AFD lauds Pakistan’s stabilizing economic growth

ISLAMABAD, Dec 9 (APP): French Development Agency (AFD) Chief Executive Officer Remy Rioux has appreciated the progress made by Pakistan in stabilizing economy and taking it to a higher trajectory of growth.

He made the remarks during a meeting with Finance Minister Senator Mohammad Ishaq Dar in Paris.

The finance minister said Pakistan valued the financial assistance provided by the AFD to it in important sectors, including energy, water and sanitation.

He said the Pakistan Government appreciated the AFD’s support for
its initiatives for improving the transmission efficiency and water and sanitation in Pakistan.

The AFD announced that for the year 2016, it had approved a portfolio of Euro 265 million as soft loans for the rehabilitation of Mangla Hydropower Plant, augmenting NTDC transmission capacity and budget support for energy sector reforms, according to a message received here from Paris.

The AFD joined the ADB and JICA in the 5-year budget support programme initiated in 2014 for improving the management of tariff opening the market and strengthening accountability and transparency in the energy sector.

The AFD also evinced interest in working in the sectors of heritage and culture.

The agency has been operating in Pakistan since 2007 and is promoting
green and inclusive growth with special focus on renewable energy and energy efficiency projects.

Meanwhile, Open government Partnership (OGP) CEO Sanjay Pradhan called on the finance minister at the Embassy of Pakistan and congratulated Pakistan on joining the elite group of members of OGP.

He invited Pakistan to participate in the meetings of various OGP working groups and steering committees and offered help in developing Pakistan’s National Action Plan for OGP.

The finance minister said Pakistan’s decision to join OGP demonstrated the government’s commitment to transparent and accountable governance.

He reiterated the government’s pledge to work against corruption and
fiscal fraud and further high level commitments to fully achieving and sustaining the principles of OGP.

Bernard Cambier, Head of Middle East Division of Renault, the French
largest car manufacturing company also met the finance minister and reaffirmed Renault’s decision for setting up their car manufacturing facility in Pakistan by 2018.

Ishaq Dar appreciated Renault’s decision for choosing Pakistan for establishing their car facility and assured full support for its operations in Pakistan.

He also interacted with French and Pakistani media and briefed them on the outcome of his visit.

The meetings were also attended by Tariq Bajwa, Secretary Economic Affairs Division, Pakistan, Ambassador of Pakistan to France Moin ul Haque and the Embassy team.

WASHINGTON, Dec, 9 (APP): Pakistan is determined to eliminate scourge  of terrorism from its soil and is targeting all terrorist networks without any discrimination, Syed Tariq Fatemi, the Special Assistant to the Prime Minister (SAPM) on Foreign Affairs said in meetings with ranking US lawmakers.

Describing Pakistan as an important partner, the lawmakers, including
Chairmen of the Senate Armed Services and Foreign Relations committees expressed desire for strengthening bilateral ties in meetings and continuing cooperation in the fight against terrorism.

Fatemi spent a busy day in Washington as part of his engagement with
lawmakers and those who are likely to be involved in the next administration of President-elect Donald Trump who will assume the office on January, 20 after winning election in November.

In his meeting with Senator John McCain, the Chair of the Senate Armed  Services Committee (SASC), he shared the overall security situation in the region.

He informed the Senator about the significant gains made by Pakistani
forces following the successful military operations in North Waziristan which were aimed at eliminating all terrorists, without any discrimination, from the Pakistani soil.

The regional situation including Pakistan’s relations with Afghanistan
and the growing tension across the Line of Control and the Working Boundary were also discussed.

Recalling his visit to Pakistan in summer this year, Senator McCain
appreciated the efforts by Pakistan to eliminate terrorist outfits from the region and assured the SASC’s continued support in realizing the common objective of defeating terrorism.

He congratulated Pakistan on successful transition in the military
command and reiterated the US commitment to remain engaged with Pakistan in promoting lasting peace and stability in the region.

The Special Assistant to the Prime Minister for Foreign Affairs was
received by the leadership of the Senate Foreign Relations Committee at the Capitol Hill this afternoon.

Chairman Senator Bob Corker and Ranking Member Senator Ben Cardin,  together with their senior staffers, welcomed the SAPM along with Ambassador Jalil Abbas Jilani.

Fatemi conveyed the good wishes of the Prime Minister to the leadership of the Senate and thanked the Senate Foreign Relations Committee for its support and assistance to Pakistan.

