ICT Police solve blind murder case, two accused arrested in Bhara Kahu

ISLAMABAD, Jul 28 (APP):Islamabad Capital Territory (ICT) Police have successfully solved a blind murder case involving the recovery of an unidentified body from the forest area of Dhok Jelani, Bhara Kahu, arresting two suspects following an intensive investigation.
A police spokesperson told APP on Monday that a team from Bhara Kahu Police Station, in collaboration with the Homicide Investigation Unit, apprehended two suspects identified as Naveed Akhtar, son of Adalat Khan, resident of Abbottabad, and Mujahid Iqbal, son of Allah Bachaya, resident of Muzaffargarh. The case was registered under FIR No. 410/25 under Sections 302, 201, and 34 of the Pakistan Penal Code.
He said that on May 29, 2025, police had recovered a body from the forest area near Dhok Jelani. The body was bound at the legs and had a cloth wrapped around the neck, initially making identification difficult. Using scientific and technical methods, police confirmed the deceased as Subhan, son of Ali Farman, a resident of Abbottabad.
He said further investigation revealed that the two accused, who were close acquaintances of the victim, lured him to Sangjani under the pretense of offering work. They later took him to the forested area of Dhok Jelani, where they murdered him and fled, leaving the body behind.
He said that following the orders of DIG  Muhammad Jawad Tariq, the police team expanded the investigation using modern forensic and intelligence tools. The suspects were eventually located and taken into custody. More disclosures are expected as the investigation progresses.
DIG Tariq emphasized that the suspects would be challaned in court based on strong evidence to ensure exemplary punishment. He reiterated Islamabad Police’s commitment to ensuring justice and maintaining law and order in the capital.
Citizens have appreciated the swift and professional response by the police and demanded strict punishment for the culprits to prevent such crimes in the future.

Commerce minister condemned sabotage on railway in Jacobabad

ISLAMABAD, Jul 28 (APP):Federal Minister for Commerce, Jam Kamal Khan on Monday condemned sabotage on the railway track near Sultan Kot and Abad Station in Jacobabad.
“I strongly condemn the cowardly act of sabotage on the railway track near Sultan Kot and Abad Station in Jacobabad, which reportedly resulted in the derailment of the bogies of Jaffer Express Islamabad” said a release issued here.
The targeting public infrastructure and endangering innocent lives is an unacceptable and despicable act of violence.
Such attempts to disrupt national peace and stability are a direct attack on the state and its people. I stand in solidarity with the passengers, their families, and all those affected by this incident.
The perpetrators must be brought to justice without delay.
“I fully support the efforts of law enforcement agencies in investigating the incident and ensuring accountability.We must remain united against such acts of terror and continue to work for a safe, peaceful, and prosperous Pakistan.”

GB Assembly delegation calls on BISP Chairperson Rubina Khalid, seeks resolution of women’s welfare concerns

ISLAMABAD, Jul 28 (APP):A multi-party delegation from the Gilgit-Baltistan Assembly met Chairperson Benazir Income Support Programme (BISP), Senator Rubina Khalid, at the BISP headquarters on Monday to discuss key issues affecting underprivileged women in the region.
The high-level delegation was led by Speaker of the GB Assembly, Nazir Ahmed Advocate, and Deputy Speaker Ms. Sadia Danish.
Prominent women members of the Assembly also joined the meeting, including Minister for Social Welfare Ms. Dilshad Bano, Advisor on IT Ms. Suraya Zaman, President of the Women’s Caucus Ms. Kulsoom Farman, Chairperson of the Standing Committee Ms. Sanam Bibi, and Mrs. Kaneez Fatima.
The delegation felicitated Senator Rubina Khalid on her recent election to the Senate for a third term, acknowledging her longstanding contributions to social welfare and women’s empowerment.
In a detailed discussion, the visiting lawmakers highlighted the difficulties faced by women in Gilgit-Baltistan regarding BISP registration, disbursement of stipends, and various administrative challenges.
They emphasized the need for streamlining procedures to ensure equitable access to financial assistance for deserving women across the mountainous region.
Senator Rubina Khalid assured the delegation of her full support and directed the Director General BISP Cash Transfers to immediately meet with the delegation and address the concerns raised. She reaffirmed her commitment to inclusive development and women’s empowerment, especially in underserved areas like Gilgit-Baltistan.
The delegation expressed appreciation for the Chairperson’s swift response and her personal engagement with the issues.

