President, PM condole death of Bangladesh ex-PM Khaleda Zia

ISLAMABAD, Dec 30 (APP): President Asif Ali Zardari and Prime Minister Shehbaz Sharif on Tuesday expressed their grief over the death of former Bangladesh Prime Minister and Chairperson of Bangladesh Nationalist Party Khaleda Zia.

The president and prime minister, in separate posts on their X timelines, conveyed condolences to the family and the people of Bangladesh, lauding the leadership and services of late Khaleda Zia.

“Her leadership and services will be remembered with respect,” President Zardari wrote.

Prime Minister Shehbaz said that late Khaleda Zia’s lifelong service to Bangladesh and its growth and development left a lasting legacy.

Recalling her as a committed friend of Pakistan, he said that the Government and the people of Pakistan stood with the people of Bangladesh in this moment of sorrow.

The president and the prime minister also prayed to Allah Almighty for peace for the departed soul and strength for the people of Bangladesh to bear the loss.

Pakistan condemns targeting of Putin’s residence

ISLAMABAD, Dec 30 (APP): Pakistan on Tuesday condemned the reported targeting of the residence of President of the Russian Federation Vladimir Putin, calling it a grave threat to peace and security.

“Pakistan condemns the reported targeting of the residence of His Excellency Vladimir Putin, President of the Russian Federation. Such a heinous act constitutes a grave threat to peace, security, and stability, particularly at a time when efforts aimed at peace are underway,” Prime Minister Shehbaz Sharif wrote on his X timeline.

The prime minister expressed solidarity with the President of the Russian Federation, and with the government and people of Russia.

“We reiterate our firm rejection of all forms of violence and acts intended to undermine security and threaten peace,” he added.

Veteran Pakistani diplomat Rafeeuddin Ahmed laid to rest after distinguished UN career

NEW YORK, Dec 30 (APP):Eminent Pakistani diplomat Rafeeuddin Ahmed, who passed away on Saturday, was laid to rest on Monday in a graveyard in the adjoining state of New Jersey.
Ahmed, who served the United Nations for decades in top positions, breathed his last in a New York Hospital after a protracted illness. He was 93.
His Namaz-e-Janaza was attended by a large number of people, including his friends and UN colleagues as well as family members.
The Deputy Permanent Representative of Pakistan to the UN, Ambassador Usman Jadoon,  represented the Pakistani government at the funeral.  Ambassador Asim Iftikhar Ahmad, the permanent representative, is currently in Islamabad.
In a statement following Rafeeuddin Ahmed’s death, Ambassador Asim Ahmad paid tributes to him, saying he was a “leading figure in international diplomacy”.
Ahmed served the UN with distinction in prominent positions as an under-secretary-general, Chef de Cabinet to Secretary-General Kurt Waldhiem, Executive Secretary of the United Nations Economic and Social Commission for Asia (UNESCAP) and various key assignments as Special Envoy/Representative of the Secretary-General.
Asim Ahmad added, “He (Rafeeuddin) leaves behind a rich legacy in multilateral diplomacy that will continue to inspire young diplomats around the world. Great loss for Pakistan and the United Nations.”
He is survived by his two sons — Ziauddin and Kamaluddin.  His wife, Nighat Ahmed, passed away in 2023.

UN hails US $2 billion aid pledge for world body’s humanitarian programmes amid funding cuts

UNITED NATIONS, Dec 30 (APP): UN aid chief Tom Fletcher has welcomed United States’ “extraordinary” $2 billion commitment to the world body’s humanitarian action around the globe, as part of a deal aimed at streamlining the way international aid is distributed.

“The US has long been the world’s humanitarian superpower,” Fletcher, under-secretary-general for humanitarian affairs and emergency relief coordinator, said in a statement issued in Geneva on Monday.

“Hundreds of millions of people are alive today because of American generosity – and many millions more will survive in 2026 because of this landmark investment in humanity,” he added.

