KP Assembly committee on legislation meets

PESHAWAR, Dec 04 (APP): A meeting of the cabinet committee on legislation,chaired by Khyber Pakhtunkhwa’s Minister for Law, Parliamentary Affairs and Human Rights, Advocate Aftab Alam, was held here Thursday in which necessary amendments to various legal drafts were reviewed.
The meeting was attended by Secretary of the Law Department Akhtar Saeed Turk, Secretary of the Establishment Department Syed Zulfiqar Shah, Secretary of the Planning and Development Department Adeel Shah, Secretary of Minerals and Mineral Development Amir Latif, as well as officials from the Advocate General’s Office, Finance, Law, Auqaf, Board of Revenue, Minerals and Mineral Development, Livestock, and other relevant departments.
The meeting discussed the Khyber Pakhtunkhwa Climate Action Board (Amendment) Act, 2025, aimed at further strengthening the province’s environmental management structure.
Briefing the meeting, officials from the Environment Department said that the revised act includes the establishment of the Khyber Pakhtunkhwa Climate Council, introduction of an Emergency and Rehabilitation Fund, and structuring of the Climate Action Board (CAB) as an executive board.
The original Climate Action Board Act, 2025, was approved by the Provincial Assembly on 2th September 2025.
 It is the first sub-national body of its kind with balanced public and private sector representation, providing technical support for effective decision-making and remaining financially autonomous, resulting in minimal burden on the Government of Khyber Pakhtunkhwa.
The amendment proposes the establishment of the Khyber Pakhtunkhwa Climate Council through Section 2(c)-i and Section 8-A.
Participants of the meeting held detailed discussions on various aspects of the proposed laws, legal requirements, technical matters, and implementation challenges, and presented their recommendations for improvement.
During the briefing on the Khyber Pakhtunkhwa Minerals Development and Management Company Bill 2025, it was said that the bill aims to promote efficient utilization of mineral resources, transparent management, and sustainable development in the province.
The proposed law will provide a comprehensive framework regarding the company’s structure, procedures, financial discipline, and fair use of resources.
Discussing the Khyber Pakhtunkhwa Animal Health Bill 2025, the relevant officials said that the bill is crucial for modernizing the province’s animal health system in line with contemporary requirements, preventing diseases, improving veterinary services, and strengthening the livestock sector, which will also boost the agricultural economy.
Law Minister Advocate Aftab Alam reiterated the government’s commitment to comprehensive and effective legislation in the larger public interest, stating that all drafts discussed in the committee will soon be forwarded to the provincial cabinet after resolving the legal and technical issues.

ATC remands 31 workers of banned religious party in police custody

LAHORE, Dec 04 (APP): An anti-terrorism court (ATC) on Thursday granted physical remand of 31 workers of banned religious party in cases related to arson, vandalism, and violence against police, while sending 35 others to jail on judicial remand.
The court also discharged five accused due to insufficient evidence.
A total of 71 workers were presented before ATC Judge Manzer Ali Gill during the proceedings.
The 31 workers were placed under physical remand after being identified in an identification parade. However, the court rejected the prosecution’s request for further physical remand of 35 accused and instead sent them to jail.
The accused were produced from various police stations and are facing charges of arson, attacks on police, and public disorder.

Gaza situation remains highly fragile: China

BEIJING, Dec 4 (APP): Chinese Foreign Ministry Spokesperson Lin Jian on Thursday said that the current situation in Gaza remains highly fragile.
Addressing a regular briefing he said that China hopes that the ceasefire agreement in Gaza will be effectively implemented to alleviate the humanitarian crisis and restore regional peace and stability as soon as possible.
As per media reports, the Israeli military attacked shelters in the city center of Gaza, which stood beyond the ceasefire line, resulting in numerous casualties.
