Year 2017 witnesses marked decline in sectarian terrorism incidents

ISLAMABAD, Nov 5 (APP)::Pakistan has witnessed a visible decline in sectarian terrorism with reporting of only two such incidents during this year as compared to 185 in 2012.

During last seven years, total 676 incidents of sectarian terrorism were reported, of which 70 were recorded during 2011,
185 in 2012, 127 in 2013, 176 in 2014, 79 in 2015, 37 during 2016 and two such incidents in 2017.
Statistics issued by Interior Division regarding implementation status of National Action Plan (NAP) till August this year
on Sunday revealed that 937 Uniform Resource Locators (URLs), 10 websites of Proscribed Organizations (POs) against
abuse of Internet and Social Media have been blocked under steps to dismantling communication networks of terrorists.
About steps ensuring against re-emergence of Proscribed Organizations (POs), the data showed that the number of such organizations was 63, three were under-surveillance, 8,333 persons were on 4th Schedule ATA and number of movement restrictions was 2,052 while 5023 accounts were also freezed.
The data showed that NACTA was also being further strengthened. Total number of terrorists executed under ATA/PPC
was 483, while 11 Special Trial Courts were notified and 388 cases had been transferred to them.
Regarding implementation about choking of finances of terrorists, the data revealed that total 777 Hawala/Hundi cases
were registered out of which 201 were under investigation and 345 under trial while 102 accused were convicted and 33
were acquitted. The recovered amount was Rs. 1,321 million and 1,060 were arrested.
Moreover, the data showed that total 336 Anti-Money-Laundering cases were registered of which 136 were under
investigation and 147 under trial. The number of arrests was 483.
Under the Suspicious Transaction Reports (STRs), the data revealed that 176 were received from Financial Monitoring
Unit (FMU), of which 32 were converted into cases, 14 were closed and 130 were under inquiry.
A Counter Terrorism Finance Unit was also being established in the provinces while a draft bill – Anti-Money Laundering
Act had been prepared.
The data said Karachi Operation had achieved significant success by reduction in crime rates which included 98 per cent decrease in terrorism, 97 per cent decline in target killings, 87 per cent in murders and 52 per cent in robberies. Around 33,378 weapons were also recovered during the on-going operation.
Moreover, with regard to resolving issues of Afghan refugees, the data showed that federal cabinet had approved
repatriation and management policy in this regard while validation of POR cards was made up to December 31, 2017.
Visas forms were also developed while tripartite agreement for voluntary repatriation has been extended for one more
year. The Ministry of SAFRON in consultation with National Database and Registration Authority (NADRA) has finalized
an operational plan for documentation of unregistered Afghan refugees. Draft National Refugee Law has been developed
and shared with relevant stakeholders.
With regard to dismantling communication network of terrorists, the data showed that 98.3 million SIMs were blocked while Biometric Verification System (BVS) had been put in place for issuance of new ones.
The data revealed that strict implementation of ban regarding glorification of terrorists on media was being enforced.
Moreover, the data highlighted the steps taken regarding registration and regulation of Madaris (religious seminaries) and revealed that provincial governments had undertaken geo-mapping of Madaris, on the standard parameters.
Moreover, two separate registration and data forms for madaris have been developed while committees under
Federal Board of Intermediate and Secondary Education (FBISE) and Higher Education Commission (HEC) were formed
for grant of equivalence degree awarding status to Wafaqs.
The data said the Counter Terrorism Force (CTF) was also established and their strength included 500 in Islamabad
Capital Territory (ICT), 4,300 in Punjab, 728 in Sindh, 1,000 in Balochistan, 2,080 in KP, 168 in Gilgit Baltistan and 260 in
Azad Jammu and Kashmir (AJK).
With regard to steps against religious persecution, the statistics showed that data collection is in progress and would be
verified. After then it would be put for further action.
Law Enforcement Agencies (LEAs) have registered 1353 cases, nabbed 2,528 persons and 70 shops were sealed under
steps to counter hate speech, extremist literature and misuse of loudspeaker. Under misuse of loudspeaker, 17,795 cases
were registered, 18,520 persons were arrested and 7942 equipments were confiscated.
The data further revealed that visibility of armed militias and display of weapons were curtailed. Around 2,127 terrorists
were killed while 5884 terrorists were arrested.
The federal cabinet has approved, in principle, recommendations of Federally Administered Tribal Areas (FATA) reforms
committee under FATA reforms.
About steps taken towards reconciliation in Balochistan, the data showed that surrender and reconciliation/rehabilitation
of Ferraris was under progress.
With regard to revamping Criminal Justice System, the data showed that it pertains to provincial governments, however,
NACTA was preparing a Package of Reforms which would be presented to Federal Government and, if approved, would be
circulated to the provinces for adoption.
Meanwhile, when contacted, official sources said Provincial Governments are responsible for implementation of major
part of National Action Plan. Federal Government and Law Enforcement Agencies (LEAs) also share responsibility where
directly related or requested for assistance.
Azad Jammu & Kashmir and Gilgit Baltistan are no exceptions. Their relevant departments and LEAs work exactly
in same manner as other provinces and take necessary steps to implement different components of NAP.
National Counter Terrorism Authority (NACTA) coordinates between provinces, Gilgit Baltistan, AJ&K, Federal
Government Departments and LEAs for concerted efforts and befitting response to terrorist activities and compile/present comprehensive reports/ status of NAP implementation to Federal Government/Parliament.

