Dar chairs 9th NFC meeting

ISLAMABAD, Nov 28 (APP): Federal Finance Minister Senator Mohammad Ishaq Dar Monday chaired the second meeting of the ninth National Finance Commission (NFC) here at Finance Ministry.

Dr. Aisha Ghaus Pasha, (Finance Minister Punjab), Senator Saleem
Mandviwala (Member NFC Sindh), Prof. Muhammad Ibrahim Khan (Member NFC KPK) and Dr. Kaiser Bengali (Member NFC Balochistan) participated in the meeting.

Finance Secretaries from the four provinces also participated in the
meeting. Federal Finance Secretary, Chairman FBR and senior officials of the Ministry of Finance also attended the meeting, a statement of the Ministry of Finance issued here said.

Chairman, NFC Senator Mohammad Ishaq Dar welcomed the participants and gave a brief overview on the structural and reform initiatives taken by the federal government during the last three years.
He appreciated the consultations undertaken by the provinces and the federal government in a cordial atmosphere under the ambit of the National Finance Commission.

On this occasion minutes of the first meeting of 9th NFC Award were adopted.

The meeting also considered and approved the Biannual Monitoring Report of the 7th NFC Award for the period January to June, 2016.

Chairman NFC in consensus with representatives of provinces decided
that the biannual implementation monitoring report of the 7th NFC Award will be placed before the parliament during the current week as per the constitutional requirement.

The commission received presentations from the four Working Groups
which have been constituted to deliberate on specific areas and prepare recommendations for the 9th NFC Award: namely, Resource Mobilization at Federal and Provincial level (Punjab), Devolved verses Integrated Tax structure-Evaluation of Tax Collection Framework in Pakistan (Sindh), Allocation Efficiency and Expenditure Analysis at the
Provincial and Federal level (KPK) and Rationalization of Subsidy and Grants (Federal Government).

The commission members appreciated the work done by the Working Groups which will provide a sound basis for the ongoing deliberations of the commission for the next NFC Award.

The commission directed to update the reports of the groups latest by
December 10, 2016.

Senator Ishaq Dar, Chairman NFC thanked all the provincial government
representatives and members of NFC for their continued active participation towards finalizing the 9th NFC Award.

The federal and provincial governments agreed to achieve the next Award at the earliest and meet regularly.

In this regard the chairman and members NFC agreed to meet during the third week of December for the next round of consultations.

Comprehensive plan devised for up-gradation of health facilities in Islamabad: Dr Tariq

ISLAMABAD, Nov 28 (APP): Minister for Capital Administration and Development Division (CADD) Dr Tariq Fazal Chaudhry Monday said a comprehensive plan was devised for the extension of Pakistan Institute of Medical Sciences (PIMS) and Polyclinic hospitals.

Replying to various questions in the National Assembly, he said total funds of Rs 6040.15 million were allocated for health in Islamabad during the financial year 2015-16.

He said once only 500 patients daily treated at the PIMS, but today its patients reached 10,000.

He said a new emergency center would be inaugurated soon at the PIMS. A new trauma center, burn unit, operation theatre, ICU and consulting room were under consideration, he added.

Dr Tariq said the PIMS was also initiating online test result services for the patients. The people would now get test results on e-mail, he added.

In written reply to a question, the minister said it was a fact that Islamabad High Court had formed a judicial commission in 2012 to investigate and recommend appropriate action against massive irregularities and corruption occurred in the Capital Development Authority (CDA).

The judicial commission, he said, had forwarded its recommendations and upon which dozens of inquiries had been conducted. Some of the inquiries had not been finalized so far.

Since the arrival of new management, Dr tariq said special attention
was being given for early finalization/ completion of pending inquiries.

Special task was assigned to the Director Security to complete the inquiries within 15 days, he added.

Pakistan’s participation in Junior Hockey World Cup in doubt

ISLAMABAD, Nov 28 (APP): Pakistan’s participation in the Junior World
Cup is in doubt as the Indian High Commission in Islamabad has not issued visas to Pakistan junior hockey team players to ensure that they miss out the mega event.

The event is scheduled to take place in Lucknow from December 8-18.
“So far we don’t have any information as what they are going to do.

But their attitude indicates that there is design behind the delay. They want to oust us from the event,” Secretary Pakistan Hockey Federation Shahbaz Ahmed Senior told APP on Monday.