Minister hails successful conclusion of 5th session of Pak-Kyrgyz inter-Governmental commission

ISLAMABAD, Jul 28 (APP):Federal Minister for Energy and Power Division Sardar Awais Ahmad Leghari highly appreciated the successful conclusion of 5th session of Pakistan and Kyrgyzsatan inter-governmental commission here on Monday.
The minister said that it gives me great satisfaction to announce that, following in-depth and constructive deliberations, we have successfully concluded the 5th session of the Pakistan-Kyrgyzstan Inter-Governmental Commission. The outcomes of our discussions have been formally encapsulated in the Protocol of the session, marking another important step in our shared pursuit of deepening bilateral cooperation.
Throughout this session, we have reaffirmed the strong convergence of our respective priorities, particularly in promoting trade, investment, and regional connectivity, he added and said that both sides reiterated their commitment to raising bilateral trade to USD 100 million and emphasized the importance of expediting the Transit Trade Agreement. These efforts will be reinforced by the revival of the Joint Business Council, enhanced B2B engagement, and the finalization of MoU on Electronic Data Interchange.
“I am especially encouraged by the signing of the Memorandum of Understanding between the National Investments Agency of the Kyrgyz Republic and Pakistan’s Board of Investment. This strategic partnership lays the foundation for targeted sectoral collaboration and will be further supported by upcoming investment forums on the margins of high-level visits”, he added.
Beyond trade and investment, the minister said this session has also reflected meaningful progress in several other priority sectors. In agriculture, we look forward to the finalization of the MoU and increased cooperation in phytosanitary control and trade of key food commodities. In the energy and environment domain, both sides agreed to deepen collaboration on electricity transmission and mineral exploration.
Equally important is our shared focus on regional connectivity. The finalization of the postal cooperation agreement, facilitation of cargo under the 1995 International Motor Transportation Agreement, and prospects for enhanced air connectivity represent promising developments. In the financial sector, agreements on interbank cooperation and training exchanges reaffirm our commitment to building resilient financial linkages.
We also welcome the expanding scope of cooperation in healthcare, marked by Kyrgyz pharmacia’s interest in Pakistani pharmaceuticals and ongoing work on the MoU in higher medical education. Furthermore, the proposed Agreement on Art and Culture, along with plans for joint media projects, will further enrich our people-to-people ties.
Both sides reiterated their resolve to enhance academic collaboration, particularly in STEAM disciplines, and to build stronger institutional linkages between universities.
This 5th session has clearly demonstrated that our partnership is evolving into a comprehensive and forward-looking relationship, driven by shared values, regional vision, and mutual respect. We now have a solid roadmap before us, and the responsibility lies with both sides to maintain the momentum through timely follow-up and result-oriented implementation.

ITP facilitation vans to serve citizens across Capital this week

ISLAMABAD, Jul 28 (APP): Islamabad Traffic Police (ITP) facilitation vans will be visiting various locations across the federal capital throughout the week to provide driving license and traffic-related services to citizens from 8:30 AM to 3:30 PM.

A public relations officer told APP on Monday that the vans will operate from Monday to Friday during regular hours, while on Saturday, the service will conclude at 2:30 PM.

He said facilitation van GAC-656 will be stationed at Bari Imam House on Monday, Tarnol (Benazir Chowk) on Tuesday, Golra Sharif on Wednesday, G-10 Markaz on Thursday, G-11 DC Office on Friday, and Rawat (Gulzar e Madina Masjid) on Saturday.

He said van GAG-709 will cover E-11 Markaz on Monday, DHA Phase-5 on Tuesday, F-10 Markaz on Wednesday, CDA Chairman Office on Thursday, I-10 Markaz on Friday, and E-9 Markaz on Saturday.

He said citizens may contact Yasir Idrees (GAC-656) at 0313-8324087 and Abdul Qadeer (GAG-709) at 0300-2322883 or call the ITP helpline 1915 for further information.

He said the initiative is being supervised by ASI Muhammad Younas and aims to ensure citizen convenience under ITP’s public facilitation drive.