Railways leases out 6,496 acres land during last three-year

ISLAMABAD, Nov 5 (APP):Pakistan Railways has leased out 6496 acres railway land across the country to different departments and private persons to generate extra revenue during last three- year.
“The land was leased and licensed out for various purposes including premium shops, stacking, agriculture and parking stands etc,” an official in the Ministry of Railways told APP.
He said that it is worth pointing out that Pakistan Railway earned a revenue of Rs. 4653.917 million in last three- year as compared to Rs. 1578.136 million in previous three- year.
Giving province wise breakup, the official said that Pakistan Railways has leased out 5,132 acres in Punjab, 833 in Sindh,
470 in KP and 59 acres in Balochistan.
To a question, he said that railway administration carried out six anti encroachment operations to retrieve its
encroached lands.
The official said that a total of 3594.488 acres Railway land has been retrieved with the assistance of Railway Police
and District Administration since 01-2-2012 till 31-8-2017.
In the initial phase, started from February 2012, Railway land measuring 2537.166 acres was retrieved from encroachers
or got regularized till 2013.

With electric plane’s success, bigger model planned

BEIJING, Nov. 5 (APP):Research and development of a four-seat electric airplane will begin soon, hot on the heels of the successful test flight of a two-seat version earlier this week, Zou Haining, deputy head of the Liaoning General Aviation Academy said.
The academy believes there’s a big demand for that type of electric plane, which can carry a bigger load on longer flights. It would transport both people and goods,” China Daily reported on Sunday.
The academy successfully completed the maiden flight of an advanced electric plane on in Faku county of Shenyang, Liaoning province. Observers said the test flight, which lasted two hours in the air, demonstrated China’s leading role in the industry.
The electric plane project started in 2012, led by Yang Fengtian, an academic at the Chinese Academy of Engineering. Yang is also president of Shenyang Aerospace University in the province.
It took the team two and a half years of intense work to design an aircraft light enough for electric power, along with a motor efficient enough to maximize the plane’s lithium batteries.
In 2014, the team’s first aircraft, the two-seat RX1E, went on display in Zhuhai, Guangdong province, and attracted worldwide attention. Liaoning Ruixiang General Aviation Co, a division of the academy, wrote 128 orders.
The more advanced two-seat version, the RX1E-A, achieved a flight time of two hours, up from about 45 minutes for its predecessor. With a maximum takeoff weight of 600 kilograms and a cruise speed of up to 160 kilometers per hour, the RX1E-A can fly 120 minutes, starting with fully charged batteries. It can fly at an altitude of nearly 3,000 meters, the academy said.
Each hour of flight will cost only 10 yuan for battery charging, according to Xiang Song, a designer for the RX1E-A.
The improved aircraft is equipped with a parachute that can bring both pilot and plane down safely in the event of an emergency.
The plane’s easy maintenance, low operating cost, high safety and environmental friendliness will bring many buyers for a wide range of purposes, such as police patrols, flight training, entertainment and mapping surveys, Zou said.

