strongly condemned the criminal actions of Israeli forces against the Palestinian
people in the Occupied Palestinian Territory, particularly in the Gaza Strip, where
unarmed Palestinian civilians who were exercising their legitimate right of peaceful

In its final communiqué of at the conclusion of 7th extraordinary OIC Summit in

Israel, the occupying power, fully accountable for the grave atrocities in the
Occupied Palestinian territory, particularly the latest episode of willful murder
of at least 60 civilians, and injuring of nearly 2700 others on 14 May.
The OIC communiqué declared that these acts constituted savage crimes
committed by the Israeli forces with the backing of the U.S. administration,
including through shielding the Israeli occupation in the UN Security Council
from accountability.
It also noted that these crimes had been committed against the backdrop
of the illegal decision by the U.S. administration to officially move its embassy
from Israel to the occupied City of Jerusalem, which had further emboldened
the Israeli government in its reckless behavior towards civilian Palestinian
population.
Prime Minister Shahid Khaqan Abbasi on the special invitation of prime minister
of Turkey attended the summit, besides the kings and
Heads of State and Government of the Member States of the Organization
of Islamic Cooperation (OIC).
The OIC called on the international community, in particular the UN Security
Council, to uphold its legal obligations to defend the international law and order
as they were related to Palestine.
It urged the Council to act in line with its legal and moral obligation to ensure
accountability for these unchecked crimes that Israel, the occupying power,
was carrying out with impunity; and to put an end to these atrocities, and to
provide international protection for the Palestinian people.
It called for the international protection of the Palestinian population including
through dispatching of international protection force.
The OIC General Secretariat was requested to act immediately to establish
an international independent Committee of Experts to investigate the crimes and
massacres committed by the Israeli forces against the peaceful and unarmed
demonstrators in the Gaza Strip.
It also called for determining the culpability of the Israeli officials and
communicating the findings to relevant international bodies.
The OIC called upon the UN Security Council, the UN General Assembly,
the UN Secretary General, UN Human Rights Council, the special rapporteurs
and the UN High Commissioner for Human Rights to take necessary actions to
form an international investigation committee into the recent atrocities in the
Gaza Strip, and enable it to initiate field investigation, within a precise time-frame,
and ensuring enacting a clear mechanism to determine the culpability of the
Israeli officials.
The communiqué also called on the UN Security Council, the General Assembly
and the Human Rights Council to uphold their responsibilities in this regard and invite
all countries to mobilize their efforts to bring this issue to their agenda.
It re-affirmed the centrality of the Palestinian cause and the status of Al-Quds
Al-Sharif to the Muslim Ummah; renewed the principled support for the Palestinian
people in their pursuit to attain their inalienable national rights, including their right
to self-determination and the establishment of their independent and sovereign
Palestinian State on the borders of 4 June 1967, with Al-Quds Al-Sharif as its capital.
It invited all countries to officially recognize the State of Palestine.
The OIC also reiterated its rejection of the illegal decision of the President of the
United States to recognize Al-Quds as the so-called capital of Israel, the occupying
power.
“Reject it as legally null and void and violation of international legitimacy resolutions;
consider it an assault on the historical, legal, natural and national rights of the Palestinian
people and a deliberate attempt to undermine all peace prospects, threatening international
peace and security,” it added.
It also appreciated the role of the state of Kuwait as a non-permanent member of the
United Nations Security Council and its immediate reaction to the bloody events in Gaza
and its request to the Security Council for an emergency meeting.
It also commended the resolutions on the cause of Palestine and al-Quds Al-Sharif,
the capital of the State of Palestine, adopted by the 45th Session of Council of foreign
ministers on 5-6 May in Dhaka.
The OIC summit further re-affirmed the need to coordinate and work together with
the international and regional organizations, including the Arab League, the European
Union and the African Union on this issue.

