LHC dismisses plea against bird ban in airport vicinity

LAHORE, Aug 07 (APP): The Lahore High Court (LHC) on Thursday dismissed a petition challenging the ban on keeping birds in areas surrounding the Lahore airport and other localities.
Justice Raheel Kamran Sheikh heard the petition filed by citizen Muhammad Mateen Afzal and others. During proceedings, Assistant Advocate General Punjab, Muhammad Usman Khan, appeared on behalf of the provincial government.
The petitioners’ counsel contended that the Environmental Protection Agency (EPA) Punjab lacked authority to issue a notification declaring several areas, including the airport vicinity, as “No-Bird Zones.” The counsel argued that pigeons or other birds had never caused damage to aircraft.
The court, however, rejected the argument, remarking, “Do you want a disaster to occur first, and then an inquiry be held to find out whether a pigeon collided with the plane or not?”
The assistant advocate general opposed the petition, stating, “This is not just about a notification — it concerns compliance with international aviation safety agreements. Since January 2025, there have been 59 bird strikes involving aircraft — 2 within airport limits and 57 in other parts of Lahore.”
He further submitted that the petitioners had bypassed the Environmental Tribunal and directly approached the High Court, which was not legally permissible.
In response to the petitioner’s claim that the EPA lacked legal authority, the law officer stated that the question of jurisdiction should also be determined by the tribunal.
The court observed, “When a specialized tribunal exists, it must be approached first. The High Court will not interfere in this matter at this stage.”
When the petitioners’ counsel requested the court to direct authorities to allow representation before the concerned department, the judge refused, stating, “We will not issue such directions. Tomorrow, you may return with a contempt petition. You should approach the Tribunal instead.”
The petitioner’s counsel also urged the court to at least direct the police to respect the sanctity of privacy and household boundaries during enforcement.
At this, the court  responded, “The court can only direct that police act within the bounds of law.”
The court concluded that the petitioners were free to take their grievances to the Environmental Tribunal and subsequently dismissed the petition.

PM hails increase in exports, remittances

ISLAMABAD, Aug 7 (APP): Prime Minister Muhammad Shehbaz Sharif Thursday expressed satisfaction over Pakistan’s exports reaching 2.7 billion US dollars in the first month of the new fiscal year.

In a statement, he said, “From July 2024 to July 2025, exports have increased by 17 percent, which is very heartening.”
“Nine percent increase in exports in just one month is very satisfactory,” he said adding, “Export-led growth is the top priority of the government.”

He said, “Economic indicators are moving in the right direction because of the government’s best economic policies and priorities.”

“The efforts of the government’s economic team are commendable,” he remarked.

He said, “The government is striving to increase exports of the country, promote investment and provide a business-friendly environment.”

“The implementation of the faceless customs assessment system is further improving port operations,” he observed.
The prime minister said, “the increase in the ratio of tax collection to GDP is satisfactory for the government.”

“The improvement in Pakistan’s credit ratings by global financial institutions is a reflection of the stability of Pakistan’s economy,” he noted.

He said, “In the last fiscal year, 34.9 billion US dollars were received in remittances, which is 28.8% more than in the fiscal year 2023-2024.”

“More facilities are being provided to overseas Pakistanis,” he said adding, “The Pakistan Stock Exchange 100 Index has shown historic performance in recent days by crossing the 145,000 mark.”

Pakistan Railways, Balochistan govt to launch “People’s Train Service”

LAHORE, Aug 07 (APP): The government of Balochistan and Pakistan Railways have reached an agreement to launch the “People’s Train Service,” connecting Saryab and Kuchlak, according to a press release issued here on Thursday.
The decision was finalized during a meeting in Quetta, chaired by Chief Minister Balochistan, Mir Sarfraz Bugti.
The meeting confirmed that consultations for the proposed route have been completed, and practical implementation will commence soon. Chief Minister Bugti emphasized his commitment to personally overseeing every phase of the project, stating that no delays will be tolerated.
In a strategic move, the Balochistan government opted to procure engines and coaches from Pakistan Railways, avoiding imports. Federal Minister for Railways, Muhammad Hanif Abbasi, assured that all necessary equipment, including engines, coaches, and related facilities, will be provided within six months.
The project includes upgrading the existing railway infrastructure along the route to ensure smooth and efficient operations. Minister Abbasi described the initiative as a “respectable, affordable, and fast travel solution” for the people of Balochistan, heralding it as the start of a new era in public transportation. The service aims to deliver high-quality travel facilities to the local population, enhancing connectivity and accessibility in the region.

