Karachi received over 600mm rain since start of monsoon: Murtaza Wahab

KARACHI, Aug 24 (APP): Administrator Karachi Barrister Murtaza Wahab on Wednesday said that the mega city of Karachi so far had received more than 600 millimeters (mm) of rain, since the start of monsoon.

Due to the effects of climate change, there had been more rains than usual in different countries including Pakistan, and none of them was prepared for it, he added.

Murtaza Wahab was presiding over a meeting to review the current situation in Karachi in the wake of massive rains. Municipal Commissioner Syed Afzal Zaidi and other officers concerned also attended

He said the rehabilitation work had been divided into two phases. In the first part, the Annual Development Programme (ADP) schemes related to roads, water and sewerage would be completed on war footing, and in the second, potholes on the roads would be repaired.

The Sindh government would spend Rs 2.5 billion on the rehabilitation of roads, while KMC would spend more than Rs 500 million from its own sources to provide quick relief to the people, he added.

“Under the ADP, 157 new schemes will be completed in Karachi, while the development projects managed by CLICK are in addition to this.

“A mechanism has to be devised for the drainage of rainwater from the city on a permanent basis.

“For the past several years, the drainage of water had stopped due to encroachment on the rainwater drains,” he said.

Murtaza said that in the past rainwater got accumulated at Nagan Chowrangi, KDA Chowrangi, Natha Khan, Nursery, Gulistan-e-Zafar Society and Kharadar, but the situation had improved this year with the installation of new pipelines.

“Complete drainage is only possible with engineering solutions. There is a need to find a solution for water drainage from the low-lying areas of Karachi”, he stressed.

Murtaza stressed that every institution should work jointly for the progress and development of Karachi.

NA Committee on S&T meeting adjourned due to lack of quorum

ISLAMABAD, Aug 24 (APP):Chairman, National Assembly Standing Committee on Science and Technology, Sajid Mehdi here on Wednesday adjourned the sitting of the 21st committee due to lack of quorum. Only three members of the Standing Committee attended the meeting.

As per Rule No.217 of the Rules of Procedure and Conduct of Business in the National Assembly 2007, “The quorum to constitute a sitting of a Committee shall be one fourth of the total membership of the Committee.”

The Chairman and members were waiting for one hour and quorum did not complete.
Finally at 3 PM, complying the Rule 220 of the Rules of Procedure and Conduct of Business in the National Assembly, 2007, the Chairman adjourned the sitting of the Committee.

MNAs Ms. Zaib Jaffar, Naveed Aamir Jeeva, Nisar Ahmed Cheema besides Secretary Science and Technology, officials of the Ministry and its attached departments attended the meeting.

Member Korean Assembly meets Pakistani e-Gamer

ISLAMABAD, Aug 24 (APP): A senior member of the National Assembly of the Republic of Korea Mr. Lee Sangheon, who is visiting Pakistan as part of a parliamentary delegation, held a meeting here on Wednesday with a renowned Pakistan e-Gamer, Bilal Ilyas.

The meeting took place in the backdrop of the Evolution Championship Series “Evo 2022”, which is the largest and longest-running fighting game tournaments in the world, and was held in Las Vegas, Nevada.

On 8th August, 2022, in the final round of the Tekken (a street fight video game), an e-gamer from Pakistan Imran Khan came head to head for this championship trophy with Jae-Min Bae of Korea and despite the time difference between Las Vegas and Korea, hundreds of thousands of young Korean e-gamers tuned in to watch the spectacular match.

Noting the significance of this game and e-gaming in general in both of the countries, Mr. Lee Sangheon presented fifty sets of “make stick pro and knee lever-I” kits to Bilal, to be distributed amongst other aspiring e-gamers of Pakistan and to incentivize them towards honing their skills further with the right equipment and preparing themselves for international competitions.

Bilal highlighted that there is no proper e-gaming infrastructure and official e-sports association present in Pakistan which can harness the e-gaming potential of the country.

Mr. Lee Sangheon acknowledging this stated that he foresees great potential in further enhancing relationships between the countries through the medium of e-gaming cooperation, and offered to be the focal person for Korea and pledged to focus on the development and growth of e-gaming industry in Pakistan with the coordination of young e-gamers such as Mr. Bilal Ilyas.

Govt stands with flood-affected people, directs stakeholders to expedite relief activities : Ahsan Iqbal

ISLAMABAD, Aug 24 (APP): Federal Minister for Planning Development & Special Initiatives Professor Ahsan Iqbal Wednesday said that the incumbent government was committed to provide relief to the flood-affected people and directed the relevant stakeholders to expedite the assistance to the people particularly in Balochistan.

He issued the directions while chairing an emergency meeting to monitor the flood situation in the country particularly in Balochistan that was the most affected province.