SCO makes great achievements in security cooperation: Analyst

BEIJING, May 19 (APP):As a comprehensive regional organization with extensive influence, the Shanghai Cooperation Organization (SCO) has played an important role in preserving regional stability and prosperity and set an example for the new-type international relations featuring mutual respect, fairness and justice, and win-win cooperation.
In particular, the SCO always prioritizes maintaining regional security and stability and has made great achievements in security cooperation, not only creating a good environment for win-win cooperation among countries in the region, but also setting an example for building the community of shared destiny for mankind, according to an article published by China Military Online on Saturday.
The SCO is a new-type regional cooperation mechanism created after the Cold War. Its predecessor, the Shanghai Five, started with China, Russia, Kazakhstan, Kyrgyzstan and Tajikistan making arrangements for military mutual trust and mutual disarmament in the border area.
From the very beginning, the Shanghai Five was committed to eliminating the security hazards left from the Cold War period, and creating the new security thinking characterized by “promoting security through cooperation and solving international disputes through dialogue”. Later it expanded the cooperation to maintaining regional security and stability to great success.
Since it was established 17 years ago, the SCO has adhered to the principles of openness, transparency and not targeting any third party. It stresses partnership rather than alliance among the member states, doesn’t seek to form military and political alliance, and firmly opposes the Cold War mindset and power politics. These emphases make it an important force for maintaining regional stability.
The SCO advocates the new security outlook of “commonness, comprehensiveness, cooperation and sustainability”, and enriches the new model of international relations centered on “partnership rather than alliance” initiated by China and Russia, and offers a new regional cooperation model featuring common advocacy, priority for security and mutually beneficial coordination.
In face of the complicated changes in the international and regional security situation, the SCO upholds respect for the United Nation’s authority and the internationally acknowledged standard of international laws, opposes “violence for violence” and the zero-sum game, supports its member states’ efforts to safeguard their security interests, and objects to foreign forces’ interfering in the internal affairs of small and weak countries.
The SCO endorses the Central Asian nuclear-free-zone, and has taken an active part in advancing national reconciliation and reconstruction in Afghanistan.
The SCO member states have signed the Shanghai Convention against Terrorism, Separatism and Extremism, Counter-Terrorism Convention, Anti-Extremism Convention, agreement on countering drug smuggling, and annual plans for cooperation among the defense departments and militaries.
It has also activated a range of meeting mechanisms, such as defense ministers’ meetings, secretary of security meetings, public security (internal affairs) ministers’ meetings and border defense leaders’ meetings.
The SCO was one of the first international organizations to recognize the harm of international terrorism and announced its counter-terrorism stance.
In 2004, the SCO Regional Counter-Terrorism Structure (RCTS) was formed in Tashkent, which established a complete database of terrorists and terrorist organizations, organized anti-terrorism drills, and shared intelligence among the member states.
The SCO also created military cultural brands such as the series of “Peaceful Mission” military exercises and the “Fanfare for Peace” military music festival, making positive contributions to maintaining regional security and stability.
In 2018, the SCO will continue to hold “Peaceful Mission” multilateral drills in order to effectively deter the terrorist forces and extremist organizations both inside and outside the region.
The SCO has continuously expanded the scope of security cooperation. In addition to dealing with all kinds of non-traditional security threats and advocating joint law enforcement, it also pays close attention to new issues such as information security, energy security, ecological security and financial security and carries out cooperation in those areas.
Security is the foundation for development. After China put forth the “Belt and Road Initiative”, the SCO became an important platform for relevant countries to realize strategic alignment. President Xi Jinping called to create a “peaceful Silk Road”, which set higher requirements on the SCO’s security cooperation.
In the process of aligning China’s Belt and Road Initiative with Russia’s Greater Eurasian Partnership and Kazakhstan’s Bright Road program, the SCO member states deepened security cooperation, practiced the new security outlook, and moved to build a security governance model with Asian characteristics.
Standing at a new historical starting point, the SCO members will all uphold the idea of a “community of shared destiny”, treat each other as equals, help each other, and share weal and woe together in a bid to create a jointly built and shared security landscape.
The member states will stick to the “Shanghai Spirit”, strengthen practical cooperation in high-level exchanges, joint drills, military culture, education and training, improve the security cooperation system, and enhance the organization’s ability to fend off realistic threats, so as to make due contributions to lasting peace and prosperity in the region.

US Secretary of State to outline new plan on Iran in first major policy statement

0

WASHINGTON, May 19 (APP):US Secretary of State, Mike Pompeo will present a new framework next week to deal with Iran’s alleged nuclear program weeks after President Trump scrapped a deal with Iran and re-imposed sanctions in a move that drew criticism from its longtime European allies.
Secretary Pompeo will make his first major foreign policy speech on Monday after being alleviated to the post after serving as CIA Director, and he has decided to make that on Iran, Brian Hook, Director of Policy Planning, US State of Department, said in a briefing on Friday.
President Trump pulled out of the deal early this month, following up on his election promises, describing the accord as a one-sided deal he said should never have been made.
His decision drew a criticism from the European leaders who had pleaded with Trump not to scrap but instead search fixes that could satisfy him.
The unilateral withdrawal from the 2015 deal that was signed by five other major world powers “the United States, the United Kingdom, Russia, France, China and Germany“ has been criticized by the allies of the US, which is now trying to elicit their support for a new framework that US says will address the alleged the issue in ‘totality’.
Pompeo is now trying to bring back the European allies as without their support, the US would not be able to make its sanctions biting that could bring back Tehran on the negotiating table. Iran has said it would remain in the deal.
During a briefing, Director Hook said that that Secretary Pompeo will discuss his vision to Iran’s alleged nuclear program during his first policy statement. He also said that Iran’s definitely had a “military dimension” to its nuclear program.
The US is seeking tough sanctions on Iran by its European allies, but it has not has defined a new framework as to how it wants to deal with Iran. Hook said that the Secretary’s address would precisely address the US objectives.
Responding to a question, Director Hook expressed the hope that the US would be able to bridge all the gaps between Washington’s views and those of its allies. “And so we have a period of opportunity to work with our allies to try to come up with a new security architecture, a new framework, and I think that, again, people, I think, are overstating the disagreements between the U.S. and Europe.”
He said that the United States was ready to negotiate a “better deal” and that there were a range of nations that could be a part of that.
To a question, he said that by re-imposing the sanctions that were lifted after the 2015 nuclear deal would bring economic pressure on Iran which, he said, brought Tehran to the table.
He said the goal of the US efforts is to “bring all necessary pressure to bear on Iran to change its behavior and to pursue a new framework that can resolve our concerns. And that is what we are going to be discussing.”

