IGP takes notice of four persons’ killing in Kahuta

LAHORE, Jul 18 (APP):Inspector General of Police (IGP) Punjab Dr. Usman Anwar has taken notice of a tragic firing incident in the Bhoun Road area of Kahuta, Rawalpindi, which resulted in the deaths of four individuals.
According to the spokesperson for Punjab Police, the IGP has sought a detailed report from the regional police officer Rawalpindi, and instructed the city police officer to ensure the immediate arrest of those involved.
Dr. Usman Anwar emphasised that all available resources must be utilised to apprehend the suspects at the earliest.
CPO Rawalpindi revealed that preliminary investigations suggest the incident stemmed from an old enmity. Special police teams have been constituted to track down and arrest the perpetrators.
The deceased have been identified as Junaid Gul, Mateen Kayani, Shoaib and Samar Iqbal.

Libyan Commander-in-Chief calls on PM

ISLAMABAD, Jul 18 (APP): Commander-in-Chief of the Libyan Armed Forces Lieutenant General Saddam Khalifa Abu Qasim Haftar along with his delegation called on Prime Minister Muhammad Shehbaz Sharif, at the Prime Minister House here Friday and discussed matters of mutual interest.

On this occasion, the Prime Minister welcomed the Libyan Commander-in-Chief and his delegation to Pakistan.
The meeting discussed cooperation between the two countries in various fields.
The Commander-in-Chief of the Libyan Armed Forces thanked the Prime Minister for welcoming and hosting him in Pakistan.

SAU and FAO strengthen partnership for climate-resilient agriculture in Sindh

HYDERABAD, Jul 18 (APP):In a concerted effort to strengthen climate-resilient agriculture and sustainable water use in Sindh, the Sindh Agriculture University (SAU), Tandojam and the Food and Agriculture Organization (FAO) of the United Nations have agreed to deepen their cooperation on joint initiatives. This agreement was reached during a high-level review meeting held at FAO’s provincial office in Tandojam on Friday.
The meeting was chaired by the Vice Chancellor of SAU Prof. Dr. Altaf Ali Siyal and Ms. Florence Rolle, FAO Representative in Pakistan, and attended by Dr. Julius Muchemi, Head of FAO Sindh Office, Ms. Emelda Berejena, Project Manager of the Green Climate Fund (GCF)-supported initiative, Ms. Amna Bajwa, Programme Head along with other technical experts.
The SAU spokesperson told “ApP” that participants reviewed the progress of several collaborative projects between SAU and FAO, particularly in climate-vulnerable districts such as Umerkot, Sanghar and Badin. These joint efforts aim to promote adaptive farming practices through improved irrigation efficiency, short-duration crops, intercropping, seed development and agricultural marketing.
Highlighting the university’s contributions, Dr. Altaf Ali Siyal noted that SAU experts were working directly with farmers and conducting field-based training. He added that the university’s FLUX Tower was actively recording meteorological data to support crop planning and early warning systems. Additionally, SAU’s communication team was conducting outreach and awareness programs, while university graduates working with FAO were contributing to food security initiatives in the field.
Speaking on the occasion, Florence Rolle emphasized that with the support of the Green Climate Fund, FAO had initiated the installation of Automatic Weather Stations (AWS) across Sindh to strengthen data-driven agricultural decision-making. “Our goal is to ensure that these tools enhance local planning and pave the way for sustainable development,” she stated.
Dr. Julius Muchemi shared that nine AWS units were currently being installed in Sanghar, Badin and Umerkot. These stations will continuously monitor key agro-meteorological parameters including temperature, humidity, wind speed and direction, precipitation, soil temperature and electrical conductivity.
Emelda Berejena further elaborated on the broader institutional platform being developed through FAO’s collaboration with SAU, research centres and agricultural extension departments.

