FC deployment at tobacco processing units ‘a crucial first step’, says FTT Chairman

ISLAMABAD, Jul 29 (APP):The government’s decision to deploy Frontier Constabular (FC) personnel at Green Leaf Threshing (GLT) units in Khyber Pakhtunkhwa has been hailed as a “long-overdue but courageous step” by Muhammad Ameen, Chairman of Fair Trade in Tobacco (FTT), who warned that much more needs to be done to dismantle Pakistan’s vast illegal cigarette trade.
Speaking to reporters in Islamabad on Tuesday, Ameen welcomed the deployment of 144 FC personnel at GLT facilities — key processing points for raw tobacco — calling it a turning point in efforts to crack down on what he described as a criminal network siphoning nearly Rs. 400 billion annually from the national exchequer.
“There are only 13 GLTs in the country, and they are fully traceable. If we cannot control the tax leakage there, then where?” Ameen asked, urging the Federal Board of Revenue (FBR) to intensify enforcement actions at these sites.
The illegal cigarette industry, largely operated by over 40 local manufacturers, accounts for 56% of the market yet contributes only Rs. 5 billion in taxes, according to Ameen.
In stark contrast, two multinational companies with 44% market share paid close to Rs. 300 billion last year. “This is not just a revenue problem; it is a structural sabotage of the economy,” he said.
Ameen emphasized that the presence of FC personnel at GLTs is only the beginning.
He called for rigorous monitoring of the volume of processed tobacco, its reconciliation with leaf purchases by manufacturers, and close scrutiny of how much adjustable excise duty is ultimately paid.
“This is a national betrayal,” he added, warning that tax theft on such a massive scale is undermining public finances more than the combined federal budgets for education and health.
He also criticized the weak enforcement of the government’s Track and Trace System — a digital monitoring mechanism designed to curb tax evasion — revealing that only 19 out of 413 registered cigarette brands are currently in compliance. “These numbers speak for themselves. The system must be strengthened and implemented across the board,” he said.
With Pakistan’s economy facing growing fiscal pressure, Ameen urged authorities to adopt a zero-tolerance policy toward non-compliant manufacturers and ensure continuous enforcement — not just at GLTs, but throughout the supply chain, including warehouses, retailers, and border crossings.
“Enforcement must become the new normal,” Ameen said. “We need audit trails, real-time monitoring, and transparency in tax adjustments to dismantle this parallel economy.”
He concluded by highlighting the toll this illicit trade has taken on law-abiding tobacco farmers, particularly in rural areas. “This is about justice — for growers, for the economy, and for every Pakistani who pays their dues honestly,” he said.

Commissioner directs to ensure 100 per cent cleanliness at village level

RAWALPINDI, Jul 29 (APP):Commissioner Rawalpindi Division Engineer Aamir Khattak on Tuesday said that the success of the “Suthra Punjab” drive depends on ensuring 100 per cent cleanliness at the village level.
Presiding over a meeting to review the performance of the Suthra Punjab program, he said that the drive was not just a cleaning campaign but a vision and a change in the lifestyle which all have to adopt.
Aamir directed the Deputy Commissioners of the division to submit a one-page assessment report, which should include their feedback and suggestions for further improvement.
The Commissioner further directed that the Village Committees notified by all the Deputy Commissioners should be activated immediately so that effective monitoring of cleanliness and other activities could be made possible.
He gave a clear directive that the scope of the cleaning campaign should not only be restricted to the urban areas but also the rural areas.
At the same time, Union Councils and municipal officers were instructed to launch an awareness campaign among the public so that the citizens could join this program.
He underlined that an office should be allocated in every village and there should be Pana flexes, which include the names, positions and contact numbers of the workers who were deployed for cleaning in this village so that the public can contact them immediately in case of any complaint.
He said that complaints should be lodged against the contractors who fail to perform, and prosecuted to blacklist them.
Director General Rawalpindi Development Authority Kinza Murtaza, Deputy Commissioner Rawalpindi Hassan Waqar Cheema, CEO Rawalpindi Waste Management Company (RWMC), Assistant Commissioners and heads of other concerned departments were present.

153 professional beggars apprehended during 16 days

RAWALPINDI, Jul 29 (APP):Rawalpindi Police have intensified their crackdown and detained 153 professional beggars during the last 16 days.
According to police, special squads have been deployed to arrest professional beggars operating in markets, intersections, and along major roads and highways.
Police said that many of professional beggars are linked to criminal activities, including theft and drug trafficking.
City Police Officer (CPO) Syed Khalid Mehmood Hamdani stated that strict surveillance was being maintained,
particularly in high-traffic areas, to discourage begging and ensure public safety.
He added that the campaign was in line with the vision of Punjab Chief Minister Maryam Nawaz Sharif, and operations against professional beggars will continue throughout the city.
Police have urged the public to cooperate and avoid giving money to street beggars, encouraging citizens to support legitimate welfare initiatives instead.

Two drug suppliers jailed

RAWALPINDI, Jul 29 (APP):A local court has sentenced two drug suppliers to a combined total of 18 years in prison and imposed fines of Rs. 160,000.0. The convicted individuals, Parvez and Gul Khan, were found guilty of drug trafficking.
According to the details, Parvez was sentenced to 9 years in prison and fined Rs.80,000.0 after Gujar Khan Police arrested him in September 2024 for possessing 2.5 Kg of hashish.
Similarly, Gul Khan received a 9-year sentence and a Rs.80,000.0 fine following his arrest by Mandhra Police in November 2023 for possessing 1.5Kg of hashish.
The convictions were secured due to solid evidence and effective prosecution by the police. City Police Officer (CPO) Syed Khalid Hamdani commended the investigative and legal teams for their efforts. He reiterated that all necessary measures are being taken to eradicate the menace of drugs in the region.

