Development fundamental way to tackle debt woes of developing countries

BEIJING, July 26 (APP): The proposals put forward by China at last week’s meeting of G20 finance ministers and central bank governors on resolving the debt troubles of developing countries are aimed at boosting those countries’ economic development capacity.

This is the fundamental way to help them break out of a vicious cycle of borrowing to return debts. It is also the correct approach for them to achieve independent and sustainable development and address the underlying causes of debt troubles.

The meetings focused on various issues, including global economy and global health, sustainable finance and infrastructure, international financial architecture, international taxation, and financial sector and financial inclusion. How to address the global debt challenge was a key topic at the meeting, China Economic Net (CEN) reported on Wednesday.

Global debt, especially in low- and middle-income developing countries, is rising and there is a need to reach a consensus on assisting low-income countries in managing their debt burdens, according to participants.

Shortly before the meeting, the United Nations released a report showing that global public debt reached a record $92 trillion in 2022. The report also revealed that the number of countries facing high debt levels had risen sharply from 22 in 2011 to 59 in 2022.

“There are certain elements of the international financial activity that are trying to increase their focus in terms of financing, but I think the bottom line is, as of 2023, July, the issue of debt restructuring is really not advancing at all on a scale that is called for and needed,” said Achim Steiner, administrator of the U.N. Development Programme.

Some analysts point out that the growing debt risks of developing countries are closely related to Western countries such as the United States. Western countries and their financial institutions, represented by the US, have been encouraging developing countries to issue a significant number of short-term, high-interest bonds for many years, in pursuit of high profits and returns.

Over the years, many debtor countries have faced enormous pressure to repay their debts and have even had to borrow more money to repay the existing debts. According to World Bank data, out of a total external debt of $696 billion across 49 African countries with available data, multilateral financial institutions and commercial creditors hold nearly three-quarters of the debt.

The significant negative spillover effect caused by US monetary policy is also the primary factor behind the surging debt of developing countries in the past two years.

After the outbreak of the COVID-19 pandemic in late 2019, the US implemented ultra-loose policies, creating conditions for low-interest dollars to flood into Africa and emerging market countries for lending purposes. Since then, it has continued to aggressively raise interest rates and facilitate the rapid return of funds.

The significant influx of US dollars has led to a range of crises in developing countries, including inadequate liquidity, disrupted capital chains, and currency depreciation. Hence, the pressure on countries with debt denominated in dollars has increased sharply.

Historically, similar crises have occurred in emerging markets, such as Argentina, which continues to be plagued by debt troubles. The debt woes of developing countries have been caused by the US and the West and have grown worse over time.

However, the claim of a “debt trap,” which is a discourse trap set by the Western media to criticize China, continues to be propagated as part of their attempts to smear China. In fact, it is not a fair comparison between China and the West when it comes to the total amount of foreign debt and the level of interest rates.

Usually the debt trap claim is made in relation to African countries. But according to the World Bank, Just 12% of African governments’ external debt is owed to Chinese lenders compared to 35% owed to Western private lenders. While the average interest rate on Western private sector loans is 5%, compared to 2.7% on loans from Chinese public and private lenders.

The biggest difference between China’s approach to addressing debt issues and that of the US and the West is that China believes that “It is more important to show people how to fish than just giving them fish”.

At this G20 meeting, China put forward proposals such as “innovating ways of financing infrastructure and expanding the sources and scale of funding”. At the same time, multilateral development banks should always adhere to their core purpose of reducing poverty and promoting development.

They should provide developing countries with greater flexibility to address short-term crises and achieve sustainable development. As emphasized by China’s finance ministry, “The G20 should objectively analyze the causes of debt problems in vulnerable countries, with development being the fundamental solution to these issues.”

ISLAMABAD, Jul 26 (APP): Pakistan’s Muhammad Inayatullah won the Late Bird tournament of World Scrabble Championship which came to an end at Las Vegas, USA.

According to details, Inayatullah won the Late Bird tournament which was a one day event. Inayat was in sizzling form and won all of his games in a very impressive manner.

He started the day beating the former world champion Joel Wapnick of Canada and remained the only unbeaten player in the tournament while Ade Tomiwa of Nigeria finished second.

The third position was grabbed by Sumbul Siddiqui of England who migrated from Pakistan a few years ago. Sumbul became the only female player to win a position at the championship this year.