The meeting was attended by the Chairman National Disaster Management Authority (NDMA), Chairman National Highway Authority (NHA), Members National Assembly from Balochistan and heads of provincial disaster management authorities.

During the meeting, the minister was given a detailed briefing about the recent flood situation of floods in the country particularly in Balochistan.

Ahsan Iqbal directed NHA to ensure the restoration of highways which were badly affected by floods so relief efforts could not be disturbed.

Similarly, he directed Sparco to carry out an aerial inspection to assess the flood situation in Sindh.

It is noted that the federal government had already declared an emergency situation in the flood-affected areas.

The provincial governments have also been directed to declare the areas as calamity-hit so that relief and rehabilitation efforts can be expedited.

The minister also directed the concerned stakeholders to ensure the disbursement of cash to the affected people through BISP, adding the country was facing an unprecedented the natural disaster and despite the limited resources the incumbent government was making all-out efforts to support the flood-affected people and for their rehabilitation.

He directed the concerned stakeholders to establish call centers to address the problems of the affected people.

Public representatives should be contacted to assess the damages and flood situation in the affeted areas, he added.

Later, the minister held a separate emergency meeting with the Members of National Assembly belong to Balochistan and inquired about the latest flood situation in the province.

The minister said that MNAs from Balcohistan could better highlight the situation which would help the concerned stakeholders to address the issues in the affected areas.

The government stood with the people of Balochistan in this difficult time as Prime Minister Shehbaz Sharif was continuously getting updates over the floods, he added.

Earlier, Professor Iqbal in letters to the Chief Ministers of Balochistan, Sindh, Khyber-Pakhtunkhwa, Punjab and Prime Minister AJK and GB asked them to devise a plan for the joint flood relief efforts.

Amir Muqam assures Kohistan Muttahida Jirga to address their issues

ISLAMABAD, Aug 24 (APP):Adviser to the Prime Minister for Political and Public Affairs, Engr. Amir Muqam on Wednesday assured Kohistan Muttahida Jirga to take up their grievances with the relevant authorities regarding WAPDA and other issues.

He was talking to the members of Kohistan Muttahida Jirga which called on him at his office. The Jirga members briefed the Adviser regarding their reservation on the implementation of agreement with WAPDA.

Engr. Amir Muqam said that he would also bring this issue to the notice of Prime Minister Shehbaz Sharif and take it up with the Ministry of Power as well. He said that in this regard, he would also convene a meeting of the jirga with Wapda and the Ministry of Power.
While welcoming the Jirga members, the Adviser said that he was here to serve his people.

The Kohistan Muttahida Jirga consisted of elders including Sallahuddin, Malak Samandar Khan, Malak Mukhtiar, Maulana Karimdad, Maulana Ahmed Ali, Advocate Dedar Khan, Muhammadullah Jan and others.

The Jirga members informed the Adviser that according to the agreement, the Wapda was supposed to supply electricity to households at the cheapest tariffs, enhance the capacity of Pattan grid station to 132KV from existing 25 KV and induct locals on lower grade positions, but to no avail.

India accused of war crimes in IIOJK

ISLAMABAD, Aug 24 (APP):The dossier titled ‘India Silencing Journalism and Human Rights in Kashmir’ launched on Wednesday is documentation of war crimes perpetrated by occupation authorities in the Indian Illegally Occupied Jammu and Kashmir (IIOJK).

Whatever was happening in the IIOJK was in fact the Indian version of 21st century Gestapo, experts said at the launch of dossier under the auspices of Legal Forum for Kashmir (LFK) and StokeWhite Investigations unit of the United Kingdom.

The investigative report draws attention to India’s counterinsurgency strategy in silencing journalists and human rights defenders, who are considered as the last line of ‘defence’ for basic human rights protections in the IIOJK.

India accused of war crimes in IIOJK

Investigations by SWI unit and LFK have uncovered the names of officers responsible for the disruption and detention of journalists and human rights defenders in the IIOJK, which will be subject to a broader legal submission. The Indian military and police, in sum, have been instructed by the government with the responsibility of commanding and directing the profiling of journalists and human rights defenders.

LFK and SWI-unit have documented cases of human rights lawyers and practitioners being subject to home/office raids, disruption of normal work flow, and arrest while on fieldwork or malicious confiscation of travel documents to prevent legitimate journalism or human rights work.

“We saw, only, in 2019, J&K experienced heightened disconnection of high-speed internet, including of mobile phone signal infrastructure for 18 months. In 2020, India restricted the internet some 109 times,” the dossier highlighted.

India accused of war crimes in IIOJK

According to the findings, Tahir Ashraf Bhatti is the head of the Counter Insurgent Unit, where he summoned many journalists and harassed them for purely reporting on events in held Kashmir.

