At UN Security Council, Pakistan urges restraint to ease United States-Venezuela tensions

UNITED NATIONS, Dec 24 (APP): As the United States continues to interdict vessels off the coast of Venezuela, Pakistan Tuesday called on all sides to exercise maximum restraint, de-escalate tensions, and refrain from any actions that could further aggravate the already tense situation.

“We firmly believe that the current trajectory serves no one’s interest,” Ambassador Usman Jadoon, deputy permanent representative of Pakistan to the United Nations, told the UN Security Council, which met at the request of Venezuela to consider escalating tensions that Caracas attributes to the U.S. actions.

“In a world marred by polarization with conflicts affecting the lives and livelihoods of millions around the globe, it is all but imperative to once again underscore the centrality and inviolability of the UN Charter and its core principles”, including prohibition on the threat or use of force against the territorial integrity or political independence of any state, he said.

Any unilateral measures contrary to these principles and tenets of international law risk setting dangerous precedents with far-reaching consequences, the Pakistani envoy said.

“We firmly believe that the principles of sovereignty, territorial integrity, and political independence of states, as enshrined in the UN Charter, are sacrosanct.”

Ambassador Jadoon reaffirmed Pakistan’s principled position that any measures undertaken to counter trans-national organized crime or cross-border narcotics drug trafficking must be undertaken in a cooperative manner and should remain in full conformity with international law.

“We urge all sides to engage in diplomacy for peacefully resolving their differences, respecting the imperative of peaceful coexistence and choosing the path of dialogue and cooperation to ensure that the Latin American and Caribbean region is indeed a ‘Zone of Peace’”.

Earlier, United States Ambassador Mike Waltz said sanctions will be enforced to the maximum possible extent to “deprive [Venezuelan President Nicolas] Maduro of the resources he uses to fund” drug cartels.

This, he added, includes profits from the sale of oil, as the sale of oil “enables his fraudulent claim to power and his narco-terrorist activities”.

The United States “will do everything in our considerable power to protect our hemisphere, our borders and the American people”, the US envoy added.

China’s envoy Sun Lei opposed “all acts of unilateralism and bullying” and condemned external interference in Venezuela’s internal affairs under any pretext.

The United States, the Chinese envoy said, must heed the call of the international community immediately, avoid further escalations and uphold the navigation safety of regional countries.

Russian Ambassador Vassily Nebenzya accused US of illegally destroying civilian vessels in the Caribbean Sea, saying Washington is exerting pressure on an independent State whose policy is “not to (it’s) liking”.

Describing the United States’ illegal blockade of Venezuela’s coast as “the clearest and absolutely real act of aggression”, the Russian envoy warned of the catastrophic consequences of such “cowboy-like conduct” for the residents of Venezuela.

On his part, Venezuelan Ambassador Samual Moncada said, “The world must know that the threat is not Venezuela — the threat is the current [United States] Government.”

“It’s not drugs, it’s not security, it’s not freedom; it is oil, it’s the mines, it’s the land,” he warned, adding: “The world knows that, if the scale of armed attacks continues, we will exercise, with all determination, our inalienable right to self-defence.”

Opening the debate, Mohamed Khaled Khiari, Assistant Secretary-General for the Middle East, Asia and the Pacific in the Departments of Political and Peacebuilding Affairs and Peace Operations, said dialogue was the only viable path towards lasting peace and preventing further instability and human suffering.

UN Secretary-General Antonio Guterres stands ready to support all efforts at diplomatic engagement, including the exercise of his good offices, if both parties so request it, Khiari said, adding that the UN chief welcomes initiatives by member states, offers for mediation, and proposals for peaceful solutions.

According to official sources,the price control magistrates inspected various points of the city and arrested five shopkeepers including Gulzar,Javed,Safdar,Naveed and Shoukat for overcharging and imposed hefty fines.
Cases were registered against them.

Drug pusher held with narcotics

The accused was identified as Hasan Raza alias Mitho ,while police launched investigation.

