PM launches ‘Benazir Social Protection Account’

ISLAMABAD, Jul 7 (APP):Prime Minister Shehbaz Sharif on Friday launched the “Benazir Social Protection Account” under the Benazir Income Support Programme (BISP) here along with Federal Minister for Poverty Alleviation and Social Safety (PA&SS) and BISP Chairperson Shazia Marri.

Addressing the ceremony, the prime minister directed the BISP authorities to place a condition for the Programme beneficiaries to get their children enrolled in schools to promote the education culture in the country.

It must be ensured that after a certain period the beneficiaries would get stipends only in case their children were attending schools, he reaffirmed.

The government, he said, should not go for promoting the ‘flocks of beggars’ in anyway, rather it must promote the ones who were ‘doers’ in the real sense, with both mental and physical capacity to build Pakistan.

The time would come soon when the country would be standing on its own feet and generating resources itself, he added.

The launch ceremony was attended by Federal Minister for Information and Broadcasting Marriyum Aurangzeb, Minister of State for Poverty Alleviation Faisal Kareem Kundi, members of diplomatic community and BISP beneficiaries.

Briefing about the salient features of the Account, Shazia Marri said under the new system, beneficiary women would have the option to select the bank of their choice, and they would receive the payments directly in their accounts which they could withdraw at their convenience.

Four banks namely National Bank of Pakistan, Bank Alfalah, JS Bank Limited and United Bank Limited had been initially selected through a competitive process for the new payment model, she added.

PM Shehbaz appreciated Minister Shazia Marri for her hard work to expand the Programme, particularly introduction of the Benazir Social Protection Account which would help the beneficiaries to receive the stipends without any hassle, besides ensuring transparency in the system.

He recalled that last summer when the government was facing an intense economic crisis, massive floods caused heavy destruction in most parts of the country.

Through the BISP, the Federal Government distributed Rs 70 billion among the affectess in all the provinces in the most transparent manner, he said, adding the amount was apart from the aid money sent by the friendly countries, and local and international donor agencies.

PM Shehbaz Sharif said former prime minister Mohtarma Benazir Bhutto Shaheed, who had a great vision of poverty alleviation, introduced the Programme which was successfully continuing.

With regards to standby loan arrangements with the International Monetary Fund (IMF), he thanked all the friendly countries who helped Pakistan get through with the IMF and sign a staff-level agreement.

He expresses the hope that the programme would successfully complete and Pakistan would be able to bring in reforms and restructure its economy in the nine months period.

Shazia Marri said the BISP had achieved a significant milestone today with the formal launch of Benazir Social Protection Accounts under the esteemed patronage of Prime Minister Shehbaz Sharif.

She also acknowledged the visionary role played by Shaheed Mohtarma Benazir Bhutto, who had dreamt the social protection programme, and former president Asif Ali Zardari, who established it in 2008.

She said the BISP, a non-political programme, was committed to providing financial support to deserving women on an equal basis. Over the past 15 years, it had achieved numerous milestones: transforming the lives of countless families across the nation.

Ms Marri said last year, the BISP’s budget was increased from Rs 235 billion to Rs 404.2 billion, with an overall increase of 72% taking the number of beneficiaries from 7.2 million to 9 million, which was a testament of current government’s commitment to protect the most vulnerable and marginalized segment of society.

Furthermore, the number of families eligible for the BISP had risen from 7.6 million to 9 million, she added.

The minister also highlighted the enhancements made in stipends and educational scholarships. In 2022, she said, the quarterly stipend under the Benazir Kafaalat Programme was Rs 7,000 per family, and after a 25% increase, it was now Rs 8,750.

Similarly, the number of children benefiting from the Benazir Taleemi Wazaif rose from 2.6 million in 2022 to 7.52 million in 2023, she added.

Ms Marri said the Benazir Undergraduate Scholarship Programme awarded 82,000 scholarships in 2022, which increased to 92,003 scholarships during the current year.