He briefed the Senators on how Pakistan had turned the page by focusing  on improving economy and security in the country during the last three years.

The SAPM also appreciated role of the US Congress in authorizing the
critical counter-terrorism assistance that helped Pakistan in eradicating the terrorist networks operating from FATA and promoting peace and stability in the region.

Highlighting the massive human rights violations in the Indian occupied
Kashmir as well as the continued tension across the Line of Control, the SAPM briefed the Senators on the increasing negative implications for prospects of peace in South Asia because of Indian hostility and belligerence.

The leadership of the Senate Foreign Relations Committee acknowledged  Pakistan’s role in promoting peace and security in the region and expressed the US desire to strengthen bilateral ties with Pakistan, which was a longstanding and important partner of the United States.

priorities across the globe and also authorizes the US economic and humanitarian assistance for partner countries.

Fatemi also met with Congressman Eliot Engel, Ranking Member, House
Foreign Affairs Committee, and expressed Pakistan’s firm commitment to act against all terrorist networks, without any discrimination.

Citing improved security situation in Pakistan, the SAPM highlighted
that Pakistan’s recent ongoing efforts had already yielded remarkable success.

Fatemi also apprised Congressman Engel on economic developments in
Pakistan and the government’s efforts to spur domestic growth.

Regional developments also came under discussion and the SAPM underlined  Pakistan’s commitment to work for a peaceful neighborhood, anchored on good neighborly relations and regional economic connectivity.

The SAPM and the Ranking Member agreed to continue working toward a  stronger Pakistan-US relationship in future.