The final of the premier category would be played between David Eldar of Australia and Harshan Lambadasurya of England. Pakistan’s Wasim Khatri finished 33rd in the championship.

Sherry Rehman felicitates PPP Co-Chair Asif Zardari on birthday

ISLAMABAD, Jul 26 (APP): Federal Minister for Climate Change Senator Sherry Rehman on Wednesday felicitated former President and Co-Chairman Pakistan Peoples Party (PPP) Asif Ali Zardari on his birthday.

In a statement issued here, the Minister extended her heartfelt congratulations and best wishes to Asif Ali Zardari calling him the man of freedom and king of politics on his birthday.

Ex-President Zardari, she said had done significant services for the country and the people. He had saved the country from disintegration by chanting the slogan of Pakistan Khape (Pakistan is Ours), she added.

By passing the 18th Constitutional Amendment, giving rights and authority back to the provinces, President Zardari transferred presidential powers to Parliament, Senator Sherry Rehman said.

“His tireless work for the welfare of the people is truly inspiring. Ex-President Zardari’s leadership and efforts have played an important role in shaping the political landscape. Praying for Ex-President Zardari’s long life, health and happiness,” Senator Sherry Rehman said.

China willing to strengthen strategic coordination with Pakistan: Zhao Leji

BEIJING, July 26 (APP): China is ready to work with Pakistan to implement the important consensus reached by the leaders of the two countries, deepen exchanges and cooperation in various fields and push forward the China-Pakistan all-weather strategic cooperative partnership for new and greater development.

These views were expressed by China’s top legislator Zhao Leji during his talks with the Speaker of National Assembly Raja Pervaiz Ashraf via video link, China’s state-run media reported on Wednesday.

Zhao, chairman of the National People’s Congress (NPC) Standing Committee, hailed Pakistan for giving firm support to China on issues concerning China’s core interests over a long period of time.

He said China is willing to strengthen strategic coordination with Pakistan and promote the building of an even closer China-Pakistan community of shared future in the new era.

It is hoped that the two sides will deepen all-round practical cooperation, push the China-Pakistan Economic Corridor (CPEC) to a new level, strengthen friendly people-to-people exchanges, continue to closely coordinate and cooperate on international and regional issues and make global governance more just and equitable, he added.

China hails Pakistan for taking the lead in supporting the Global Development Initiative and the Global Security Initiative, and joining the Group of Friends of the Global Development Initiative, Zhao said.

“We welcome Pakistan’s support for and participation in China’s proposals and initiatives, and jointly promote the effective implementation of relevant initiatives,” he added.

Zhao said the NPC is willing to work with Pakistan’s National Assembly to strengthen exchanges, carry out exchanges on governance experience, timely issue and approve legal documents conducive to bilateral cooperation, and provide legal guarantee for the construction of the China-Pakistan Economic Corridor and high-quality development of the Belt and Road Initiative.

Raja Pervaiz Ashraf said Pakistan firmly supports China’s core interests and stands ready to work with China to strengthen the construction of the China-Pakistan Economic Corridor and jointly build the Belt and Road.

The National Assembly of Pakistan is willing to strengthen exchanges and mutual learning with the NPC of China, and play a positive role as a legislature in promoting cooperation in various fields and promoting the development of bilateral relations, he added.

US ‘horrified’ over assault on women in Manipur, India: Spokesperson

WASHINGTON, Jul 26 (APP): The United States is “shocked and horrified” by the video of an outrageous attack on two women in the Indian state of Manipur, and called for a peaceful resolution of the violence there.

“We were shocked and horrified by the video of this extreme attack on two women in Manipur,” Vedant Patel, Deputy Spokesperson of the State Department, told his daily press briefing on Tuesday.

The video showing two women being paraded naked and molested by a group of men on May 4 in Kangpokpi district surfaced on July 19, attracting worldwide condemnation.

“We convey our profound sympathies to the survivors of this act of gender-based violence and support the Indian Government’s efforts to seek justice for them,” he added.

Patel was responding to a question about the Manipur incident from the correspondent of a private Pakistani television channel.

“And as we have previously stated, we encourage a peaceful and inclusive resolution to the violence in Manipur and encourage authorities to respond to the humanitarian needs and protect the lives and property of all groups,” Patel said.

Replying to a question about press freedom in Pakistan, the spokesperson said that the US discusses this issue with all stakeholders around the world, including Pakistani officials.

