Qatar, Pakistan deepen cooperation in education & vocational training

ISLAMABAD, Nov 26 (APP):Minister of State for Federal Education and Professional Training, Wajiha Qamar on Wednesday met with Minister of Education and Higher Education of the State of Qatar, Lolwa bint Rashid Al-Khater to discuss expanding bilateral cooperation in education and vocational training.
During the meeting, both sides underscored their commitment to strengthening collaboration across priority domains including foundational learning, skills development, technical and vocational education and training (TVET), teacher professional development, and digital learning, said a message received here.
In Doha, The ministers reaffirmed that enhanced cooperation between Qatar and Pakistan will help accelerate progress in educational quality, employability, and youth empowerment in both countries.
Wajiha Qamar highlighted Pakistan’s ongoing education reforms—particularly in the areas of innovation in TVET, STEM education, girls’ education, and competency-based learning—and welcomed Qatar’s support and partnership in advancing shared goals.
The two sides also discussed mechanisms for institutional exchange, joint research, capacity-building programmes, and opportunities for collaboration between universities, TVET institutions, and education authorities.
The ministers agreed to explore structured frameworks that enable student and faculty exchanges, technical cooperation, and knowledge-sharing on best practices in education governance and skills development.
Wajiha Qamar expressed gratitude for the warm hospitality extended by the Government of Qatar and reaffirmed Pakistan’s commitment in deepening its strategic partnership with Qatar in the education sector.

President conveys condolences over Hong Kong fire tragedy

ISLAMABAD, Nov 26 (APP): President Asif Ali Zardari, Wednesday, expressed his deep sorrow over the loss of lives in a residential fire in Hong Kong that claimed several lives. 

“The president extended heartfelt condolences to the bereaved families and conveyed sympathy to all those affected by the tragedy. In a message of condolences to President Xi Jinping and the people of China, he reaffirmed Pakistan’s solidarity at this difficult time,” President Secretariat Press Wing said in a press release. 

President Zardari said the hearts and minds of all Pakistanis were with the families affected by this tragic incident. 

He expressed the hope that rescue efforts would bring relief to those trapped and that the injured would recover soon. 

Exports must outpace imports to stabilise economy: SAPM Haroon Akhtar

ISLAMABAD, Nov 26 (APP):Special Assistant to the Prime Minister (SAPM) on Industries and Production Haroon Akhtar Khan on Wednesday stressed that exports must grow faster than imports to ease pressure on the economy and ensure long-term stability.
Addressing the Pakistan Business Council’s two-day Dialogue on the Economy (DoE), the SAPM shared key insights on Pakistan’s economic outlook.
Haroon Akhtar Khan said that no country can attain prosperity without industrial development, underscoring industry as the backbone of economic advancement.
He pointed out that the pace of exports should surpass imports; otherwise, the trade deficit continues to expand, exerting pressure on the economy.
To enhance exports, he stressed the importance of promoting manufacturing and local production, adding that producing essential materials such as steel within the country is vital to boost export potential.
He emphasized that before seeking foreign investment, Pakistan must first focus on strengthening domestic investment. Highlighting the need for rapid economic progress, he said that accelerating growth is crucial for generating employment opportunities.
Commending the Federal Board of Revenue (FBR), he noted that the institution has delivered outstanding performance in implementing reforms. He reiterated that Pakistan possesses the ability to grow using its own capabilities and national strength.
Haroon further revealed that a tax package as part of the upcoming industrial policy will be presented to the IMF. He concluded by adding that the forthcoming reform initiatives are aimed at achieving long-term and sustainable economic development.

