Estimated 263 million children, youth now out of school: UN

UNITED NATIONS, July 16 (APP): The United Nations Education, Scientific and Cultural Organization (UNESCO) reported Friday that some 263 million children and youth, equivalent to about a quarter of the population of Europe, are out of school from primary to upper secondary levels with sub-Saharan Africa having the highest rates of exclusion.

“Countries have promised to provide every child with a primary and secondary education by 2030. These new findings show the hard work ahead  if we are to reach this goal,” UNESCO Director-General Irina Bokova said.

“Our focus must be on inclusion from the earliest age and right through the learning cycle, on policies that address the barriers at every stage, with special attention to girls who still face the greatest disadvantage.”

A new paper, Leaving no one behind: How far on the way to universal primary and secondary education?, released jointly by the agency’s  Institute for Statistics and the Global Education Monitoring (GEM) Report, finds that the total number includes about 61 million children of primary school age (6-11 years), 60 million of lower secondary age (12-14 years), and about 142 million of upper secondary school age (15-17 years). This is the first-ever study to estimate of those at the secondary school age.

Sub-Saharan Africa, with the lowest numbers, had over a fifth of children of primary school age, followed by a third of youths in the  lower secondary age, and almost 60 per cent of youths in the upper  secondary age out of schools.

Globally, 35 per cent (22 million) of all out-of-school children of primary education age, 25 per cent of all adolescents of lower secondary  age (15 million), and 18 per cent (26 million) of all out-of-school youths of upper secondary age live in areas affected by conflict.

It further noted that, in general, 15 to 17-year-olds are four times  as likely to be out of school as are children aged 6 to 11, partly because primary and lower secondary education are compulsory in nearly every country, while upper secondary school is not.

“At the same time, these youths are often of legal working age. Many have no choice but to work while others try to combine going to school  with employment,” said the statement.

The paper also found that despite efforts made and progress achieved over the past two decades, 15 million girls of primary school age will  never get the chance to learn to read or write in primary school compared  to about 10 million boys. Over half of these girls, some nine million,  live in sub-Saharan Africa.

It noted that poverty creates an additional barrier for girls. In Northern Africa and Western Asia, according to the GEM Report’s analysis, gaps are far wider among the poorest in the region.

Only 85 girls for every 100 boys of lower secondary school age attend school. Among those of upper secondary school age, only 77 of the poorest girls for every 100 of the poorest boys attend.

Sardar Ayaz Sadiq during his meeting with Baroness D’Souza, Speaker of the House of Lords, United Kingdom raised the issue of recent escalation of violence in the Indian Occupied Kashmir (IOK).

Expressing serious concern on the killing of innocent
Kashmiris by the Indian forces, he sought the Lord Speaker’s
good offices in bringing an end to the human rights violations
The Speaker also expressed satisfaction on the existing
level of cooperation between the Parliaments of the two
countries.

He emphasized on further enhancing parliamentary
exchanges through exchange visits, seminars and conferences, said a message received here on Saturday.

The Speaker was accompanied by Pakistan High
Commissioner to the United Kingdom Syed Ibne Abbas.

Apprising Baroness D’Souza on the parliamentary best
practices, the Speaker briefed her on the functioning of the
various Committees in the National Assembly of Pakistan.

Offering condolences on the tragic murder of Labour MP
Jo Cox, the Speaker emphasized the need for countering the
extremist narrative spreading across theworld including
Europe.

He said that the international community must respond
collectively to the threat.

He also updated the Lord Speaker on the improved
security and economic situation in Pakistan.

The Lord Speaker welcomed the growing cooperation
between the two Parliaments.

She agreed on enhancing parliamentary cooperation with
particular focus to empower women and young members of the Parliament.

She also appreciated the steps taken by the Government
of Pakistan to consolidate democracy and assured UK’s support to the democratic institutions in Pakistan.

Irfan lauds Turkish nation for foiling coup

ISLAMABAD, Jul 16 (APP): Advisor to the Prime Minister on
National History and Literary Heritage Irfan Siddiqui Saturday said Turkish nation, government and opposition had shown unity to foil military coup.

