China terms Tashkent conference on peace, reconciliation in Afghanistan very successful

BEIJING, March 28 (APP):Terming the international conference on peace and reconciliation in Afghanistan a very successful, Chinese foreign ministry’s spokesperson Wednesday said the international community should do more to help Afghanistan achieve national reconciliation, cope with terrorism and drug smuggling.
“This Tashkent high level meeting was held very successfully,” Lu Kang said during his regular press briefing here.
He informed that Chinese Vice Foreign Minister Li Baodong who led a delegation to this meeting expounded on China’s policy on Afghan issue and talked about China’s efforts in supporting the peaceful reconstruction and reconciliation in Afghanistan.
The spokesperson said the Chinese vice foreign minister expressed the hope that international community should do more to help Afghanistan achieve national reconciliation, cope with terrorism and drug smuggling and support Afghanistan participating regional cooperation so as to work for long lasting peace in Afghanistan and the whole region.
Foreign Minister, Khawaja Asif also addressed the conference and emphasized the need of a regional approach for lasting peace and stability in Afghanistan, and the region.
The two-day conference involving the regional powers and other important countries held in Tashkent, Uzbekistan on March 26 and 27.
The event was aimed at exploring ways of bringing Afghan government, Taliban and other warring parties into direct peace talks.
Afghan President Ashraf Ghani co-chaired the conference which was attended by foreign ministers from about 20 countries.

Seafood exports reach $ 264.18 mln in eight months

ISLAMABAD, Mar 28 (APP):The exports of fish and fish preparations from the country have witnessed
10.18 per cent increase during first eight months of 2017-18, fetching
US $ 264.18 million precious foreign exchange during the period.
During the period July-February 2017-18, the country exported about
108,262 metric tons of fish and fish preparations as compared to exports
of 89,032 metric tons, valuing of US$ 239 million during same period last
year, a data of Pakistan Bureau of Statistics showed.
Overall food group exports from the country during the period under
review witnessed growth of 21 per cent as food commodities worth
US$2.842 billion were exported during July-February (2017-18) against
exports of US$2.334 billion during July-February (2016-17).
Meanwhile, when contacted, official sources at Commerce Division
on Wednesday said at present, seafood is being exported to European
Union member states while now it is gaining popularity in China, not only
because of its low prices but also because of support from government
policies.
Earlier, EU had de-listed all the companies exporting fish from
Pakistan in 2007. It was primarily done on account of failure to
meet EU’s Sanitary and Phytosanitary (SPS) measures.
As a result of the efforts of the present government i.e,
Ministry of Commerce and Marine Fisheries Department (MFD), EU
lifted ban in June 2013. Two exporting establishments are now
being allowed to export to EU member states.
The matter was taken up by Pakistani side during the 8th
Session of Pakistan-EU Sub-Group on Trade meeting held on
October 9, 2017 in Brussels.
The EU side has temporarily allowed two fisheries establishments
to start exporting to EU after assurances given by Ministry of National
Food Security & Research to European Commission to comply with
EU’s SPS measures.
However, the EU side has linked possibility of re-listing the
remaining establishments for exports to EU with the on-ground
visit and authentication of its SPS inspectors.
Pakistani seafood is also gaining popularity in Chinese market
as several seafood distributors said that Pakistani seafood, compared
with seafood imported from other sources, is more cost-effective.
In recent years, the Chinese government has rolled out measures
that have encouraged and facilitated imports of seafood from
Pakistan.
One example is establishment of China-Pakistan Economic
Corridor, a flagship project of one Belt and one Road initiative,
which has enriched the transportation channels for Pakistani
seafood to enter China.