ISLAMABAD, Nov 4 (APP):Minister of state for Information, Broadcasting and National Heritage Marriyum Aurangzeb responding to Imran’s tirade against PML-N government and Sharif family at a public rally Saturday said that his rhetoric was saturated with vulgarity, lies, defamatory allegations and maligning the state institutions.

Talking to a private TV channel and in a statement issued here, she said that entire Pakistan was wary of his persistent lies but he was not tired of fabricating them.
The MOS said that according to Imran Khan the touchstone for performance was telling lies, hurling allegations, using abusive language, being rude to others, attacking PTV and parliament and harassing the women.The minister pointing out the vacillating stance of Imran Khan regarding rigging said that sometimes he said that a certain Brigadier manipulated victory for PML-N in the 2013 elections and at another time he attributed it to a certain general. The minister said that Imran had been trying to make Army and Judiciary controversial but nobody had taken any action against him. She said that only God knew what kind of frustration had forced PTI to adopt Maryam Nawaz’s slogan stop me if you can?
The minister referring to Imran’s remarks about pollution in Punjab said that Peshawar was number one as far as pollution was concerned because during the last four years he had done nothing except lying and addressing public rallies. She said that the rate of deforestation in KPK had gone up to 12% during the last four years which was the highest in the country due to which entire Pakistan was being affected by the climate change and the floods. She said that due to the incompetence of the KPK government people were dying throughout the country in the floods triggered by deforestation in the province adding who would be accountable for that criminal negligence?
The minister said that Imran had not been able to unlock the Ehtsab commission in KPK but was talking in terms of taking the responsibility of the entire country. The minister asked Imran that how many suggestion he had given during the last four years to fix the problems afflicting PIA?
Marriyum wondered as to why he had stepped up his public rallies and posed the question, was he not waiting for umpire’s finger like in 2014?
Referring to Imran’s relentless campaign of hurling allegations she said that he was a mentally deranged person and one could only pray for him.

ISLAMABAD, Nov 4 (APP):A seven-member Pakistan snooker outfit will take part in the IBSF World Snooker Championship, scheduled to be held from November 17 to 27 at Doha, Qatar.
Before leaving for the championship, the cueists will attend a 10-day training camp in Karachi, which will commence from November 7, a spokesman of Pakistan Billiard and Snooker Association (PBSA) said on Saturday.
He said Mohammad Asif, Mubashir Raza, Asjad Iqbal and Mohammad Naseem Akhtar would participate in men’s event of the championship, while Imran Shahzad, Mohammad Yousuf and Khurram Agha would take part in master’s category event.

Govt to address opposition reservations on delimitations: Talal

ISLAMABAD, Nov 4 (APP): Minister of State for Interior Talal Chaudhry on Saturday said the government would remove all reservations and objections of the opposition parties regarding legislation about delimitation of constituencies.
Talking to a private news channel, he said the government would legally address the objections of opposition on delimetations.
The minister said the government had taken opinion regarding legislation on the delimitation from all political parties who had representation in the Parliament, including those who had only one seat but now the Pakistan Peoples Party (PPP) was raising objections and trying to please some one else.
He said the PPP had forgotten the Bhutto’s ideology and accepted the amendment in the constitution by Gen (R) Pervez Musharraf.
Talal Chaudhry said the opposition should avoid opting for any such step which might cause to delay holding of next general election.

