NA body urges improved arrangements for religious delegations, Zaireen policy reforms

ISLAMABAD, September 19 (APP):The National Assembly Standing Committee on Religious Affairs and Interfaith Harmony on Friday called for stronger institutional arrangements and improved facilitation for official religious delegations and pilgrims, while recommending a series of reforms in the Zaireen policy.
The 7th meeting of the committee, chaired by MNA Shagufta Jumani at the Parliament House, began with a briefing from Additional Secretary Dr. Sajid Mahmood Chauhan on follow-up actions taken on previous recommendations.
Discussing preparations for the annual visit of the high-level official delegation to Roza-e-Rasool (Peace Be Upon Him), members voiced dissatisfaction over current arrangements. The committee stressed that the delegation must arrive on time on 12th Rabi-ul-Awal and recommended that its members be granted ‘state guest’ status to reflect Pakistan’s dignity.
The ministry was urged to coordinate with Saudi authorities to secure an official invitation for the visit. A sub-committee was also formed to review and update the existing standard operating procedures (SOPs) governing the delegation.
On the National Commission for Minorities Rights Bill, 2025, moved by MNA Naveed Amir Jeeva, Minister of State for Religious Affairs and Interfaith Kesoo Mal Khael Das informed that the bill had been passed by both Houses but returned unsigned by the president. He assured that it would be presented before a Joint Session of Parliament. Satisfied with the assurance, the committee disposed of the bill.
The body also held a detailed discussion on the Zaireen Policy, urging the ministry to ensure comprehensive facilities for religious tourists both within Pakistan and abroad. Chairperson Jumani emphasized retaining the traditional Salaar system to guide pilgrims and recommended awareness campaigns across electronic, print, and social media to educate Zaireen on travel, protocols, and safety.
The committee further directed the ministry to propose a subsidy package for Zaireen, including a USD 50 reduction in costs, similar to Hajj facilitation. It also pressed for consultations with PIA to initiate direct flights from Karachi to Najaf, benefiting thousands of pilgrims visiting Iraq annually.
Additional recommendations included establishing permanent facilitation desks at all major airports, restoring Pakistan Houses in Makkah and Madinah for dignified pilgrim accommodation, and engaging multiple companies through transparent processes for service provision, instead of awarding contracts to a single entity.
The meeting was attended by MNAs Pir Syed Fazal Ali Shah Jilani, Seema Mohi ud Din Jameeli, Asiya Naz Tanoli, Dr. Nelson Azeem, Samina Khalid Ghurki, Ahmed Saleem Siddiqui, Mussarat Rafique Mahesar, Muneeba Iqbal, and Neelam, along with Minister of State Kesoo Mal Khael Das, the secretary, and senior officials of the ministry.

Expected moon sighting for Rabi us Sani 1447 AH on Sep 22

ISLAMABAD, Sep 19 (APP): The Space and Upper Atmosphere Research Commission (SUPARCO) has announced that the new moon of Rabi us Sani, 1447 AH, is expected to be born on September 22 at 00:54 PST.
At the time of sunset on September 23, the age of the new moon will be approximately 41 hours and 54 minutes. The time duration between sunset and moonset is expected to be 46 minutes along the coastal areas of the country.
Based on astronomical parameters,  there are very good chances of sighting of the new moon on the evening of September 23, 2025 (subject to clear weather conditions).
Consequently, the 1st of Rabi us Sani may likely to fall on September 24.
The final announcement regarding the beginning of the Islamic month will be made by the Ruet-e-Hilal Committee Pakistan, which is the sole competent authority, based on credible witness testimonies from across the country.

Hot and dry weather likely to prevail in most parts of country on Saturday

ISLAMABAD, Sep 19 (APP): The Pakistan Meteorological Department (PMD) has forecast mainly hot and dry weather for most parts of the country on Saturday, with only slight variation expected in coastal Sindh.
In Islamabad and surrounding areas, the weather is likely to remain hot and dry. Similar conditions are forecast for the plain districts of Punjab and Khyber Pakhtunkhwa, while Sindh is expected to remain mostly hot and dry, with partly cloudy skies likely in coastal areas. Balochistan will also experience hot and dry weather in most districts. In the northern regions, including Kashmir and Gilgit-Baltistan, hot and dry weather is likely to prevail.
During the last 24 hours, hot and dry weather prevailed in most parts of the country. However, rain-wind/thunderstorm, with isolated heavy falls, occurred in Upper Punjab and Upper Khyber Pakhtunkhwa.
Rainfall recorded in Punjab included Sargodha (City 70 mm, A/P 03 mm), Murree 09 mm, Mangla and Gujrat 08 mm each, Joharabad and Karor (Layyah) 07 mm each, while Mandi Bahauddin, Faisalabad and Noor Pur Thal received 05 mm each. In Khyber Pakhtunkhwa, Pattan received 15 mm, Dir 04 mm, Kalam 03 mm and D.I. Khan City 02 mm.
The highest maximum temperatures recorded were 41 C in Nokkundi, 40 C in Dalbandin, and 39 C in Noorpur Thal and Sibbi.

