Increase in economic cooperation between Pak-US need of hour: Governor

KARACHI, Feb 12 (APP):Sindh Governor Muhammad Zubair on Monday
termed the further increase in the economic cooperation between
Pakistan and United States as need of the hour.
He said this while talking to Consul General of United States in
Karachi Grace Shelton who called on the Sindh Governor at Governor’s
House here, said a statement.
Deputy Consul General of US John Warner was also present on the
occasion.
They discussed the relations between Pakistan and United States,
environment in Sindh province for investors and other matters of
mutual interests, said a statement.
Speaking on the occasion, the Sindh Governor said that the
situation in power sector has now been improved due to the measures
taken by the present government.
The law and order situation in Karachi has improved and now the
environment of the city is suitable for the investment, he added.
Talking to the Sindh Governor, the US CG appreciated the
improvement in law and order in Pakistan and said the United States
wants to see a stable and stronger Pakistan.
He said that the investors from United States are taking keen
interest in investments in different sectors in Karachi.

Credit of appointing elected representative as Chairman CDA goes to PML-N

ISLAMABAD, Feb 12 (APP):Minister of State for Capital Administration and Development Division (CADD), Dr Tariq
Fazal Chaudhry on Monday said the credit of appointing an elected representative as a Chairman CDA goes to Pakistan Muslim League Nawaz (PML-N).
Speaking in the National Assembly, the minister said that Sheikh Anser Aziz has been
removed from the seat of Chairman CDA on the order of Islamabad High court.
He said elected representatives are effectively accomplishing their duties in Islamabad adding that various departments have been shifted from CDA to MCI and Mayor of Islamabad is now head.
Minister said that Islamabad is most beautiful capital of the world and CDA had played its due role for making this city more beautiful.

Glowing tribute paid to Asma Jahangir

dignitaries on Monday paid glowing tribute to eminent lawyer,
human rights activist Asma Jahangir.
Talking to APP, Attorney General of Pakistan Ashter Ausaf,
Khursheed Mahmood Kasuri, Bukhtiar Kasuri, Pir Kaleem Khursheed,
Ch. Ahsan Bhoon, Abid Saqi, Azam Nazir Tarar, Hina Jillani,
Ijaz Ahmed Khan, Anwarul Haq Pannu, Ehsan Waine, Ch. Ghulam
Abbass, journalists Salman Ghani, Salman Abid, Farooq Madoodi
highlighted various aspects of life of Asma Jahangir and her
services.
They said that she was ‘voice of voiceless’. She spent her
life for the cause of poor, oppressed and liberal segments of
society.
They said the vacuum created after the death of Asma would
never be fulfilled.
They said that Asma initiated struggle in the era of Ayub
Khan in her very early age.
Asma was defender of human rights and constitution and she
kept on fighting for her objects till last breathe of her life.
They said that she was so broad-minded that she accept and
tolerate people as a close friend who were having different
ideologies from her.
Haider Farooq Madoodi said that his father Syed Abul Aala
Madoodi performed Nikah ceremony of Asma with Tahir Jahangir.
Haider further said that she was one of such a strong women
in Pakistan who bravely fought against religious conservatives
in Pakistan.
Khursheed Mehmood Kasuri said that she was really voice
for voiceless.
Azam Nazir Tarar said that he had never witnessed such
a kind and iron lady in his life.

More air cargo routes needed to enhance Pakistan’s seafood, fruits exports to China