“A free press and informed citizenry are key for any nation and its democratic future. We’ve been very clear about that,” Patel added.

PM reviews ongoing rehabilitation, reconstruction of flood affected areas

ISLAMABAD, Jul 26 (APP):Prime Minister Muhammad Shehbaz Sharif has chaired the third meeting of the International Partners Support Group to review the ongoing rehabilitation & reconstruction of the flood-affected areas in the country.

The meeting of the Group, which was formed after the Resilient Pakistan Conference in Geneva, was held here on Tuesday to mark one year of the devastating floods that exacted a heavy toll on Pakistan.

In a tweet on Wednesday, the prime minister said that in his speech during the meeting, he reiterated the coalition government’s unwavering commitment to build back better under the 4RF Framework (Resilient recovery, Rehabilitation and Reconstruction).

“I appreciated all the international development donors, partners and friendly countries for their timely and generous assistance and assured them of transparent, effective and efficient utilization of foreign assistance duly audited by a third party of global repute,” he added.

He also thanked the UNDP that had carried out excellent coordination and collaboration between the government of Pakistan and the international community.

UNGA adopts Pakistan-backed Moroccan resolution condemning attacks against religious symbols, holy books

UNITED NATIONS, Jul 26 (APP): The UN General Assembly Tuesday adopted, by consensus, a Moroccan resolution, co-sponsored by Pakistan, calling for countering hate speech, and strongly deploring attacks against places of worship, religious symbols and holy books.

The resolution, entitled: ‘Promoting interreligious and intercultural dialogue and tolerance in countering hate speech’, won the approval in the 193-member Assembly amid growing acts of desecration of the holy Quran,.

Diplomats said that Pakistan led the efforts, along with Malaysia and Egypt, to work toward the resolution of the language aimed at upholding the sanctity of religious sites, symbols and holy books.

The paragraph reads: “Strongly deploring all acts of violence against persons on the basis of their religion or belief, as well as any such acts directed against their religious symbols, holy books, homes, businesses, properties, schools, cultural centres or places of worship, as well as all attacks on and in religious places, sites and shrines in violation of international law,”

Spain submitted an amendment asking for the last words of that paragraph “in violation of international law” be deleted.

Speaking on behalf of the European Union, the Spanish delegate emphasized that although such actions are deeply offensive and disrespectful, they do not constitute a violation of international law, and thus proposed the elimination of the reference to “in violation of international law”.

But the amendment to change the phrasing was defeated. It secured only 44 votes in favour, with 62 voting against. There were 24 abstentions

Under the terms of the resolution, the General Assembly urged member states to engage with all relevant stakeholders to promote interreligious and intercultural dialogue and respect and acceptance of differences, among other things, to reject the spread of hate speech which constitutes incitement to discrimination, hostility and violence.

It further called on Member States and social media companies to counter hate speech and address its increasing spread, enable research into measures to reduce it and promote users’ access to effective reporting channels.

The Assembly also voiced deep concern over the rise in instances of discrimination, intolerance and violence,
regardless of the actors, including cases motivated by Islamophobia, on a proposal put forward by Pakistan,
and backed by Egypt, Jordan and Saudi Arabia, according to the diplomats.

Pakistan’s delegate, Bilal Chaudhry, expressing his “profound satisfaction” over the adoption of the resolution, said the text resonated with the resolution on religious hatred, presented by Pakistan on behalf of the Organization of Islamic Cooperation, recently adopted at the Human Rights Council in Geneva.

That landmark resolution condemned “all advocacy and manifestations of religious hatred, including recent public and premeditated acts that have desecrated the Quran” and called for countries to adopt laws enabling them to bring to justice those responsible for such acts, he pointed out.

“Islamophobia is on the rise, with the repeated incidents of desecration of the Holy Quran. These acts are not just a provocation to the feelings of more than two billion Muslims in the world, but a step to sabotage interfaith harmony and peace”, the Pakistani delegate added.

“Such incidents are also a manifestation of racial hatred and xenophobia, and absence of preventive legal deterrence, inaction, and shying away from speaking out encourages further incitement to hatred and violence,” Chaudhry said.

Finally, he said that the text does not seek to curtail the right to free speech,” but tries to underline the “special duties and responsibilities” of the international community to safeguard interfaith peace and harmony.”