The current head of the cyber cell is Syed Sleet Shah, who recently was recruiting “serious candidates” for a special cyber project via her personal twitter account.

The speakers at the launching press conference included LFK Executive Director Advocate Nasir Qadri, Senator Mushahid Hussain Syed, APHC Convenor Mehmood Ahmed Saghar, Ms Mushal Mullick, KIIR Director Altaf Hussain Wani, and IDDS Director Dr Waleed Rasool.

Besides the media fraternity, All Parties Hurriyat Conference (APHC) leadership including Shaikh Yaqoob, Imtiaz Ahmad Wani, Mushtaq Ahmad Bhat, Zahid Ashraf, Zahid Safi and Mukhtar Ahmad Baba were also present.

Nasir Qadri, in his remarks, said the report launched today was a testimony-based depicting how India was silencing the journalists and human rights defenders in the IIOJK.

“The report includes testimonies of renowned human rights defenders Khurram Parvez and Ahsan Untoo. The latter’s testimony has already been shared with the Metropolitan War Crimes Unit under Universal Jurisdiction in the UK,” he added.

Senator Mushahid commended the LFK and the SWI unit for documentation of Indian war crimes in the IIOJK. Indian pogrom in the IIOJK, he said, was on lines with the Israeli unlawful actions against Palestinians.

He said the Kashmiri human rights activist Khurram Parvez’s only crime was to speak truth against despotic powers. Despite being a peaceful activist, he was falsefully accused of abetting terrorism.

“Whatever is happening in Kashmir is the Indian version of Gestapo in 21st century which brutalizes and eliminates any voices that speak truth,” he remarked.

Quoting Arundhati Rai, Mushahid said an architecture of fascism was being erected in India and RSS (Rashtriya Swayamsevak Sangh) was the only state in India right now.

APHC Convenor Mehmood Ahmed Saghar condemned India’s highhandedness against journalists and human rights defenders in the IIOJK. He highlighted the plight of Kashmiri prisoners, who included resistance leaders, journalists, and human rights defenders.

He urged Pakistan to up the ante and take up the cases of Kashmiris being arbitrarily detained by India under black laws at international forums for their early release.

Ms Mushal Mullick, wife of incarcerated Kashmiri leader Yasin Malik, lauded the LFK and the StokeWhite for publishing a joint report on Indian excesses against journalists and human rights defenders.

Terming India “a devil of the time”, she urged that all the Indians human rights violations in the IIOJK must be documented and the perpetrators needed to be held accountable. She requested the Pakistani media to focus on research-based and evidence-based documentation of human rights violations in the held J&K.

She said the Kashmiri journalists and human rights defenders continued to be intimidated, and arbitrarily detained under black colonial laws. She also expressed willingness to present testimony against India under universal jurisdiction.

Kashmir Institute of International Relations (KIIR) Director Altaf Hussain Wani highlighted the importance of reports documenting India’s war crimes in held Kashmir. All Kashmiri resistance political leaders were human rights defenders as they strived for the rights of Kashmiri people, he added.

He said the UN Rapporteur’s tweet condemning the detention of Khurram Parvez was a slap on the face of India’s fscist regime.

IDDS Director Dr Waleed Rasool said the introduction of legal warfare or lawfare dimension was in itself a remarkable contribution in the resistance struggle.

He highlighted that the media was significant in communicating the higher echelons of power in the world about happenings in the IIOJK. He also stressed the need to document India’s atrocity crimes by gathering data from the ground in the IIOJK itself and shape it so as to apprise the international community of Indian excesses.

Elaborating the key points, Advocate Nasir Qadri said according to the CPJ (Committee to Protect Journalists), the Kashmiri media had reached a breaking point, where journalists had begun to doubt their career choice.

“Many journalists, who have faced the heat, have either switched to work as public relations executives or have become academics. Some have gone abroad to study. The fact is that even after they quit journalism, the authorities do not spare them.”

“They can just pick up a line or a paragraph from a story that appeared a decade ago and summon him or her,” he said while quoting a Srinagar-based reporter as saying.

He said it appeared that the Indian authorities were running a strategy to disrupt, detain and punish those engaging in reasonable journalism and human rights advocacy, particularly against those who had the capability to document rights violations and report newsworthy incidents to the global arena.

“In view of this, the Indian authorities must recognize the work of journalists and human rights defenders. There is need of urgent review of the use of UAPA /PSA to align its laws with India’s obligations under international law, particularly the international human rights law,” he added.

“Halting India’s disingenuous application of counter-terrorism is urgently required. It must be questioned, even if a state is running a censorship strategy, why there is a preference for using a counter terrorism framework to disrupt, detain and punish media and human rights professionals? Such a strategy is questionable at best and triggers many legal questions over the motives of such a security law,” he concluded.
