“With growing threat of nuclear weapon use, non-proliferation treaty more vital than ever” UN official

UNITED NATIONS, Apil 24 (APP):The United Nations disarmament chief has said that the world today faces challenges similar to the context that gave birth to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), and that the threat of use of nuclear weapons is growing.
“The geopolitical environment is deteriorating. Some of the most important instruments and agreements that comprise our collective security framework are being eroded. Rhetoric about the necessity and utility of nuclear weapons is on the rise. Modernization programmes by nuclear-weapon States are leading to what many see as a new qualitative arms race,” Izumi Nakamitsu, the UN High Representative for Disarmament Affairs, said.
Ms. Nakamitsu was among the speakers at the opening of the preparatory meeting that began on Monday in Geneva for the 2020 NPT review conference.
The Treaty entered into force in 1970 at the height of the Cold War and is regarded as the cornerstone of the global nuclear non-proliferation regime and an essential foundation for the pursuit of nuclear disarmament.
It was designed to prevent the spread of nuclear weapons, to further the goals of nuclear disarmament and general and complete disarmament, and to promote cooperation in the peaceful uses of nuclear energy.
“Half a century later the NPT has transcended its initial purpose and has become a core component of our international architecture, the cornerstone of the non-proliferation regime and an essential framework for the pursuit of nuclear disarmament,” the High Representative noted.
“Its near universal membership, legally binding commitment to disarmament and verifiable non-proliferation safeguards undergird its status as one of the most successful and credible multilateral security instruments,” she stated.
“That success and that credibility cannot and should not be taken for granted.”
Today’s meeting takes place just days after the announcement by the Democratic People’s Republic of Korea (DPRK) to freeze its ballistic missile programme and nuclear tests, a decision that has been welcomed by the UN.
Ms. Nakamitsu said that “the decision by the DPRK to suspend nuclear tests and launches of intercontinental ballistic missiles, and to dismantle its nuclear test site, are welcome developments which we hope will contribute to building trust and to sustaining an atmosphere for sincere dialogue and negotiations.”
She added that the Secretary-General looks forward to a positive outcome of the Inter-Korean Summit and hopes for early agreement on a framework for resumption of negotiations leading to verifiable denuclearization and sustainable peace on the Korean Peninsula.

Young people powerful agents for resolving, preventing conflict: Pakistan

UNITED NATIONS, April 24 (APP):Underscoring the need for overcoming negative stereotypes of young people, Pakistan has called for tapping their potential and creativity in an effort to prevent conflict and build peace.
“Inspired by hope and optimism and an unbridled sense of idealism, the young are agents of change in their communities and societies,” Ambassador Maleeha Lodhi, permanent representative of Pakistan to the UN, told the Security Council on Monday.
Despite being repositories of the world’s greatest hopes, young people found themselves at the forefront of some of its biggest challenges, she said in an open Council debate on youth, peace and security that featured the first ever United Nations report on the topic.
They faced socio-economic inequalities, political and social exclusion, discrimination and a lack of fair opportunity, the Pakistani envoy said. The young were also some of the worst victims in situations of armed conflict, humanitarian crises, foreign occupation and long standing and unresolved disputes.
Their sense of justice is aroused and their patience tested by the inconsistent and often selective global response to their pain and suffering, she said. Yet, the fundamental causes enraging youth were often conspicuous by their absence in discourse on such issues.
“If one has nothing to live for, one finds something to die for,” Ambassador Lodhi said, before calling on the international community to break the nexus between desperation and hopelessness.
For far too long, Ambassador Lodhi said young men had been considered perpetrators of violence and young women as victims. While a small minority of youth took to violence, sweeping mischaracterizations of young populations had exacerbated their sense of marginalization. In that light, it was time to recognize that youth were not merely instruments of war making, but essential peace-building partners, the Pakistani envoy told the 15-member Council.
“They are architects for economic and social development and the establishment of effective, inclusive institutions,” she added.
As for Pakistan, she said her government was implementing comprehensive strategies to counter the narrative of extremism, and at the same time, engage the country’s youth so that they could become productive members of the society.
“We have adopted a whole of society approach, based on engagement with civil society including faith leaders, local communities and the media to promote the concept of a plural society based on building peaceful and harmonious communities, the Pakistani envoy said.
A major focus of that approach, she said, has been the empowerment of youth at the grassroots level by engaging them in decision-making processes.
“We are also investing in youth to provide them the opportunity to live their dreams and enable them to become Pakistan’s future leaders.”
Ambassador Lodhi said over a million young people had benefitted from the “Prime Minister’s Youth Programme”, which was aimed at providing the under-privileged with skills training, access to higher education as well as to employment.