Beneficiaries of old system malign faceless customs system to secure its roll back

ISLAMABAD, Aug 07 (APP): Pakistan Customs has gradually expanded the scope and coverage of its Faceless Customs Assessment (FCA) to facilitate trade and minimise human interface in the clearance of goods from ports.
Launched in December 2024, FCA has deprived many who thrived on the gains made from the old system. They have actively been maligning FCA to secure its roll back, said a news release here on Thursday.
Some of the leading national media outlets have unfortunately lent shoulder to propel this false narrative without proper due diligence and investigation.
One such example is the recent publication of news items stating that Audit report has revealed large scale clearance of luxury vehicles at highly under-invoiced values in FCA.
In particular, example of a 2023 Toyota Land Cruiser has been given that was allegedly assessed at a petty value of Rs. 17,635, in FCA thereby causing huge loss to national exchequer.
On the contrary, it is clarified that the said vehicle was assessed at Rs. 10.05 million and an amount of Rs. 47.2 million was recovered in duty and taxes. In fact all such vehicles have been assessed by Customs under FCA at higher assessed values without causing any loss of revenue.
In the same report, the issue of trade based money laundering has also been alleged in import of these vehicles ignoring the fact that only overseas Pakistanis are entitled to such imports under gift or transfer of residence schemes.
These schemes do not involve any outward remittance of foreign exchange from Pakistan. Besides, import of used vehicles in the same manner has been taking place even before the launch of FCA.
It is also important to mention that internal reviews and Audit of FCA, which are often time quoted out of context, are being conducted by FBR itself to ensure that gaps in this new system are timely identified and addressed.

PCHR holds dialogue on journalist protection, UNHR framework

ISLAMABAD, Aug 07 (APP): Parliamentarians Commission for Human Rights (PCHR), in collaboration with the Initiative for Digital and Media Freedoms (IMDF) and with support from the European Union (EU), hosted a consultation session titled “UN Human Rights Instruments and Processes: Strengthening Advocacy for Media Freedom and Journalists’ Safety” here on Thursday.
The aim was to build capacity for effective engagement with UN human rights mechanisms, foster collaboration among stakeholders, and strengthen advocacy for press freedom and journalist safety in Pakistan.
Prominent dignitaries included Shafique Chaudhry, Executive Director, PCHR, Sehar Kamran, Member of the National Assembly of Pakistan; Kamal Uddin Tippu (Retd. IG), Chairperson of the Journalist Protection Commission; Arif, Director, Ministry of Human Rights (MOHR); Zaffarullah Khan, former Executive Director of PIPS; Afzal Butt, President of PFUJ; Nayyar Ali, Secretary of NPC; Iqbal Khattak, Executive Director of Freedom Network; Aftab Alam, Executive Director of IRADA; Tariq Virk, President of RIUJ; along with journalists and representatives of civil society organizations.
ED of PCHR Shafeeq Chaudhary welcomed the esteemed guests and gave the opening remarks. He remarked that there was a deep connection between Journalist Safety and Freedom of Expression and both correlate with each other.
“UN human rights instruments and processes can be useful in navigating media freedom and safety of journalists,” he added.
Project Cordinator Huma Kashif gave the detailed introduction of UN Treaty Bodies, Universal Periodic Reveiw (UPR) and Special Procedures and its importance in addressing the humanitarian issues.
In her address, MNA Sehar Kamran expressed gratitute to the collaborators for holding a session on this very important topic.
She urged that journalists safety should be ensured at the government level. They should be given liberty to report genuine issues without any fear. She emphasized the need for cross-sectoral collaboration to uphold press freedom and civil liberties.
In his address, President of PFUJ Afzal Butt appreciated the collaborators efforts for organizing the session on this very crucial topic. He expressed concern that media was facing so many challenges including job insecurity among others. He said that job protection of journalists should be prioritized and this issues should be raised at every important forum, civil societies too should involve in the process.
The event brought together Journalists, Parliamentarians, Human rights Activists, Civil Society, advocates among others.
Open discussion and way forward was also discussed at the conclusion of the session.

