CIA weapons for 'moderate' Syrian rebels sold to black arms market: NYT

NEW YORK, June 28 (APP): Weapons shipped into Jordan for Syrian rebels by the U.S. Central Intelligence Agency (CIA) and Saudi Arabia were stolen by Jordanian intelligence operatives and sold to arms merchants on the black market, The New York Times (NYT) reported, citing American and Jordanian officials.

Some of the stolen weapons were used in a shooting in November that killed two Americans and three others at a police training facility in Amman, according to a joint investigation by the NYT and Al Jazeera.
A Jordanian officer shot dead two U.S. government security contractors, a South African trainer and two Jordanians at a U.S.-funded police training facility near Amman before being killed in a shootout, Jordanian authorities had said in November.

The paper said the proceeds from the weapons, which included AK47s, mortars and rocket-propelled grenades, went towards mostly luxury items including SUVs and iPhones. In total, the theft amounted to millions of dollars.

The Jordanian government has denied allegations of any wrongdoing by its intelligence officials. Mohammad H al-Momani, Jordan’s minister of state for media affairs, dismissed the accusations as “absolutely incorrect”.

However, a senior aide to a number of Jordan’s previous prime ministers, Husam Abdallat, told the New York Times there were some corrupt GID (General Intelligence Directorate) officials but said the whole institution could not be considered corrupt.

“The majority of its officers are patriotic and proud Jordanians who are the country’s first line of defense,” he was quoted as saying.

Officers involved in the scheme sold the weapons at several arms markets in Jordan including at the main markets of Ma’an, Sahab and the Jordan Valley.

The weapons used in the shooting had originally arrived in Jordan for the Syrian rebel training programme, the paper reported, citing American and Jordanian officials.

Theft of the weapons, which ended months ago after complaints by the American and Saudi governments, has led to a flood of new weapons available on the arms black market, the New York Times said.

The CIA could not be immediately reached for comment.

Country’s financial system remains sound and stable: SBP

0
Pakistan's regional exports increase 34.75% in July-August 2021

ISLAMABAD, Jun 27 (APP): The financial system of Pakistan
remained in a sound and stable state at the end of CY15, said the Financial Stability Review (FSR), released by State Bank of Pakistan (SBP) on Monday.

The FSR which highlights the performance of the
financial sector during CY15 and identifies key risks (both idiosyncratic and systemic) states that the asset base of the overall financial sector has increased at a decent pace of 15.1 percent during CY15 (12.6 percent, on average, during CY13 15).

Consequently, the financial depth has improved as “financial
assets to GDP” ratio has increased to 68.4 percent in CY15 from 59.4 percent in CY14 and 56.4 percent in CY13.

As reported, the financial sector of Pakistan has
flourished despite challenges on the global front.

The domestic economic environment, in fact, counter
balanced the global economy repercussions as the economy has shown signs of improvements viz; inflation is low, foreign exchange reserves are building up and exchange rate is stable, large scale manufacturing has picked up some pace along with credit to private sector and fiscal consolidation continues.

In terms of the review, performance of the banking sector,
with major share in the financial sector, improved on the back of record earnings and high capital adequacy ratio, which has enhanced the overall resilience of the sector.

Strong assets growth and revival of private sector credit,
along with gradual improvement in the asset quality further strengthened the overall financial position of the banking sector.

The banking sector observed YoY growth of 16.8 percent
in CY15 (average growth of 13.2 percent during CY13 CY15) to reach
PKR 14.1 trillion as of end December, 2015. During the same period, advances grew at a modest pace of average 8.1
percent (average 8.7 percent during CY13 CY15); while Investments
• mostly in government securities increased by 30 percent (average 20.1 percent during CY13 CY15).

The asset expansion has mainly been financed by deposits
growth of 12.6 percent (average 12.5 percent during CY13 CY15) followed by financial borrowings. Asset quality improved with reduction in infection ratio (11.4 percent in CY15 compared to 13.3 percent in CY13) and rise in provision coverage (84.9 percent in CY15 compared to 77.1 percent in CY13). However, banks do face challenge in reducing the high stock on NPLs. To this end, SBP is working on various legal and regulatory measures. The operating performance observed considerable improvement as banking sector posted record after tax profit of PKR 199 billion during CY15, largely contributed by growing income share from investment in government papers.

As a result, profitability indicators have improved; ROA
(after tax) increased to 1.5 percent in CY15 from 1.1 percent in CY13 and ROE (after tax) increased to 15.6 percent from 12.4 percent in CY13.

The solvency has also remained robust with high Capital
Adequacy Ratio at 17.4 percent in CY15 (14.9 percent in CY13). Islamic banking increased its share in overall assets to 11.4 percent in CY15
( 9.6 percent in CY13) in line with the Strategic Plan for the Islamic Banking Industry 2014 18.