“We’d submitted our team officials and players’ passports to Indian High Commission on October 24. But so far we’ve not got any response from it.

“We’ve also sought FIH’s help into the matter. Today we’ve again emailed them (FIH). Situation will become clear in a day or so,” he added.

Shahbaz admitted that if Pakistan is denied participation in the event
then it would be a serious setback to Pakistan hockey. “Our boys have been training hard for the event.

They are in good shape and looking eager to perform. It’ll be unfortunate if they are not featuring in the event,” he said.

The former captain of national hockey team stated that a World Cup
without Pakistan’s juniors would also be not good for international hockey adding that if India wanted then visas could be issued in just two days.

Meanwhile, despite no response from Indian High Commission the training camp of junior hockey team is in progress in Lahore under the supervision of head coach Tahir Zaman.

Tahir said that training of the players would continue till their departure to India, and they would get some relaxation from December 1. “We’ll save them from fatigue so that they may perform at their best,” he said.

Pakistan took part in the FIH Men’s World Cup, Commonwealth Games, South Asian Federation Games and the Champions Trophy in India since 2010.

ISLAMABAD, Nov 28 (APP): Pakistan High Commissioner in Sri Lanka Maj. Gen. ® Syed Shakeel Hussain and Sri Lankan Minister for Health, Nutrition and Indigenous Medicine Rajitha Senarathne have jointly inaugurated Pakistan’s food, shopping and cultural festival with painting and photographic exhibition at Waters Edge Hotel.

The event was attended by several important personalities from the Sri Lankan business and trade sectors along with Sri Lanka based diplomatic corps and a large number of people from different walks of life.

The exhibition will remain continue till Nov 29, a message received here Monday said.

Pakistan High Commissioner speaking on the occasion said that Pakistan has a rich cultural diversity as the country was largely multilingual, multi-ethnic and multi-cultural.

The primary aim to organize the festival was to introduce rich Pakistani food, diverse goods and commodities being produced in Pakistan, he added.

He emphasized that such exhibitions would not only promote the soft image of the country, but also promote the national talents in the field of paintings, photography and other forms of art at the international level.

Shakeel reiterated that the Government of Pakistan was making all out efforts to multiply the volume of two-way trade between the two regional countries.

Minister for Health, Nutrition and Indigenous Medicine Rajitha Senarathne said the exhibitions and festivals were a proven tool to promote bilateral trade and economic relations between the two countries.

He said the large participation of public in the festival was enough to make the point that the people of Sri Lanka were great lover of Pakistani products and food.

The festival in the vibrant city of Colombo would be remembered for a long time. Pakistani cuisine is a specialty of the event as Sri Lanka has
a big majority of eastern food lovers and Pakistani food and its taste was not new to their taste buds.

Painting and photographic exhibition was also a component of this colourful event.

The exhibition showcased masterpieces of famous painters and photographers who had flown to Sri Lanka to highlight the real image of Pakistan.

The festival is also displaying Pakistani quality products including home textiles, footwear, garments and apparel, handicrafts, traditional food, rice, fashion wear etc.

Concurrently, the High Commissioner and the Minister for Health attended an induction ceremony of Dr. Lakkumar Fernando as the new President of Sri Lanka College of Pediatrician.

The congratulatory video message of Chief Minister of Punjab Muhammad Shahbaz Sharif was also played on the occasion.

Through his message the Chief Minister not only congratulated D. Lakkumar Fernando as being inducted as new President of the college, but also offered his gratitude for the services Fernando rendered along with a team of Sri Lankan doctors to control Dengue outbreak in Punjab Province during 2010-2011.

Pak test team named for Australia tour

LAHORE, Nov 28 (APP): Pakistan Cricket Board on Monday announced the 16-member Pakistan test team for the tour of Australia to play three test matches.

“Chief Selector Inzamam ul Haq and the national selectors finalized the
side after consultations with the team Head Coach and the Test captain,” said a spokesman for the PCB here.

The First Test match will be played from Dec 15 to 19 at Brisbane
Cricket Ground, Second Test will commence from Dec 26-30 at Melbourne Cricket Ground, and Third Test will be played from Jan 3 to 7, 2017 at Sydney Cricket Ground.

Misbah ul Haq will lead the side and Azhar is his deputy, the other
members of the team are Sami Aslam, Sharjeel Khan, Younis Khan, Asad Shafiq, Babar Azam, Sarfraz Ahmed, Mohammad Rizwan, Yasir Shah, Muhammad Nawaz, Muhammad Amir, Wahab Riaz, Rahat Ali, Sohail Khan and Imran Khan Sr.