Keel Laying Ceremony of Offshore Patrol Vessel-I for Pakistan Navy held at Romania

ISLAMABAD, Apr 24 (APP):Keel Laying Ceremony of Offshore Patrol Vessel (OPV-I) being built for Pakistan Navy was held at M/s DAMEN Shipyard Galati, Romania.
Rear Admiral Farrokh Ahmad, Deputy Chief of the Naval Staff (Projects) graced the occasion as Chief Guest, said a press release issued here by Director General Public Relations (Navy).
Contract for two Offshore Patrol Vessels (OPVs-I & II) for Pakistan Navy was signed between Ministry of Defence Production and M/s DAMEN in June 2017.
These OPVs are state of the art, proficient and multi-purpose platforms of medium size and tonnage.
Speaking during the ceremony of Keel Laying, the chief guest highlighted the importance of OPVs Project for Pakistan Navy and their timely delivery while complying with the highest standards of construction, outfitting and performance.
Farrokh Ahmad also acknowledged the professional competence of M/s DAMEN Shipyards and prospects of future cooperation in delivering cutting edge naval technologies to Pakistan Navy in the form of Offshore Patrol Vessels.
The ceremony was also attended by officials from the Ministry of Defence Production, Naval headquarters, besides senior management of M/s DAMEN Shipyards, Gorinchem and Galati.

Repatriated employees may consult for reintegration after data compilation:OPF

ISLAMABAD, Apr 24 (APP):The Overseas Pakistanis Foundation Tuesday asked the repatriated workforce to consult it after compilation of data, which is under process, to help their reemployment home and abroad.
Talking to APP, OPF’s Additional Director Mustafa Haider said there was no available data of repatriated manpower and the foundation was working on its collection which was expected to be completed in a month.
“The recently launched pilot project “Facilitation and Reintegration Centre” (FRC) in two phases is aimed at gathering and sharing the data to the relevant institutions and provide assistance to the returnees on financial and technical grounds to help them reenter in the job industry.
The foundation in its extended plan was also considering to hire a reputed consultant for short term to monitor the project and make it a success. The consultant would also give his feedback throughout the trial project and ensure some corrective measures, if required, for the hurdles that may come in the way of the initiative, he said.
The expert’s assistance for six months would help execute the project’s action plan in consultation with the department after which the intending skilled repatriate would be referred to National Education Foundation for the enhancement of their skills. They would later be recommended to the potential job areas through Overseas Employment Corporation for their reenactment.
OPF, Mustafa said, would also recommend semi-skilled and non-skilled workers in getting micro-finance loans from private banks to start their business in Pakistan, he added.
“Short And Medium Enterprises Development Authority will provide the business development services to those returnees willing to start business on their own “, he said.
The FRC, he said, was the extension of OPF’s earlier project of Rehabilitation Programme for Migrants that was only aimed at facilitating the families of returnees with some financial assistance who had either died or return to the countries with physical disability.
“Some 4.5 million foreign workforce’s repatriation due to economic shifts in GCC since 2015 has forced OPF to launch this project and make this skilled manpower a part of economic mainstream again” , Mustafa concluded.

China supports Pakistan’s stance over Kashmir issue: Chinese Defence Minister

ISLAMABAD, Apr 24 (APP):Chinese Defence Minister, Wei Fenghe Tuesday said that China and Pakistan Defence and military cooperation was the pillar of all-weather strategic cooperative partnership between the two countries.
He made these remarks while talking to visiting Defence Minister, Engr Khurram Dastgir Khan in a meeting held there, said a press release received here.
Wei Fenghe said that China supported Pakistan’s stance over longstanding Kashmir issue, which was pending unresolved for the last 70 years.
He said that all-weather partnership and the defence military cooperation between the two countries helped maintain a strategic balance in the region.
Federal Minister for Defense discussed ways and means to further strengthen defence cooperation between the two countries.
He also briefed the Chinese Defence Minister about the latest situation in Indian Occupied Kashmir and massive human rights violations by Indian troops against the innocent Kashmiris.
The Chinese Defence Minister acknowledged the unprecedented sacrifices made by the Armed Forces and people of Pakistan during the ongoing fight against the menace of terrorism.
Meanwhile, Federal Minister met with Defence Minister of Belarus, Andrei Ravkov on the sidelines of SCO Defence Ministers meeting here. Both the countries discussed bilateral Defence and military cooperation during the meeting.
They agreed to further broaden and deepen the Defence cooperation and said this cooperation should be visible in the bilateral relations of the two countries.
The Minister is visiting China on an official visit to attend a meeting of the Defence Ministers of the Shanghai Cooperation Organization (SCO).
The SCO, an inter-governmental organization, founded in China’s Shanghai on June 15, 2001, now includes China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Uzbekistan, Pakistan and India as full members.
Pakistan and India were admitted as full members of the organisation at the summit in Astana last year.