OCHA, run by Fletcher, a former British diplomat, announced last year a “humanitarian reset” to improve the efficiency of the department and the way it spends money, with US underscoring that UN agencies to “adapt, shrink or die” in a time of new financial realities.

The State Department said the new arrangement bolsters that effort.

In Geneva, the U.S. State Department and the U.N. Office for the Coordination of Humanitarian Affairs (OCHA) signed a memorandum of understanding, creating a new umbrella fund from which OCHA can funnel U.S. and other aid to individual U.N. agencies, rather than U.S. responding to scattered appeals for aid.

The U.S. “anchor commitment” of $2 billion represents a significant reduction compared with past U.S. aid to U.N. agencies and comes as the Trump administration has slashed funding to international aid initiatives, analysts pointed out.

The State Department said voluntary contributions to the U.N. have reached $8 billion to $10 billion in recent years, while U.N. data shows total contributions have run as high as $17 billion annually.

But the State Department stressed the $2 billion will be more effectively used to address “life-saving” causes, and it maintains America’s status as the largest humanitarian donor in the world.

“The United States remains the most generous nation in the world for lifesaving humanitarian assistance—but under (Trump’s) leadership taxpayer dollars will never fund waste, anti-Americanism, or inefficiency,” Secretary of State Marco Rubio said in a statement Monday.

Rubio said the new agreement “radically reforms the way the U.S. programmes, funds, and oversees UN-administered humanitarian work, ensuring that more lives will be saved for fewer U.S. taxpayer dollars.”

In his statement, Fletcher said, “Alongside generosity, reform is at the heart of the work ahead between the US, OCHA and the humanitarian system. US taxpayers deserve to know how their support is used, and we will show how every dollar delivers real lifesaving impact.

“By supporting country funds, the US is also placing a significant and encouraging vote of trust and confidence in the Humanitarian Reset, through which we are making humanitarian action faster, smarter and closer to the people on the front lines of emergencies,” he said.

“We’re cutting red tape, eliminating duplication and prioritizing hard as we set out to save 87 million lives in 2026.”

PDWP approves development schemes worth Rs. 2.5b

The meeting was attended by the P&DB Secretary Rafaqat Ali, Chief Economist Masood Anwar, the board members and representatives from relevant departments.

SMEDA, SECP to improve collaboration for SMEs development

LAHORE, Dec 29 (APP):Small and Medium Enterprises Development Authority (SMEDA) and Security Exchange Corporation Pakistan (SECP) have agreed to enhance mutual collaboration for strengthening SME sector of Pakistan.
This decision came up at a meeting held between SMEDA and SECP officials here at SMEDA head office on Monday. The meeting, chaired by SMEDA CEO Ms. Nadia Jahangir Seth and SECP Commissioner Muzzafar Ahmed Mirza, was concluded to develop a formal MoU, form a joint focal group, advance women-led entrepreneurship, align SME and startup definitions, formalize businesses and establish a joint SME facilitation desk.
Ms. Nadia Jahangir Seth was accompanied by her senior management team including Ms. Saleha Saeed, Raja Hassanien Javed, Arif Chaudhry and others. Whereas, the SECP delegation led by Muzzafar Ahmed Mirza was comprised a number of the senior officials including Registrar of Companies Shehzad Afzal Khan.
SMEDA Chief welcomed the visiting delegation and highlighted the need of SMEs’ formalization. She hoped that the collaboration of both the organizations would be helpful to spur the pace of SMEs registration in the formal sector. She said that a formal MoU between the two organizations may set a long-term roadmap for mutual cooperation.
On this occasion, SECP Commissioner Muzzafar Ahmed Mirza informed that over 35,000 new companies had been registered in the current year. This figure is 27 percent higher than the previous year’s record, he said, adding that the benefits coupled with the ease of registration of companies need to be projected for attracting SMEs towards registration. He was confident that SMEDA-SECP collaboration would be able to persuade the informal SMEs to get registered in the formal sector.