Turkish nation had given strong answer to dictators and it
would raise the courage and moral of other nations to support democracy as the continuity of the system bring development and prosperity despite all weaknesses, he said while talking to PTV.

He said there was no divivde among the Turkish
government, opposition and people to protect democracy.
Irfan Siddiqui said democracy cannot be removed with guns and tanks.

He said Pakistan was enjoying good cordial relations with
Turkey. Islamic countries were getting stable as economy is improving with strengthening of democracy, adding such attempts of military coup would weaken the democratic system.

He lauded the Turkish people resistance to foil military coup.
Replying to a question, he said Pakistan army leadership had been supporting democratic system in the country.

He said some nefarious elements were working against the democary to come into power through back doors.

UNITED NATIONS, July 16 (APP): UN Secretary-General Ban Ki-moon has called for calm, non-violence and restraint in Turkey following a military coup attempt in the country, stressing that “military interference in the affairs of any state is unacceptable.”

“The secretary-general is following closely and with concern the fast-moving developments in Turkey,” a statement issued by Ban’s spokesman said.

“The secretary-general underscores that military interference in the affairs of any state is unacceptable,” the statement said.

“It will be crucial to quickly and peacefully affirm civilian rule and constitutional order in accordance with principles of democracy.”

A military statement on Turkish media said Friday the armed forces have fully seized power in the country, but Turkish President Recep Tayyip Erdogan said early Saturday the coup attempt has failed, urging people to protect democracy.

Pakistan condemns Turkey coup: extends support to democratic govt

ISLAMABAD, July 16 (APP): Pakistan on Saturday while showing  solidarity with the democratic government of Turkey condemned the coup attempt in which several people were killed.

“Pakistan condemns the attempt to undermine democracy and rule of law in Turkey,” a statement released by the PM’s Media Office said.

Quoting a Government spokesperson the statement said Pakistan stands by the people and the government of Turkey.

“We support the will of the people reflected in the democratic
system and the democratically elected leadership of Turkey”.

“The Pakistani nation hopes that peace and normalcy will be
restored in Turkey.”

Special Assistant to PM Tariq Fatemi telephoned the Turkish
Foreign Minister Mevlut Cavusoglu and extended solidarity.

Fatemi said, “we are with the people and government of Turkey and Pakistani nation shows it’s solidarity with the Turkish government and Turkish democratic institutions.”

The Turkish foreign minister thanked the government and the people of Pakistan for showing resolve to stand by democracy in Turkey, the statement said.

The Turkish Foreign Minister appreciated the response and
said “this is what we expected from a brother country.”

“We are also thankful to Prime Minister Muhammad Nawaz Sharif of Pakistan for his message of support for Turkish democracy and the government,” the Turkish Foreign Minister said.

Indian intransigence, atrocities force teenagers join freedom struggle

ISLAMABAD, Jul 16 (APP): A symbol of fresh Kashmiri resistance, Burhan Muzaffar Wani, otherwise a cricket-loving boy, sacrificed his life, representing determined aspirations of new generation to break the shackles of Indian occupation.

Paying tributes to Burhan Wani, Chairman All Parties Hurriyat Conference , Mirwaiz Umar Farooq said that “The young and educated Kashmiri boys are part of the struggle at the indigenous level and they are not the ones going anywhere outside for training nor is anyone anchoring them from behind,”.

Wani was born to a highly-educated upper-class Kashmiri family in Dadsara village of Tral area of Pulwama, Jammu and Kashmir. Burhan’s story began on a summer evening in 2010 (during the summer agitation when 130 civilians were gunned down by Indian forces), when he, his brother Khalid and a friend were riding a motorbike in Tral and were stopped by occupied Indian forces, ordered them to bring cigarettes for them, and in return
beaten and humiliated for no reason at all. In 2015, Wani’s brother Khalid was killed by Indian forces. The loss further strengthened Burhan’s resolve to fight the Indian state and entice Kashmiri youth through the social networking media.
Mirwaiz says, there is no political space as the Indian government in 2010 quelled the street protests through force and tried to intimidate people by killing innocents.However, this tactics has miserably failed in occupied Kashmir as Kashmiris times and again bounced back to challenge the occupation.