E-commerce in Pakistan expected to reach $1 billion by 2020: Khurram

ISLAMABAD, Dec 9 (APP): Minister for Commerce Khurran Dastgir
Khan Friday said e-commerce in Pakistan was expected to reach $1 billion by 2020.
“Our legislature is working hard to update the rules and regulations governing digital trade”, he said while inaugurating a Seminar on “Ecommerce for Development” in Geneva a message received here said.
Pakistan organized the seminar on “Commerce for Development”, it was attend by large number WTO members and ambassadors.
All heads of agencies greatly appreciated the initiative taken by Pakistan.
The friends of commerce for development was coordinated by Dr Tauqir Shah Pakistan ambassador at WTO.
The group comprises of Costa Rica, Nigeria , Kenya, Sri Lanka, Argentina, Uruguay.
Country experience from Sri Lanka, Argentina, Nigeria, Pakistan, ASEAN, were presented and debated.
Representatives of world bank, WTO Etrade for all, EBay, Alibaba, Mercado Libre, made presentations on how commerce and help businesses and trade in developing and less developed countries Pakistan leads “Commerce for development “ debate at WTO.
Pakistans efforts for making Commerce developing world friendly lauded.
Speaking on the occasion, Khurram Dastgir Khan said commerce was an inescapable fact of life, it has grown beyond our imagination.
The digital economy, he said has emerged as an unstoppable giant that was growing at 10 percent a year, more than triple the rate of overall global economic growth.
“Digital is no longer a part of the economy – it is becoming—
• the economy.Internet revolution contributes 8% of global GDP, The development of mobile broad band holds the promises to brings billions more on line, thus narrowing the digital, economic, physical and educational divide, The internet of things or internet of everything has the potential of contributing $11 Trillion to global GDP by 2025”.
The commerce minister said internet related consumption and expenditure has already surpassed the size of the global agriculture and energy sectors. But only a small proportion of this is happening in LDCs and developing countries.
He added that it was this reality which motivated our group of like-minded countries to launch, Friends of Commerce for Development.
Key motivation being to narrow the knowledge gap, that exists between members in understanding and appreciating different dimensions of Commerce, he remarked.
The Commerce Minister Khurram Dastgir Khan said todays, seminar was first major initiative of Friends of Ecommerce for Development, rather I would say it is a joint initiative of “Friends” of Friends of Ecommerce for Development.
This event has only been possible through exemplary support of WTO, UNCTAD, ITC, World Bank and all members of the group namely Costa Rica, Argentina, Sri Lanka, Nigeria and Kenya.
“We welcome on board, Uruguay our new partner.
Ladies and gentlemen, an over view of today’s agenda clearly
acknowledges two things, Ecommerce is multidimensional and multi-agency and it requires very close private public partnership, and inter agency coordination”, he remarked.
He added that the prime objective of this seminar was to debate the opportunities and challenges offered by Ecommerce for LDCs, Land Locked Countries and Small Island economies in particular, and Developing countries in general.
Khurram said that considering the complexities of e-commerce,
“we need more engaged and structured discussions in form of seminars and workshops, so that members particularly developing and LDCs get better understanding of challenges and opportunities associated with e-Commerce and identify areas of work catering for their interests. We would specially suggest more engaged interaction between experts in the technologies, and how they impact trade and trade negotiators in order to bring out and understand all the challenges associated with digital economy for developing and LDC members”.
He said that “We the Friends of Ecommerce for Development believe, that e-commerce provides an opportunity for developing country and LDC enterprises to overcome some of the logistical and geographic challenges they face in terms of access to markets.
Digital trade allows many small enterprises to participate in the global market. E-commerce and MSMES are inextricably linked”.
“Used well, e-commerce is a real development tool, an enabler”, he remarked.
The commerce minister said the vital link between trade and development was enshrined in the WTO agreements; they provide special provisions for developing countries, which comprise of almost 75% of WTO membership.
He added that the WTO has provided more and more developing countries with a seat at the table – where their voice is heard just as loud as any other, and they play a key role in managing the system, shaping its agenda, and negotiating its agreements.
The development dimension is essential for an inclusive rules-based Multilateral Trading System.
“Ultimate aims of trade policy and trade rules must be poverty reduction, growth, welfare and development that work for all members of the global economy”, he remarked.
Khurram Dastgir said that the internet, more than anything else will define the 21st century business environment, in present day and age people no more go on line, they are 24/7 online.
“By end of year—half of world’s population will be on line, in developed world 80% use internet, but only 40% in developing and less than 15% in LDCs are online”, he remarked.
Pakistan, he said was acutely aware of the high growth of e-commerce , and its potential to address development deficit. During last two years, after auction of 3G/4G spectrum, the consumers using Broad band on mobile, have increased from 3 to 37 million.
“Our broadband penetration rate is doubling every single year since 2013. The Global Findex report shows Pakistan as the leader in mobile banking transactions in South Asia, having 133 million mobile phone subscribers and 11% of them use mobile phones to carry out financial transactions. E-commerce in Pakistan is expected to reach $1 billion by 2020. Our legislature is working hard to update the rules and regulations governing digital trade”, he remarked.
Khurram Dastgir said that in a national consultation held last month in Pakistan, “our stakeholders said “we have missed the plastic phase of ecommerce revolution; we cannot afford to miss the mobile digital phase of ecommerce”. They identified efficient, frictionless and low cost payment systems and consumer trust and protection as key to Ecommerce in Pakistan”, he remarked.
Khurram said that “We are in an era where people no longer go on line; they are 24/7 on line. Destiny of our society is digital. Internet is the most important infrastructure of our time, rather it is infrastructure of infrastructures. Internet is a Global Good, and a Global Common. The challenge is how to mutually benefit from this Global Good that is Internet, and its role in Trade”.
Minister for Commerce Khurram Dastgir Khan said in “our view, Internet giants have too much influence and market share, and the ability to quash local competitors. We have to consider that global digital platforms do not abuse their dominant position. The P 5 or superpowers of 21st Century are Amazon, Google, Facebook, Ebay and Alibaba”.
He added that promoting fair competition between online and offline services was critical for developing countries.
The gains from the digital revolution, he said have not been shared widely.
“Digital technologies can be transformational by promoting inclusion, efficiency, and innovation, but if digital economy is not accessible, affordable and open, it will result in inequality, control and concentration,” he remarked.
The commerce minister said there were huge challenges facing developing and transition economies in reaping the gains from e-commerce.
These challenges, he said included poor infrastructure, inadequate logistics, low adoption rates of information and communications technology, outdated legal and regulatory frameworks, and lack of payment solutions and financing, and huge national deficit in digital skills needed for e-economy.
“The UNCTAD index clearly shows that the capacity and ability to engage successfully in e-Commerce varies significantly among countries,” he remarked.
The commerce minister said a key domestic challenge was that Ecommerce requires integral view and multi-agency and multi-stakeholder approach.
“After the Etrade for All launch, when I did a national stock take, I found no focal agency responsible for Ecommerce. We have now set up an Ecommerce Policy Unit in the Ministry of Commerce, A National Advisory Council on Ecommerce, with substantial private sector representation, and recently our Prime Minister set up a National Ecommerce Policy Board, headed by Finance Minister with Ministries of IT, Commerce, Central Bank and Federal Board of Revenue as Members”, he remarked.
He added that a key lesson was that ecommerce requires new institutional architecture and traditional institutions won’t work.
“We have with us today— heads of all the major Trade related Geneva Institutions, and look forward to an enriching discourse on Ecommerce and Development”, he remarked.
Roberto Azevedo DG WTO, Houlin Zhao Secretary General ITU, Dr Kituyi Secretary General UNCTAD, and arancha Gonzalez Executive Director of international trade center participated in the event organized by Pakistan as founding coordinator of Friends of Ecommerce for development .