Senior Police engage Journalists at Faisalabad Press Club, pledge better coordination

ISLAMABAD, Aug 07 (APP): Senior police officers visited the Faisalabad Press Club on Thursday and met with journalists to promote better coordination between the two sides.
They were warmly welcomed by members of the journalist community. The visiting team included ASP Captain Rahim, ASP Kareem Mastoi, ASP Muzammil, ASP Owais Sarwar, ASP Madam Aroob, and ASP Dr. Maryam.
The visit was specially arranged on the invitation of Muhammad Tahir, President of the Faisalabad Photojournalist Association, said a press release.
Speaking to APP, Muhammad Tahir said that media and police should work together to build trust in society. He said journalists must highlight police mistakes when needed, but also give coverage to their good work against crime.
“This will help reduce misunderstandings and bring people and police closer,” he said. Tahir added that both sides must promote a culture of respect, patience, and cooperation.
Speakers at the meeting said that both media and police play an important role in keeping society safe and informed. They stressed the need for regular communication between the two.
The police officers said they found the meeting useful and promised to solve journalists’ concerns on priority. They said such interactions help build trust and improve working relationships.
Journalists praised the visit, calling it a good step towards better teamwork. They hoped such meetings would continue in the future.

50th Int’l Seerat-un-Nabi Conference to be held with renewed zeal in Rabi-ul-Awwal

ISLAMABAD, August 07 (APP): Federal Minister for Religious Affairs and Interfaith Harmony, Sardar Muhammad Yousaf on Thursday announced that the 50th International Seerat-un-Nabi Conference would be held with full dignity and devotion in the holy month of Rabi-ul-Awwal.
Chairing a high-level preparatory meeting here, the minister said the Ministry of Religious Affairs and Interfaith Harmony is honored to organize the golden jubilee edition of this prestigious event, which will help spread awareness of Islamic teachings and the noble life of Prophet Muhammad Peace Be Upon Him, especially among the younger generation.
He noted that the Organization of Islamic Cooperation (OIC) has declared the current Hijri year as the 1500th year of the blessed birth of the Prophet Peace Be Upon Him under the theme ‘Nabi-ur-Rahmah (The Prophet of Mercy)’. In line with this, the ministry has launched a nationwide programme titled ‘Ashra Rahmatul-lil-Alameen’, featuring Seerat and Naat gatherings at provincial and private levels across the country.
The minister revealed that this year’s conference will revolve around the theme: “The Role of the State in Educating and Promoting Positive Use of Social Media in the Light of Seerat-un-Nabi Peace Be Upon Him.”
A call for research papers on Seerat was issued months ago, and authors of outstanding contributions as well as writers of books on Seerat and Naat will be honored with awards. The best and selected papers will be compiled into a book to serve as a policy resource and educational tool for the youth.
Sardar Yousaf reiterated the Ministry’s commitment to encouraging Seerat scholars and promoting constructive discourse around the life and teachings of the Prophet Peace Be Upon Him. He also confirmed that the landmark 50th conference will witness participation from prominent national and international religious scholars and dignitaries.
The preparatory meeting was also attended by Federal Secretary for Religious Affairs Dr. Syed Ata-ur-Rehman, Additional Secretary Dr. Sajid Mahmood Chauhan and other senior officials.