Burhan did not embark on a lonely journey. Many teenagers and youth in the Valley have been victims of similar oppression and faced humiliation on dialy basis.

Some among them picked up the gun, forced by the stifling and oppressive atmosphere and inspired by political aspirations of `Azaadi’ (freedom) which remain unaddressed, politically.

Burhan Wani is a symbol of the resistance againt the oppression and his sacrifice motiviate youth to continue in his footstep.

“There is no denying that people feel a sense of desperation. People feel India is just not ready to engage or even acknowledge the sentiments in Kashmir,” said Mirwaiz.

The oppression by Indian forces forced Burhan to abandon everything and work for freedom of Kashmir. “He became a militant not only because he was oppressed but because he saw so many others being oppressed by the army. He couldn’t take it anymore,” said Burhan’s father, Muzaffar Wani in an interview to Hindustan Times.

For many observers, it is Indian intransigence that is pushing the Kashmiris towards choosing the other path. Had India honoured its own promises made to Kashmiris and respected the United Nations resolutions, the situation would have been different.

“India was never serious to resolve Kashmir issue. It has been using brute force as a strategy to quell the struggle of Kashmiris and the people of the soil have no option but to stand for resistance when they are pushed against wall,” said an APHC representative in Azad Kashmir leader Syed Kifayat while talking to APP.

He said that Burhan Wani is the voice of youth and he represents youth of Kashmir who are determined to continue their struggle against Indian rule till they achieve the goal of freedom.

Wani was part of a new generation of young, educated Kashmiri youth using social media to spread their demands for independence from Indian rule and Wani was extremely
active on social media, and did not hide his identity behind a mask. He was known for utilizing social media for promotion of freedom struggle and motivating youth to play their
due role in getting freedom from Indian bondage.

“Burhan Wani created awareness among Kashmiri youth about their rights using social media in a most effective manner and now the indigenous freedom movement had got
further strength,” Kifayat added.

Wani was martyred in an encounter in Islamabad (Anantnag) region of South Kashmir, by Indian security forces, followed by the mass protest demonstration and again the use of brute force which so far claimed over 40 lives of innocent people and injuries thousands.

The use of excessive force against innocent civilians protesting peacefully over extrajudicial killings is deplorable and blatant violation of the right to life, right to freedom of expression and opinion, right to peaceful protest, right to peaceful assembly and other fundamental rights, said a Kashmiri journalist, Rais Ahmed Mir.

The extra-judicial killing of Kashmiri leader Burhan Wani and scores of other innocent Kashmiris is deplorable and condemnable; such acts are a violation of the fundamental human rights of Kashmiris and cannot deter the people of Jammu and Kashmir from their demand for the realization of the right to self-determination, he added.

Brutalities of Indian forces, by killing Kashmiri leaders like Burhan Wani, were compelling innocent youth to take up arms for their legitimate right to self-determination in Occupied Kashmir. International community should take immediate notice of the killings of Kashmiri leader Burhan Wani and others in Indian Held Kashmir (IHK) by the Indian military and paramilitary forces.

It is deplorable that excessive and unlawful force was used against the civilians who were protesting against the killing of Burhan Wani. Oppressive measures cannot deter the
valiant people of Jammu and Kashmir from their demand of exercising their right to self- determination in accordance with the UN Security Council resolutions.

After the killing of Burhaan Muzaffar Wani, the way in which whole Kashmir is being terrorized by the police, forces and army is glaring example of the oppressive behaviour and the dictatorial mindset of Indian rulers and their Kashmiri stooges.

India and its forces have started a war against Kashmiris to keep its illegal occupation on Kashmir in-tact and within some hours more than two dozen innocents have lost their lives as a result. Today the police and the forces were not even sparing those who were injured or their families and even the hospital wards had been turned into torture centers for them.

“The international community must intervene and take immediate notice of the killings of Kashmiris and the atrocities committed by Indian occupation forces,” said Chairman National Assembly Standing Committee on Kashmir Affairs and Gilgit-Baltistan Malik Abrar Ahmed while talking to APP.

He said Indian forces, by killing Kashmiri leaders like Burhan Wani, were compelling innocent youth to take up arms for their legitimate right to self-determination in held Kashmir.