BAHRAIN, Dec 9 (APP): Advisor to Prime Minister on Foreign Affairs,
Sartaj Aziz would highlight Pakistan’s perspective on the prevailing regional situation at the Manama Dialogue in Bahrain on Sunday (Dec 11).

Pakistan’s Ambassador to Bahrain Javed Malik in statement issued here
on Friday said the special dialogue is organised by the International Institute of Strategic Studies (IISS), a prestigious British institute, that brings together ministers and senior government officials from more than 20 countries.

The countries include the United States, the United Kingdom, France,
Germany, Pakistan, Saudi Arabia, Turkey, China, UAE, Qatar, Kuwait, Spain, Singapore, Afghanistan, India in addition to international organisations and global media.

Speaking about the importance of the Manama Dialogue, Ambassador Javed Malik stated that The Crown Prince of Bahrain, His Royal Highness Prince Salman Bin Hamad Al Khalifa will formally welcome the ministers at an inaugural dinner which would be followed by two days of important session in which global leaders would discuss important regional issues facing the region.

Advisor to Prime Minister Sartaj Aziz will be a keynote speaker on December 11 and address the international delegates at the dialogue about the prevailing regional situation and Pakistan’s perspective.

British Foreign Secretary Boris Johnson, French Minister of
Defence Jean-Yves Le Drian, and the US Secretary of Defence Dr Ashton Carter will also address the dialogue Ambassador Javed Malik said on sidelines of the Manama Dialogue important bilateral meetings for the Advisor Foreign Affairs, Sartaj Aziz are also being organised with Foreign Minister of Bahrain, H.E Shaikh Khalid Bin Ahmad Al Khalifa, and ministers of other countries.

A special meeting will also be held with the Secretary General of the
Gulf Cooperation Council (GCC) Abdul Latif Rashid Al Zayani to expand the ties between Pakistan and Gulf region.

Corruption needs to be uprooted to have brighter future: NAB Chief

ISLAMABAD, Dec 9 (APP): Chairman National Accountability Bureau (NAB) Qamar Zaman Chaudhry on Friday said corruption needs to be uprooted to have a brighter and prosperous future.

The chairman was addressing a function held here at Aiwan-e-Sadr in connection with World Anti-Corruption Day.

He said corruption is a symptom and an outcome of institutional weakness, with potentially adverse effects on a country’s economic performance.

He said presence of President Mamnoon Hussain signifies his commitment to cause of anti-corruption and indeed demonstrates his unflinching determination, continued support and guidance for fight against corruption.

He has championed cause of anti-corruption through his words, deeds and actions. The ill-effects of corruption, the threat it poses to the socio-economic fabric, the way it is eating into very vitals of society are the issues dear to his heart and has been raising these issues at all levels.

The chairman said on this day (December 9) the United Nations Convention Against Corruption (UNCAC) opened for signing at Merida, Mexico in 2003. It is a testimony to unity and binding commitment of International community to combat corruption in all its manifestations.
The UN General Assembly through resolution had designated December 9 as International Anti-Corruption Day which is observed across the globe to create awareness among masses.

He said NAB was established to fight and eradicate corruption in a
holistic and integrated manner. NAB is essentially a complaint driven organization. An exhaustive system of cognizance of cases has been formulated to standardize the selection of cases for processing.

Priority is assigned keeping in view the nature of the case, the amount of monies involved, the social impact and the number of affectees.

He said there have been many ups & downs in NAB’s journey since its inception. But I must bring on record the hard work put in by all ranks of NAB towards their national duty, particularly in last three years.

He said starting with year 2014 which must be called a year of reinvigoration, we have moved with new zeal and effort. Through detailed introspection and analysis of organizational weaknesses, overhaul of procedures and business processes, all pillars of organization i.e. operations, prosecution, human resource development and awareness and prevention have been reactivated and energized.