While banks are maintaining high capital levels, expected
growth in credit and gradual enhancement in minimum capital requirements prescribed by the regulators require banks to shore up their efforts for further strengthening their capital.

Apart from banks, Non Bank Financial Institutions
(NBFIs) including Development Finance Institutions (DFIs), Leasing Companies and Mutual Funds have performed reasonably well during the Financial Year 2015 (FY15) except for Investment Finance Companies which have continued to post losses. Insurance sector has posted healthy profits and increase in gross premiums improved the overall penetration rate of the sector to 0.8 percent in CY15 (0.5 percent in CY13).

Financial markets (Money, FX, and Equity) also
performed smoothly during CY15; though, some volatility was seen
in equity and FX markets during the second half of CY15 (post Yuan devaluation and anticipated rise in interest rates in
the US).

FSR also highlighted few challenges facing the
financial system. Though credit to private sector has improved
in recent years, however, prime risk taking activity i.e. lending,
is still at a low level. Consequently, Advances to Deposit Ratio
(ADR) is falling for the last few years. This could be contributed
by both demand and supply side factors, particularly
challenging economic and business environment due to various structural issues such as power shortages facing the economy.

As such, banks have increased their inclination towards
risk free investments in government securities and their balance sheets loaded with PIBs and MTBs are more prone to market risk due to interest movements.

On the funding side, the deposit growth in past couple of years, although decent, has remained short of meeting asset growth
requirements of both the private and public sector.

Resultantly, banks’ reliance on financial borrowing a
non core and transitory liability has increased. Banks, therefore, need to intensify their efforts for raising core liabilities i.e. deposits to minimize the maturity mismatches. The funding risk to some of the NBFIs and need of clientele diversification, as suggested by their business models, has also been highlighted by the review.

Lastly, global uncertainties may impact the economy
and consequently financial sector of Pakistan through trade and financial linkages with Asia, EU, and UK In addition, the low commodity prices, though beneficial for import dependant countries like Pakistan, could also impact revenues of export oriented sectors including textile sector which may impact the repayment capacity of borrowers of these sectors; which may stress the asset quality of the banks. However, Pakistan’s banking system is fully capable of confronting these challenges.

Pakistan winning war against terrorism: Nisar

1,685 aliens voluntarily return Pakistani CNICs under ongoing re verification drive

ISLAMABAD, Jun 27 (APP): Minister for Interior, Chaudhry Nisar
Ali Khan on Monday said Pakistan was winning war against terrorism
but to take it to logical conclusion, the country has to win on psychological front.

“The war has not finished and we have to make an agenda and
create a narrative which motivates the nation against terrorism. The nation should not lose hope as it is time of despondency for terrorists,” he said while addressing a press conference.

The Minister, who held meetings in Karachi relating to
security and law and order situation, said, “We should not be part of game plan of terrorists. Terrorists are in despair. They are trying to divide, dishearten people and focusing soft targets to demoralize the nation,” he said.

Chaudhry Nisar said Pakistan is among nations which has a
success story against terrorism and added due to sacrifices of army and security agencies in last one and a half year, the situation has considerably improved in Pakistan and this fact is not only recognized in Pakistan but also at the international level.

He said 490 armed forces personnel lost their lives in the
terrorist operations.

According to a United States Country report, 45 percent
decrease has been witnessed in incidents of terrorism in the country, 39 percent reduction in deaths related to terrorism and 53 reduction in injured cases related to terrorism as compared to last year.

The situation has further improved in six months of
this year, he added.

He said despite improvement in the situation, incidents
like murder of Amjad Sabri and kidnapping of son of Chief Justice of Sindh High Court erases performance of the past.

“What happened to son of Chief Justice SHC and family of
Amjad Sabari was unfortunate. These incidents are condemnable
and unfortunate. Not only the affected families but every Pakistani feels pain of it,” he said.

The Minister said when the present government took over
in 2013 five to six bomb explosions were taking place every day.

Army’s General Headquarters and naval and air force bases were attacked. Attacks were carried out in Islamabad in which hundreds of people were killed.

Now an incident takes places in months and the space has
been reduced for terrorists, he added.

Chaudhry Nisar Ali Khan said after Orlando shooting, all the
American nation was united in mourning and to counter terrorism.

The Pakistani nation has to be united against the kidnapping
of son of Chief Justice Sindh High Court, he said, adding the two incidents in Karachi are challenge for security agencies.

He said security agencies will reach murderers of Amjad Sabri
and kidnappers of the son of Chief Justice SHC.

The Minister said issue of terrorism should not be politicized
as it lowers morale of the security forces, adding a message of steadfastness and strength should be sent.

Nisar said the government would engage media after Eid to
build a narrative against terrorism.

He urged the social media to play a positive role and unite
the nation against terrorism.