He said Kashmir wanted to get their right to self-determination as per the resolutions passed by the United Nations Security Council. While India was consistently carrying out massive human rights violations to suppress them, leaving no option for them, other than the resistance struggle.

Embassy officials facilitating stranded Pakistanis in Turkey

ISLAMABAD, July 16 (APP): Under the directive of the
Prime Minister Muhammad Nawaz Sharif, the Embassy and Consulate General of Pakistan in Turkey are in constant contact with the Pakistani community members, who are reported safe.

The officials of the Embassy and Consulate in Turkey
were also in constant touch with the Turkish Airlines to help
facilitate the departure of stranded Pakistanis.

A Turkish Airline flight TK708 had also left Istanbul
for Karachi at 10:15 pm (PST) carrying 140 passengers.

Earlier, the Prime Minister had directed the Special
Assistant on Foreign Affairs to ensure every possible
assistance to Pakistanis at the Turkish Airports.

A large number of Turkish Airlines flights had been
cancelled, delayed or rescheduled out of Istanbul and Ankara
because of the situation in Turkey.

The airline has now resumed operations and two officers
deputed by the Pakistan Embassy and Consulate General of
Pakistan in Istanbul were at the Ataturk Airport to assist the
Pakistanis, said a press release of the Foreign Office on
Saturday.

The Airline was also advised that it should get the
tickets changed in the transit lounge.

The Embassy and Consulate General of Pakistan in Turkey
have provided the following telephone contact numbers for
assistance:
1. Istanbul: 0090-532-568-3413
2. Ankara: 0090-505-979-5393
These numbers were strictly meant for “Emergency Help
Line” for providing facilitation to Pakistanis at the Turkish
airports, who were in transit.

Other people were requested not to block these two
telephone numbers with their unnecessary calls.

PEMRA Complaint Council imposes fine on ARY TV for levelling ‘baseless allegation’ against Ishaq Dar

ISLAMABAD, July 16 (APP): The Pakistan Electronic Media
Regulatory Authority (PEMRA) Complaints Council Saturday imposed fine of Rs 80,000 on ARY TV for levelling ‘baseless allegation’ by ancher-person Shahid Masood against Finance Minister Muhammad Ishaq Dar in his programme aired by the channel.

The Council of Complaints, chaired by Miss Shameem Hamayoo, held hearing the complaints of the Finance Senator against the ARY TV programme ‘Live with Shahid Masood’ dated 19th February 2016 and imposed the Rs 80,000 fine for levelling baseless allegation and not providing any evidence in this regard, said a press release.

The Council had in its four meeting given opportunities to the
channel for providing proofs, which it could not provide.

The council gave 14 days time to the channel pay fine and also issue an apology in the same programme.

PIA to operate special flight evacuating stranded Pakistanis in Istanbul

ISLAMABAD July 16 (APP):Following direction by Prime Minister Muhammad Nawaz Sharif PIA will operate a ferry flight to Istanbul at the earliest to evacuate the Pakistanis
stranded in the Turkish Capital city.

In a statement issued on Saturday, Chairman PIA said that the airline has approached the Ministry of Foreign Affairs for obtaining necessary approvals and permissions, for operation of special flight.

The Chairman said that a Boeing-777 aircraft would be sent to Istanbul as soon as the formalities are completed.

PIA does not fly to Turkey and has a code sharing arrangement with Turkish Airways under which passengers holding PIA tickets travel on Turkish Airways flights.

All Pakistani are safe in Turkey

ISLAMABAD, Jul 16 (APP): Spokesman to Pakistani High
Commission in Turkey Abdul Akbar Saturday confirmed all Pakistani are safe and sound in Turkey and efforts were being made to rescue them.

The arrangements have been made to send stranded Pakistani from Istanbul airport via two flights to Islamabad and Karachi at today (Saturday) night, he said talking to a news channel.

He said some 200 Pakistani would travel to Pakistan from
Turkey as Pakistani flights were rescheduled to facilitate the
stranded Pakistani.

The spokesman said those persons tickets were canceled by
Turkish authorities, now they would be accommodated on other flights.