The chairman said on enforcement front, which is core function of NAB, performance speaks for itself: NAB finalized 1114 Inquiries in 2015 as compared to 585 in 2014 and only 243 in 2013; similarly, 402 investigations were finalized in 2015 as compared to 188 in 2014 and 129 in 2013.

Around 397 references were filed in courts in 2015 as compared to 208 in 2014 and 119 in 2013.

The chairman NAB said a number of strategic initiatives have been undertaken, aimed at rejuvenation of the organization. The Organogram was revisited to transform NAB into an efficient and responsive organization. Through induction of 260 officers in 2014 and another batch of 134 officers in 2015 who were trained at the Police Training College, Sihala, NAB’s Human Resource has been sufficiently improved.

Time limits have been laid down in the Standard Operating Procedures for completion of various stages of operational assignments. Complaint Verification will be completed in two months.

Inquiry & investigation stages will be completed in four months each. Thus a total of 10 months have been laid down to file a Reference in the Court.

He said to ensure objectivity and standardization across the board, the Standing Operating Procedures (SOPs) are placed on NAB’s website for convenience of all individuals interacting with NAB.

It is measured through a Quantifiable Grading System (QGS). Grading of NAB’s seven Regions has been conducted for Calendar year 2015 under QGS. Results have been published and NAB Karachi Region has been adjudged the best Region for 2015.

NAB is also operating a fair and effective Internal Accountability Management (IAM) System for its officers and staff. A web based Monitoring & Evaluation System (MES) has also been implemented. The work output of each & every Investigation Officer is reflected on Executive Dash Board at all Executive levels.

He said NAB as the apex anti-corruption organization, through its committed efforts has recovered Rs. 279.248 billion ($ 2.79 billion) since its inception.

The chairman said corruption is too complex a phenomenon to be controlled with enforcement strategy alone. Controlling corruption on a sustainable and long term basis requires a broader vision and multi faceted strategy, which banks heavily on awareness and prevention of corruption in addition to the Enforcement approach.

Special focus is, therefore, being given to awareness and prevention activities to educate people at large about ill effects of corruption.

Youth is the future of Pakistan; therefore NAB has laid special emphases on youth. More than 42,000 Character Building Societies (CBS) have been set up in educational institutions across the country to build an effective edifice against corruption.

He said it is encouraging for NAB that for the first time Anti-Corruption has been made a part of development agenda in Pakistan in the context of Governance.

The chairman said on multilateral front, NAB initiated a dialogue of the anti-corruption authorities of the SAARC countries with a proposal to set up a SAARC Anti-Corruption Forum.

He said fight against corruption is tough and long-drawn. But it can only be won with the support of all segments of society and cooperation.

“We will do it, whatever it takes. Together we can do it. Together we will do it,” he added.

Hotel owner killed in sector G-7

ISLAMABAD, Dec 9 (APP): An owner of a hotel in Sitara Market Friday shot dead by unidentified motorcyclists, police said.

According to details, Nasir Ahmed owner of ‘Star Hotel’ in Sitara
Market was sitting in the hotel’s lawn when unidentified motorcyclists opened fire on him.

He received three bullets and was rushed to Federal Government Services Hospital (Poly Clinic) where he succumbed to the injuries.

Senior Superintendent of Police Islamabad Sajid Kiani had constituted
a special police team to trace the killers.

The investigation had been started into the matter.

After this incident, the Traders Association of Sitara Market gave the
shutter down call and shops were closed.

The traders had demanded Islamabad police to arrest the killers at the earliest.

Fatemi meets U.S.Deputy Secretary of State, discuss bilateral ties

ISLAMABAD, Dec 9 (APP): The Special Assistant to the Prime Minister (SAPM),Syed Tariq Fatemi Friday met with U.S.Deputy Secretary of State Antony Blinken at the State Department and discussed bilateral relations between two countries.

Conveying the message of goodwill from the Prime Minister and the people of Pakistan on the recently held elections in the US, the SAPM expressed hope that after the completion of ongoing transition process, the two sides would resume their regular engagement on the bilateral track.

According to a press release recieved here, in a candid review of the relationship during the meeting, the two sides expressed satisfaction on several achievements in areas of peace and security, counter terrorism, defense and economic cooperation.

It was agreed that Pakistan-US relationship was important to regional as well as global peace and security and should continue to be strengthened under the next Administration.