Four killed, six injured in Khushab–Sargodha road accident

SARGODHA, Dec 24 (APP):As many as four people, including three women and a man, were killed, while six others sustained injuries in a road accident near Chak No. 70 NB in the Jhal Chakian area here on Wednesday.
According to Rescue 1122 sources, a mini-coaster traveling from Khushab to Sargodha collided with a speeding car coming from the opposite direction and after the collision, the car rammed into a tree, resulting in the on-the-spot deaths of four people. The deceased were identified as Zafar Iqbal (35), a resident of Soon Valley; Humaira (35), wife of Faisal and a resident of Block 31, Sargodha; Sadia (18); and Zahida Parveen (50), both residents of Soon Valley.
The injured were identified as Ramzan (23) of Sargodha, Manahil (33) of Sargodha, Dua Fatima (17), Irfan (18), Muhammad Yousaf, and Muhammad Khan. They were shifted to nearby hospitals for medical treatment.
Upon receiving information, Rescue 1122 teams and police officials reached the scene and transferred the bodies to the hospital to complete necessary legal formalities.
Sargodha Divisional and District Administration officials, including Commissioner Sargodha Jahanzaib Khan Awan and Deputy Commissioner Sargodha Muhammad Wasim, also visited the site and hospitals to review the medical facilities being provided to the injured. They expressed deep grief over the tragic incident.

Commissioner Rawalpindi directs immediate redress of civic complaints

RAWALPINDI, Dec 24 (APP):Commissioner Rawalpindi Engineer Aamir Khattak on Wednesday directed assistant commissioners across the division to ensure prompt redress of public complaints related to cleanliness, drainage, road repairs, streetlights and other civic facilities.
Presiding over a meeting of assistant commissioners, the commissioner emphasised the need for enhanced field presence to provide maximum relief to citizens, urging officers to take public complaints seriously and accord top priority to improving performance.
He directed all departments to regularly review their key performance indicators (KPIs) and immediately address weak areas. He also instructed the formation of effective field teams and stressed the timely installation and repair of manhole covers to prevent inconvenience to the public.
The commissioner further ordered regular monitoring of field teams and called for effective measures to fully resolve complaints regarding stray dogs, directing the relevant departments to work with clear timelines.
During the meeting, the drug inspector was instructed to conduct daily visits to markets and relevant centres to ensure effective action against substandard and illegal medicines.
Addressing beautification schemes, the commissioner said all billing must be transparent, complete and strictly in accordance with rules and regulations, warning that no irregularities would be tolerated.
The meeting, held at the Municipal Corporation Rawalpindi, was attended by the deputy commissioner Rawalpindi, additional deputy commissioner revenue, assistant commissioners of Rawalpindi Division and officers of relevant departments.

Rs 2.6 bln plan proposed to strengthen prevention, diagnosis, treatment of AIDS, Hepatitis C in KP