Freedom of occupied Kashmir stands atop the AJK government’s priority: AJK PM Rathore

MIRPUR, Nov 26 (APP):Azad Jammu Kashmir Prime Minister Raja Faisal Mumtaz Rathore Wednesday reaffirmed that highlighting the Kashmir issue in its true context stands atop his government’s priority.
“To advance the cause more effectively, a joint strategy would be formulated in collaboration with the Hurriyat leadership,” Faisal added while talking to a delegation of the All Parties Hurriyat Conference (APHC), which called on him at Jammu Kashmir House in the federal metropolis on Wednesday under the leadership of its Convener Ghulam Muhammad Safi.
The APHC delegation felicitated the newly elected AJK Prime Minister Faisal Mumtaz Rathore on assuming office.
During the meeting, the two sides discussed, in detail, measures to highlight the Kashmir issue at the global level, the latest situation in occupied Jammu and Kashmir, and the ongoing struggle for Kashmiris’ right to self-determination.
Recalling his party’s historic commitment to the Kashmir cause, the AJK premier noted that Shaheed Zulfikar Ali Bhutto had founded the party on the basis of the Kashmir question. He added that Shaheed Mohtarma Benazir Bhutto not only introduced Hurriyat leaders to the world but also vigorously highlighted the Kashmir issue at international forums during her tenure as Pakistan’s prime minister. He also acknowledged President Asif Ali Zardari and Chairman Bilawal Bhutto Zardari for consistently championing Kashmiris’ right to self-determination at global platforms. Prime Minister Rathore assured the delegation of his government’s continued support to further the Kashmir cause.
 Expressing deep concern over the worsening political and human rights situation in Indian-occupied Jammu and Kashmir, he urged the international community to take effective notice and play its role in ensuring the implementation of UN resolutions on Kashmir. Paying tribute to the unparalleled struggle of Hurriyat leaders imprisoned in Indian jails, he said the Indian government has been using prolonged detentions as a tool to punish Kashmiri leaders.
The PM stressed the need for coordinated efforts and mutual consultation among all Kashmiri stakeholders to evolve a comprehensive strategy for taking the freedom movement to its logical conclusion. The Hurriyat delegation thanked the prime minister and assured him of its full support.

35 veterinary officers receive motorcycles on easy interest-free installments

RAWALPINDI, Nov 26 (APP):The Livestock Department Rawalpindi on Wednesday distributed motorcycles on easy interest-free installments to 35 veterinary officers to improve efficiency and service delivery in the field, officials said.
The ceremony was held at the Additional Director Livestock Office Rawalpindi under the vision of Punjab Chief Minister Maryam Nawaz Sharif.
The event was inaugurated by Additional Director Livestock Rawalpindi Dr Arshad Latif Arshad and attended by departmental officers, veterinary staff, and field personnel.
Addressing the gathering, Dr Arshad Latif Arshad said the department was taking serious steps to modernize field services across Punjab.
“The provision of motorcycles will significantly improve staff access, service delivery, veterinary coverage, and overall performance, directly benefiting farmers, livestock owners, and rural communities,” he said.
The department’s objective was to ensure timely animal health care, disease diagnosis, vaccination, and advisory services, describing the motorcycle distribution as a key initiative in that effort, he added.
At the conclusion of the ceremony, the officers who received motorcycles thanked the Punjab Government and the Livestock Department, noting that the initiative would facilitate their work and substantially enhance their field performance.

RDA seals marriage halls, 10 commercial units in crackdown on Chakri Road

RAWALPINDI, Nov 26 (APP):The Rawalpindi Development Authority (RDA) on Wednesday sealed two marriage halls and 10 commercial properties on Chakri Road during an operation against illegal constructions carried out on the instructions of RDA Director General Kinza Murtaza.
An RDA spokesman said the Enforcement Squad sealed Grand Royal Marquee and Deewan Marquee, along with several commercial units found operating without approval.