The Deputy Secretary appreciated Pakistan’s efforts to promote peace and stability in the region.

Pakistan’s participation in the Heart of Asia Conference held in Amritsar on 4th December and its earlier pledge at the Brussels Conference to provide $500 million for development projects in Afghanistan were seen as concrete and positive steps reflecting Pakistan’s commitment to peace and prosperity of its western neighbour.

The Deputy Secretary of State admired the generosity of Pakistan in hosting millions of Afghan refugees for over four decades and expressed appreciation on the recent decision to extend the deadline for the repatriation of these refugees.

The regional situation including the escalation across the Line of Control and the Working Boundary were also discussed during the meeting.

Fatemi briefed the Deputy Secretary on the frequency of ceasefire violations by India in recent weeks with particular reference to targeting of civilians across the LoC.

He also pointed out that the massive and systematic human rights violations in the Occupied Kashmir were resulting in hundreds of casualties and debilitating injuries to the civilians including women and children.

While expressing concern on the increasing escalation at the LoC, Deputy Secretary Blinken reiterated the US position on the need for reducing tension in South Asia and promoting closer cooperation and dialogue between the two largest countries of the region.

ISLAMABAD, Dec 9 (APP): Minister for Interior Chaudhry Nisar Ali Khan Friday visited residence of late Captain Saleh Yar Janjua at Gulistan Colony, Rawalpindi to condole with his family.

Captain Saleh Janjua was pilot of an unfortunate Pakistan International Airlines (PIA) Flight-661 which crashed on Wednesday on its way from Chitral to Islamabad.

He expressed deep grief and sorrow to the family and prayed to Almighty Allah to rest the departed soul in eternal peace and grant courage to them to bear this irreparable loss with fortitude.

There was no justification of seeking resignation from an elected
prime minister, who would complete his five-year tenure as mandated by the people, he said while talking to media persons here after arranging rapprochement between the two rival families of Haji Rafique and Niaz who have lost many lives over the years.

The families ended their enmity and reconciled with one another
here at a jirga, held after hectic efforts made by Amir Muqam.

Amir Muqam said the Panama Papers case being heard by the Supreme Court had no substance and Pakistan Tehreek-i-Insaf Chairman Imran Khan was getting depressed because of its expected dismissal.

He said Imran should know that in democracy the elected prime minister could only be changed through people’s votes.

He said he had already predicted that Imran Khan would back out of his demand for the formation of commission to probe the Panama Papers and the Supreme Court’s observation on the issue was a testimony to that fact.

The advisor said Imran Khan only considered himself and the people around him as honest and fair. He was staging dramas to save his dwindling politics, but the people were aware of his tactics and would not fall in his trap, he added.

Customs Intelligence unearths millions of rupees fraud at AFU

ISLAMABAD, Dec 9 (APP): The Customs Intelligence here on Friday unearthed an alleged fraud of millions of rupees whereby a private concern had got cleared banned electronic gadgets in connivance with the Customs officials of Air Freight Unit (AFU) by submitting a misdeclaration.

Upon specific information that a consignment of Access Gateways Equipment unlawfully was cleared by the officials of Customs posted at Air Freight Unit (AFU), Islamabad Airport, the Customs Intelligence officials seized the equipment and arrested one person identified as Nadeem Afzal, according to a press release of Customs Intelligence.

The Access Gateway Equipment was imported by M/s Chase Trading & Technology Co, Islamabad but had declared it as switches to the Customs staff. Under the law, the cleared equipment is not importable unless the “type approval” is obtained prior from Pakistan Telecommunication Authority by the importer.

The company had attempted to circumvent the import restrictions by way of misdeclaring the Access Gateway Equipment as switches and in connivance with the Customs staff concerned was able to get the goods cleared, Moreover, the actual customs value of the imported goods (Access Gateways Equipment) is Rs 15.80 million whereas the Customs staff had cleared the same as switches at the nominal value of Rs 66,250.

Further investigations revealed that the same importer had previously succeeded to get cleared a consignment of 32 pieces of Access Gateway in the same manner by submitting misdeclaration of physical description and value through the Islamabad Dryport and evaded duty and taxes to the tune of Rs 9.6 million in addition to circumventing the import restrictions of Import Policy Order, 2016.

Actual value of the consignment was Rs 20.3 million, which was cleared by Customs staff at Rs 68,500. The total differential duty / taxes in both the cases is Rs 17.2 million. An FIR has been lodged against the accused and further investigations are underway.