PSX witnesses bullish trend, gains 172.77 points

ISLAMABAD, Jul 28 (APP):The Pakistan Stock Exchange’s (PSX) benchmark KSE-100 Index witnessed bullish trend on Monday, gaining 172.77 points, a positive change of 0.12 percent, closing at 139,380.06 points against 139,207.29 points last trading day.
A total of 589,306,106 shares were traded during the day as compared to 634,810,939 shares the previous trading day, whereas the price of shares stood at Rs 34.562 billion against Rs 24.611 billion on the last trading day.
As many as 483 companies transacted their shares in the stock market, 251 of them recorded gains and 205 sustained losses, whereas the share price of 27 companies remained unchanged.
The three top trading companies were Aisha Steel Mill  with 51,818,828 shares at Rs 12.76 per share, Agha Steel Ind. with 46,621,631 shares at Rs9.92 per share and B.O. Punjab with 23,774,754 shares at Rs 13.49 per share.
Atlas Honda Limited witnessed a maximum increase of Rs 77.29 per share price, closing at Rs 1,237.54, whereas the runner-up was Sazgar Engineering Works Limited with Rs 62.91 rise in its per share price to Rs 31,548.00.
Unilever Pakistan Foods Limited witnessed a maximum decrease of Rs627.42 per share closing at Rs 33,512.13 followed by PIA Holding Company LimitedB with Rs386.62 decline in its share price to close at Rs31,548.00.

Degrees without direction: Pakistan’s youth struggle amid rising credential inflation

ISLAMABAD, Jul 28 (APP):: In cities across Pakistan, it’s now a familiar sight, educated young men and women, dressed neatly, CVs in hand, going office to office in search of a job. They hold degrees, some even postgraduate, yet face closed doors. This is no longer just a personal struggle; it’s a national crisis.

A 2024 report by the Pakistan Institute of Development Economics (PIDE) revealed that over 31% of young graduates are unemployed. Surprisingly, those with advanced degrees are often the worst hit. The core of this growing issue is credential inflation, when too many people hold similar qualifications, reducing their value in the job market.

Where a bachelor’s or master’s once opened doors, today it’s just the starting point. Employers now look beyond degrees, expecting practical experience, soft skills, and digital literacy, gaps many universities fail to address.

“Having a degree is not enough to get a good job,” said Amna Younas, a BS Mass Communication student, talking to APP. “We study for years, mostly from books, but don’t get enough practical experience. Companies now want hands-on skills rather than just theory.”

The shift is pushing students toward short, skill-based online courses that are more job-specific and affordable. This new hiring trend leaves traditional graduates at a disadvantage.

“I’ve just completed my degree and thought it would be the beginning of something big,” said Shaista Gul, a recent graduate from Quaid-e-Azam University. “But there are hardly any job opportunities, even internships. Employers want experience, skills, and certifications. A degree alone doesn’t make you stand out anymore, it just makes you part of the crowd.”

Mussarat Shazia, a school teacher, shared her concern as a parent with APP and said, “Earlier, a degree meant hard work. Now, it feels like just a piece of paper. Our children study for years, but they don’t get the chances they deserve.”

Amna Bibi, who holds an MSc in Economics, added, “Credential inflation has made it harder to stand out. Entry-level jobs now demand qualifications that were once needed for senior roles. This forces people to keep collecting degrees rather than real experience.”

Muhammad Abdullah, a DAE Civil graduate,when asked by this scribe about credential inflation said, “The degrees are losing value because the skills needed in the job market aren’t taught properly in institutions. Now students are more aware and interested in practical learning instead of just theory.”

Employers echo these frustrations. They no longer view degrees as a guarantee of capability or meeting job standards.

“I look for practical skills, project management, and problem-solving ability,” said Shehriyar Khalid, night shift in-charge and operations manager at TCS Rawalpindi. “A degree is important, but not enough. Fresh thinking and application matter more.” He advised students to learn skills.

Afaq Anjum, Hiring Manager at Nexus Solutions, agreed: “Experience, adaptability, and the ability to learn on the job matter more than academic titles. I value practical skills and a problem-solving mindset over multiple degrees.”

