DPM/FM directs speedy disposal of confiscated/tampered vehicles

ISLAMABAD, Aug 04 (APP): Deputy Prime Minister/Foreign Minister, Senator Mohammad Ishaq Dar on Monday directed to ensure speedy disposal of confiscated/tampered vehicles, digitisation and outsourcing of the auction process, as well as adoption of international best practices to enhance transparency and efficiency.

The DPM/FM chaired a meeting to review existing laws and policies concerning confiscated/tampered vehicles.

Federal Board of Revenue (FBR) presented a comprehensive overview on current legal provisions, DPM Office said in a press release.

The meeting was attended by the federal minister for law and justice, SAPM, attorney general for Pakistan, secretary information, chairman FBR, and senior Customs officials.

During the ensuing discussions, proposal aimed at improving procedures related to the disposal and auction of confiscated vehicle and use of tampered vehicles were reviewed.

The DPM/FM issued directions to ensure speedy disposal of such vehicles, digitisation and outsourcing of the auction process, as well as adoption of international best practices to enhance transparency and efficiency.

 

IGP pays tribute to Shaheed DIG Ahmed Mobeen

LAHORE, Aug 04 (APP):Inspector General of Police (IGP) Punjab Dr Usman Anwar on Monday visited the grave of Shaheed DIG Capt (retd) Syed Ahmed Mobeen on the Police Martyrs’ Day.
The IG Punjab laid a wreath and offered prayers for the elevation of the martyr’s ranks. He was accompanied by AIG Admin & Security Dr Asad Ijaz Malhi and other senior officers.
Later, the IGP visited residence of the martyred officer at Qurban Lines, where he met with the mother and other family members of Shaheed DIG Syed Ahmed Mobeen.
Speaking on the occasion, Dr Usman Anwar paid rich tribute to the martyr, calling him an exemplary officer and a noble human being.
“The services and supreme sacrifice of Capt (retd) Ahmed Mobeen for the country, the nation and Punjab Police will always be remembered,” the IG said.

CSA, NAHE launch joint training programme to enhance public sector capacity

LAHORE, Aug 04 (APP):The Civil Services Academy (CSA), Lahore, in collaboration with the National Academy of Higher Education (NAHE), inaugurated a specialised training programme for officers of the Higher Education Commission (HEC) under the theme “Transforming Governance: Enhancing Public Sector Performance and Integrity.”
The initiative aims to strengthen institutional capacity and promote effective governance in the public sector through practice-oriented training.
The event began with a recitation from the Holy Quran, followed by the welcome of distinguished guests, including Director NAHE, Sulaiman Ahmad, Director General, Regional Centre HEC Lahore, Ghulam Nabi and the inaugural cohort of HEC officer participants.
Addressing the participants, Director Capacity Building CSA Dr. Syed Shabbir Akbar Zaidi, shared insights into the Academy’s ongoing transformation. He highlighted the shift from traditional lecture formats to hands-on pedagogies involving simulations, field attachments and case-based learning.
Dr Shabbir also introduced the Academy’s National Outreach Programmes (NOPs) designed to enhance inclusivity within civil services.
Director General CSA Farhan Aziz Khawaja, in his remarks, emphasised the strategic significance of inter-institutional collaboration, especially in meeting the targets of the Sustainable Development Goals (SDGs). He underscored the value of shared learning, innovation and capacity building for public sector reform.
Director NAHE Sulaiman Ahmad praised the CSA for its innovative approach and commitment to public value. He emphasised the importance of performance, inclusivity and institutional integrity in addressing contemporary governance challenges.
Director General, Regional Centre HEC Lahore, Ghulam Nabi also lauded the academy’s shift toward experiential learning and underlined the critical role of integrity and procedural compliance in civil service performance.
The event concluded with the presentation of commemorative shields to the dignitaries.
The training programme reflects CSA’s renewed focus on equipping public officials with the skills and ethical grounding necessary to respond to evolving governance demands.