New CTO Rawalpindi assumes charge of office

RAWALPINDI, Aug 07 (APP): The newly appointed Chief Traffic Officer (CTO) Rawalpindi Farhan Aslam on Thursday formally assumed charge of his office.
On arrival at the Traffic Headquarters Race Course, the CTO was saluted by a contingent of Traffic Police and presented a bouquet of flowers.
The CTO met all the branch in-charges, visited various branches of the Traffic Headquarters, and reviewed the facilities provided to the citizens.

Sindh Cabinet approves reforms in Vehicle Registration, MDCAT oversight, heritage conservation

KARACHI, Aug 07 (APP): Sindh cabinet has approved a series of wide-ranging reforms, including the launch of CNIC-based vehicle registration, the transfer of MDCAT examination responsibility to IBA Sukkur, and a province-wide reassessment of 3,371 protected heritage buildings.
The Cabinet meeting held here at the CM House Thursday with Chief Minister Syed Murad Ali Shah in the chair, was attended by provincial ministers, advisors, special assistants, the chief secretary and the concerned secretaries.
The Cabinet also gave the green light to register seized government vehicles with altered chassis, establish Vehicle Fitness Inspection Centres, and grant a final extension in service and salary payments for COVID-19-era technical and supporting staff.
The meeting, held at CM House Thursday, was attended by provincial ministers, advisors, special assistants, the chief secretary and the concerned secretaries.
The Sindh Cabinet reviewed a proposal by the Excise department to introduce a CNIC-based vehicle registration system, along with Personalized Registration Marks (PRMs).
The new system will link registration marks directly to a vehicle owner’s CNIC rather than the vehicle’s chassis, allowing owners to retain and reuse their personalized number plates even after selling their vehicle. The Vehicle Identification Number (VIN) will now be based on the chassis number, which remains the permanent identifier of the vehicle.
Under the proposed model, number plates will be retained by owners, and upon sale of a vehicle, the plate is detached from the chassis and can be reassigned. If not retained, the number will be surrendered for auction or re-issuance.
The Cabinet, in principle, approved the CNIC based registration model and its legal amendments to bring Sindh’s system in line with global best practices and recent reforms in the Islamabad Capital Territory.
The Sindh Government also proposed Standard Operating Procedures (SOPs) for the registration of confiscated or seized government vehicles with tampered chassis or cut-and-weld alterations.
In a significant step toward preserving Sindh’s architectural legacy, provincial Cabinet approved the formation of a committee or multiple committees of experts to reassess the 3,371 buildings currently declared as Protected Heritage across the province.
These heritage sites were originally identified and notified under the Sindh Cultural Heritage (Preservation) Act, 1994. An Advisory Committee was constituted to guide preservation efforts. Subsequent surveys, including one by NED University in 2008–9 and a departmental re-survey in 2017–18, led to the declaration of 3,371 sites as Protected Heritage based on their architectural and historical significance.
The Sindh cabinet approved an important amendment to the Sindh Boards of Intermediate and Secondary Education (Amendment) Act, 2025, enabling the appointment of BS-19 and BS-20 officers as Chairmen of the education boards across the province.
The new amendment to Section 15(1) now permits the appointment of BS-19/20 officers by transfer as Chairmen. The Chairmen will continue to serve a three-year term, with eligibility for reappointment. The Controlling Authority retains the power to make appointments either by direct recruitment or transfer.
The Sindh Cabinet considered proposals regarding the Government of Sindh’s 16 per cent shareholding in Pakistan Textile City Ltd (PTCL), a failed industrial project on 1,250 acres within Port Qasim. The Port Qasim Authority (PQA) has offered to buy out all shareholders at Rs 10 per share and take over PTCL’s liabilities.
The Sindh Government invested Rs 200 million in equity and Rs 271 million through KW&SC for infrastructure. It has proposed three options, including land Compensation: Reclaim 200 acres of land (16 per cent share) for future development.
Financial Compensation to seek Rs. 12.48 billion as total compensation for land, equity investment, and infrastructure costs with accrued returns, and the third proposal was to get 16% equity in any future projects on the same land.