Nawaz Sharif asks opponents to stop levelling baseless allegations

ISLAMABAD, Apr 24 (APP):Leader of Pakistan Muslim League(N) Muhammad Nawaz Sharif Tuesday said those levelling baseless allegations against the Sharif family should give proof or stop the campaign of false charges against them.
Speaking to media persons outside the Accountability Court here, he said, “it should be proved that corruption was done. London flats were not bought with government money.”
He said, “We knew that NAB law was made during martial law but it was our mistake that we cannot remove it.”
He said “I will bear the actions taken against me but will not tolerate the acts against the nation.”
He criticized the steps taken against the freedom of expression and speech in the country.

German investors keen to invest in Pakistan: Dr Martin Herzer

FAISALABAD, Apr 23 (APP):Commercial Counselor Embassy of Germany Islamabad Dr Martin Herzer on Monday said there was a vast scope of enhancing Pak-German bilateral trade relations whereas German investors were also taking keen interest to invest in various sectors in Pakistan.
He was addressing the exporters at Pakistan Hosiery Manufacturers and Exporters Association (PHMA) North Zone office here. Umar Majeed Commercial Specialist Economic & Trade Section was also accompanied while exporters Dr Khuram Tariq, Qamar Aftab, Muhammad Amjad Khawaja and
others were also present on the occasion.
He said that a traders’ delegation from Germany would soon visit to Pakistan to explore business opportunities in Pakistani market.
He said that Germany was exporting modern machinery for textile especially for value added textile sector which would help Pakistani textile manufacturers to bring improvement in quality of their products and reduce cost of doing business. German government would encourage the joint ventures with large Pakistani units, he added.
He said that Pakistani textile exports to Germany had upward trend by 16 percent after Pakistan
got GSP plus status.
He said that Pakistan was a peaceful country for investment and propaganda being made against
it at international level was against the facts.
Earlier, Chairman PHMA Mian Naeem Ahmed in his welcome address said that there was a lot of potential for German investors to invest in various sectors of Pakistan including energy and power.
He said that GSP Plus status attributed to Pakistan not only benefited Pakistan’s economy but it was also favorable for Germany in political and economic terms.
He also stressed the need of exchanging trade delegations between both countries.
He said that PHMA was a representative body of knitted clothing manufacturers and exporters and
it had around 1,600 members and was providing job opportunity at a large scale in the country.
He said that PHMA earned about US$3.2 billion foreign exchange for Pakistan.
Later, PHMA shield was also presented to Dr Martin Herzer, Commercial Counsellor Embassy of Germany.

LONDON, Apr 23 (APP):A delegation of the Indus Health Network (IHN) led by its founder, Dr. Abdul Bari called on Syed Ibne
Abbas, Pakistan High Commissioner to the United Kingdom (UK) here on Monday and discussed various key initiatives undertaken by their organization for the provision of better health services in Pakistan.
The delegation was accompanied by Sajjad Karim MEP, who also supports the network.
A statement of the Pakistan High Commission (PHC) issued here Monday said Dr Abdul Bari gave an introduction of the network to the high commissioner stating that it was initiated in 2007 by a team of
committed healthcare professionals, entrepreneurs and philanthropists, which changed the dynamics of healthcare system in Pakistan.
He informed that they started a tertiary care hospital in the urban slums of Karachi and in a very
short span of time, free of cost quality treatment became the hallmark of The Indus Hospital, attracting
patients from all over Pakistan, said Dr Bari.
The high commissioner in his remarks commended the philanthropic spirit of Dr Abdul Bari and his entire team.
He said health sector of Pakistan needs more such networks as IHN to cater the health needs of our growing population.
The high commissioner called upon the medical fraternity of Pakistan working abroad to get together on a single platform and serve the country.
In this regard, he assured the Mission’s all possible support to the delegation, including fast track
Pakistan visas to health professionals on the recommendation of the network.
He further offered that the network could hold their events at the Pakistan High Commission, London.
The high commissioner appreciated Sajjad Karim MEP for his support to the IHN’s initiatives.
It was informed that in order to cater to the ever-increasing number of patients, The Indus Hospital
has been expanding its services by launching secondary and tertiary care hospitals. In the year 2016-17, the Indus Health Network emerged with 11 secondary and tertiary care hospitals across Pakistan.
The delegation informed that some of IHN hospitals were managed and financed by the network itself and some were only managed by the network under the umbrella of public-private partnership.
With the establishment of hospitals, the network soon identified that early detection and prevention
are as important as the provision of quality treatment.
To cater to this need, the network established family medicine clinics and launched a large number of public health outreach programs across 41 districts of the country.
Other members of the delegation included Karim Paracha, Ibrahim Jamali, Anwar Zaidi, Mukarram Sattar, and Faraz Khan.
Giving a brief detail of the impact of the network in Pakistan, they said 158,418 patients were
treated per month (July 2017-Feb 2018) Since 2007 more than 6.7 million patients have been treated.
Highlighting the key initiatives of their organization, they said a Blood Center was established
in 2013 that mobilized the nation towards 100% voluntary blood donation; provision of safest possible blood screened on international standards.
They added that a Physical Rehabilitation Centre was also established in 2015 in collaboration with
ICRC and Chal Foundation to provide prosthetic & orthotic devices while for providing children cancer services, the largest children cancer oncology unit was established in Pakistan.
Regarding the Disease-based outreach programmes, they said that a “Aao TB Mitao” (Come and eliminate TB): programme was also initiated and scaled up through collaboration with National TB Programme of Govt of Pakistan & private sector stakeholders; funded by Global Fund for AIDS, TB & Malaria, TB REACH & donor agencies.
To date, they said 1.7 million patients have been screened for TB through the programme.
They further said under their Malaria Programme provides quality malaria diagnosis, treatment and
preventive services to the rural population of 12,275,694 in 18 high endemic difficult to reach districts of
Pakistan, while under HIV programme which was started in December 2016, focusing on scaling the programmatic management of PWIDs affected by HIV.

