Aurangzeb calls for actionable population strategy, warns unmanaged growth to dampen economic gains

ISLAMABAD, Dec 1 (APP): Minister for Finance and Revenue Senator Muhammad Aurangzeb on Monday urged stakeholders to move beyond policy prescriptions and deliver an actionable roadmap to address population pressures, warning that unmanaged growth would continue to undermine Pakistan’s economic progress.
“Whatever real GDP growth we achieve will be a dampener if we don’t manage the population and if we don’t control it,” he said while addressing a two-day Pakistan Population Summit-2025, organized by the Dawn Media Group.
The minister said Pakistan had long understood the nature of its demographic and climate challenges but had struggled to implement solutions.“We have known ‘the what’ and ‘the why’ for the longest time. There is no dearth of policy prescriptions. Everything now has to do with implementation and execution – the how part of it.”
He said Pakistan’s two “existential issues” – climate change and population – must be confronted directly if the country aimed to unlock its long-term economic potential.
Citing a World Bank study projecting Pakistan as a $3 trillion economy by 2047, he stressed: “The roadmap was very clear – these two existential issues have to be recognized, and more importantly, negotiated, if we are to realize our full potential.”
Aurangzeb praised the Dawn Media Group for stimulating public debate on both themes through earlier initiatives. “Dawn Media Group led the entire discussion and public discourse on climate change under Breathe Pakistan, and now on population,” he said.
The minister stressed that the population debate had to be mainstreamed into national fiscal planning. “While Ministers of Climate Change, Health and Population Welfare lead sectorally, it is really the finance ministers who make it mainstream,” he noted. “If we are not making it part of our budgeting process and planning process, it remains an academic discussion.”
He welcomed the participation of religious scholars and stressed that family planning had no conflict with religion.
Recalling an earlier engagement, he said, “I was very encouraged when Mufti Usmani came with a fatwa explaining in detail that this has nothing to do with religion. We cannot shy away from action because of limitations that hold us back.”
The minister warned that both climate-induced shocks and unchecked population growth were already imposing heavy economic costs. “Flooding this year is going to shave off roughly 0.5 percent from our GDP growth forecast. And with respect to population, whatever real GDP growth we achieve will be a dampener if we don’t manage it,” he added.
Aurangzeb said the debate must take into account the demands of a new technology-driven economy, especially given Pakistan’s youth bulge. “With 64 percent of our population under the age of 30, this is not about governments giving jobs,” he stated. “We need to up-skill and re-skill freelancers, young IT professionals and those driving our digital economy.”
He said Pakistan’s rapid rise in global crypto participation highlighted the urgency for a regulated enabling framework. “We are now number three in terms of crypto participation,” he said, adding “That is why having the Virtual Asset Regulatory Authority is so important – so young Pakistanis can participate, but in a regulated way.”
The minister expressed concern over human capital deficits, particularly stunting and learning poverty. “Forty percent of Pakistani children under the age of five are stunted. This is intellectual poverty. This is our future workforce entering with a handicap we can ill afford,” he said.
He stressed the need to bring girls back to school, noting that women’s participation in the workforce consistently lifted growth across regional economies.
He said urbanization must also shape policy design, pointing out that nearly “88 percent of the population now lives in areas with urban characteristics,” making failures in sanitation, clean water and hygiene critical contributors to stunting. “If we want to address stunting, we must do it comprehensively—clean water, sanitation, spacing between childbirths, all of it comes together,” he said.
On financing, the minister said multilateral institutions were committed to supporting Pakistan’s demographic transition.
He cited the World Bank’s annual $2 billion support envelope – four of its six priority areas linked to climate and population – under the WB’s 10-year $20 billion country partnership framework. “But the ball is in our court to come up with investable and bankable projects,” he cautioned.
At the same time, he stressed that Pakistan must rely on its own resources before turning to donors. “For everything, we cannot run to international partners,” he said. “It’s not about ego or dignity. It’s about repurposing our own resources for what we truly require.”
Aurangzeb said the government would continue to build consensus with provinces, as it did during the signing of the National Fiscal Pact. “This is about self-reliance and self-funding,” he said.