KP CM directs DCs to submit data of development schemes

PESHAWAR, Sep 19 (APP):Chief Minister Khyber Pakhtunkhwa, Ali Amin Khan Gandapur, chaired a video-link meeting with all Deputy Commissioners of the province on Friday to review matters related to development projects under the District Development Plan (DDP).
The meeting was also attended by Chief Secretary Shahab Ali Shah, Additional Chief Secretary for Planning and Development Ikramullah, and other senior officials.
The Chief Minister directed all Deputy Commissioners to submit data, including coordinates of projects under the DDP within one week.
He further instructed that meetings of the District Development Committees be convened immediately to approve new development schemes.
Once approved, tenders for these schemes should be issued without delay, and unnecessary hurdles in implementation must be avoided.
Gandapur emphasized that complete transparency and strict adherence to quality standards must be ensured in all development works.
“There will be no compromise on merit or quality. Deputy Commissioners should not entertain any political pressure or recommendations in this regard,” he said. He also stressed that Deputy Commissioners must focus on improving service delivery and closely monitoring the progress of development projects. “Deputy Commissioners have been given full authority over development schemes, and with that authority comes responsibility,” the Chief Minister noted.
The Chief Minister reaffirmed that the provincial government has a clear policy on development projects, which must be implemented in letter and spirit. He added that public interest should remain the top priority in all such initiatives.

UNSC decides not to lift Iran sanctions, but still time to agree on delaying

UNITED NATIONS, Sep 19 (APP): The UN Security Council Friday voted not to permanently lift economic sanctions on Iran over its nuclear programme, an economic blow that Tehran claims is “politically motivated”.

But Iran and key European powers still have eight days to try and agree to a delay.

The 15-member Council was required to vote on the draft resolution on Friday after Britain, France and Germany — known as E-3 — launched a 30-day process on August 28 to reimpose U.N. sanctions, accusing Iran of failing to abide by a 2015 deal with world powers that aimed to prevent it from developing a nuclear weapon.

Tehran has consistently denied having any such intention.

The resolution fell as only four countries — Pakistan, Russia, China and Algeria — voted to stop the sanctions from being reintroduced, while nine UNSC members voted against sanctions relief. Two countries abstained.

Iranian officials have accused the European trio of abusing the dispute mechanism contained in the 2015 Treaty on the Non-Proliferation of Nuclear Weapons (NPT), which allows for the application of sanctions under a “snapback mechanism”.

“What Europeans are doing is politically biased and politically motivated … They are wrong on different levels by trying to misuse the mechanism embedded in the Joint Comprehensive Plan of Action (JCPOA),” Deputy Foreign Minister Saeed Khatibzadeh said.

The Europeans offered to delay the snapback for up to six months if Iran restored access for UN nuclear inspectors and engaged in talks with the US.

Iran’s Foreign Minister Abbas Araghchi said that Tehran had presented a “reasonable and actionable plan” and insisted Iran remains committed to the NPT.

But the E3 accuse Tehran of breaching their nuclear commitments, including by building up a uranium stockpile of more than 40 times the level permitted under the JCPOA. The UN’s nuclear watchdog board also ruled back in June that Iran was not respecting international nuclear safeguards.

President Zardari attends banquet hosted by Vice Governor of Xinjiang

KASHGAR, Sep 19 (APP):President Asif Ali Zardari attended a dinner hosted in his honour Friday evening by Vice Governor of Xinjiang and Communist Party Secretary of Kashgar Nie Zhuang.
In his remarks, President Zardari expressed gratitude for the warm hospitality and said he was deeply impressed by the remarkable progress he had witnessed across various Chinese cities.
“I feel energetic after meeting the Chinese people, as their warmth leaves a positive impact on me and gives me positive energy,” the President said.
He also complimented President Xi Jinping for his visionary leadership in transforming China into a major economic power.
Welcoming the President, Nie Zhuang highlighted the centuries-old ties between Kashgar and the people of Pakistan.
He said Kashgar greatly valued its friendship with Pakistan and looked forward to enhancing cooperation in trade, culture, and people-to-people exchanges.
Senator Saleem Mandviwalla, Pakistan’s Ambassador to China, and the Chinese Ambassador to Pakistan also attended the dinner.