Foreign students’ enrollment for US dropped 3% in 2017, projected to double this year

WASHINGTON, April 23 (APP:The number of foreign students enrolling for American universities fell 3 per cent in the year 2016-17 and is expected to double this school year, according to a news report, and American universities are blaming the drop on the Trump administration’s stringent immigration policies.
Conversely, competitive universities in other countries are benefiting from the US immigration policies and aggressively enrolling students who, otherwise would have come to the American universities, a report by the POLITICO online news magazine said.
“The decline in foreign students enrolling in American colleges is just the latest evidence of Trump’s immigration policies shutting doors in America. The U.S. is also granting fewer visitor visas to people from around the world,” the report said.
Supreme Court is slated to take up the travel ban case this week and dozens of higher education groups in their submission for that case have blamed the ban for a drop in students’ enrollment for American colleges.
They argue that the tough immigration policies, including the travel ban on several Muslim-majority countries, are sending a “clarion message of exclusion to millions” that in turn is impacting universities.
“We don’t actually need to be negative about the American academy, as President Trump is doing more damage to “brand America” on his own than any competitor country ever could,” Phil Honeywood, the CEO of Australia’s international education association, was quoted as saying by POLITICO.
He said that immigrant policies toward Muslims and migrants were sending out negative messages to students who would, otherwise, have American universities on the top of their list.
Australia posted 12 percent increase in international students last year while universities in
Canada, China, New Zealand, Japan and Spain all posted double-digit increases in international enrollment, the report said citing data from the nonprofit Institute of International Education.
The drop in foreign student enrollment for American universities is the first in the 12 years since IIE started collecting such data. The decline is projected to double in 2017-18, based on findings of a separate online enrollment survey conducted by IIE in October.
“Universities say they need to continue to attract the world’s brightest students for America to maintain its scientific edge.
“They argue foreign students often become important economic drivers, pointing to famous foreign-born entrepreneurs like Elon Musk, who grew up in South Africa and graduated from the University of Pennsylvania. International students can also help with the bottom line, since they often pay full freight, and some universities charge them more to attend,” the report said.

Pak cycling coaches leave for South Korea

LAHORE, Apr 23 (APP):Two national female cycling coaches left
here on Monday for South Korea to participate in the UCI coach training camp, WCC-KC 018 course.
Haleem Ghayoor and Misbah Mushtaq will attend the month-long course which will add to their coaching knowledge, said Syed Azhar Ali,secretary, PCF.
They are touring South Korea under an agreement between Korean Cycling Federation and Pakistan Cycling Federation and all expenditure including the airfare will be borne by the Korean Cycling Federation, he said.
The PCF official expressed his thanks to Chayol Koo, president, South Korean Cycling Federation, Secretary, Sung Joo KIM, and Director WCC KS Medward Sung Woong Park for their cooperation with the PCF.
He said that WCC Korea is world known cycling training centre where eight PCF cyclists and coaches underwent training during the last few years.