Rs 24,489.515 mln released for various water, power projects so far

ISLAMABAD, Mar 28 (APP):The Planning Commission has released a total of Rs 24,489.515 million against total allocation of
Rs 102,304.807 million in annual Public Sector Development Programme (PSDP) 2017-18
for various water and power projects so far.
According to the data of Planning Commission, a sum of Rs 23,008.461 million was released
for water sector against total allocation of Rs. 36,750 million while Rs 1461.054 million was
released against total 65554.807 million for power projects.
An amount of Rs.10,000 million was released for Kachhi Canal Project, Rs.4225 million for
Extension of Right Bank Outfall Drain from Sehwan to Sea, Rs 2,200 million for Remedial Measures
to Control water logging (Muzaffargarh) and Rs.280 million for rehabilitation of Irrigation System in
Khyber-Pakhtunkhwa.
A sum of Rs 520 million was released for construction of small dams, delay actions dams
(Sindh), Rs 630 million for Lower Indus Right Bank Irrigation and Drainage Project (RBOD-I),
Rs.280 million for Basool dam (Gawadar), Rs 540 million for Channelization of Deg Nullah Punjab,
Rs.840 million for Balochistan Effluent Disposal into RBOD-I (Jaffarabad), Rs.160 million each for
construction of 20 small dams in KPK, Rs 160 million for Darwat Dam, Rs.260 million for Lining of
Distributaries and Minor in Sindh, Rs 170.625 million for Makhi Farash Link Canal Project, Rs 260
million for Revamping of irrigation and drainage system of Sindh.
Similarly, an amount of Rs397.232 million was released for electrification of union council in
NA-50, Rs.229.101 million for electrcity schemes in district Mansehra and Abbottabad, Rs.500 million
for electrification of various localities of Northern Lahore, Rsa Rs.137.237 million for Installation of 50
solar tube wells in Balochistan and Rs100 million for supply of electricity to different location of NA-109
(Mandi Bahuddin).

South Asia to become global leader in agricultural trade: SCCI

ISLAMABAD, Mar 28 (APP):SAARC Chamber of Commerce and Industry (SCCI) Vice President Iftikhar Ali Malik Wednesday
said that adopting a unanimous market-oriented agricultural policy could make South Asian region
a world leader in agricultural trade in the decade to come.
The agricultural trade within the region would also play an instrumental role in poverty
alleviation, he said while representing Pakistan at the concluding session of 74TH General
Assembly and 23rd Executive Committee of SAARC chamber held at Colombo, according
to a message received here Wednesday.
He said that priority should be given on identifying High-Value Crops (HVC) of various
countries of the region.
He said SAARC’s roots lay in Integrated Program of Action (IPA) Declaration adopted by
the foreign ministers of South Asia in 1983, calling for regional cooperation in the areas of
agriculture, health, rural development and population.
According to the message, the newly elected SAARC Chamber President from Sri Lanka
Ruwan Edirisinghe chaired the session, which among others was attended by all VPs and
member of executive committee and general assembly.
Elucidating his vision on agricultural trade in the region, Iftikhar Malik said that agricultural
sector was crucial in taking forward the region in the path of prosperity and in this regard
South Asian Free Trade Agreement (SAFTA) had very good provisions.
“We need to implement these provisions for the benefit of people of this region,” he
added.
He said that there was a dire need of setting up ultra-modern agriculture research centers
across the region for the study and research on various crops for better yield.
He also underlined the need for educating farmers, saying that it was high time that farmers
are trained on modern lines to boost productivity as cultivable land was shrinking with every
passing year.
“The SAARC nations, at this stage, must not lose their focus on this front because they
have the core competence in the sector and their economies are dominated by it.”
Malik said that one-fifth of the South Asian population was younger than 24 years,
therefore, the countries as well as SAARC should step up efforts to create adequate
and suitable employment opportunities for this age group.
He underlined the need for materializing the dream of making South Asia a world trade
leader, however deplored that poor connectivity was a major drawback for expansion of
agriculture business in the South Asian region while tariff and non-tariff barriers were also
other obstacles in trade promotion.
He said there is also a need of creating a mechanism for technology transfer within
South Asia.