The Cabinet approved the formation of a Committee, including the Minister of Industries, the Minister of Law and the CM’s Special Assistant Saleem Baloch, to examine various options and submit a report with recommendations
To enhance the effectiveness and clarity of anti-terrorism proceedings in the province, the Sindh Home Department proposed amendments to the Anti-Terrorism Act, 1997. The provincial cabinet approved specific changes to Section 13(1) and Section 28(1) of the Act, which deal with the establishment and transfer of cases between ATCs.
Under the proposed amendments, age limits and tenure extensions for ATC judges will be formally prescribed. A structured procedure for transferring or de-notifying ATCs will be introduced to improve case management and security coordination.
Addressing long-standing concerns of stagnation and lack of career progression, the cabinet approved the upgradation of various teaching and instructor posts in the Special Education and Rehabilitation Centres from BPS-08, 09, 11, and 12 to BPS-14.
To optimise resource allocation, Chief Minister Sindh directed the Department of Empowerment of Persons with Disabilities (DEPD) to abolish 73 redundant posts and implement the upgradation through adjustments within existing cost centres, ensuring no additional burden on the provincial exchequer.
The cabinet finalized a comprehensive MDCAT Admission Policy for the MBBS and BDS programmes across public and private medical and dental colleges in the province, in compliance with the Pakistan Medical and Dental Council (PMDC) Act, 2022 and a Sindh High Court directive.
MDCAT Policy includes strict adherence to PMDC rules for merit determination, pass percentages, and eligibility. Sindh domicile is mandatory for applicants, with verification through Juvenile Cards and Biometric authentication. The seat allocation and distribution for all medical colleges and universities will be published in the annual Prospectus for Session 2024-25, which cannot be altered by the admitting universities.
Sukkur IBA Testing Agency (SIBA) has been designated as the current testing agency due to its satisfactory performance in MDCAT-2024, but future selections will remain performance-based. The Health Department retains the authority to conduct the admissions process directly or through any nominated medical university. A supervisory committee will be notified by the department to oversee the process when handled by a university.
The Sindh Cabinet approved the final extension in the services and salary disbursement of Technical and Supporting Staff engaged during the COVID-19 emergency response, particularly in vaccination centres and tertiary care hospitals across the province.
The Health Department recommended allowing for the continuation of 2,423 skilled and supporting staff deployed at Corona Vaccination Centres (CVCs) under District Health Officers until June 30, 2025. These staff members, including undergraduate medical students, community workers, and data entry operators, will receive their salaries at the rate of Rs. 600 per day, with an allocated budget of Rs. 530.637 million for the financial year 2025–26.
The Cabinet also approved an extension for 335 para-medical staff working at five tertiary care hospitals, Jinnah Postgraduate Medical Centre (JPMC), Civil Hospital Karachi, Lyari General Hospital, SMBBMC Karachi, and GMMMCH Sukkur, until June 2025, with a salary allocation of Rs. 112.560 million.
In a move towards environmental sustainability, the Sindh Cabinet has officially designated the Department of Environment, Climate Change, and Coastal Development as the lead authority for carbon market and carbon financing initiatives in the province.
The cabinet, on the recommendation of the federal government, decided to notify the provincial Pharmacovigilance Centre. The centres will actively coordinate to report undesirable reaction of any drug being used at any medical facility.
The cabinet decided to reserve 100 acres of land in Deh Makli, District Thatta for the establishment of Sindh University Campus, Thatta.
NADRA was also given 38 ghuntas of land in Deh Nasirabad, New Sukkur, to establish its Regional head Office in Sukkur.
The cabinet approved the appointment of Brig (retd) Inamul Haq as Internal Security Specialist in the Security Unit. The cabinet allowed the recruitment of 1045 ASIs, head wireless operators, head constables (drivers) and prison constables in Sindh prisons.