Two more SBP cricket academies to start functioning

the chief guest at the Convocation of the University of Malakand at its premises on Monday.

Vice Chancellor, University of Malakand Prof Dr Johar Ali, Vice Chancellor University of Science and Technology, Abbottabad, Professor Dr Iftikhar Ahmad, Vice Chancellor, Islamia College University of Peshawar, Prof Dr Habib Ahmad, teachers and a large number of students, their parents and elders of the area, the Commissioner, Malakand Division Capt. (Retd) Usman Gul was also present on this occasion.

The Governor said for development in the country, we need to ensure
100 percent education in the society. In this connection, he added, apart from focusing upon quality knowledge there was also the need to promote research activities in the institutions of higher learning.

“We need to raise the capability of our universities in Malakand Division to a level which may attract foreign students to join them,” he said.

The Governor gave away degrees to 115 graduates of bachelor and masters while 50 achieved gold medals for their extra-ordinary performance.

Earlier, the Vice Chancellor, Prof Dr. Johar Ali while welcoming the
Governor thanked him for gracing the occasion by his presence.

Later on, the Governor also received a delegation of PML(N) at Fishing Hut, Chakdara which was led by former provincial minister, Malik Jehanzeb.

Government to announce a unanimous, equitable NFC soon: Dar

ISLAMABAD, Nov 28 (APP): Minister for Finance, Senator Mohammad Ishaq Dar said on Monday reiterated thqt the government’s resolve to announce a unanimous and equitable 9th National Finance Commission (NFC) award soon.

Dar stated this while talking to media after holding a meeting as a Chairman regarding the 9th NFC award here at Ministry of Finance.

Members of the NFC Dr.Ayeha Ghous, Saleem H Mandiviwala, Prof. Muhammad Ibrahim and Qaiser Bengali were also present on the occasion.

The Finance Minister disclosed that there was also a proposal under consideration of the Federal government to establish National Security Fund (NSF) in which 3 per cent revenues would be pooled in the fund for war against terrorism.

Ishaq Dar said that for the 9th NFC award four groups were formed who have submitted their reports and presented useful inputs and suggestions to be discussed in the third week of next month (December).

He added that during the meeting in the light of groups report a roadmap for future macroeconomic stability at federal and provincial level would also be discussed with focus on the provinces.

He said that Federal government had also taken steps for increasing revenues for the benefit of the country.

The Finance Minister appreciated the provinces for their effort in the mobilization of resources in their respective provinces.

Speaking on the occasion, Dr. Ayesha Ghous who is also Finance Minister for Punjab said that the direction has been set for the 9th NFC award.

Saleem H Mindviwala, Prof Ibrahim and Qaiser Bengali expressed the hope that 9th NFC award would be announced soon and expressed their satisfactions over the progress regarding announcement of the award.

Gen Zubair takes over as CJCSC

RAWALPINDI, Nov 28 (APP): General Zubair Mahmood Hayat on Monday took over as Chairman Joint Chiefs of Staff Committee (CJCSC).

Upon arrival at the Joint Staff Headquarters Chaklala, the newly appointed CJCSC was presented guard of honor by the contingent of tri-services.

Outgoing chairman General Rashad Mehmood handed over the command to General Zubair at a ceremony attended by newly appointed Chief of Army Staff General Qamar Javed Bajwa and heads of three services of the Armed Forces.

Gen Zubair Mahmood Hayat was commissioned in Artillery Regiment on October 24, 1980.

He is graduate of Fort Sill Oklohoma, USA, Command and Staff College
Camberlay United Kingdom and National Defence University, Islamabad.

He has wide experience of command, staff and instructional appointments. He has commanded an artillery regiment, mechanized division artillery, an infantry Brigade and an Infantry Division.

Gen Zubair has been Adjutant at PMA, Brigade Major of an Infantry Brigade, Army and Air adviser at Pakistan embassy in the United Kingdom.

He has also been Chief of Staff of a Strike Corps, Private Secretary to the COAS and Director General Staff Studies Directorate at GHQ.

He has also held the appointment of Director General Strategic Plan Division (SPD). He has commanded 31 Corps Bahawalpur and was Chief of the General Staff at GHQ before appointment as CJCSC.
