Super Tax: SC adjourns hearing for Thursday

ISLAMABAD, Oct 22 (APP):The Supreme Court’s (SC) constitutional bench on Wednesday adjourned the hearing of petitions related to the super tax until Thursday.
A five-member constitutional bench headed by Justice Amin-ud-Din Khan heard various petitions filed by companies challenging the super tax. During the proceedings, counsel for a stock market company, Mirza Mehmood Ahmad, presented his arguments and contended that the Federal Board of Revenue (FBR) does not collect taxes directly from his client but through the National Clearing Company.
The counsel argued that such companies should not be considered “active” for super tax and should instead be placed in a separate category. Citing judgments from Indian courts, he noted that India follows the principle of uniform taxation.
Justice Amin-ud-Din Khan observed that people in India have been investing in the stock market for years and remarked that Pakistani citizens should also invest in the stock market instead of keeping their money in banks, as such investment benefits the national economy.
Counsel Mirza Mehmood Ahmad further said that his clients already pay general taxes but face losses when they borrow from banks to invest, as they have to pay taxes even after incurring losses.
Subsequently, the court adjourned the hearing until Thursday to allow the counsel to continue his arguments.

Buffalo falls into sewage well, rescued

BAHAWALPUR, Oct 22 (APP):Punjab Emergency Service (PES), known as Rescue-1122 rescued a buffalo which had fallen into 15-feet-deep sewage well near Mehria
road in Musafirkhana area of the district.
PES sources said on Wednesday that their control room received
a call about the incident, and sent the rescuers with machinery to the
scene.
After hectic efforts, the rescuers rescued the animal and handed
over to its owner.

Six suspects held, narcotics recovered

BAHAWALPUR, Oct 22 (APP):The police have arrested six suspects from different localities of the district and recovered narcotics and weapons from them.
Official police sources said here that acting on tip-off, the police teams of the police stations including PS Cantt, Baghdad, PS Yazman, PS Dera Nawab, PS Sadar and PS Hasilpur conducted raids in their jurisdiction and took six suspects into custody.
The police also recovered six kilograms of hashish and two pistols from the possession of the accused, respectively. The police have registered separate cases against the suspects and launched investigation into them. Further probe was in process.

KP Health Dept rolls out landmark policy for transgenders, intersex welfare

PESHAWAR, Oct 22 (APP):In a significant step towards inclusive healthcare, the Health Department of Khyber Pakhtunkhwa has formally launched the Protection and Welfare Policy on Transgender and Intersex Persons 2025, mandating structural and behavioral reforms across public health facilities.
According to an official circular issued by the Health Sector Reform Unit (HSRU) here Wednesday, the policy has been approved and circulated to all relevant stakeholders for immediate implementation.
The directive emphasizes the policy’s role in safeguarding the rights and dignity of transgender and intersex individuals within the provincial health system.
In a follow-up notification, the Directorate General Health Services instructed all District Health Officers, Regional Directors, and Medical Superintendents of DHQ Hospitals to ensure compliance with the policy.
The Key measures of the policy includes establishment of separate registration counters, wards, and washrooms for transgender and intersex patients.
It also direct the assurance of non-discriminatory service charges and respectful treatment and submission of compliance reports to monitor implementation progress.
Provincial Secretary Health, Shahidullah Khan termed the initiative as a progressive shift in KP’s health governance, aligning with broader human rights commitments and aiming to eliminate systemic discrimination in public service delivery.
Meanwhile, Qamar Naseem, Program Manager of Blue Veins, who drafted the Khyber Pakhtunkhwa Protection and Welfare Policy for Transgender and Intersex Persons 2025 and has been providing technical support to the Government of Khyber Pakhtunkhwa, appreciated the Health Department’s recent directive to implement inclusive healthcare measures.
He said that the step demonstrates the government’s commitment to ensuring dignity, equality, and respect for transgender and intersex citizens in public health facilities.
Qamar added that such measures represent a significant milestone toward inclusive governance and expressed hope that the policy will soon be finalized and presented before the provincial cabinet for approval, enabling other government departments to take similar and affirmative actions.

Over 625,000 Afghans repatriated from KP

PESHAWAR, Oct 22 (APP):The repatriation of Afghan nationals from Khyber Pakhtunkhwa (KP) is continuing, with official data showing 625,842 citizens have returned to Afghanistan so far.
According to the provincial Home Department, the vast majority, 616,000 people, returned through the Torkham border.
Of these, more than 594,000 left voluntarily.
The data shows 31,474 Afghans were deported after legal procedures, including 9,830 Afghan Citizen Card holders.
The repatriation process began in September 2023. Authorities say it is being carried out in an organized and lawful manner, with federal agencies, law enforcement, and district administrations working together to safeguard human rights.

DC SW Upper engages citizens directly for swift problem resolution

DERA ISMAIL KHAN, Oct 22 (APP):Deputy Commissioner South Waziristan Upper Asmatullah Wazir has introduced a direct communication campaign with local residents under the Khyber Pakhtunkhwa government’s District Service Delivery Program, aiming to ensure quick and effective resolution of public grievances.
Through this initiative, the deputy commissioner personally contacts citizens to listen to their concerns and immediately directs the relevant departments to take necessary action.
According to the district administration, the program is designed to make grievance handling more accessible, efficient, and transparent, allowing people to reach government officials without bureaucratic hurdles.
The DC Office has urged upon citizens to cooperate and clearly express their concerns when contacted, emphasizing that public participation is key to improving service delivery.
The administration said the initiative reflects a strong commitment to responsive governance and marks an important step toward enhancing public trust in government institutions in South Waziristan Upper.