PESHAWAR, Dec 24 (APP):The Khyber Pakhtunkhwa Health department has submitted PC1 with an estimated cost of Rs2.6 billion (2600 million) for approval of a comprehensive AIDS and Hepatitis C control programme to strengthening prevention, diagnosis, and treatment services against these two fatal diseases across the province.
This information is shared by Rasheed Khan, an official at Director General Health office KP while speaking during a meeting of Provincial AIDS Network, constituted by a non-governmental organization, Da Hawwa Lur with the objective of containing spread HIV besides treatment of infected patients.
The meeting, held at a local hotel, focused on the annual review and strategic planning of the Provincial AIDS Network.
Detailing the proposed plan, Rasheed Khan said the Global Fund, an international organisation supporting efforts to combat AIDS, tuberculosis and malaria, would wind up its operations and funding in Pakistan by 2030.
“In view of the expected reduction in international funding, the Health Department has proposed a locally financed initiative to ensure continuity of effective prevention, diagnosis and treatment services for AIDS and Hepatitis C,” he added.
To expand coverage of HIV screening, a proposal is made for purchase of Rapid Diagnostic Kits at a cost of Rs. 231 million which will also be distributed among NGOs to expand scope of testing.
The plan include purchase of medicines for Hepatitis C at a cost of Rs. 597 million and for Hepatitis B at Rs. 265 million.
After approval and implementation of the plan, every Hepatitis positive patient will forthwith be tested for HIV, he added.
A major component of the plan is Behaviour Change Campaign (BCC) for which a budget of Rs. 407 has been proposed.
Under BCC initiative mass media campaigns will be launched in the province for spread awareness about reasons behind spread of HIV and Hepatitis, prevention, diagnosis and treatment measures.
Civil Society Organizations (CSOs) will be engaged for community mobilization and education of masses.
An SMS and digital outreach is also proposed in the plan for targeting maximum number of people by sending them messages and sharing of educational videos.
Sharing updated data, Rasheed Khan said the total number of registered HIV-positive patients in the province stood at 9,837, including 6,863 males, 2,265 females, 225 transgender persons, 279 male children and 201 female children.
He further said that HIV medicines were currently being imported from India, while the government was taking steps to initiate local production.
Several pharmaceutical companies, he added, had obtained licences and expressed willingness to manufacture the medicines domestically.
Rasheed Khan also informed that under the Prime Minister Programme for Elimination of Hepatitis C, four state of the art machines have been deployed in four divisions of KP for PCR (Polymerase Chain Reaction) testing.
These machines will be installed in all the seven divisions of the province to provide advanced testing service in the whole province, he added.
Earlier, Shawana Shah, Programme Director Da Hawa Lur shared a recap of activities carried out by Provincial AIDs Network and challenges still existed for improving health care for HIV positive persons.
The Network, she continued, in the outgoing year had prepared a Plan of Action for reducing HIV/AIDs prevalence in Khyber Pakhtunkhwa with focus on women and transgender individuals.
“The plan focused on fostering partnerships with government bodies, healthcare institutions, and community-based organizations to implement sustainable and inclusive plans for reducing HIV/AIDS cases in the province,” Shawana apprised participants of the meeting
For implementation of the Action Plan, Provincial AIDs Network focused on three key intervention including prevention and awareness, treatment and care, advocacy and policy.
A learning and explanatory visit of Provincial AIDs Network members was arranged to ART (Anti-Retroviral Therapy) at Hayatabad Medical Centre (HMC) improving their understanding about the diagnostic and treatment measures in the province.

IRSA releases 42,700 cusecs water

ISLAMABAD, Dec 24 (APP):Indus River System Authority (IRSA) on Wednesday released 42,700 cusecs of water from various rim stations with inflow of 33,400 cusecs.
According to the data released by IRSA, the water level in the River Indus at Tarbela Dam stood at 1485.74 feet which was 83.74 feet higher than the dead level of 1402.00 feet. Water inflow and outflow in the dam were recorded as 19,300 cusecs and 13,500 cusecs, respectively.
The water level in the Jhelum River at Mangla Dam was 1199.75 feet, which was 149.75 feet higher than its dead level of 1,050 feet. The inflow and outflow of water was recorded as 8,000 cusecs and 5,000 cusecs respectively.
The release of water at Kalabagh, Taunsa, Guddu and Sukkur was recorded as 28,900, 22,400, 23,900, and 1,000 cusecs, respectively. Similarly, from River Kabul, a total of 7,600 cusecs of water was released at Nowshera, and 900 cusecs were released from River Chenab at Marala.

DC office peon held for taking bribe, fake police volunteer arrested

LAYYAH, Dec 24 (APP):Anti-Corruption Department arrested a peon of the Deputy Commissioner’s Office for allegedly demanding and receiving bribe in return for providing employment.
According to officials, the Circle Office Anti-Corruption team apprehended Sher Ahmed alias Sheri red-handed while receiving Rs 300,000 from a citizen. The bribe money was recovered from his possession. A case was registered against the accused on the report of Muhammad Waqas, and further investigation was underway.
Meanwhile, police of Thana Saddar Vehari arrested a former police volunteer for allegedly looting citizens while impersonating an Assistant Sub-Inspector (ASI). The accused, identified as Farooq, had already been barred from entering police premises due to past misconduct. He was booked under relevant sections of the law and sent to jail.

Two killed in road accident

FAISALABAD, Dec 24 (APP):Two persons were killed in a road accident on Satiana road near here Wednesday.
According to Rescue-1122, two persons were going on a motorcycle when they were rammed into a trailer on Jhal bridge, Satiana road. Consequently, both were killed on the spot.
The deceased were identified as Saleem s/o Nazir (55) and Nadeem s/o Munir Ahmed (45). They were residents of Abdullahpur.
The bodies were moved to DHQ hospital.