“A section of social media has played a negative role.
Every rumour at social media becomes news and we never know whether

RAW or other terrorists are involved in spreading it.”
The Minister said the country is facing an enemy which
is hidden among the population and many of these terrorists are educated.

The enemy is not in front of us and the rules of the game are
tilted against the armed forces, he said, adding there were many hurdles in the way of security agencies because of law, problems of evidence and division of authority among federal and provincial governments.

He said police had an important role against terrorism
although it was understaffed and under equipped.

The minister said now as there was a better situation in the
country the Interior Ministry has decided to make its police available for UN peacekeeping role.

The United Nations is being formally informed that Pakistan
will meet 50 per cent of its quota of police for peacekeeping operations, he added.

He said according to global violence index for mega cities,
Karachi was at number six but today it is at 32nd number. At present,
the terrorists are hitting soft targets.

To a question about his meeting with Chief Election
Commissioner (CEC) AJK, he said army would be deployed on the
election day in AJK on the request of CEC to make the voting process transparent.

Army and Rangers are already committed in FATA and other areas
and for activities against impending floods, he mentioned.

To a question about providing security to artists, he said it
was responsibility of the government to provide security to its citizens.
However, he said, it would not be possible to deploy a policeman
with every person.

Interior Minister Chaudhry Nisar while highlighting the decisions
and proposals discussed in meetings in Karachi, said capacity building of Police in Sindh would be made to get better results.

Moreover, he said, 20,000 fresh recruitments would be made
while 2,000 ex service men would also be appointed in assistance with the Pakistan Army.

He said the other point raised in the meeting was
documentation of population in Karachi as per model of Federal Capital and added in this regard National Database and Registration Authority’s (NADRA) help would be sought.

He said other proposal was Digitalization of Crime Data in
the country which would help intelligence and security agencies to manage their activities against terrorists in an effective manner.
Chaudhry Nisar said China Pakistan Economic Corridor (CPEC)
is quite important for Pakistan and it was proposed in the meeting that there must be a special law for trial of those who have negative intentions against CPEC.

He said another proposal came under discussion
was establishment of National Registration Authority for Motorbikes and vehicles. The issues raised by the province in this regard would be addressed.

The Minister said a proposal was also discussed to introduce
a Safe City Project as is operational in Islamabad.
Chaudhry Nisar said Federal Government was supporting the
provinces in curbing terrorism and it would continue the same in future as well.

He said National Counter Terrorism Authority (NACTA) would
hold a meeting with all stakeholders in order to further strengthen the mechanism to curb terrorist financing issue.

Pakistan not isolated, pursuing active Foreign Policy to protect its security, national interests: Sartaj Aziz

Pakistan not isolated, pursuing active Foreign Policy to protect its security, national interests: Sartaj Aziz

ISLAMABAD June 27(APP): Adviser to Prime Minister on Foreign Affairs Sartaj Aziz on Monday categorically dispelled an impression of Pakistan’s international isolation, saying, it was pursuing an active foreign policy for promoting and protecting its national interests in the changing geo-strategic situation in the region.

Flanked by Minister for Information, Broadcasting and Cultural Heritage Pervaiz Rashid, Special Assistant to Prime Minister on foreign affairs Tariq Fatemi and foreign secretary Aizaz Ahmed Chaudhry, he was briefing editors and anchor persons on the entire gamut of foreign policy and Pakistan’s strategy to address emerging challenges in terms of its relations to its neighbours and other countries of the world.

He dwelt at length on Afghanistan, Pakistan relations with India, United States, China, Saudi Arabia, Iran, Gulf Cooperation Countries and recounted many achievements of a successful government’s policy in forging its foreign relations while pursuing its vital national interests.

After giving an overview of the foreign policy, Aziz answered questions of the journalists on various important issues concerning its relations with different countries.

Aziz said the peace process in Afghanistan was deadlocked and could take time to restart. Despite 15 years of war in Afghanistan, peace could not be restored there hence it would come through dialogue.

Afghan Taliban who might not be able to capture Kabul but had the ability to continue fighting. If they started gaining ground they would not talk but if they failed they would come to talks.

However, he made it clear it was not in the hands of Pakistan to bring all the Afghan Taliban groups to a negotiating table but it was ready to facilitate a dialogue process for achieving lasting peace in Afghanistan.

Sartaj Aziz said Pakistan had some influence over Taliban. But since the operation Zarb-e Azb, the Taliban mostly had shifted into Afghanistan and most of their fighting capability was inside Afghanistan now.

Aziz said it was too early to say when the dialogue could kick off again but Pakistan would continue efforts towards that end but talks had to be between Afghan government and the Taliban.

Questioned on firing incident at Torkham border with Afghanistan, he said Pakistan was well in its right to erect a gate inside its border and no one was being allowed to cross into Pakistan since June 1, 2016 without valid documents.

