Ishaq Dar seeks roadmap for outsourcing of first airport

Federal Minister for Finance and Revenue Senator, Mohammad Ishaq Dar chairing a meeting of the Steering Committee to oversee the outsourcing of airports’ operations.

ISLAMABAD, Jul 12 (APP):Federal Minister for Finance and Revenue Senator Mohammad Ishaq Dar on Wednesday sought a roadmap with timelines to move forward for the outsourcing of the first airport to improve service delivery and match the best international aviation practices in Pakistan.

The minister was chairing a meeting of the steering committee to oversee the outsourcing of airports’ operations, according to a Finance Ministry press release.

Officials of the International Finance Corporation, the transaction advisor, briefed the meeting about the latest status and progress on the matter.

Besides the IFC team, the meeting was attended by Federal Minister for Aviation and Railways Khawaja Saad Rafique; Special Assistant to the Prime Minister (SAPM) on Finance Tariq Bajwa; SAPM on Government Effectiveness Dr Muhammad Jehanzeb Khan; and senior officers from Aviation and Finance divisions.

PM stresses balance in pricing of life-saving drugs & pharma sector growth

ISLAMABAD, July 12 (APP): Prime Minister Shehbaz Sharif on Wednesday stressed the formulation of a balanced strategy that could lower the pricing formula of life-saving drugs and also ensure the growth of the country’s pharmaceutical industry.

Addressing the Pharma Export Summit and Awards (PESA-2023), he said the government was committed to protecting the poor on one hand besides helping the pharmaceutical sector to thrive.

The event organized by Pakistan Pharmaceutical Manufacturers’ Association (PPMA) gathered corporate heads of national and multinational pharmaceutical companies and pharma experts.

The prime minister said the country’s pharmaceutical industry was playing an important role in meeting the demands of medicine. He paid tribute to the companies for propelling the export of medicines.

Because of the steep rise in the cost of raw materials, he said, the prices of medicine witnessed an upsurge. He, however, stressed that the situation must not lead to conflict with the production of life-saving drugs.

PM Sharif constituted a committee to resolve the issues and demands of the pharma industry within two weeks. He hoped that before the completion of the constitutional term of the incumbent government, the matters pertaining to the pharma industry would be resolved amicably.

The prime minister expressed confidence that the board meeting of the International Monetary Fund this evening would help open more Letters of Credit (LCs) relating to pharma products.

“This is just the beginning of a long journey, for which, the government, businessmen and all institutions need to work together,” he said.

He said the nation could make remarkable progress if all segments work with unity within their ambits.

Regarding Saudi Arabia’s $2 billion deposit with the State Bank of Pakistan, the prime minister gave the entire credit to army chief General Asim Munir, saying this happened “purely due to his untiring efforts”.

Shehbaz Sharif recalled that in 2016, while serving as Chief Minister of Punjab, he effectively carried out transparent procurement of medicines for the government hospitals, saving Rs 8 billion.

He mentioned that state-of-the-art laboratories were set up in the province in collaboration with a British company.

Chairman PPMA Syed Farooq Bukhari said the pharmaceutical industry of Pakistan witnessed a 25 percent growth compared to the previous year.

He highlighted the economic aspect of the pharmaceutical industry and managing the supply of life-saving drugs under Drug Regulatory Authority of Pakistan (DRAP). Also, he pointed out that DRAP needed to ensure quality assurance of medicines in the markets.

The 6th Pakistan Pharma Summit and PESA’23 was held with the aim to celebrate the achievements of the pharmaceutical industry and foster collaboration among stakeholders.

Founded in 1961, the PPMA is recognized by the government of Pakistan as the only representative Pharma body in the country having 400 members which comprises both national and multinational companies.

President asks bank to refund lost amount, apologize to fraud victim

ISLAMABAD, Jul 12 (APP):President Dr Arif Alvi has rejected a representation filed by Bank Alfalah Ltd (BAFL) against the decision of Banking Mohtasib directing it to send an apology to a customer for enabling online transaction/payment system on his credit card without his consent and neglecting his timely complaint about a disputed transaction.

He said that when Internet Banking Facility was provided by a bank to its customers, it was incumbent upon the bank to educate its customers about its pros and cons. He also directed BAFL to refund the lost amount of Rs 66,850 along with the profit to the customer.

The President gave these remarks while deciding upon a case wherein Muhammad Yar (the complainant) had filed a complaint before the Banking Mohtasib stating that he had a Bank Alfalah Credit Card and a scam of Rs.66,850/- occurred on his Credit Card when his card was used at Noon-e-Commerce solution.

He informed the bank that he had not done this transaction and requested to stop this online transaction/payment. The bank had initially reversed this transaction amount but surprisingly after six months, the bank had deducted this amount from his Credit Card.

Feeling aggrieved, he escalated his complaint before the Banking Mohtasib which directed BAFL to refund the lost amount. The Bank, then, filed a representation with the President against the decision of the Mohtasib.