PHF changes venue of national hockey camp

LAHORE, Mar 28 (APP):The national hockey camp for the Youth
Olympics qualifiers, originally scheduled to be held in Islamabad
and Rawalpindi will now be conducted at the Abdul Sattar Edhi
hockey stadium in Karachi from April 1st.
“The change has been necessitated due to the traveling
distance involved between players’ accommodation in Islamabad
and the training venue, Shahnaz Sheikh hockey stadium in Rawalpindi”,
said a spokeswoman of the Pakistan Hockey Federation here on
Wednesday.
PHF has already announced the names of 51 players for the
initial phase of the camp, he said
“Now, the players would reside and train at the same place,
Karachi’s Abdul Sattar Edhi hockey stadium”, he said adding “The
rooms here have been recently renovated and have good air
conditioning facilities as well”.
The probables have been directed to report to Kamran Ashraf,
the coach of the national junior team. The Asian hockey qualifiers
for the Youth Olympics are to be held in Bangkok, Thailand from
April 25-29.
The top two teams from these qualifiers will represent Asia
at the Youth Olympics to be held in Argentina later this year.

Pakistan fighter jets to get radar upgrade: China Daily

BEIJING, Mar 28 (APP):China will upgrade Pakistan Air Force JF-17 fighter jets with a world-class radar system that will substantially improve the combat capability of the aircraft, China Daily reported quoting a top Chinese radar researcher on Wednesday.
Hu Mingchun, head of the Nanjing Research Institute of Electronics Technology in Jiangsu province, said the KLJ-7A active phased array radar will give the JF-17 many advantages in an aerial combat.
“Our product will tremendously extend the fighter jet’s detection range, giving it a much longer sight that will help it detect the enemy’s aircraft before they do, and this is very important because in real combat if you see first, you fire first,” he said.
“The radar is capable of tracking dozens of targets and engaging several of them simultaneously. It also has a good jamming-resistant capacity that keeps the plane away from enemy’s electronic interference.”
The KLJ-7A radar can be mounted on light-or medium-weight fighter jets. It is one of the best of its kind in the world in terms of technology and capability, Hu said.
Nanjing Research Institute of Electronics Technology, part of the State-owned defense giant China Electronics Technology Group Corp, is the country’s largest and strongest developer of military radar. Its products have been sold to more than 20 nations in Africa and Asia.
The JF-17, known as the FC-1 in China, is a lightweight, multirole fighter jet co-developed by Aviation Industry Corp of China and Pakistan Aeronautical Complex.
The plane is widely deployed by the Pakistan Air Force and some reportedly have been purchased by the Myanmar Air Force.
Meanwhile China and Pakistan have spared no effort to find new buyers.
Wu Peixin, an aviation industry analyst in Beijing, said the upgrade with a type of cutting-edge radar will undoubtedly enhance the JF-17/FC-1’s appeal to potential buyers from developing nations.
“The KLJ-7A will enable JF-17 and its variants to have stronger fighting capability at a reasonable cost, allowing the aircraft to compete with or confront expensive Western or Russian jets,” he said.
Hu suggested that China should encourage and give more support to the efforts of Chinese arms makers to export because by doing so the country’s defense technologies and products will have more opportunities to display their advantages to buyers and to verify designs and capabilities for further improvements.
The research institute has been promoting a series of new-generation radar capable of detecting stealth aircraft such as the US F-22 Raptor.
These new radar types, such as the YLC-8B, SLC-7 and SLC-12, integrate the traditional detection method of mechanical scanning with two-dimensional active phased array technology, so they are able to handle not only stealth fighter jets but also unmanned aircraft, and even cruise or ballistic missiles, according to the institute. All of them can be mounted on vehicles, it said.
Hu said the institute not only sells its radar but also provides air-defense solution packages to clients and helps them build their own research and development capabilities.
“In the past, our radar was backward so we had to follow others’ rules in both the market and the battlefield. Now we have begun to turn into a leading player in this sphere. Therefore, we are becoming a rule maker and make others follow our rules,” Hu said.