Additionally, 770,000 mothers and their children were currently benefiting from the Benazir Nashonuma Programme, while under the Fuel Subsidy Programme Rs.16.3 billion was distributed among 8.3 million households, she added.

The minister said an important step forward in inclusivity was witnessed as the BISP extended its support to the transgender community for the first time in the country’s history.

Moreover, the poverty cut-off score for differently-abled persons had been lowered from 32 to 37, enabling greater assistance for the vulnerable segment of society, she added.

A book titled “15 Years of Benazir Income Support Programme” encompassing 15-year journey of the Benazir Income Support Programme was also launched during the ceremony.

Resolution of journalists’ problems topmost priority of present government: Marriyum

ISLAMABAD, Jul 07 (APP):Minister for Information and Broadcasting Marriyum Aurangzeb said on Friday that the government fully believed in freedom of the press and addressing the problems of journalists was the topmost priority of the government.

This she said during a meeting with a delegation of journalists led by Abbottabad Press Club President Raja Haroon and Secretary General Raja Munir.

Federal Minister for Parliamentary Affairs Murtaza Javed Abbasi was also present during the meeting.

The Ministry of Information, she said would continue to play its key role to equip the press clubs across the country with modern requirements.

Abbottabad Press Club, she added, was one of the most important and responsible press clubs in the country.

The minister issued directives to immediately set up a computer lab and studio at the Abbottabad Press Club.

She assured that Abbottabad Press Club would also be provided with a grant already announced.

Murtaza Javed Abbasi thanked the Ministry of Information and Broadcasting for the announcement of the establishment of a computer lab, studio, and grant for the Abbottabad Press Club.

Abbottabad’s journalistic community was doing its professional work despite limited resources, Murtaza Javed Abbasi said.

The delegation apprised Marriyum Aurangzeb about the difficulties faced by the media persons in Abbottabad.

The delegation expressed their gratitude to Information Minister Maryam Aurangzeb and Federal Minister for Parliamentary Affairs Murtaza Javed Abbasi for their support.

WB approves $46 mln for KPK’s child healthcare services

ISLAMABAD, Jul 7 (APP):The World (WB) has approved $46 million to help increase access to child healthcare services and enhance citizen-centered service delivery in selected districts of khyber pakhtunkhwa province.

The WB’s Board of Executive Directors approved the financing under the Khyber Pakhtunkhwa Citizen Centered Service Delivery Project.

According to WB press statement, the project would support both supply and demand side interventions to improve health service delivery in the province, as well as the operations of citizen-centric administrative facilitation centers in the Newly Merged Districts.

“The Project will support the government in expanding the provision of Child Wellness Grants targeted at mothers, provided they attend health awareness sessions”, said Najy Benhassine, World Bank Country Director for Pakistan. “It will also help improve access to quality child health-related services,” Benhassine added.

Nearly 300,000 children under the age of two will benefit from Child Welfare Grants (CWGs), the statement said.

To mitigate the financial barriers associated with the use of these services, families of these children will receive Rs.12,500 (approximately US$45), spread over five visits, for attending the health awareness sessions and growth monitoring of their child.

The project will also support the Khyber Pakhtunkhwa government in the adoption of the one-window operation model of the Citizen Facilitation Centers (CFC) to promote essential service delivery to the local population.

The CFCs, in addition to the provision of Child Wellness Grants, offer vital services to the local communities such as registration services including recording of birth, death, marriage, divorce, family registration etc. 560,000 individuals will be utilizing the services provided at the CFCs.

“The project will facilitate the transition of the program to the province of Khyber Pakhtunkhwa, bridging the continuity of the activities under the 40 CFCs already established with the support of the Federal Government,” said Amjad Zafar Khan, Task Team Leader for the project.