These voices highlight a system where effort and education don’t translate into opportunity. The mismatch stems from outdated university curricula, a lack of internships, weak career counseling, and a job market that often rewards connections over merit. Degrees in Pakistan no longer guarantee success, not because students haven’t worked hard, but because the system hasn’t kept up. Credential inflation is not just about devalued education. It’s about wasted potential, delayed futures, and lost hope.

So who is responsible? It’s a shared failure, of universities that haven’t updated their teaching, of a government that hasn’t built enough skill-building platforms, and of an industry that still leans on referrals over qualifications.

But the crisis is fixable.One solution is to establish national internship institutions, where graduates receive six months of practical training, covering workplace tools, ethics, and real-world experience. Universities must also collaborate with industries to ensure students get exposure before they graduate.

In many developed countries like Germany, Canada, and the UK, universities work closely with industries to bridge the gap between education and employment. Students are often hired during their final semesters through structured internship programs, co-op placements, and campus recruitment drives. These systems focus on practical training alongside academics, ensuring that by the time students graduate, they already have relevant experience — a model still largely missing in Pakistan’s higher education system.

A mandatory ‘Anti-Dengue Course’ announced for all private doctors

RAWALPINDI, Jul 28 (APP):A mandatory anti-dengue refresher course has been announced for all doctors running private clinics across the district. Doctors’ clinics will be sealed if found failed to complete the course.
This was announced by Deputy Commissioner Rawalpindi, Dr. Hassan Waqar Cheema, while chairing a daily meeting on anti-dengue measures at his office.
He directed that all private doctors must promptly complete the refresher course organized by the District Health Authority, failing which strict action will be taken against their clinics. Dr. Cheema emphasized that during an epidemic, the responsibilities of healthcare professionals increase significantly, and all measures must be implemented with utmost seriousness.
During the meeting, Coordinator of the District Emergency and Control Committee, Dr. Sajjad Ahmed, briefed on the anti-dengue actions taken so far. He informed that 821 clinics across the district have been inspected, of which 57 were sealed for violating regulations.
The deputy commissioner instructed all relevant departments to work diligently and responsibly to control dengue, saying that no negligence or carelessness would be tolerated.
The meeting also reviewed arrangements for the “Suthra Punjab” campaign and Chehlum, with necessary directives issued to the concerned authorities.

Rupee gains 24 paisa against US Dollar

ISLAMABAD, Jul 28 (APP):The Rupee on Monday appreciated by 24 paisa against the US Dollar in the interbank trading and closed at Rs 283.21 against the previous day’s closing Rs 283.45.
However, according to the Forex Association of Pakistan (FAP), the buying and selling rates of the dollar in the open market stood at Rs 285.3 and Rs 286.3, respectively.
The price of the Euro decreased by Rs 2.15 to close at Rs 330.73 against the last day’s closing of Rs 332.88, according to the State Bank of Pakistan (SBP).
The Japanese yen came down by 01 paisa and closed at Rs 1.90, whereas a decline of Rs 1.74 was witnessed in the exchange rate of the British Pound, which was traded at Rs 379.85 compared to the previous day’s closing of Rs 381.59.
The exchange rates of the Emirates Dirham and the Saudi Riyal came down by 07 and 06 paisa to close at Rs 77.10 and Rs 75.49, respectively.

ITP penalizes 2,349 drivers in one week

ISLAMABAD, Jul 28 (APP): Islamabad Traffic Police (ITP) penalized 2,349 vehicles and motorcycles during the past week over various traffic violations, including lane violations, fancy number plates, and driving without helmets. Of these, 1,655 motorcycles and 694 vehicles were impounded and shifted to police stations.

A police spokesperson told APP that 805 drivers were fined for lane violations, 114 for driving without a license, and 872 for illegal parking. Additionally, 872 motorists were penalized for driving in the wrong direction.

He said enforcement also included 1,325 violations related to fancy number plates, 1,077 signal violations, and 1,522 cases of riding without helmets.
Chief Traffic Officer (CTO) Captain (Retd) Syed Zeeshan Haider directed traffic officials to continue indiscriminate operations under the ongoing campaign, enforcing a strict zero-tolerance policy for traffic violations.
“No one should be allowed to drive without a valid license,” the CTO stated, urging the public to cooperate with traffic personnel to ensure road safety.