Bhakkar administration on high alert in anticipation of floods: DC

BHAKKAR, Jul 18 (APP):The district administration in Bhakkar, led by Deputy Commissioner (DC) Muhammad Ashraf, has completed all safety arrangements in anticipation of floods. The Punjab Chief Minister Flood Supervision Camps are operational at the Super Dam, effectively monitoring the situation.
According to DC office, the Rescue 1122 staff has been deployed to handle any emergency situation, prioritizing the protection of lives and property.
The DC reported a medium flood situation at Chashma Barrage, with an inflow of 424,170 cusecs and an outflow of 404,430 cusecs.
The district administration has urged the public to exercise caution and follow advised precautionary measures.
Muhammad Ashraf assured that the administration was fully prepared to deal with any flood situation, having taken all necessary measures to ensure public safety.

Court reserves verdict in PAPO Act cases against PTI workers over Islamabad protest

ISLAMABAD, Jul 18 (APP):The lower court of Islamabad on Friday reserved verdicts in the first two cases filed under the Peaceful Assembly and Public Order (PAPO) Act against Pakistan Tehreek-e-Insaaf (PTI) workers for disrupting public order during a protest on November 26, 2022.
Judicial Magistrate Ahmad Shehzad Gondal completed the trial of eight accused PTI workers involved in two separate cases registered under the PAPO Act. Both cases were filed at Ramna Police Station following the PTI protest in the federal capital.
The PAPO Act was introduced by the federal government to restrict protests in Islamabad without prior permission. If the charges are proven, the court can sentence the accused to imprisonment and fines.
On January 22 and March 3, 2025, the court formally charged the accused. PTI’s counsel Ilyas Siddiqui cross-examined the prosecution witnesses during the proceedings. Special Public Prosecutor Muhammad Usman Rana represented the state.
The trial process faced delays due to the unavailability of PTI lawyers. The trial court appointed state counsels twice during the hearings, but both appointments were later nullified on appeal.
Both cases were registered at Islamabad’s Ramna Police Station. In total, over 80 people were nominated as accused in these cases. More than 70 of them have already been declared absconders by the court.
The trial proceedings, however, were completed only against eight of the accused. The court will now announce its verdict against these eight individuals on July 23.
In the two cases, the prosecution presented testimony from a total of 25 witnesses — 12 witnesses in case number 977 and 13 in case number 976.

Authorities cracks down on petrol pumps in Chichawatni

CHICHAWATNI, Jul 18 (APP):Assistant Commissioner (AC) Chichawatni, Narjis Khatoon Jafri, took strict action against petrol pumps in the city for violating rules and regulations. One petrol pump was sealed, and three were fined for non-compliance.
According to AC office, during the inspection, the AC checked the scales of petrol pumps to ensure accuracy and directed the petrol pumps to supply fuel at fixed rates.
This action aims to protect consumers from unfair practices and ensure compliance with regulatory standards.

NA Speaker pays tribute to martyred Constable Haider Ali

“Constable Haider Ali has set a shining example of courage and devotion by laying down his life to protect others,” he said in a statement.
Sardar Sadiq praised the bravery and sacrifice of the late constable, saying that his heroism will always be remembered and will serve as a guiding light for future generations.
The Speaker extended condolences to the bereaved family and emphasized that the nation stands united in honoring the sacrifices of its brave sons.
He said the sacrifice of martyr Haider Ali would be remembered with reverence, and his bravery would continue to serve as a guiding light for future generations.
The Speaker prayed for the elevation of the martyr’s ranks and for the family to be granted patience and fortitude.

13 killed, 1,426 injured in Punjab road accidents

LAHORE, Jul 18 (APP):Thirteen people were killed and 1,426 others injured in 1,227 road accidents in Punjab during the last 24 hours, according to a report, issued by the Punjab Emergency Service (PES), commonly known as Rescue-1122, here on Friday.
As many as 600 people with serious injuries were shifted to different hospitals, while 826 with minor injuries were treated at the incident site by the rescue medical teams.
The data analysis showed that 794 drivers, 49 underage drivers, 132 pedestrians and 513 passengers were among the victims of road crashes. The statistics showed that 255 accidents were reported in Lahore, which affected 317 people, placing the provincial capital at top of the list, followed by Gujranwala with 86 accidents and 88 victims, and at third Faisalabad with 84 accidents and 102 victims.
According to the data, 1,180 motorbikes, 63 auto-rickshaws, 115 motorcars, 13 vans, 16 passenger buses, 24 trucks and 120 other types of vehicles and slow-moving carts were involved in the road accidents.