In a separate action, the RDA’s Metropolitan Planning and Traffic Engineering (MP&TE) Directorate issued a notice to the illegal housing scheme Waqar Town, located in Mouza Jararhi, Dhok Abdullah, and imposed a complete ban on all construction and property transfers linked to the project.
The Director General took “serious notice” of the violations and cautioned members of the public against investing in unapproved housing schemes.
The sponsors and developers of illegal schemes have been warned to immediately halt marketing and approach the RDA for the requisite no-objection certificate and approval. The authority said strict legal action would follow if they failed to comply.
The MP&TE Directorate has also written to the Federal Investigation Agency (FIA) and the Cyber Crime Wing regarding online advertisements promoting unapproved schemes on social media platforms, including WhatsApp and YouTube, falsely claiming to possess RDA-issued NOCs.
The Director General further directed the MP&TE Directorate to pursue firm action against all unauthorised housing schemes, commercial activities, booking offices and encroachments “without fear or favour”.
The public has been advised to contact RDA for information or to lodge complaints.

By-election verdict signals PTI’s waning influence as PML-N rises in KP, Punjab

PESHAWAR, Nov 26 (APP):A quiet but decisive shift has taken place in the political landscape in Punjab and Khyber Pakthunkhwa where political heavyweight of PTI has lost to candidates of PMLN.
The recent by-elections in Khyber Pakhtunkhwa and Punjab provinces that have long shaped the country’s electoral direction have sent an unmistakable signal that Pakistan Tehreek-e-Insaf (PTI), once a dominant force in KP, has lost political ground as evident of Haripur by-election that comfortably win by PMLN Babar Nawaz Khan.
Experts said that Pakistan Muslim League-Nawaz (PML-N) has regained political space in KP with renewed confidence and better service in Punjab and Centre.
Experts said for PTI, which governed KP for nearly 12 years and held federal power from 2018 to 2022, the recent by-election outcome has been very negative in terms of its dwindling popularity and poor election results.
The Election Commission of Pakistan (ECP) confirmed that PML-N secured 12 out of 13 seats, with only one provincial seat in Muzaffargarh going to the Pakistan Peoples Party (PPP) while PTI, notably, failed to secure a single seat in recent by-election.
The electoral contests spanned six National Assembly constituencies i.e. NA-18 Haripur, NA-96 Faisalabad, NA-104 Faisalabad, NA-129 Lahore, NA-143 Sahiwal, NA-185 Dera Ghazi Khan along with seven provincial constituencies, including PP-73 Sargodha, PP-87 Mianwali, and PP-269 Muzaffargarh, among others.
These seats had largely fallen vacant after PTI lawmakers were disqualified following convictions linked to the May 9, 2023 protests. From urban centers in Lahore and Faisalabad to historically competitive districts like Haripur and Sahiwal, PML-N emerged the clear winner and outclassed PTI.
The provincial seat of Muzaffargarh was won by a Pakistan Peoples Party (PPP) candidate.
From NA-143, Pakistan Muslim League (N) candidate Chaudhry Tufail Jutt has been elected as a Member of the National Assembly after securing 136,313 votes while NA-96 was clinched by PML-N’s Mohammad Bilal Badar after securing 93,009 votes while independent candidate Nawab Sher Waseer bagged 43,025 votes.
In NA-129 Lahore, Muhammad Noman from the PML-N secured 63,441 votes while an independent candidate came in at number two with 29,099 votes.
In Haripur’s NA-18 constituency, the PML-N’s Babar Nawaz Khan secured 163,996 votes while independent candidate Shehrnaz Omar Ayub, the wife of senior PTI leader Omar Ayub Khan, lost by securing 120,220 votes.  PPP’s Iqbal Khan won the PP-269 Muzaffargarh assembly seat by securing 46,320 votes.