BEIJING, Feb 12 (APP):More international air cargo routes between Pakistan and China’s inland cities are needed to enhance seafood and fruits exports from Pakistan to China.
In 2017, exports to Pakistan from China stood at $18.3 billion, while China’s imports from Pakistan totaled $1.8 billion. With upgraded “software,” the China-Pakistan Economic Corridor (CPEC), a flagship project of China’s Belt and Road (B&R) initiative, might help Pakistan boost exports and slash its trade deficit with China, according to an article published in Chinese newspapers Global Times here on Monday.
Most observers agree that seafood and fruit can become bright spots in Pakistan’s exports to China, and the only question is how this potential can be realized.
Although the CPEC is designed to connect the Gwadar Port in Southwest Pakistan with Kashgar, most of the seafood sold in Xinjiang is transferred from the southeast coast of China, which is thousands of kilometers away.
Before Urumqi airport became licensed as a designated port of entry for imported chilled and fresh aquatic products last year, it took seven to 10 days for such imports to be transferred to inland Xinjiang after arriving on the southeast coast.
The 1,150 kilograms of seafood represents the first time that Urumqi’s airport was allowed to handle fresh goods from Pakistan, after a chilled and fresh aquatic products import port was granted in the city last year.
It is now feasible to meet Xinjiang consumers’ demand for seafood with Pakistan’s high-quality products, and this will certainly expand China’s imports from the South Asian country.
More international air cargo routes between Pakistan and China’s inland cities are needed. Further, to ensure the smooth operation of the route, local authorities must improve the customs-clearing process by streamlining the quarantine, examination and approval procedures.
Besides the CPEC, the same measures should be taken to upgrade the “software” of the B&R initiative, as China and countries and regions along the route step up efforts to streamline quarantine procedures and create unified standards by discussing free trade agreements.
The first shipment of about 1,150 kilograms of seafood imported directly from Pakistan has arrived in Urumqi, Northwest China’s Xinjiang Uyghur Autonomous Region.
The CPEC has received an increasing amount of attention due to its role in promoting infrastructure facilities in the South Asian country. But now, detailed plans are necessary to upgrade the “software” such as quarantine services to open a green channel for imports from Pakistan.

People have rejected Imran Khan’s politics: Abid Sher Ali

He was talking to the media after inaugurating newly-built academic block of 6 classrooms at MC Girls Primary School in
People’s Colony No 2, here.
He said that the PML-N government had initiated and completed a number of development projects to make Pakistan a developed and prosperous state, but some elements launched politics of protests only to sabotage the development projects.
He said that all anti-development elements had united against the PML-N, but the people of Pakistan were fully aware of true faces of the plunderers.
The state minister also criticised Sheikh Rashid saying that earlier he was a follower of dictator Pervez Musharraf, and now
he is hatching conspiracies against democracy.
He should remember that the people of Rawalpindi would reject him in the next general elections.
He said that the PML-N is the only party which is striving to improve the living standards of people, especially those belonging
to oppressed segments of society. Therefore, people will once again vote and support it in the next elections, he added.

First phase of PN-RSNF joint naval exercise Naseem Al Bahar XI concludes

ISLAMABAD, Feb 12 (APP):The first phase of Joint Naval Exercise, Naseem Al Bahar XI being conducted at Port Al Jubail, KSA between Pakistan Navy (PN) and Royal Saudi Naval Forces (RSNF) has concluded, says a news release issued here on
Monday.
The first phase of exercise was comprised of a series of harbour
activities to provide synergy in different domains of naval operations. It also
afforded opportunity for both navies to conduct operational planning for the joint
naval operations to be conducted in subsequent sea phase of the exercise.
During the first phase, various training exercises were
organised onboard PN and RSNF ships and harbour facilities. Planning modules on
conduct of amphibious landing operations, escorting operations, sniper/camouflage
techniques and Mine Counter Measures procedures were rehearsed by the two
navies. Mission Commander of Pakistan Navy and Exercise Director from RSNF closely
monitored and supervised the training activities.
Earlier, a brief about the joint naval exercises was conducted
wherein details of different evolutions and exercises were discussed by both
sides. Mission Commander of PN and Exercise Director from RSNF were also present
at the Opening Brief.
The Joint PN-RSNF Naval Exercise, Naseem Al Bahr is aimed at
enhancing interoperability and sharpen the tactical proficiency in Counter
Piracy, Anti Air & Surface Warfare and Mine Countermeasure Warfare. These
exercises will help in developing synergy in operations against asymmetric,
air, surface and mine threats. On completion of harbour phase, next phase of
the Exercise will include joint naval operations at sea. Concurrently, Pakistani
and RSNF Marines are also engaged in Joint Marine Exercise Deraa Al Sahil. Current exercise is 11th of Naseem Al Bahr series and will continue till February 17 in
Saudi Arabian waters.
Conduct of Joint Maritime Exercise between Pakistan Navy and
RSNF in present geo-political milieu assumes great significance and will go a
long way in enhancing bilateral relations between the two countries. Since the
inception of biennial exercise Naseem Al Bahr in 1993, it has matured as an advanced
level maritime exercise involving almost all facets of naval forces. The level
of participation from both sides signifies the trust and mutual confidence
which prevails between the two brotherly countries.