Country’s development, prosperity interlinked with democracy: Baligh

ISLAMABAD, March 28 (APP):Minister for Education, Professional Training Engr Muhammad Baligh Ur Rehman has said the country’s development and prosperity were interlinked with the democracy.
The continuity of democratic system was essential to achieve milestone as second time in the history of country a democratic government was going to complete its constitutional tenure which was landmark, he said talking to a PTV programme.
The minister said dictator’s regimes had badly damaged the integrity and economy of the country.
He said there were rumors created by some political parties that the present government would not complete its constitutional tenure but we had not given importance to the statements of non-serious people.
He reiterated that the Pakistan Muslim League-Nawaz (PML-N) government would complete its constitutional tenure.
He said Pakistan had powerful constitution and nobody could intervene in the system according to that. He urged every individual to hold accountability and learn from the mistake of past.
Replying to a question, Baligh Ur Rehman said Pakistan Peoples Party (PPP) and Pakistan Tehreek-i-Insaf were leveling allegations of corruption in Senate elections against each other.
He said PPP had signed National Reconciliation Ordinance with dictator Pervez Musharaf.

North Korea’s Kim makes first foreign trip to meet China’s Xi

BEIJING, March 28 (MIA/APP)::North Korea’s Kim Jong Un has made his first ever foreign trip as leader to meet China’s president, vowing he is “committed to denuclearization” and willing to hold summits with the South and the US.
The secretive visit was confirmed Wednesday by Chinese and North Korean state media which said Kim was treated to a lavish stay in a show of unity after relations were battered by Beijing’s support of UN sanctions against Pyongyang.
Kim had not met China’s President Xi Jinping since taking over after the death of his father, Kim Jong Il, in 2011.
The young leader told Xi that he was ready to hold a summit with South Korean President Moon Jae-in as well as US President Donald Trump, according to China’s Xinhua news agency.
“The issue of denuclearization of the Korean Peninsula can be resolved, if South Korea and the United States respond to our efforts with goodwill, create an atmosphere of peace and stability while taking progressive and synchronous measures for the realization of peace,” Kim said.
South Korea said last month after talks with Kim in Pyongyang that he would consider abandoning his nuclear weapons in exchange for US security guarantees, and flagged a halt to all missile and nuclear tests while talks were under way.
Analysts said Xi likely wanted to see Kim to ensure North Korea does not cut a deal with Trump that hurts Chinese interests during a summit that is expected to be held in May.
Beijing had appeared sidelined by Pyongyang’s approaches to Seoul and Washington, but Kim’s visit puts China firmly back at the centre of the diplomatic game.
“They don’t want to see a grand deal between the US and North Korea that suddenly makes them great friends,” said Bill Bishop, publisher of the Sinocism China Newsletter.
But Deng Yuwen, an independent Chinese international relations scholar, said that North Korea needed to turn to its old ally ahead of the US summit, as Kim will be sceptical that Trump will guarantee the security of his regime.
Confirmation of the visit ended 24 hours of speculation about the identity of the North Korean visitor after Japanese media spotted a green train, similar to the one used by Kim’s father, arriving in Beijing on Monday and departing the following day.
While Chinese officials refused to confirm Kim’s presence, a heavy police presence at key venues, motorcades driven under police escort, and barricades in the city centre fuelled the belief that Kim had come to pay his respects.
His visit to China came as a surprise given the state of relations between the Cold War-era allies, which fought together in the 1950-53 Korean War.
China chaired six-party talks on North Korea that collapsed a decade ago, but its call to revive that forum have not been heeded so far and it appeared to be on the margins when South Korea announced that Kim had offered to meet with Moon and Trump.