Pakistan unanimously elected as WAIPA Regional Director for South Asia (2025–27)

ISLAMABAD, Oct 22 (APP): Pakistan has been unanimously elected as the new Regional Director of the World Association of Investment Promotion Agencies (WAIPA) for South Asia for the term 2025–27 during the WAIPA General Assembly and Steering Committee elections held as part of the 29th WAIPA World Investment Conference 2025 in Sharjah, United Arab Emirates.
Kuwait, the Dominican Republic, and South Korea were elected as the President and Vice Presidents of WAIPA, respectively. WAIPA Executive Director and CEO Ismail Ersahin congratulated the newly elected leadership, said a news release here on Wednesday.
Minister for Investment and Chairman Board of Investment (BOI) Qaiser Ahmed Shaikh, represented Pakistan at the WAIPA General Assembly. In his address, he reaffirmed Pakistan’s commitment to fostering collaboration, innovation, and knowledge sharing among Investment Promotion Agencies (IPAs) across the globe.
He termed Pakistan’s election as a great and timely development ahead of the World Investment Conference 2025, which brings together leaders from over 140 countries to shape the future of investment promotion amid digital and economic transformation.
The Minister said that this prestigious directorship will enable Pakistan to strengthen its investment promotion initiatives and enhance regional cooperation to boost Foreign Direct Investment (FDI) in South Asia.
Highlighting the benefits of WAIPA membership, he noted that Pakistan would have the opportunity to network with global IPAs, exchange expertise, and access international best practices and research resources to enhance investment facilitation efforts.
Qaiser Shaikh emphasized that Pakistan’s election stands as a testament to the country’s strong commitment to advancing foreign investment and economic growth.
He reiterated the government’s resolve to work closely with WAIPA and its member states to promote sustainable investment.

German language course to begin from November 4 at Karachi University

KARACHI, Oct 22 (APP):A four-month hybrid course entitled “Basic German Language Course – 2025” will commence on November 4, 2025, at the International Center for Chemical and Biological Sciences (ICCBS), University of Karachi (UoK).
A spokesman for the ICCBS said that the duration of the course will be four months, running from November 4, 2025, to February 12, 2026, with classes held every Tuesday and Thursday from 2:00 PM to 4:00 PM.
The spokesman informed that the total cost of the course is only Rs. 5,000, and applicants must possess at least an intermediate qualification or equivalent. The last date to apply is October 28, 2025, he added.
He further stated that the ICCBS, University of Karachi, is organizing the course in collaboration with the Sindh Innovation, Research, and Education Network (SIREN), Government of Sindh. A German language expert from the Goethe-Institut, Pakistan, will conduct the course, which can be attended either online or in person.
The course will be coordinated through the Latif Ebrahim Jamal National Science Information Center (ICCBS).
This program has been designed to help undergraduate, graduate, and postgraduate students develop a foundational understanding of the German language.

DC Abbottabad reviews district performance and education sector reforms

ABBOTTABAD, Oct 22 (APP):Deputy Commissioner Abbottabad Sarmad Saleem Akram chaired two key meetings under the Good Governance Roadmap and Public Agenda at the DC Office to review district performance and progress in the education sector.
During the District Performance Review Committee meeting, the DC emphasized coordinated efforts among departments for efficient service delivery, improved sanitation, and timely resolution of public grievances.
He directed strict enforcement of the Consumer Protection Act, enhanced inspection mechanisms, and better coordination with the provincial government.
In the Education Monitoring Authority meeting, the DC reviewed school performance, teacher deployment, and enrollment improvement measures.
 He directed preparation of a comprehensive report on low-enrollment schools and ensured that teacher rationalization would be done on merit and requirement.
Deputy Commissioner Sarmad Saleem Akram reaffirmed that good governance, transparency, and educational improvement remain top priorities of the district administration.

Sargodha University launches free Python programme course

SARGODHA, Oct 22 (APP):The Career Development Centre (CDC), University of Sargodha (UoS), has launched a free online Python programming course in collaboration with iCodeGuru to enhance participants’ digital and technical skills through practical, hands-on learning.
According to a spokesperson for the university here on Wednesday, the initiative has received an overwhelming response, with over 2,000 students registered and many faculty members also enrolled to strengthen their programming expertise. Python is one of the most in-demand programming languages globally, known for its simplicity, versatility, and wide applications in data science, artificial intelligence, machine learning, web development, and automation.
Professional mentors from iCodeGuru will supervise the course, the sessions focus on practical exercises, coding projects, and real-world applications to build genuine programming proficiency.
Speaking about the initiative, Director ORIC Prof Dr Ahmad Raza Bilal appreciated the collective efforts made to launch such a high-impact program.
He stated that the course aligns with ORIC’s vision of empowering students and faculty through technology-driven learning opportunities.
Career Development Officer Masooma Zahara stated that the CDC will continue its efforts to bring meaningful and skill-oriented learning opportunities for students, aiming to bridge the gap between academic learning and industry demands.
