the coming days, paving the way for new avenues of mutual cooperation.

The Mayor Karachi thanked the US Consul General for his visit to the Karachi Metropolitan Corporation and expressed hope for continued contact and collaboration with the US consulate in the future.