Rescue-1122 put on high alert to cope with possible flood

RAWALPINDI, Jul 07 (APP): The emergency service, Rescue-1122, which is fully equipped to cope with the possible flood in Nullah Lai, has been put on high alert to cope with emergencies.

According to a Rescue-1122 spokesman, the rescuers deployed in low-lying areas, particularly in Katarian, Gawalmandi, Sowan and other low-lying areas would remain on high alert around the clock to provide timely emergency response, medical treatment and transportation facilities to possible flood victims.

The Rescue-1122 has also requested people not to stand on the banks in low-lying areas along Nullah Lai during the flood and follow instructions given by the departments concerned. However, the administration had also completed all the arrangements to cope with the flood situation, he added.

According to a district administration spokesman, Water and Sanitation Agency (WASA) on the directives of the Commissioner Rawalpindi Division, Liaquat Ali Chatha had completed the cleanliness work of Nullah Lai.

The small drains were also cleaned so that water in the Nullah Lai during Monsoon rains could flow smoothly.
WASA Rawalpindi spokesman informed that the Agency on the directives of the Punjab government had completed a special campaign to clean sewerage lines and used winch machines to fully clean the lines.

Special arrangements were made following the Meteorological Department’s warning of above normal rains during Monsoon, he said and informed that WASA had kicked off an emergency operation to clean sewerage lines with the help of modern winch machines which were introduced to fully clean the sewer lines.

The spokesman informed that Commissioner Rawalpindi Division Liaquat Ali Chatha and Deputy Commissioner Rawalpindi Hasan Waqar Cheema during a visit to different areas had also inspected the cleaning work of the sewage lines.

Section-144 had been imposed around Nulla Lai and strict action was being taken against those found dumping garbage and solid waste in Nullah Lai in violation of the orders of the district administration, he added.

He further said that WASA had finalized the Monsoon 2023 plan like every year which included cleaning of sewerage lines, annual cleaning of Nullah Lai as well as inspection of WASA machinery.

Pakistani brands attract visitors at Western China International Fair

BEIJING, Jul. 7 (APP): A wide array of made-in-Pakistan products such as carpets, shawls and high-end jade handicrafts attracted visitors at the 19th Western China International Fair held in Chengdu, China from Jun 29 to Jul 3.

Muhammad Kamil, a Pakistani exhibitor, is not new to the fair.

During the five-day fair, he was impressed by the incessant flow of visitors lingering at his booth.

Post-pandemic, the dynamism is all back. Visitors are showing a growing interest in products from Pakistan, especially the crafts made of jade and stone, he told China Economic Net (CEN).

This year, I have witnessed and participated in several fairs and expos held in China. They have enabled more Pakistani products to be available to Chinese consumers, he added.

The 36-square-kilometre Pakistan Pavilion is part of the Belt and Road International Cooperation Pavilion that was been set up to celebrate the 10th anniversary of BRI.

As the first national-level major exhibition held in western China this year, the fair attracts the participation of more than 3,500 enterprises from 56 countries and regions, as well as over 60,000 honoured guests and merchants online and offline.

A total of 700,000 people visited the fair either physically or virtually.

Justice Mussarat Hilali takes oath as SC judge

ISLAMABAD, Jul 07 (APP):Chief Justice of Pakistan (CJP) Umar Ata Bandial on Friday administered the oath of office to Justice Mussarat Hilali, former Chief Justice, Peshawar High Court, as Judge of the Supreme Court of Pakistan here in a simple but dignified ceremony.

Judges of the Supreme Court of Pakistan, Attorney General for Pakistan, Advocate General Islamabad, senior lawyers and law officers, officers of Law & Justice Commission of Pakistan and Federal Judicial Academy Islamabad, attended the ceremony.

The Registrar Supreme Court conducted the proceedings of the oath-taking ceremony. Officers and staff of the Supreme Court of Pakistan also attended the ceremony.

After Justice Hilali’s elevation, the number of top court judges had increased to 16 out of a total sanctioned strength of 17.