German Olympic Champion injured in mountaineering accident in Baltistan

ISLAMABAD, Jul 29 (APP): German Olympic and World Champion biathlete Laura Dahlmeier sustained serious injuries after being struck by a rockfall while attempting to summit Laila Peak (6,094 meters) in the remote Hushe valley of Baltistan, Alpine Club of Pakistan (ACP) said on Tuesday.

The incident occurred around noon on Monday (July 28), at an altitude of approximately 5,700 metres, Karrar Haidri, vice president of ACP said in a statement.

Dahlmeier was climbing with her mountaineering partner, Marina Eva, when a sudden rockfall hit her, resulting in significant injuries.

The expedition was organized by Iqbal, owner of Shipton Treks & Tours, who immediately alerted emergency services. A coordinated rescue operation was launched, with support from Pakistan Army Aviation helicopters and local high-altitude porters (HAPs).

However, due to the challenging terrain and adverse weather conditions, rescue helicopters were unable to land at the accident site on the day of the incident. Efforts to evacuate Dahlmeier by air continued on Tuesday with ground support teams on standby, awaiting a break in the weather.

Marina Eva successfully descended to base camp and is reported to be in good health. Meanwhile, worsening weather continues to delay aerial access to the injured climber, leaving the rescue team prepared to respond as soon as conditions permit.

Assistant Commissioner Baffa-Pakhal visits historic Shiv Mandir in Chitti Gatti

MANSEHRA, Jul 29 (APP):On the occasion of the annual Nag Panchami festival, Assistant Commissioner Baffa-Pakhal conducted an official visit to the ancient Shiv Mandir located in Chitti Gatti, one of the oldest Hindu temples in the region, to inspect arrangements for the religious celebrations.
The AC reviewed security, cleanliness, traffic management, and rescue preparedness, and directed all relevant departments to ensure that visiting devotees face no inconvenience. He emphasized that providing full protection and essential facilities to minority communities during their religious festivals is among the administration’s top priorities.
The Shiv Mandir in Chitti Gatti, believed to be over 2,000 years old, holds immense religious and historical significance for the Hindu community. Every year, hundreds of Hindu pilgrims from across Pakistan and abroad gather at the site to celebrate Nag Panchami, which honors the serpent deity and Lord Shiva.
The Assistant Commissioner assured the temple management and visiting devotees of full cooperation from the district administration and reiterated the government’s commitment to interfaith harmony and the preservation of religious heritage sites.

NHA Chairman visits Azad Kashmir, directs staff to remain fully prepared for any emergency situation

ISLAMABAD, Jul 29 (APP):Chairman of the National Highway Authority (NHA), Muhammad Sheheryar Sultan, conducted a high-level field visit to Azad Jammu and Kashmir on the instructions of the Federal Minister for Communications.
The purpose of the visit was to ensure uninterrupted traffic flow on all NHA-administered highways during the monsoon season, said a press release issued here on Tuesday.
Accompanied by NHA officials, Sultan undertook a detailed inspection of the Kohala–Muzaffarabad Road, a vital artery frequently threatened by landslides during heavy rains. He issued immediate directives to officers and on-site personnel, emphasizing the need for constant vigilance and full operational preparedness.
“Remain fully prepared for any emergency situation,” Sultan urged, instructing staff to be on standby 24/7 to swiftly manage road clearance and rescue operations.
He further instructed that heavy machinery must be kept ready on both sides of landslide-prone areas, and that all possible preventive measures should be taken to minimize risks. In the event of a landslide, clearance operations must be launched immediately.
Sheheryar Sultan also emphasized that ongoing work to improve national highways in Azad Kashmir must continue without interruption. Urgent repair work should be carried out wherever necessary.
Furthermore, the NHA chairman directed all regional teams to maintain active coordination with the Control Room at NHA Headquarters, ensuring real-time monitoring, swift communication, and effective mobilization.

Planning minister leaves for China on five-day official visit

ISLAMABAD, Jul 29 (APP): Federal Minister for Planning, Development and Special Initiatives Professor Ahsan Iqbal on Tuesday departed on a five-day official visit to China, where he would attend the launch ceremony of a Pakistani satellite as the chief guest.

During his stay in Beijing, the minister would hold high-level meetings with senior Chinese leadership, focusing on a wide range of bilateral priorities, including enhanced space cooperation, the second phase of the China-Pakistan Economic Corridor (CPEC), trade, investment and infrastructure development.

He is also scheduled to review preparations for Prime Minister Shehbaz Sharif’s expected visit to China and the upcoming meeting of the Joint Cooperation Committee (JCC) on CPEC.

In a pre-departure statement, Ahsan Iqbal while highlighting the strategic importance of his visit, said Pakistan and China were expanding cooperation across multiple sectors.

“Pakistan is actively engaged and optimistic about learning from China’s developmental model,” he added.

He described CPEC as “a living symbol of Pakistan-China friendship” and emphasized that the second phase of the project would prioritize industrial zones, agricultural development, and high-tech collaboration, the areas he identified as critical for Pakistan’s future economic growth.

DG FIA Urges New Inspectors to Uphold Integrity and Serve with Dedication