For political observers, these numbers were more than mere statistics rather they reflected a profound shift in public sentiment that will influence 2028 elections.
Professor Dr. A.H. Hilali, former Chairman of the Political Science Department at the University of Peshawar, believed the by election results held last Sunday have laid bare the public’s growing disillusionment with PTI, especially in KP-a province it once considered a stronghold.
“The recent by-elections in KP and Punjab showed that PTI has lost footing in both provinces while PML-N has gained ground,” he said. “People wanted solutions to their problems and better service delivery, something they felt PTI could no longer provide.”
Dr Hilali pointed to rising terrorism incidents including the attack on the Federal Constabulary headquarters as evidence of what he described as PTI’s lack of a clear anti-terrorism strategy.
Internal differences in PTI also hurt the party, he said, citing rifts among leadership in centre and KP, the removal of former KP Chief Minister Ali Amin Gandapur, and corruption allegations that clouded PTI’s image.
The by-election in Haripur’s NA-18—an area long influenced by PTI’s top leadership has sparked intense debate in KP’s political circles.
Dr. Ebad Khan, PML-N parliamentary leader in the KP Assembly, described PTI’s loss there as a crushing defeat and a sign of shifting political winds in favour of PMLN.
“PTI was discredited by the people of Haripur because it did not deliver on its promises,” he said. “It failed to build five million houses, did not provide 10 million jobs, and did not fulfill pledges made to the people of KP even after ruling here for a decade.”
He criticized PTI’s promise of constructing 350 dams in KP, calling it an unfulfilled commitment that left voters frustrated.
Education and healthcare which are two sectors repeatedly highlighted in PTI’s governance claims also became points of contention. “No uniform education system was introduced, school facilities remained inadequate, and patients in government hospitals continued to suffer in KP,” he added.
According to Dr. Ebad, PML-N’s track record in infrastructure development such as the Hazara Motorway and the Nawaz Sharif Kidney Hospital Swat offered a tangible contrast to PTI’s poor performance.
For PML-N leaders and supporters, the by-election results are more than a political win rather they represent a symbolic rebirth of stability.
Former Environment Minister Wajid Ali Khan described the outcome as a public endorsement of PML-N’s development-driven politics.
“People have once again honoured PML-N for its outstanding service to the nation,” he said. “The chapter of hatred, chaos, and unrest has ended, and a new era of service and progress has begun.”
He said the electorates had signaled that Pakistan’s future lies in development and economic progress, not discord.
The ballot box carries a message that only those who work will receive votes, he said, adding that the people of Pakistan needs a bright future and not conflict and disorder.
The by-elections results have not only reshaped provincial politics but may also influence national political equations in the coming months.
PTI’s absence from the winners’ circle in KP and Punjab regions that once formed the backbone of its electoral strength, raised critical questions about its future direction, internal unity, and ability to reconnect with voters.
Meanwhile, PML-N’s renewed momentum suggests it is positioning itself as a strong party capable of providing stability, governance experience, and infrastructural growth at a time when citizens are increasingly weary of political challenges.
For now, the message from voters appears clear that performance matters the most, and political goodwill must be earned anew and people welfare politics.