LCCI wants level playing field on tax-free imports via Sost Border

LAHORE, Dec 29 (APP):Lahore Chamber of Commerce and Industry (LCCI) President Faheemur Rehman Saigol here Monday called for a comprehensive, consultative and nationally harmonized approach to import tax exemptions, following the Federal Board of Revenue’s decision to allow tax-free import of over 2,400 Chinese goods through the Customs Dry Port Sost for exclusive consumption in Gilgit-Baltistan.
Commenting on the notification issued under S.R.O. 2488 (I)/2025, he acknowledged the government’s objective of facilitating economic activity and ensuring the uninterrupted supply of essential goods to Gilgit-Baltistan. He said that LCCI fully supports initiatives aimed at regional development, economic inclusion and improved livelihoods in underdeveloped areas. However, he stressed that such fiscal measures must be carefully structured to maintain a level playing field for businesses across Pakistan.
Saigol observed that Pakistan’s industrial and commercial sectors are currently operating under immense pressure due to high energy costs, increased cost of financing, elevated taxation and shrinking margins. In this context, selective tax exemptions on imports—particularly on a large number of tariff lines—could have spillover effects on domestic markets if not implemented with robust safeguards and prior stakeholder consultation.
The LCCI President emphasized that chambers of commerce, representing the country’s productive sectors, must be taken on board before finalizing such policy decisions. “Consultation is not only a democratic requirement but also a practical necessity to ensure policies achieve their intended objectives without harming domestic industry or distorting competition,” he said.
He noted that while the notification includes provisions such as quota limits, first-come-first-served authorization, domicile requirements and tracking through the Customs Computerized Clearance System, effective enforcement on ground remains critical. Any leakage of tax-free goods into markets outside Gilgit-Baltistan could severely impact local manufacturers and traders who are already burdened with full taxes and duties.
The LCCI President further stated that policy consistency and predictability are vital for business confidence. He urged that future decisions involving exemptions or special procedures should be aligned with a broader national trade, industry and import management policy. “If exemptions are deemed necessary for regional facilitation, parallel support measures must be introduced for domestic manufacturers, especially SMEs, to protect local production, employment and value addition,” he added.
He also highlighted that Pakistan’s long-term economic stability depends on strengthening domestic industry rather than increasing reliance on imports. “Our focus should be on reducing cost of doing business, rationalizing taxes and promoting local manufacturing, while ensuring that regional development initiatives do not inadvertently weaken the national industrial base,” he said.
Faheemur Rehman Saigol reiterated LCCI’s commitment to constructive engagement with the government and the Federal Board of Revenue. He expressed confidence that through structured dialogue and stakeholder participation, policies can be refined to serve both regional development goals and national economic interests. He concluded by urging the FBR to institutionalize regular consultations with chambers of commerce before issuing major tax or import-related notifications, stating that collaborative policy-making is the key to sustainable growth, investor confidence and economic resilience.

PRA impounds 11 outlets’ record

LAHORE, Dec 29 (APP):Punjab Revenue Authority (PRA) in its grand operation against tax defaulters across Lahore, Rawalpindi, Jhelum, Taxila and Bahawalpur, impounded records from 11 outlets.
During the operation, enforcement teams carried out inspections of 58 marquees and food points, according PRA spokesman here Monday.
He added that records from 11 outlets including a well-known fast-food chain, were impounded. Due to serious irregularities, the records of four prominent hotels were also taken into custody. In Johar Town, manipulation and tampering of sales records were detected at two branches of a fast-food chain and a renowned restaurant. Furthermore, he said, notices were issued to 40 food points and seven marquees for failing to install the Electronic Invoice Monitoring System (E-IMS).
The spokesperson emphasized that collecting tax from the public but failing to deposit it into the government treasury constitutes a criminal offense. Eliminating fake receipts and ensuring a transparent tax collection system remain the Authority’s top priorities. The public has been urged to verify e-invoices through the PRA Sahulat mobile application to support transparency and compliance.

President visits Bhutto family’s shrine