NDMA warns of potential flooding as fresh westerly wave brings heavy rainfall across Pakistan

ISLAMABAD, Aug 04 (APP):The National Disaster Management Authority (NDMA) has issued a comprehensive advisory through its National Emergencies Operation Center (NEOC), warning of possible flooding and hydrological hazards across multiple regions of Pakistan as a fresh westerly wave enters from August 5, bringing intensified rainfall to upper and central regions through August 10.
The anticipated weather system may lead to rising river flows, urban flooding, and localized flash floods in vulnerable areas.
As a result, increased flows are expected in all major rivers, particularly the Jhelum and Chenab.
River Chenab at Marala, Khanki, and Qadirabad is likely to experience medium to high flood levels, while River Jhelum and its tributaries upstream of Mangla may also reach high flood levels. River Kabul at Nowshera is expected to attain low flood levels. River Swat and Panjkora, along with associated streams and nullahs, may swell to medium flows due to persistent rainfall in their catchment areas.
Currently, Tarbela, Kalabagh, Chashma, Taunsa, and Guddu Barrages are at low flood levels, but further increases in inflows and outflows may raise them to medium flood stages. In Gilgit-Baltistan, River Hunza and River Shigar are expected to see increased flows, with potential localized flash floods in their tributaries including Hispar, Khunjerab, Shimshal, Braldu, Hushe, and Saltoro Rivers. In Balochistan, stream networks in Musakhel, Sherani, Zhob, and Sibi districts are also likely to swell due to expected rainfall. Tarbela Dam is currently at 90% storage capacity, while Mangla Dam stands at 60%, with further increase in storage anticipated over the coming days.
NDMA urges residents living near rivers, streams, and nullahs to stay vigilant for sudden rises in water levels, especially at night and during periods of intense rainfall. The public is advised to stay updated through official flood warnings via television, radio, mobile alerts and Pak NDMA Disaster Alert app. Communities in vulnerable areas should identify safe evacuation routes and keep emergency kits, dry food, clean drinking water, and essential medicines ready. Livestock, vehicles, and valuables should be moved to safer elevated locations.
Urban centers, particularly in northeastern and central Punjab, should ensure dewatering equipment is in place to address water accumulation due to heavy rainfall. The public is strongly advised to avoid crossing low bridges, causeways, and flooded roads, as even 6 inches of fast-moving water can knock over an adult, and 12 inches is enough to carry away most vehicles. NDMA is monitoring the situation round the clock and remains in close coordination with provincial and district authorities for proactive response and mitigation.
NDMA is closely monitoring the evolving situation through NEOC and remains in constant coordination with provincial and district disaster management authorities to ensure a timely and coordinated response. Citizens are encouraged to stay updated through official channels and use “Pak NDMA Disaster Alert” mobile application for real-time alerts and guidelines.

Police martyrs’ day observed across Punjab

LAHORE, Aug 04 (APP):The Police martyrs’ day was observed with solemnity and reverence across Punjab on Monday, including in the provincial capital, to honour the ultimate sacrifices of police personnel who laid down their lives in the line of duty.
According to a Punjab Police spokesperson, special ceremonies were held in all districts of the province, while smartly turned-out police contingents presented guard of honour at the memorials and graves of the martyrs. Wreaths were laid and Fateha was offered for the departed souls.
The spokesperson said that senior police officers visited the families of martyrs, met with their children and paid tribute to the heroes while expressing solidarity.
Rallies and special events were also organised to highlight their sacrifices.
Inspector General of Police (IGP) Punjab Dr Usman Anwar, in his special message on the occasion, said that August 4 was a day to renew the pledge with the martyrs of Punjab Police.
“Nations that honour their heroes never forget them,” he stated.
The IGP added that Punjab Police observed police martyrs day with national spirit every year to pay homage to over 1,700 brave officers and personnel who embraced martyrdom in the line of duty.
“They sacrificed their present to secure the future of the nation,” he said.
Dr Usman also paid heartfelt tribute to the mothers and families of the martyrs, stating that the department stood by them in every moment whether in joy or sorrow.