Rescue 1122 staff set example by returning over Rs6.2m to rightful owners

RAWALPINDI, Dec 01 (APP): Rescue 1122 personnel from the Gujar Khan station have set a notable example of integrity by returning more than Rs 6.2 million in cash along with valuables to their rightful owners after a traffic accident.
Rescue 1122 Rawalpindi Spokesman Muhammad Usman stated on Monday that an ambulance and medical teams rushed to Guliana Mor, Gujar Khan, a few days ago after receiving information about a serious traffic accident. A car had hit a footpath for unknown reasons, leaving two men critically injured and semi-conscious.
He said the Rescue 1122 staff provided immediate medical aid with professional skill, stabilized the injured and shifted them to hospital. During the operation, the rescuers found Rs6,216,550 in cash, three mobile phones and a wallet, which they secured and deposited at the station.
According to the spokesman, the details were shared with the In-charge of the Tehsil Rescue Station, RSO Owais Saeed, who promptly contacted the victims’ family, and they reached Gujar Khan from Swat the next day. After verification, all cash and belongings were handed back to the rightful owners.
The family expressed deep gratitude for the honesty and sense of duty shown by the Rescue 1122 staff, saying such discipline and ethical conduct were vital for sustaining public trust.
District Emergency Officer Rawalpindi, Engineer Sibghat Ullah, commended the staff for their exemplary act, noting that integrity and public service were the hallmarks of Rescue 1122. He also announced commendation certificates for the personnel involved.

RWMC conducts anti-smog awareness drive in Dhoke Munshi Khan

RAWALPINDI, Dec 01 (APP): The Rawalpindi Waste Management Company (RWMC) on Monday carried out a cleanliness and anti-smog awareness drive in Union Council 79, Dhoke Munshi Khan.
According to an RWMC spokesman, the company’s communication teams interacted with shopkeepers and residents, urging them to support ongoing initiatives aimed at promoting cleanliness and reducing smog. The teams sought to reach as many community members as possible with information on precautionary steps to minimise smog-related health risks.
During the activity, RWMC staff distributed waste bags and informational leaflets, advising residents to avoid practices that generate dust and pollution. They also encouraged the use of face masks and protective glasses, along with regular water sprinkling to suppress dust. Promoting tree plantation, he added, was essential for mitigating smog and addressing broader environmental challenges.
In a public message, the RWMC appealed to citizens to refrain from burning waste or chemicals in the open, noting that such practices are a major cause of smog. The authority further reminded the public that open burning of garbage is a legal offence, as the resulting smoke and particulate matter pose serious risks to both human health and the environment.

Interior Minister Mohsin Naqvi condemns suicide attack on police vehicle in Lakki Marwat

ISLAMABAD, Dec 01 (APP):Federal Interior Minister Mohsin Naqvi on Monday strongly condemned the suicide attack near a police vehicle in Lakki Marwat, expressing deep sorrow over the martyrdom of a police officer in the incident.
Naqvi paid tribute to the fallen officer for embracing martyrdom in the line of duty and extended heartfelt condolences to the bereaved family. He also prayed for the swift recovery of the injured personnel.
“The cowardly acts of the Kharijite elements cannot shake the nation’s firm resolve against terrorism,” the Interior Minister said, reaffirming Pakistan’s commitment to eradicating militancy.
Praising the sacrifices of the Khyber Pakhtunkhwa Police, Naqvi said the force has rendered “matchless sacrifices” in the war against terrorism. “These great sacrifices will never be allowed to go in vain,” he added.

Police arrests alleged dacoit in an injured condition

HYDERABAD, Dec 01 (APP): Qazi Ahmed Police arrested an alleged dacoit in an injured condition following an encounter during  operation against criminal elements.
According to police spokesperson, the arrested suspect, identified as Jamshed Channesar, was wanted in several serious criminal cases.
Police recovered a 30-bore pistol, a magazine and rounds from his possession.
During initial interrogation, the suspect confessed to committing five crimes in Nawabshah over the past six days.
 He admitted snatching three motorcycles and stealing two others within the same period.
Later the injured suspect was shifted to the hospital for medical treatment. SSP Shaheed Benazirabad Shabbir Ahmed Sethar appreciated the police team for bravery, stating that maintaining law and order in the area is the top priority and that no leniency would be shown to criminal elements.

Gold price rises by Rs2,700 to reach Rs446,862 per tola

ISLAMABAD, Dec 1 (APP): The price of per tola 24-karat gold in Pakistan increased by Rs2,700 on Monday, reaching Rs446,862 compared to Rs444,162 on the previous day.

According to the All Pakistan Sarafa Gems and Jewellers Association, the price of 10 grams of 24-karat gold rose by Rs2,315, climbing to Rs383,112 from Rs380,797 a day earlier.

Likewise, the rate of 10 grams of 22-karat gold went up by Rs2,122, closing at Rs351,198 against Rs349,076 on Sunday.
In the international market, gold prices increased by $27, reaching $4,245 compared to $4,218 on the previous day.

Meanwhile, the price of per tola silver rose by Rs54, reaching Rs5,963 from Rs5,909 on the last trading day. The 10-gram silver price increased by Rs46, closing at Rs5,112 as against Rs5,066 the previous day.