More low-performing schools to be privatised :Minister

LAHORE, Feb 12 (APP):Punjab School Education Minister Rana Mashhood Ahmed Khan
on Monday said the school education department would sustain
its policy of handing over administrative control of low performing
public sector schools to private sector for getting better results.
In an interview with APP here, the Minister said
the process of handing over public schools showing poor
performance had not been stopped and more schools will be
given to reputed educational entities.
To a query, he said initially 4,300 low
performing schools,where enrollment was under 20 students only and
their annual result mere 0-20 percent, were handed over to
private educational organizations of good repute which had
improved the enrollments and results extraordinarily and
enrollments rose to 400 per school with 80 percent results.
About the next tenure plans, Mashhood said “The
first-ever technology university would provide technical and
vocational education to students from class 8 onwards on the
Chinese education model”.
“The first-ever Punjab Tianjin Technical University is a
futuristic project which will provide the missing link between
school learning and higher education in the country”, he
added.
He said some 40-45 percent students pursued higher
education in medicine, engineering, information technology and
business studies after intermediate and A-levels in the past,
while the rest 55 percent were left without career options,
To a question,the Minister said PTU would start working from March
1 this year while Head of Departments and Deans of Technical
University will be Chinese nationals, adding the students
would become technologists with capacity to use their
skills across the globe.
Pointing out his government’s landmark initiatives, he
said Punjab government raised school education budget to
Rs 365 billion which was a meager Rs 62 billion before
Muhammad Shehbaz Sharif took over as Punjab Chief Minister.
Rana Mashhood said all education departments, including the higher
education, special education, school education, Literacy and
Non Formal Basic Education were allocated Rs 62 billion
during the previous regimes,whereas Chief Minister Shehbaz Sharif
increased it by 400 percent which was reflective of his
education friendly policies.
Talking about the achievements as School Education Minister
over the past four and half years, Rana Mashhood
said transparency and merit had been hallmark of his
administration, adding that these principles induced the
foreign donor agencies to fund school education in Punjab.
“It is a matter of pride for me as minister education that
United Kingdom is the largest donor in education sector in
Punjab and all funding is due to the unshakeable confidence of
UK government in the governance model in Punjab”, he said
adding that the British would fund Punjab school education
department on the vocational training education from class 8
in all public sector schools.
On teaching standards at schools, he said the teaching
standards were raised through the recruitment of PhD, MPhil
and at least master degree holders in Punjab School education
department, stressing 100 PhD holders were serving as
educators in Punjab schools today.
He said current school teacher training module was the
largest in the world and 450,000 teachers were provided
training, adding that the training was started on University
College London (UCL), Cambridge and Oxford model. “Digital
libraries will be launched in all public sector schools in
Punjab from the month of March 2018”, he said.
He said the largest ever school children sports festival
including 15 million Punjab school children was being launched
in partnership with UK Sports and collaboration with UK
government.
The minister said 100 percent budget allocation was
ensured to be utilized in the school education department
adding that 250,000 teachers had been recruited on merit
during the past 4 and half years through NTS and rigorous
short-listing.
About out-of-school children issue, he said the negative
image regarding high number of out of school children was
dealt, adding children between the age group 5-9 years from
brick-kilns, restaurants and petrol stations were brought
to schools. “No children between age 5-9 will be out of school
from the next academic year”, the minister claimed.
He said teachers and students attendance in all schools
across Punjab was raised to 96 per cent from mere 71 per cent
while students attendance had been increased to 95 per cent
from a low of 61 per cent through effective and strict
monitoring during his tenure as School education Minister.
“Any information including attendance on 53,000 schools in
Punjab can be monitored through Open Data Punjab website
today”, he said adding that our monitoring was admired at the
World Education Forum and many countries had wished to adopt
the monitoring system.
About literature on child-abuse in school curriculum, he
said a booklet had been designed in consultation with ulema,
psychologists, educationist and other stakeholders and will
be introduced at primary, elementary and secondary
levels from the next academic session. He further said the
booklet on child abuse will be made part of the curriculum in
private schools and all madrassahs,besides the public sector
schools. “Awareness campaign on child abuse will also be run
across Punjab”, he added.
In his appraisal of Punjab Chief Minister Shehbaz Sharif as
a team leader, Rana Mashood Ahmed Khan said Shehbaz Sharif was
a torch-bearer of commitment, dedication and patriotism,saying the
education reforms introduced during his tenure will be written
in golden words.