Import of mobile phones rises 14.51% in 8 months

ISLAMABAD, Mar 28 (APP):Import of mobile phones in the country during first eight months of fiscal year 2017-18 increased by 14.51 per cent as compared to same period of previous year.
The import increased to $526 million during July-February (2017-18) from $459.38 million in same period of the year 2016-17.
According to latest data released by Pakistan Bureau of Statistics (PBS) here, on year-on-year basis, the mobile phone import also witnessed increasing trend as it rose to $69.78 million in February 2018 from $60.03 million in February 2017, thus showing an increase of 16.24 per cent.
On month-on-month basis, the import decreased by 12.52 per cent in February 2018 as compared to that of January 2018 in which the import of mobile phones was posted $79.76 million.
In addition, the import of overall telecom group also increased by 13.7 per cent in July-February 2017-18 compared to same period of previous year.
The telecom import during first 8 months of current fiscal year was recorded at $1.003 billion while it was recorded $882.17 million during July-February 2016-17.
On year-on-year basis, the telecom import in February 2018 increased by 25.6 per cent and 57.9 per cent when compared to the import during February 2017 while on month-on-month basis, the import decreased by 4.48 per cent as compared to that of January 2018.
The telecom import in February, 2018 was recorded at $127.38 million against the import of $101.415 million in February 2017 and $133.366 million in January 2018.

PM chairs 5th NDMC meeting; disaster response force to be created at federal capital level

ISLAMABAD, Mar 28 (APP):A model National Disaster Response Force (NDRF) would be created, as a pilot project, at the federal capital level by utilizing the human resource available with other organizations associated with the disaster and relief management.
It was decided during the 5th meeting of National Disaster Management Commission (NDMC) held here at the PM Office on Wednesday with Prime Minister Shahid Khaqan Abbasi in the chair.
The meeting was attended by the Leaders of the Opposition in National Assembly and Senate, Minister for Climate Change, Minister for Defence, Foreign Minister, Minister for National Food Security and Research, Minister for Water Resources, Adviser to PM for Finance, Minister of State for
Information, Broadcasting, National History and Literary Heritage, Governor Khyber Pakhtunkhwa, Chief Minister Gilgit-Baltistan, Prime Minister AJK, Minister for Disaster Management Punjab, Minister for Rehabilitation Sindh, Chairman NDMA and senior officials.
Lt Gen Omar Mahmood Hayat, Chairman National Disaster Management Authority (NDMA), presented an overview of disaster management context of the country, evolution of disaster management authority, achievements made so far and the challenges faced by the NDMA in responding to emergency situations and taking measures for disaster risk reduction and effective response mechanism.
He also apprised the meeting about the contributions of the NDMA towards providing relief and rescue efforts during emergencies in various foreign countries.
The Prime Minister in his remarks said that climate change coupled with various other factors had increased the frequency of disasters and therefore called for higher level of preparedness and institutional response to meet these challenges.
He said that past experience should be utilized to fine-tune disaster management strategies and put in place an efficient and effective mechanism in line with best international practices.
The meeting reviewed the progress on decisions of the previous NDMC meetings.
The meeting granted ex-post facto approval to NDMC for compensation of Rs 104.20 million to the affectees of the Line of Control firing. Relief/aid provided to the friendly countries during various disasters was also ratified during the meeting.
The meeting approved the Pakistan School Safety Framework (PSSF). The framework would serve as a model for the provinces to ensure safety and disaster risk reduction.
The meeting also approved a proposal for putting in place cohesive disaster management legislation and institutional framework through merger, repealing or reconfiguring the existing laws and organizations related to the disaster management.
In order to overcome bureaucratic delays and improve efficiency and effectiveness of the NDMA, it was also decided, in principle, to place NDMA under the Prime Minister’s Office.
The meeting also discussed various proposals for capacity enhancement of the NDMA.
It was also decided to strengthen Aaviation Wing of the Ministry of Interior for providing aviation support to NDMA during its rescue and relief efforts.