SSDO launches report on children’s understanding of good touch and bad touch

ISLAMABAD, Nov 26 (APP):The Sustainable Social Development Organization (SSDO) has launched its latest evidence-based report titled “Children’s Understanding of Good Touch and Bad Touch: A Developmental Study.” The initiative was designed to strengthen children’s personal safety awareness through interactive learning and child-friendly communication methods.
The study was conducted across multiple private schools in the Islamabad Capital Territory, specifically those with fee structures representing the upper-middle-income segment. These schools were chosen under the assumption that children from relatively privileged backgrounds would have stronger baseline awareness an assumption the study’s findings strongly challenge.
As part of the methodology, SSDO conducted pre and post-tests to evaluate children’s understanding of personal boundaries, safe and unsafe touch, and harmful behavior before and after structured awareness sessions.
An interactive qualitative activity was also carried out, allowing children to anonymously share their real-life experiences.
Some of these anonymous accounts have been visually represented in the report through child-drawn illustrations, providing deep insight into the realities children face but often remain unable to express due to fear, shame, or the absence of a safe space to speak openly.
The comparison between the pre and post-test results revealed alarming gaps in children’s initial knowledge. Many children lacked even the most basic understanding of personal safety, highlighting a critical communication gap between parents and children, one of the most significant barriers to protecting children from unsafe situations.
Equally disturbing were the qualitative findings, which revealed serious instances of unsafe and harmful experiences that children had never disclosed to their parents, teachers, or caregivers. These insights underscore the urgent need for age-appropriate education, open communication within households, and stronger child protection systems in schools and communities.
To help strengthen policy and institutional responses, SSDO also held a consultative session with parliamentarians from the Parliamentary Caucus on Child Rights. The references, insights and recommendations presented in the report draw extensively from the discussions, feedback, and policy guidance shared by parliamentarians during this session, adding substantial value to the report’s evidence-based advocacy approach.
The study urges the government to introduce mandatory body safety education into the national curriculum, train teachers effectively and ensure uniform implementation across both public and private schools.
It further calls for nationwide awareness campaigns and practical toolkits to support parents in discussing body safety with their children in an open, age-appropriate manner, along with regular sessions through Parent-Teacher Associations to normalize such conversations.
The report emphasizes the need for schools to adopt child protection policies, appoint trained focal persons and establish confidential reporting mechanisms connected with provincial child protection units to ensure timely response and proper case management.
Additionally, it stresses the importance of breaking cultural taboos by running public campaigns, integrating life skills education, and involving religious and community leaders to promote acceptance and reduce stigma around discussions on personal boundaries and personal safety.
With this report, SSDO aims to spark a national dialogue on child protection education and reinforce its commitment to empowering children with the knowledge they need to stay safe.
The organization reiterates the importance of creating supportive environments where children can express themselves freely and ensuring that families, schools, and policymakers work collectively to build a safer and more protective future for every child in Pakistan.

UN formally initiates selection process for its next secretary-general

UNITED NATIONS, Nov 26 (APP) : The process to elect the next secretary-general of the United Nations formally began Tuesday as member states were invited to nominate candidates to take over the role from January 1, 2027.

In a joint letter from Sierra Leone Ambassador and current Security Council President, Michael Imran Kanu, and General Assembly President, Annalena Baerbock, sought nominations, marking the start of the race to replace Antonio Guterres as the world body’s chief administrator.

“Our choice will send a powerful message about who we are as a United Nations and whether we truly serve all the people of the world,” Ms. Baerbock, president of the 193-member Assembly, told reporters on Tuesday.

The selection process is set to last several months and could see many rounds of votes from the Security Council before the body’s 15 members approve a candidate to send to the General Assembly for a final vote from all member states.

“The position of Secretary-General is one of great importance and one that requires the highest standards of efficiency, competence and integrity and a firm commitment to the purposes and principles of the Charter of the United Nations,” the joint letter said.

Several member states are calling for a woman to be selected, and in its letter UN leadership noted “with regret that no woman has ever held the position of Secretary-General” and called on members “to strongly consider nominating women.”

Some candidates for the post have already announced their intention to run, including former Chilean President Michelle Bachelet, the Argentinian International Atomic Energy Agency head Rafael Grossi, and Costa Rica’s Rebeca Grynspan, who is currently leading the UN agency for trade and development (UNCTAD).

Candidates must be presented by a state or group of states, and submit a vision statement and list funding sources.

There is a tradition of geographical rotation, which would make it Latin America’s turn this time around, but it’s not always followed. The letter notes “the importance of regional diversity” without specifying a required area.

Candidates may undergo public interviews, a transparency procedure first used during the 2016 selection that let to Guterres’ first term.

Security council members will begin the formal selection process by the end of July, and the five permanent members with veto power — United States, China, Russia, United Kingdom and France — hold the candidate’s future in their hands.

Guterres, the current and ninth secretary-general of the UN, took office in January 2017.

Amb. Baloch highlights Pakistan’s commitment to multilateralism, peace