KARACHI, Feb 12 (APP):President, Azad Jammu and Kashmir, Sardar Masood Khan on Monday invited the
people of Karachi, especially the business community, to visit AJK as tourists and invest
there in different sectors including tourism, which has big potential mainly after formal inclusion
of AJK into China-Pakistan Economic Corridor.
AJK President was speaking on “Economic Opportunities in AJK and CPEC” here at Beach
Luxury Hotel on the invitation of English Speaking Union (ESU).
ESU’s President Aziz Memon, Secretary General Majyed Aziz, Vice Presidents Kaleem
Farooqui and Khawaja Iahan Zeb, former governor Sindh Barrister Kamal Azfar, General Manager
of Beach Luxury Hotel, M.Azeem Qureshi, Consul General of Sri Lanka G.L.Gnanatheva, of
Britain Steve Crossman and from Turkey were prominent on this occasion,
Highlighting the importance of Belt and Road Initiative (BRI) of China, he said, China wanted
its strong linkage with South Asia, Central Asia and the West. BRI was the transformational
initiative. Sixty five countries were participating in BRI, 4.5 billion population was to be covered
by it and dollars 900 billion were expected to be invested in BRI projects. The positive impact on
the member countries’ economies would be around dollars 1.2 trillion.
CPEC was the first landmark corridor of BRI. CPEC was a game changer
in the region. China had so far invested dollars 62 billion under CPEC, major portion was for
energy sector. Four main components of CPEC were strengthening agriculture, financial
cooperation, people-to-people cooperation and overall cooperation, he said.
Sardar Masood Khan, who is also a former senior diplomat, pointed out that there were
certain challenges to CPEC. The main risk was the uncertain regional and global situations.
However, he said, there was no credit crisis in CPEC as the commercial buyers
of the electricity and other products of the CPEC projects would pay off the loan, which was
given at very low mark-up.
Amongst the CPEC energy projects, there were early harvest projects
like at Port Qasim and Sahiwal power plants. On commissioning of various power projects, including hydel and coal-fired projects, the country would add 10,000 MW to its energy kit by
end of 2018.
He said with timely and successful execution of CPEC, Pakistan
would be a prosperous country and would emerge as Japan of South Asian region.
Pakistan’s economic outlook was good and in next couple of years, the
GDP could touch 6.5 percent.
He mentioned that peaceful and ambitious Karachi was must to reap the
real benefits of CPEC.
AJK President informed that AJK was formally included in CPEC, under
which the main projects would be the Expressway, one special economic zone at Mirpur,
Karor and Kohala power projects, and development of 200 kilo meters long
tourists corridor.
He said AJK was rich in minerals including coal, and precious and semi
precious stones.”Our rubi is the best in the world”, he said.
Sardar Masood Khan appreciated the moral and political support to
Kashmir cause from the Government and people of Pakistan.
ESU President Aziz Memon spoke of the activities of the union and
the scheduled programmes for next few months especially the reception in London for the members of ESU from various countries, which would be hosted by Queen Elzabeth from 14 to 18 May 2018.
He advised the interested ESU members to get them registered with ESU secretariat
here before 16th of this month.

Pakistan, Italy sign MOI for cooperation in stone development sector

ISLAMABAD, Feb 12 (APP):Pakistan and Italy Monday signed a Memorandum of Intent (MOI) for cooperation in development of marble and granite sector of Pakistan.
The MOI was reached between Pakistan Stone Development Company (PASDEC), Ministry of Industries & Production and Confindustria Marmomacchine, Marble Association of Italy, said a press release here.
Under the MOI, the Italian association would provide technical expertise and support for transfer of know-how, technical and scientific education for operators, besides services like international communication and marketing.
These objectives would be achieved through a Technical – Scientific and International Trade Centre to be established in Pakistan for which the Italian Marble Association and PASDEC will contribute an equal amount of 400,000 Euros each.
The Centre would be equipped with latest machinery for human resource and skill development in the field of Marble and Granite at the Marble City, Risalpur.
The MOI has already been approved by the Federal Cabinet in its meeting held on January 3, 2018.
The project is expected to be completed within a period of two years and it would also serve as an export promotion centre for the stones being extracted in Pakistan.
The MOI was signed by the Chief Executive Officer PASDEC Zahid Maqsood Sheikh and Flavio Marabelli Honorary President of Confindustria Marmomacchine, Italy.
PASDEC CEO Zahid Maqsood said more MOIs would be signed with other stone producing countries going to further upgrade mining and processing methodology in the country.
He informed that a technical group from Italy would soon be visiting Pakistan to evaluate and set time lines for execution of the project.