Aziz said after talks with his Afghani counterpart in the sidelines of the recently concluded Shanghai Cooperation Organization (SCO), a high level mechanism had been agreed upon between the two sides under which Director Generals of both the countries would decide where to built gates for better management of the border between the two sides. This arrangement would help avoid untoward incidents in future, he added.

Signifying importance of the border management, he said Pakistan could not afford to have loose border with Afghanistan as all the attackers committing terrorism here came from across the border. It was in the interest of Islamabad and Kabul to have border management to curb the incidents of terrorism. It was very important in efforts being made by the two sides to counter terrorism, he added.

He said Pakistan had already reviewed its Afghan policy and was now following a policy of non-interference in Afghan affairs and had no favourites among Afghan groups.

Asked why Afghanistan was objecting to erection of a gate at Torkham border, he said it might like to have a loose border through which timber, marble and drugs could be smuggled across the border.

On Pakistan’s relations with India, he said Pakistan wanted to have peaceful relations with India but it would not back down from its principled stance over Kashmir. If there have to be an improvement in relations between the two countries, there have to be a dialogue on all issues including the core issue of Kashmir, he added.

However, Pakistan did not want to escalate tension with India and its minimum objective was to avoid further tension with its neighbor.

Questioned on Indian quest to become member of the 48-member Nuclear Suppliers Group (NSG), he said it was not acceptable to Pakistan that despite being a non-signatory to the Nuclear Non-Proliferation (NPT) , India should become its member. Pakistan therefore had emphasized that a criteria-based approach should be followed as both Pakistan and India had not signed NPT hence if India was to become NSG member, Pakistan should also be given this opportunity.

Secondly, if India alone was given membership it would undermine the strategic stability in the region and many countries were convinced of this argument advanced by Pakistan, he said.

It was not only China and Turkey but many other countries like Brazil, Austria, Kazakhistan, Norway and Switzerland which supported Pakistan stance in NSG, he mentioned.

However, Aziz said the issue of NSG membership had not gone away hence Pakistan was working out a post-Seoul Strategy on it.

“We will continue our diplomatic offensive in this regard”, Sartaj Aziz said.

On Pak-US relations, Sartaj Aziz said, overall relations between the two countries were good as they were engaged in six working groups for cooperation in counter-terrorism, energy, education and many other important areas. Both countries were also engaged in strategic dialogue but there were divergence of views on some issues like nuclear issue.

He said Pakistan had its own nuclear policy and it would not allow anyone what should be its contours and how it should maintain its minimum credible nuclear deterrence. Pakistan relations with the US were intact and our priorities were right but there were difficulties due to geo-political circumstances, he added. The US relations with India were not at the expense of Pakistan, he added.

Asked about the eight F-16 deal with the US which could not materialize as the US withdrew its subsidy, he said, Pakistan was looking for alternatives and was in talks with China, Russia and other countries to diversify its sources for fulfilling its defense needs.

Sartaj Aziz said if seen in a big picture, the United States was following a policy of containing China in this region and had developed close relations with India. While Russia and China together, were playing their own role in this part of the world. As Pakistan’s future was tied in this region hence it had to balance its relations with all its neighbours and
other countries.

On the $46 billion China Pakistan Economic Corridor(CPEC), he said it was a quantum jump with its historic relations with China. Pakistan, he said, was determined to implement CPEC and had created a special force to ensure protection of its workers.

He said the importance of the CPEC could be gauged from the fact that within a span of 12 months all its projects were nearing financial close because of the special priority accorded to it by the top Chinese leadership. This multi-billion project was very important for the countries of the entire region as it would provide them connectivity and generate huge economic activity.

Referring to the elections contested by Pakistan at various international forums, he said, of the 18 elections, it had won 17 while lost only one election, adding this would not have been possible without an active foreign policy. Pakistan, he said had been playing very active role in OIC, SCO and had been actively involved with the GCC countries to export its skilled labour.

Asked about Indian moves to forge relations with Saudi Arabia and GCC countries, he said India was a big market and had exportable surplus so the countries wanted economic relations with it. However Pakistan’s relations with these countries were historic and deep-rooted hence would not be influenced by such developments.

On Pak-Iran relations, he said given the then Western sanctions on Iran, the two countries had decided to develop Gwadar-Nawabshah LNG pipeline which would be completed by 2017 to the benefit of the two sides. He said Pakistan’s overall relations with Iran were good and historic. Iran had made it clear that its soil would not be allowed to be
used against Pakistan, he added.

Similarly, its relations with Saudi Arabia were cordial and deep-rooted and Pakistan had joined 34 countries alliance against terrorism. Pakistan was maintaining balanced and positive relations with both Saudi Arabia and Iran, he added.