Measures being taken to avert flash floods during monsoon season

PESHAWAR, Jul 7 (APP): Pakistan has been faced with twin monster challenges of climate change and global warming that had kept on increasing temperatures and melting of glaciers besides erratic rainfalls with high chances of flash floods in Rivers Swat and Kabul during the monsoon season in Khyber Pakhtunkhwa.

The rise of global temperature, excessive discharge of greenhouse gas emissions and high combustion of fossil fuels including coal, oil and natural gases by developed countries had put Pakistan in extreme danger of climate change-induced disasters including flash floods, heat waves, droughts and fast melting of glaciers at Upper Khyber Pakhtunkhwa and Gilgit Baltistan.

Despite having less than one percent global greenhouse gas emissions, Pakistan is left with no option but forced to pay the heavy price of man-made climate change injustices in terms of over USD 40 billion in economic, agricultural, and financial losses due to the last year’s flood devastation.

The weather unpredictability and climate change injustices have made over 7,253 glaciers including 2,253 mighty and medium glaciers in Gilgit Baltistan and around 500 in Chitral under heightening dangers to melt fast with increased chances of flash floods in Rivers Indus, Kabul, Punjkora and Kunhar.

Niaz Ali Khan, former Chief Conservator of KP Forest Department told APP that glaciers in low alpine pastures areas in upper Khyber Pakhtunkhwa including Chitral were melting fast due to global warming and the down districts of Nowshera, Charsadda and Peshawar were at high risk of flash floods in Rivers Swat, Chitral and Kabul during the monsoon season, adding that most of these glaciers were located at Trichmir mountains range in Chitral.

With glaciers retreat, he said glacial lakes would form like that of Atabad Lake in Gilgit Baltistan and chances of Glacial Lake Outbursts Floods (GLOF) would also increase, especially in northern Pakistan.

“The geographical location of Pakistan, especially of Khyber Pakhtunkhwa had made it vulnerable to climate change vulnerabilities due to the high rate of deforestation and population growth,” he said, adding “We should not forget how the 2022 flash flood in River Swat had swept away expensive hotels at Kalam and Bahrain, caused USD 40 billion economic losses to the government kitty besides affecting over 33 million people, destroyed/damaged one million houses and killed over 1,100 individuals in addition to the precious loss of the flood water.

Citing the 2018 National Water Policy report, Niaz Ali said the per capita surface water availability has declined from 5260 cubic meters per annum in 1951 to around 1000 cubic meters in 2016 and this quantity was likely to further drop to about 860 cubic meters in 2025, marking our transition from water-stressed to water-scarce country.

Niaz said Pakistan’s average annual rainfall was ranged between 400 millimetres to 1000 millimetres while snowfall ranged from about 60 inches to 80 inches mostly recorded in Murree, Galayat and Upper Swat and its fast melting in summer enhances the chances of flash floods in Khyber Pakhtunkhwa and Punjab.

He said Pakistan needs to preserve glaciers and rains waters of monsoon for agriculture and human consumption by constructing large and small dams to avert flash floods and address the energy crisis in the country that had made the life of common people miserable these days.

Keeping in view the devastation of last year’s floods, the Khyber Pakhtunkhwa government has chalked out a monsoon contingency plan for 2023 to minimize the risk of floods and ensure a timely response by the relief, rehabilitation and settlement department and provincial disaster management authority (PDMA) KP.

Taimur Khan, Spokesperson of the Relief and Settlement Department told APP that district administration, provincial and federal line departments and humanitarian partners were engaged in developing this plan in light of the lessons learned from previous rains and floods incidents.

He said 10 districts, including Chitral Upper, Chitral Lower, Swat, DI Khan, Tank, Charsadda, Nowshera, Kohistan Upper, Shangla, and Dir Upper, are identified as very highly prone and six other districts, Malakand, Dir Lower, Tor Ghar, Kohistan Lower, Kolai Palas Kohistan, and Peshawar, are high risk for floods and rains related disasters.