The President held a personal hearing of the case and rejected the representation of the bank. In his decision, he noted that the complainant was not conversant with Internet/Digital Banking and became aware of the transaction on receipt of a call from the bank’s real-time Monitoring Unit wherein he told the Bank’s representative that he did not perform the disputed transaction.

He added that the bank was duty-bound to take care of its customer’s interest by instantly reporting the unauthorized/fake transaction, instead, it waited for the lodgement of a formal complaint. He observed that when BAFL was advised to submit the SMS or e-mail through which OTP was delivered to the customer, BAFL failed to submit the required information even after continuous follow-up. “Non-submission of information/document of vital evidence reflects that either the Bank does not have the record or the OTP was not sent”, he said.

The President further pointed out that BAFL was found non-compliant with various regulations/directions of the State Bank of Pakistan which made it incumbent upon the bank to fully inform the customer about the Electronic Funds Transfer facility in plain language, besides obtaining the customer’s consent before the start of such facility.

The President concluded that since BAFL failed to controvert the claim of the complainant and the findings of the Banking Mohtasib, failed to discharge the burden and statutory liability cast upon it under the law and could not establish that the internet banking facility was activated with the consent of the complainant, therefore, the representation of the Bank was devoid of merit and deserved to be rejected.

The President, hence, directed BAFL to send an apology to the customer and return him the lost amount along with the profit.

Huawei, Khazana Enterprise join hands to build first national Hyper-Scale financial cloud

ISLAMABAD, Jul 12 (APP):In a groundbreaking development for Pakistan’s ICT industry and overall economy, Huawei Technologies Ltd and Khazana Enterprise have joined forces to build the country’s first hyper-scaler financial cloud.

The announcement was made at a prestigious launch event attended by key leaders from the financial industry, government, and business sectors of Pakistan.

The establishment of the First National In-Country Cloud represents a significant leap forward, not only for Pakistan’s ICT industry but also for its economy as a whole.

Previously, Pakistan had been denied access to millions of dollars for cloud services, but this initiative will eliminate that barrier. It opens the door for entities to opt for a local cloud solution that benefits both local businesses and the national treasury.

During the event, Nadeem Hussain, the Executive Chairman of Planet N Group, congratulated Huawei Management and Khazana team for the successful cloud launch, emphasizing the importance of digital storage solutions like cloud technology in building a digital Pakistan.

Army, FC deployed in Kurram to control situation: Home Deptt

PESHAWAR, Jul 12 (APP):Additional troops of Pak Army and FC had been deployed on the request of Khyber Pakhtunkhwa government, in district Kurram to control the situation over land disputes among locals.

An official communiqué of the KP Home department issued here said the Army and FC would remain in the area till the situation gets normal, adding that the decision has been taken to normalize the situation and avoid further losses and casualties.

The government was trying to get the longstanding issue resolved amicably through Jirga and the support of the revenue department, it informed.

It warned of strict action against such individuals and requested the people to cooperate with the district government and law enforcement agencies to foil the nefarious designs of anti-state elements.

ISLAMABAD, Jul 12 (APP):Federal Minister for Power Engineer Khurram Dastgir Khan on Wednesday said the people of Pakistan would bring the May 9 violence culprits to justice and teach them a lesson in the General Elections through voting.

The minister during a news conference here said, Israel’s statement on human rights situation in Pakistan was to overshadow the May 9 culprits, who had been trying to bring the country to doom since they came into power after the elections 2018.

Khan said the Foreign office had strongly and aptly condemned Israel’s statement on human rights situation in Pakistan.

“Pakistan has never recognized Israel and it can be seen on Pakistan’s passport as through it a Pakistani can travel to all countries but not Israel. We have showed solidarity with our Palestinian brothers and sisters,” he said.

He was of the view that after the 2018 General Elections, voices were being echoed to recognize Israel and this came from the same political party (Pakistan Tehreek-e-Insaf PTI) which was involved in the horrific incidents.

“We can easily see who benefitted from May 9 incidents and who suffered loss. A sickening campaign was run against the Pakistan Army and Martyrs on social media. Same type of drive was run against the Martyrs when a Pakistan Army helicopter was crashed during flood response,” he said.

Dastgir said everyone clearly knew who was separating and destroying the country and was involved in de-seating Former Primer Muhammad Nawaz Sharif.

“They (PTI) were involved in the bargain deal on the Indian Illegally Occupied Jammu & Kashmir (IIOJK). When India took over Kashmir all what the then government did was a 1:30 minute silence on Friday,” he said.

He said as to safeguard foreign involvement in the country was necessary to identify and bar those involved in destabilizing the country.
“It was the PTI’s tenure in which Pakistanis were allowed to travel to Israel,” he added.

Dastgir said PTI was involved in attack on Radio Pakistan in Peshawar and also back in 2014 on the building of Pakistan Television.

“PTI asked people to burn electricity bills in 2014 and told overseas Pakistanis to send money through hundi and then civil disobedience. They gave statements for perpetrating disturbance in the ranks of Pakistan Army as well,” he said.

He said the people of Pakistan would elect a government who would take them out of challenges and help Pakistan flourish and prosper.