Mohsin Naqvi pays tribute to police martyrs on Yaum-e-Shuhada

ISLAMABAD, Aug 04 (APP): Federal Minister for Interior Mohsin Naqvi has paid rich tribute to all police martyrs on the occasion of Police Martyrs’ Day. He said that August 4 is dedicated to the brave guardians of internal security, who sacrificed their precious lives to uphold the writ of the state.
In his special message on this occasion, the Interior Minister said: “We salute those great defenders who attained the rank of martyrdom and became eternal. The police officers and personnel who fearlessly laid down their lives in the fight against terrorism, crime, and anti-social forces are the nation’s heroes. By embracing martyrdom while fulfilling their duty, these police martyrs secured an everlasting place in history.
Mohsin Naqvi further stated that the State remains indebted to the families of those who gave their lives for peace and protection. “Martyr SSP Ashraf Marth, Martyr Captain Mubeen, and all police martyrs live in our hearts—and will remain alive forever. He said that we stand by the families of police martyrs at all times and will continue to support them.”
Interior Minister emphasized that a nation that respects and honors its martyrs always prospers. “Today, we pledge before our conscience that we will neither forget our police martyrs nor leave their families alone.”

DC inspects municipal services in Nishtar Tehsil

LAHORE, Aug 04 (APP):Deputy Commissioner Syed Musa Raza conducted a detailed visit to Nishtar Tehsil to inspect the municipal services and ongoing public service initiatives, as part of the city’s broader Clean Lahore Mission.
During the visit, he was accompanied by Chief Officer of Metropolitan Corporation Lahore, Additional Deputy Commissioner (General), Assistant Commissioner Nishtar Muhammad Saleem Aasi, and senior representatives from the Lahore Waste Management Company (LWMC) and Water and Sanitation Agency (WASA).
Assistant Commissioner Muhammad Saleem Aasi briefed the DC on the measures being taken to improve sanitation, waste disposal, and sewerage conditions in the area.
Taking immediate action, DC Syed Musa Raza directed the Deputy CEO of LWMC to ensure that door-to-door waste collection is carried out consistently and effectively in all neighbourhoods. He also instructed the Deputy Managing Director of WASA to mobilise field teams without delay to resolve sewerage-related complaints from residents.

Dengue patrolling staffer transferred to Potohar Town

RAWALPINDI, Aug 04 (APP):In an exclusive move to effectively combat dengue threats, Rawalpindi’s Health Authority has reassigned all daily wage male and female sanitary patrol staff from Rawal Town to the Deputy District Health Officer (DDHO) in Potohar Town. The order issued contained the objective of the decision to support intensified vector surveillance and dengue prevention activities.
The spokesman District Health Authority, De. Waqas Ahmad while confirming the decision informed that nearly 1200 workers would report to DDHO Potohar Town.
The decision has been taken for smooth working in targeted areas.
“The managerial streamlining will enhance surveillance effectivity, in addition to outgoing efforts”, said Dr. Waqas while talking to APP on Monday.
It is worth mentioning that after the escalating dengue situation in Murree, the health authority has started strict actions against violations.
The transfer orders of the patrolling staffers, intimate for immediate implementation and the strict actions against any negligence.