IGP issues relief orders on various cops’ requests

LAHORE, Sep 19 (APP):Inspector General of Police (IGP) Punjab Dr Usman Anwar on Friday met with police employees and their families at the Central Police Office and listened to their concerns regarding promotions, seniority, welfare and administrative matters.
According to the Punjab Police spokesperson, the IGP issued on-the-spot directives for immediate relief in several cases. On the request of ASI Shafqat Ali for restoration of seniority, IGP Punjab directed the Additional IG Punjab to provide relief. On the request of sanitary worker Patras Masih regarding transfer and posting, IGP directed the CTO Lahore to provide relief. On the request of Traffic Assistant Muhammad Akbar for medical financial assistance, IGP directed the Additional IG Welfare & Finance to provide relief. Similarly, on the request of Senior Security Constable Babar Ali, IGP directed the DPO Kasur to provide relief.
Dr. Usman Anwar said that the best welfare of the police force and their families is the first priority and all possible measures are being taken in this regard.

Beijing Xiangshan Forum introduces ‘High-end Dialogues’ with global experts

BEIJING, Sep 19 (APP): The 12th Beijing Xiangshan Forum opened at the Beijing International Convention Center, featuring a new section called “High-end Dialogues.”

The dialogue brought together experts and scholars from China and abroad, highlighting the forum’s role as a high-level platform for international exchanges.

During an interview session, Mustafa Mahdi Al-Ramah, president of the Iraqi Defense University for Military Studies, praised China’s achievements in infrastructure and education.

He expressed hopes for stronger cooperation with China, saying: “If participating countries are willing to move toward the outcomes of such meetings, I believe they will be effective.”

Held under the theme “Upholding International Order and Promoting Peaceful Development,” the forum addresses pressing global security challenges and reflects its forward-looking orientation, CGTN reported on Friday.

Representatives from developed nations, emerging powers, small and medium-sized countries, as well as conflict-affected regions are in attendance. Compared with previous years, the number of former senior political and military dignitaries and prominent experts has risen significantly, making the forum more diverse, representative, and balanced, and fully reflecting its openness and inclusiveness.

Pan Qinghua, one of the participants, said the forum provides a meaningful opportunity for open dialogue. “Being able to share perspectives and seek common ground at the forum helps avoid conflict and promote balance,” he said.

Committees assessing crop damages

LAHORE, Sep 19 (APP): Punjab Agriculture Minister Syed Ashiq Hussain Kirmani said on Friday that recent floods had put negative impact on agricultural economy.
He presided over the meeting of the Agriculture Commission at Agriculture House here on Friday. The meeting reviewed the crop situation during and after the floods.
The minister said that in view of the flood situation, actionable recommendations of the members, would be implemented immediately. He said that Punjab CM was monitoring flood relief and rescue operations on daily basis. He said, “Foods have caused irreparable losses to human lives, livestock and crops.” He further said that Punjab CM had assigned special duties to provincial ministers for flood relief and rescue operations. All possible resources were being utilized to resolve the difficulties of flood victims. According to the directions of the Punjab chief minister, the victims were being provided with food, shelter and the best healthcare facilities.
Syed Ashiq Hussain Kirmani said that livestock belonging to flood victims were being shifted to safe places, vaccinated and provided medical treatment. Committees had been formed to assess and survey crop damages and the chief minister would soon announce a special package, he added.
Punjab Agriculture Secretary Iftikhar Ali Sahoo said that the Agriculture department was playing an active role in supplying green fodder and feed for the animals of the flood victims. The activities of the Agriculture department’s field formations in relief operations were being monitored daily.
Punjab Livestock & Dairy Development Secretary Ahmad Aziz Tarar said that the provision of animal feed (Vanda) and silage for the livestock of flood victims was being ensured.

NCHR member visits S&S Law Associates, highlights HR and minorities’ issues

During his address, Manzoor Masih briefed the participants on the Commission’s initiatives, with a particular focus on the protection of minority rights. He emphasized the importance of ensuring equal access to justice for marginalized groups and shared insights into the Commission’s ongoing efforts in this regard.
He also presented NCHR’s recent reports on human rights and held discussions with the firm’s leadership regarding possible avenues of collaboration, particularly in providing free legal aid to vulnerable communities.
The interaction aimed to encourage young legal professionals to contribute towards building a just and inclusive legal system while strengthening institutional partnerships for the promotion and protection of human rights in Pakistan.