PM expresses solidarity with Palestinians, suggests multi-pronged strategy to resolve issue

0

ISTANBUL, Turkey, May 19 (APP):Prime Minister Shahid Khaqan Abbasi has reiterated that Pakistan stands in full solidarity with the Palestinian people in the face of
unbridled tyranny.
He said Pakistan joins the OIC countries in conveying its strong condemnation of the massacre and maiming of innocent Palestinians by Israeli forces earlier this week.
In a statement at the 7th extraordinary Organization of Islamic Cooperation (OIC) Summit on the question of Palestine held here, he said “We are at an important juncture in history. It is no longer a question of choice but of necessity – to rise above our differences, demonstrate solidarity and support for the people of Palestine and
above all ensure that international law is upheld without exception.”
The prime minister stressed that OIC countries’ response should therefore, be multi-pronged and well-considered.
“On the one hand, it is essential to reaffirm and renew our full solidarity and unity among and between our countries and peoples.
We must also set aside our political differences. Even more important is to faithfully implement the OIC plans of action that are already in place in diverse areas,” he added.
He noted that only by taking these actions, they could resist external pressures, reverse the losses and take their destinies in their own hands.
The prime minister suggested that on the diplomatic front, they must continue to demand that the UN Security Council fulfilled its key responsibility for implementation of its existing resolutions.
The OIC must demand accountability for defiance of its decisions.
The OIC members must underscore that the Council’s credibility would
be questioned if it did not deliver on its duty to ensure implementation of its resolutions, he stressed.
The prime minister said “We must reject double standards in the enforcement of Council resolutions.”
He observed that if the UN Security Council was unable or unwilling to act, they should mobilize support in the UN General Assembly for rejection of revisionist decisions and ensuring accountability of violators of international law.
He also stressed for follow-up on OIC decisions for economic and other appropriate actions to change the behavior of the occupying forces.
The prime minister also suggested that they should also consider the possibility of seeking the ICJ’s advisory opinion on the illegality of recent actions.
Besides, he said, the OIC member countries needed to reach out to other states and groups ‘to sustain support for the just cause of the Palestinians, put an end to continued killings and state terrorism and build an independent and contiguous State of Palestine, on the basis of internationally agreed parameters, the pre-1967 borders,
and with Al-Quds Al-Sharif as its capital’.

Prime Minister Shahid Khaqan Abbasi said it was deeply regrettable that the US did not heed to universal calls for rescinding its decisions about recognizing Jerusalem as the so-called capital of Israel, and relocation of its Embassy to the Holy City.
“It is, therefore, in the fitness of things that our conference resolutely condemns and rejects unilateral decisions and recurrent violations of international legality. Concurrently, it is heartening to note the strong message of solidarity and support by the OIC for their Palestinian brothers and sisters in these turbulent times,” he added.
The prime minister said these killings represent yet another brazen chapter in the seventy years of injustice to the people of Palestine.
This year also marked the 70th anniversary of deliberate Israeli defiance of international law and norms, he added.
The prime minister was attending the OIC extraordinary summit on the special invitation of Turkish prime minister.
He said the OIC gathering was important both for its key messages and a response strategy in the face of injustice, illegality and impunity against their Palestinian brothers and sisters.
He said they also saw this Summit as an occasion for introspection and charting a path for justice and equity for the people of Palestine and stressed for unity in their
ranks and evolving of an effective response strategy.
The prime minister also recalled the two questions that he had placed before previous extraordinary summit here last December.
Firstly, how have we come to this pass? The fact was that they had not given concrete shape to their expressions of solidarity and unity. This has been true, not only for
Palestine but for other common causes also.
“The world is witness to a similar pattern of tragedy, both in scope and scale. For seven decades, the people of Jammu and Kashmir have been subjected to illegal
Indian occupation and blatant violation of their fundamental rights including their right to self-determination. As in the case of Palestine, the UN Security Council resolutions
continue to be defied and the just struggle for freedom conveniently branded as terrorism,” he added.
Prime minister Abbasi said without rectifying their political, economic, communication and technological weaknesses, they would not be able to mount a sustained
defense of their brethren, whether in Palestine or Kashmir.
The second key question was, he said, what should be our response? Should they accept defiance of international law and the reign of state terrorism as fait accompli? It is
clear that only a demonstration of rage would not be sufficient to alter the status quo.
The prime minister said Pakistan on Friday commemorated a day of solidarity with the Palestinian people and special prayers were held in the mosques.
He also appreciated president of Turkey for convening the timely and important OIC summit.