BISP to launch pilot phase of “Sahulat Accounts” on August 13

ISLAMABAD, Aug 04 (APP):In a major step towards financial inclusion and beneficiary empowerment, the Benazir Income Support Programme (BISP) is set to launch the pilot phase of its new direct bank account payment system-“Sahulat Accounts”-on August 13.
Under this initiative, beneficiaries in seven major districts of the country will be able to open bank accounts of their choice to receive payments directly.
This marks a transformative shift from traditional cash transfer methods to a more flexible, secure, and dignified payment model.
Chairperson BISP, Senator Rubina Khalid, announced the launch while meeting a high-level joint delegation of the World Bank and the Foreign, Commonwealth and Development Office (FCDO), which is currently undertaking a five-day Implementation Support Mission to Pakistan under the Crisis-Resilient Social Protection (CRISP) initiative.
Highlighting BISP’s digital advancement, Senator Rubina Khalid stated that the organization had already successfully launched a Digital Wallet Payment Model and was now progressing to the next level of service delivery.
 “For the first time, we are taking a practical step towards providing beneficiaries with the freedom to choose their preferred bank for receiving payments,” she said.
The visiting delegation included senior experts from both the World Bank and the FCDO. From the World Bank, the team comprised Mr. Amjad Zafar Khan, Senior Social Protection Specialist and Task Team Leader; Ms. Melis U. Guven, Lead Economist and Co-Task Team Leader; Mr. Lucian Bucur Pop, Senior Economist; Mr. Javier Sanchez-Reaza, Senior Economist; and Mr. Gul Najam Jamy, Consultant. Representing the FCDO were Heidi Carrubba, Humanitarian and Resilience Advisor, and Ms. Saba Yasir Jaswal, Program Manager for BRAVE.
Secretary BISP, Mr. Amer Ali Ahmad, Additional Secretary Dr. Asmat Nawaz, and all Director Generals participated from the BISP side.
During the meeting, the delegation apprised Chairperson Rubina Khalid and Secretary Amer Ali Ahmad of the mission’s objectives and expected outcomes.
Chairperson Rubina Khalid shared updates on BISP’s ongoing reforms and future plans, including efforts to enhance digital access and broaden payment options for beneficiaries. She also informed the delegation about current negotiations with Pakistan Post to utilize its e-payment infrastructure for improved service delivery.
 “We are moving in the right direction. Through mutual consultation and regular engagement with the World Bank, we will be able to overcome all operational challenges,” she added.
Secretary BISP, Mr. Amer Ali Ahmad, reaffirmed the programme’s commitment to a beneficiary-centric payment ecosystem. He said BISP is piloting multiple payment models in different cities to evaluate their performance and determine the most suitable options for the end users.
Mr. Amjad Zafar Khan appreciated BISP’s progress in achieving key Disbursement Linked Indicators (DLIs) and emphasized the importance of accelerating work on remaining components.
The mission also reviewed developments in the Hybrid Social Protection Scheme (HSPS), recent enhancements in the National Socio-Economic Registry (NSER) survey questionnaire, and the adoption of improved methodologies for random checks of surveyed households.
The visit reflects the ongoing international support for Pakistan’s efforts to develop a resilient, transparent, and inclusive social protection system that places the needs and dignity of its most vulnerable citizens at the center of policy and practice.

“Pakistan’s Retaliation in May 2025 Reasserted Pakistan’s Vow on Kashmir:” Chairman Kashmir Committee

ISLAMABAD, Aug 04 (APP):The Institute of Regional Studies (IRS), Islamabad, hosted a high-level seminar titled “Unheard Voices of IIOJK: Six Years of Struggle after Article 370” to mark the sixth anniversary of India’s unilateral revocation of Articles 370 and 35-A that stripped Indian Illegally Occupied Jammu & Kashmir (IIOJK) of its autonomous status on August 5, 2019.
Parliamentarians, senior defence officials, Kashmiri leaders, and civil society representatives attended the event to honour the resilience of the people of IIOJK and reinforce Pakistan’s enduring political, diplomatic, and moral support for their right to self-determination.
Addressing the seminar, Chairman Parliamentary Committee on Kashmir Rana Muhammad Qasim Noon declared Kashmir “a sacred national cause embedded in Pakistan’s ideology,” adding that true peace and stability in South Asia remain impossible without resolving the Kashmir dispute as per UN Security Council resolutions. He paid tribute to the Pakistani armed forces for their defence during the May 2025 conflict, which he said had “reshaped the regional balance”.
Ambassador Jauhar Saleem, President IRS, termed India’s 2019 actions “a blatant violation of international law and an attempt at demographic engineering.”
He stressed that despite curfews, lockdowns, mass detentions, internet shutdowns and militarization, India has failed to suppress the Kashmiri identity or silence their demand for freedom.
Ms. Farzana Yaqoob, former AJK Minister, said Pakistan’s stance had grown more articulate and proactive on global forums.
She proposed redefining August 5 as a “Day of Courage” to honour Kashmiri resistance, and urged Pakistan to adopt legal diplomacy by pursuing international casework against Indian human rights violations in IIOJK.
Speakers including Fatehullah Khan, Sheikh Abdul Mateen, and Abdul Hamid Lone rejected India’s “constitutional terrorism” and exposed how thousands of Kashmiri civilians, activists, and political leaders continued to face arrest, torture, and extrajudicial killings. They reaffirmed that the Kashmiri struggle is one for identity and justice, not territory.
The seminar concluded with a unanimous call for recognition of August 5 as a symbol of Kashmiri resilience against oppression; unity across Pakistani civil-military institutions in advocating Kashmir’s right to self-determination and mobilising international conscience against India’s continued human rights abuses.
“The Kashmiri freedom struggle mirrors other historic battles against occupation and injustice,” stated the final communique. “Like South Africa, Palestine or Bosnia — history will side with those who stand for truth and freedom. Kashmir will be free.”