“The monsoon plan 2023 focuses on a flood-risk management approach that encompasses prevention, mitigation, preparedness, emergency response, and recovery measures. Prevention measures focus on discouraging construction in current and future flood-prone areas, adapting future developments to flood risks, and promoting appropriate land use and agricultural practices.

Mitigation strategies include structural and non-structural measures aimed at reducing the likelihood and impact of floods in specific locations. Preparedness efforts aim to educate the population about flood risks and provide guidance on appropriate actions.

Taimur said emergency response plans are being developed to ensure a swift and effective response in the event of a flood. The plan incorporates recovery and lessons learned components to minimize social and economic impacts on affected communities and facilitate their return to normalcy.

Key outcomes expected from the monsoon plan include raising awareness and building capacity for effective response, anticipating and allocating necessary resources based on threat perception, developing integrated planning capacities, and addressing gaps through preparatory measures.

Janat Gul Afridi, Director General of PDMA, said the plan focuses on mitigating the potential impact of floods, implementing improved early warning systems, streamlining evacuation procedures, and enhancing communication channels.

The plan places significant emphasis on community engagement to ensure their active participation in disaster preparedness. By involving and empowering the community, the plan aims to enhance resilience and response capabilities, fostering a collaborative approach to tackle the challenges posed by monsoon-related disasters.

Abdul Basit, Secretary Relief Department said that focus was made on disaster risk reduction, management and continuous assessment of vulnerabilities and risks. He said the department was effectively implementing the Monsoon Plan 2023 by considering the recommendations and expertise of all stakeholders involved. “This endeavour reflects a shared vision of protecting lives, preserving infrastructure, and minimizing the impact of floods on communities residing in flood-prone areas.”

Abdul Basit said PDMA has already dispatched relief and necessary items to all district administrations and concerned line departments and assured that other essential items can be provided during times of need.

He said PDMA has installed a flood Early Warning System (EWS) in the upper catchment areas on seven critical points five rivers and two nallahs to monitor the water level and generate early warning intimation in to protect the human losses.

EWS analyses existing data with previous flash flood historical data and, upon reaching a dangerous level and generating alert signals, he concluded.

Nation to hold peaceful protests under title of Holy Quran Day after Friday Prayers: PM

ISLAMABAD, Jul 07 (APP):Prime Minister Shehbaz Sharif on Friday said that the whole nation would protest across the country under the title of ‘Holy Quran Day’ today.
After Friday prayers all Pakistani Muslims will record their peaceful protest, he said.
“Quran is in our hearts”, he said adding that the entire Muslim Ummah was worried over the Holy Quran’s desecration incident in  Sweden.
“In order to express our feelings and emotions about the desecration of the Holy Quran at the hands of an ill-fated person, we will all protest nationwide today under the title of Holy Quran Day,” he said in a tweet.
“Quran is not only a reciting book for us but it gives us the guidelines to live.”

Armed Forces, Services Chiefs pay tribute to Havildar Lalak Jan, Nishan-e-Haider

RAWALPINDI, Jul 07 (APP):The Armed Forces of Pakistan, the Chairman Joint Chiefs of Staff Committee (CJCsSC) and Services Chiefs on Friday paid rich tribute to Havildar Lalak Jan, Nishan-e-Haider, on his 24th Shahadat Anniversary.

According to the Inter Services Public Relations (ISPR), Havaldar Lalak Jan laid down his life while valiantly defending the motherland.

“His unwavering dedication to duty and courage in the face of adversity exemplifies the very best of our Armed Forces.

These brave heroes of Pakistan offered supreme sacrifice for the defence of the motherland. Nation will forever remain indebted to the valiant sons for their sacrifices,” they said.

The further said, “Let us remember these heroes who have laid down their lives in defence of our motherland and let their sacrifices be a guiding light for all of us and future generations to come.”