PML-N govt determined to give due rights to FATA people:Jhagra

ISLAMABAD, Nov 4 (APP): Khyber Pakhtunkhwa (KP) Governor Iqbal Zafar Jhagra Saturday said the Pakistan Muslim League Nawaz (PML-N) government was determined to give due rights to the people of Federally Administered Tribal Areas (FATA) and would implement reforms with their consent.
Majority of the FATA people wanted their merger with the KP province, he said talking to PTV.
He said former prime minister Muhammad Nawaz Sharif paid special attention to the FATA issue and formed a committee which visited every agency to take opinion of the people on the matter.
Iqbal Jhagra said the government was evolving consensus among all the stake holders on FATA reforms.
FATA had been a neglected area and was not provided due facilities in the past but the present government was working to address their grievances, he added.
The governor said the government would give three percent share from National Finance Commission (NFC) to the FATA which would help the area better facilities.
He said rehabilitation of Internally Displaced Persons (IDPs) was part of the FATA reforms and work on it had already been started.
A bill would be presented in the Parliament soon to expand jurisdiction of the Supreme Court and High Court to FATA, he said.
He said professional training of Levies from Pakistan Army and Police would be arranged as it was also part of the reforms.
To a question about Pakistan’s relations with neighbouring countries, the governor said maintaining good relations with the countries was part of the PML-N manifesto.
Peace in Afghanistan, he said, was in favour of Pakistan and vital for peace in the region. Pakistan had started fencing at its border with Afghanistan as part of border management, he added.
He said the Pakistan Army and other law enforcement agencies had given matchless sacrifices in the war against terror and operation Zarb-e-Azb had achieved maximum success in it.
To another query, he said the PML-N government wanted fair and indiscriminate accountability as nobody was above the law. The party despite having reservations, implemented the decision of the Supreme Court on Panama Papers, he said adding that nothing was proved against Nawaz Sharif and he was disqualified on having an Iqama.

Pb govt saved billions of rupees in development projects: CM

Sharif on Saturday said that development projects launched by
the PML-N government had no parallel in term of speed of
completion and transparency.
The CM said the Punjab government had saved billions of
rupees in development projects and had spent resources with
honesty. He said the PML-N government had set an example of
spending huge funds on public welfare projects, said a handout
issued here.
Talking to a delegation of overseas Pakistanis in London,
CM Shehbaz Sharif said: “We believe in the politics of
hardwork, service, honesty and transparency, and hardwork done
with all-out pure efforts is producing positive results after
over four years”.
He said: “We will come up to the expectations of the public
in future as we had done in the past”. He said corruption had
reduced and transparency had increased in Pakistan, and the
credit went to the PML-N government and international
institutions had endorsed transparency policies of the PML-N
government.
Shehbaz Sharif said the people of Pakistan only wanted
development and progress, and the government of the PML-N did
not believe in the politics of hollow slogans and it had taken
practical measures and for this reason solid steps had been
taken for the welfare and to improve living standards of the
common man.
The CM said he personally monitored progress on development
and public welfare projects and top standard and transparency
in projects had been ensured through the third party audit
system.
He said those who baselessly criticise public welfare
projects were in fact enemies of development and progress. He
said those who were creating impediments to public welfare
projects were unaware of miseries of the common man.
He said those who had got loans worth billions of rupees
write off were talking about corruption. He added politics of
transparency and public service had always defeated politics
of allegations and lies.