Senate body deliberates on increasing number of Pakistanis prisoners abroad

ISLAMABAD, Jul 18 (APP):The Senate Standing Committee on Overseas Pakistanis and Human Resource Development on Friday deliberated on the increasing number of Pakistani prisoners abroad.
The meeting was chaired by Senator Zeeshan Khanzada and revealed shocking details regarding Pakistani prisoners abroad and criticized the officials for providing inadequate information concerning these individuals, said a press release.
According to data from the ministry, approximately 417 prisoners are serving sentences in China, 598 in Greece, 463 in Malaysia, 738 in India, 578 in Oman, 422 in Qatar, 10,432 in Saudi Arabia, and 5,297 in the UAE, Senator Zeeshan Khanzada highlighted. He remarked that the data reflects the ministry’s efforts toward the repatriation of prisoners.
Officials apprised the committee that Prisoner Repatriation Agreements have been finalized with 11 countries, while discussions are ongoing with 15 others.
The committee recommended that the ministry provide detailed profiling of the prisoners to understand the nature of the crimes committed. It also inquired from the Community Welfare Attachés (CWAs) about how frequently they meet with the prisoners.
Senator Kazim Ali Shah pointed out that no welfare services have been extended to prisoners from the Sindh province. The committee decided to review the quarterly performance of the Community Welfare Attachés and recommended allowing them to hire local diaspora members to more effectively expand welfare services to Pakistani prisoners abroad.
Discussing the performance of Special Courts established to facilitate Overseas Pakistanis, the ministry informed the committee that Punjab has enacted the relevant legislation.
However, Senator Shahadat Awan pointed out that although the Act was passed in 2024, no data has yet been provided regarding the number of cases processed in Punjab or in any other province. He further noted that, despite the claim, no facility for recording evidence has been finalized yet.
The committee recommended that the ministry provide the details of cases related to Overseas Pakistanis pending in the court within one month.
Furthermore, the committee was briefed on the initiatives taken to facilitate Overseas Pakistanis. Officials informed that the ministry, in consultation with the Higher Education Commission (HEC) and other educational institutions, has implemented a 5 percent quota in educational institutions.
Officials also highlighted that, in cooperation with the Punjab Land Record Authority, the ministry is launching a pilot project at the London Embassy to help resolve property disputes of Overseas Pakistanis. The committee recommended to extend the same facility to ICT.
In attendance were; Senators Zamir Hussain Ghumro, Syed Kazim Ali Shah, Gurdeep Singh, Shahadat Awan, Khalida Ateeb, Secretary Overseas Pakistanis and Human Resource Development Nadeem Aslam Chaudhry along with senior officials from the concerned departments.