International silver prices also witnessed an uptick of $0.54, rising to $56.91 compared to $56.37 on Sunday.

Commissioner orders modern digital queue system at Teaching Hospital

Dr Faisal Masood Teaching Hospital here  on Monday and reviewed the medical facilities and services being provided to patients.
Additional Deputy Commissioner (ADC) Headquarters Majid Ahmed and Assistant Commissioner General (ACG) Mujahid Abbas also accompanied the Commissioner.
During his visit to Outpatient Department (OPD), the Commissioner directed the hospital administration to increase the number of benches and install a modern screen display system to manage the influx of patients.
“Patients should not have to stand in long queues outside doctors’ rooms.
Instead, they should be able to sit comfortably in the waiting area and track their turn on digital screens,” the Commissioner stated.
He also reviewed the availability of medicines in the hospital, making it clear that no medicine should be out of stock. He issued strict instructions for the regular monitoring of medicine quality and stock levels.
The Commissioner emphasized that, following the directives of the Chief Minister Punjab, the provincial government’s primary focus was to provide quality public health facilities to citizens, and all possible measures were being taken to achieve the goal.
Later, the Commissioner, accompanied by ADC General Majid Ahmed, visited City Road to inspect the ongoing work by FESCO under the City Beautification Project.
He directed the officials concerned to ensure that all development and renovation projects were completed within the stipulated time while maintaining high-quality standards to provide a better and beautiful environment for citizens.

Interior Minister Mohsin Naqvi, Punjab Transport Minister Discuss Reforms, Metro Bus Improvements

ISLAMABAD, Dec 01 (APP):Federal Interior Minister Mohsin Naqvi met with Punjab Minister for Transport and Mass Transit Bilal Akbar Khan on Monday to discuss wide-ranging reforms in the transport sector, with a special focus on upgrading the Rawalpindi–Islamabad Metro Bus Service.
During the meeting, both sides held an in-depth discussion on measures to further improve the metro service, enhance operational efficiency, and upgrade station facilities.
Various proposals were reviewed to make the service more effective and commuter-friendly.
The two officials also considered extending the metro bus route to accommodate the growing number of daily passengers. “Thousands of commuters rely on the Rawalpindi–Islamabad Metro Bus Service every day,” Interior Minister Mohsin Naqvi said, emphasizing the need for continued improvement.
A key decision reached during the meeting was the formation of a joint coordination committee to oversee and facilitate planned upgrades to the metro system.
The discussion also highlighted the importance of promoting electric transport as a means of improving public convenience and reducing smog.
 Naqvi noted that Islamabad has, for the first time in its history, launched electric buses, with the fleet and routes gradually expanding to serve more residents.
Punjab Transport Minister Bilal Akbar Khan briefed the Interior Minister on recent initiatives undertaken to modernize and improve the transport sector in Punjab.

Plantation drive held in Gujrat

GUJRAT, Dec 01 (APP):District Police Officer Rana Umar Farooq joined students of Jinnah Public School in a plantation drive at the urban forest clusters along the GT Road greenbelt.
Officers from the Forest Department were also present on the occasion.
During the activity, various saplings were planted to help make the city greener and promote environmental improvement.
According to administration spokesperson, the urban forest cluster initiative was an important step towards providing citizens with a cleaner and healthier environment.

Secretary Education adopts non-formal Schools outside Islamabad

ISLAMABAD, Dec 01 (APP): The Secretary for Ministry of Federal Education and Professional Training Nadeem Mahbub visited a non-formal basic education school located in the village Kilinger in the periphery of Islamabad.

During the visit, Secretary Nadeem Mahbub announced to adopt the said school under the recently launched “Support a Non-Formal Education (NFE) School”initiative by the Ministry, whereby anyone can adopt a non-formal school under different financial packages.

These packages offer items such as stationery, puzzles, workbooks, basic classroom material, hygiene supplies and teaching aids, directly improving the learning environment for a non-formal schools while keeping the donor informed of the whole process and sharing of school updates on a regular basis.

He was accompanied by Director General BECS, Hameed Khan Niazi, who briefed him about enrollment, academic progress and critical challenges. He met the students and teacher and praised the school’s role in providing learning opportunities in an underserved area.

The Secretary further emphasized that both the institutional and individual contributions can uplift learning outcomes across non-formal schools which are catering to the children who are unable to join formal schools but are willing to educate themselves.

BECS schools—typically one room community-based centers run by a single teacher—serve multiple grade levels and provide free, certificate-based education up to Class 5, along with accelerated learning programs for older learners.

Despite their crucial role, these schools face shortages in infrastructure, learning material, and teacher support. The Ministry’s new NFE Support Packages aim to close these gaps through a transparent manner.