UN report stresses private sector’s role in eradicating corruption

UNITED NATIONS, Nov 4 (APP):Through anti-corruption measures, promoting diversity and supporting justice initiatives, companies play a crucial role in achieving targets in the 2030 Agenda for Sustainable Development on building accountable and inclusive institutions, according to a new report by a United Nations-backed global fund.
“While the notion of peace and justice is complex, this report takes a deep dive in examining the private sector’s important role in eliminating corruption and promoting the rule of law,” Paloma Duran, Director of the Sustainable Development Goals Fund (SDG Fund), said on the launch of the report at UN Headquarters in New York.
The report, ‘Business and SDG 16: Contributing to peaceful, just and inclusive societies,’ serves as a real-world guide for sharing best practices and exploring opportunities on how the private sector can incorporate Goal 16 “on peace, justice and strong institutions” of the Sustainable Development Goals (SDGs) into business planning.
Spotlighting success stories and case studies from around the world, the report for example, presents national initiatives that have contributed to fight corruption in different contexts such as Cambodia, Lebanon, Zambia, Uzbekistan and United Kingdom. Companies from the SDG Fund’s Private Sector Advisory Group are also working to prevent corruption by instituting a zero-tolerance policy and implementing a reporting system for potential compliance violations.
“Companies have a vital role in promoting stability in the countries they work in, as well as improving conditions needed to build stronger institutions and communities,” Ms Duran said.
The report finds that the private sector has seen SDG 16 mainly as the government’s domain, however, this is a narrow view that misses the important role of business in promoting access to justice and consolidation of peace through targeted support.
Strategic partnerships with private sector are also highlighted in stabilizing communities through job creation and income-generating activities especially for youth and women.
Friday’s event featured a dialogue by representatives of the UN, governments, academia and university. Alongside Ms Duran, this included María Emma Mejía Véleza, Colombia’s Ambassador to the UN; Ana Maria Menéndez, Senior Advisor of the UN Secretary-General on Policy; Rangita da Silva, Associate Dean of Penn Law; Sol Beatriz Arango, President of Servicios Nutresa, a leading Colombian company; Carla Mucavi, Director of the Food and Agriculture Organization (FAO) in New York.
The SDG Fund issued the report in collaboration with its Private Sector Advisory Group, Pennsylvania University Law School and with the legal specialized support from the law firm McDermott Will & Emery.
The SDG Fund is an international multi-donor and multi-agency development mechanism created in 2014 by the UN Development Programme (UNDP), on behalf of the UN system, to support sustainable development activities through integrated and multidimensional joint programmes.

ISLAMABAD, Nov 4 (APP): Pakistan’s Ambassador to the United States Aizaz Ahmad Chaudhry emphasized significance of frequent exchange of business and trade delegations towards strengthening Pak-US bilateral ties entrenched in people-to-people contacts.
In a meeting with a Pakistani business delegation led by Sindh Governor Muhammad Zubair, the ambassador highlighted the enormous investment and business opportunities afforded by an emerging Pakistan – being a market of over 210 million people – to US and other international investors, a message received here from Washington Saturday said.
The ambassador said the seven-decade long history of Pak-US bilateral ties had laid a strong foundation of economic and commercial ties but the vast untapped potential needed to be realized through sustained interaction between businessmen and investors from both sides.
The Sindh governor underscored the significance of the delegation composed of firms and institutions from both public and private sectors that essentially represented over 20 percent of market capitalization in Pakistan. He particularly emphasized the need for serious and structured engagement at important avenues – like the forthcoming edition of US-Pakistan Business Opportunities Conference scheduled to be held in Karachi during the first quarter of 2018 – towards achieving the desired results.
The delegation comprising leaders and senior executives from major business houses, banking institutions and state enterprises from Pakistan has been visiting different cities in the United States over the past week. The delegation held over 150 meetings with their US counterparts in New York, Boston and Chicago. During the day-long trip to Washington DC, the delegation held a series of meetings at the State Department with relevant organizations and departments including US-Pakistan Business Council, US EXIM Bank, OPIC, USTDA and the US Department of Commerce. The meetings provided the opportunity to exchange information and ideas on strengthening bilateral economic ties between the two countries.
Ambassador Chaudhry and the Sindh governor recognized the significant role that Pakistani American community could play towards forging and strengthening trade and commercial links between the two countries and agreed to make concerted effort to that end.