Pakistan on track to become regional digital hub: Shaza Fatima

ISLAMABAD, Jul 18 (APP):Federal Minister for Information Technology and Telecommunication, Shaza Fatima Khawaja, on Friday credited the achievement of $3.8 billion in IT exports during the 2024-25 financial year to a unified national strategy led by the government and supported by the Special Investment Facilitation Council (SIFC) and allied institutions.
Speaking to the media, the minister said, “This success is the result of close coordination between the civilian and military leadership, along with contributions from PTA, Ministry of Finance, Planning Commission, USF, Ignite, and PSEB, all working together to support the IT sector.”
Reflecting on Pakistan’s economic turnaround, she recalled the uncertainty of 2022 when fears of default loomed. “Under Prime Minister Shehbaz Sharif’s leadership, we stabilized the economy and put it on a sustainable growth path,” she said, noting improvements in business sentiment, alongside a drop in the policy rate from 23% to 11% and declining inflation.
The minister highlighted the government’s focus on developing human capital, with over 350,000 youth trained through joint programs with PSEB, Ignite, NAVTTC, HEC, and global tech leaders like Google, Huawei, and Microsoft. “Our goal is productive employment — turning every IT graduate into a job holder or entrepreneur,” she said, announcing the relaunch of the DigiSkills program to expand digital training nationwide.
Detailing infrastructure progress, Shaza Fatima said the IT Ministry has launched 43 new co-working spaces and 23 Special Technology Zones in the last year, taking the total number of tech parks to 44—these facilities now house over 18,000 professionals engaged in freelancing, remote work, and tech startups.
She also announced government-backed incentives to expand these spaces into Tier 2 and Tier 3 cities through interest-free loans. “We’ve already seen a major investor enter the co-working space sector,” she added.
On international outreach, she said the Pakistan Software Export Board (PSEB), in collaboration with the Trade Development Authority of Pakistan (TDAP), participated in over 20 global tech expos, boosting the visibility of Pakistani startups. “Every dollar spent returned $50 in business commitments,” she added, citing branding campaigns in Toronto, Dublin, London, Riyadh, and Dubai under banners like Think Tech and Think Pakistan.
She emphasized Pakistan’s active diplomacy in easing IT business visas and international registration for companies. “Wherever our leadership goes, they advocate for Pakistan’s IT industry,” she affirmed, pointing to recent examples like
Menzies Aviation and Etihad Airways relocating backend operations to Pakistan.
A major achievement, she noted, was the successful hosting of Pakistan’s first-ever Digital Foreign Direct Investment Forum, which attracted delegates from over 40 countries and secured investment commitments worth $700 million.
Quoting the latest AT Kearney report, the minister said Pakistan ranks among the top offshoring destinations due to its cost-effectiveness and skilled workforce. “We’re rapidly emerging as a regional digital and data hub,” she stated.
Highlighting growth in connectivity, she said Pakistan now has over 200 million mobile subscribers, with 150 million active mobile broadband users. Data usage jumped by 24% in the last year and is expected to grow further, signaling deepening digital penetration.
She said the Universal Service Fund (USF) connected over 550 villages to the internet in the past year and aims to double that number in the current fiscal year. “We’re bridging the digital divide in areas the market doesn’t serve,” she said.
Shaza Fatima also announced that regulatory groundwork for licensing Low Earth Orbit (LEO) satellite internet providers is nearly complete. “Licenses will be issued this year,” she confirmed.
In terms of global connectivity, the minister said two of the world’s largest submarine cables — 2Africa and Africa-1 — landed in Pakistan this year, with a third expected soon. These cables will increase internet bandwidth and lower latency. Pakistan also began routing Chinese data through Karachi under what she termed “CPEC 2.0,” aimed at expanding connectivity to Central Asia and making Pakistan a central data corridor.
Speaking about the government’s $25 billion digital vision, she explained that $15 billion is targeted through IT exports and $10 billion through national digitization. “We’re well on track to achieve this goal,” she asserted.
One of the key pillars, she said, is the Digital Pakistan Act, which paves the way for the Pakistan Digital Authority. A national master plan for data interoperability and the Pakistan Stack is also being finalized to drive transformation in key sectors like health, education, agriculture, and finance.
Pakistan’s digital payment system, Raast, developed by the State Bank of Pakistan, is now fully operational. Efforts are underway to integrate it with government data platforms to digitize public payments. “We’ve already digitized G2G transactions, and departments like FBR, AGPR, and CGA are moving toward full digitization,” she said.
She also emphasized the government’s commitment to digital inclusion, citing a significant drop in the gender gap in mobile internet usage from 38% to 25%, as per the GSMA Gender Report. “Our target is complete parity. National development is not possible without empowering women equally,” she added.
Shaza Fatima further shared that Pakistan has moved up 14 positions in the UN’s E-Government Development Index. “All 40 federal ministries now use e-office systems. Paper use is almost eliminated except in highly confidential files,” she said, noting that over 50% of attached departments have also adopted digitized operations.
