US$3 billion stand-by arrangement with IMF to bring in economic stability: PM

ISLAMABAD, Jun 30 (APP): Prime Minister Shehbaz Sharif on Friday said that Staff-Level Agreement with the IMF on a nine-month US$3 billion Stand-By Arrangement would help strengthen Pakistan’s foreign exchange reserves and enable the country to achieve economic stability.

“Alhamdulillah, I am pleased to announce that Pakistan has reached a Staff-Level Agreement with the IMF on a nine-month US$3 billion Stand-By Arrangement,” the prime minister wrote on Twitter.

He said the arrangement would help strengthen Pakistan’s foreign exchange reserves, enable Pakistan to achieve economic stability, and put the country on the path of sustainable economic growth.

He appreciated the efforts and hard work of Finance Minister Ishaq Dar and the finance ministry’s team in achieving this outcome.

The prime minister also thanked Managing Director of IMF Kristalina Georgieva and her team for their cooperation and collaboration, especially during the course of last week.

Faithful continued sacrificing animals on second day of Eid

ISLAMABAD, Jun 30 (APP):On the second day of Eid-ul-Azha on Friday, the faithful continued sacrificing the animals in commemoration of the supreme sacrifice offered by Hazrat Ibrahim (AS) and Hazrat Ismael (AS).

According to a report aired on a private news channel, the meat of sacrificial animals is being distributed among destitute and needy people besides relatives.

The children are also enjoying festivities on the occasion of Eid-ul-Azha, the report added.

Furthermore, the Civic authorities have also chalked out the comprehensive arrangements to collect offals and remainings of animals as well as cleanliness of roads and streets.

FM Bilawal to pay a four-day visit to Japan from July 1

ISLAMABAD, Jun 30 (APP): Minister for Foreign Affairs Bilawal Bhutto Zardari is scheduled to pay a four-day visit to Japan from July 1-4, at the invitation of the Japanese government.

“The Foreign Minister’s visit signals the revival of leadership level contacts with Japan after a considerable hiatus,” the Foreign Office spokesperson said.

During the visit, the foreign minister will hold delegation-level talks with his Japanese counterpart Yoshimasa Hayashi.

He will also be calling on the Prime Minister of Japan Fumio Kishida and hold a meeting with the National Security Advisor of Japan Takeo Akiba.

The foreign minister will deliver a talk at the Asian Development Bank Institute (ADBI), which is a renowned think tank in Japan.

He is also expected to interact with senior officials and executives representing prominent business houses and entities related to the import of Pakistani manpower to Japan.

Pakistan and Japan enjoy a long-standing time-tested relationship characterized by warmth, cordiality and commonality of views on issues.

Farooq Abdullah urges India to think, rethink consequences of UCC

ISLAMABAD, Jun 30 (APP):National Conference President Farooq Abdullah has said that India should not push through with the Uniform Civil Code (UCC) and rethink the consequences of implementing it.

Farooq Abdullah talking to media men in Srinagar Friday said that India should rethink about Uniform Civil Code as people of different races and religions live in India and Muslims have their own Shariah law.

He said the Indian authorities should think and rethink the consequences of implementing the UCC. “They should keep all this under consideration and instead of pushing it through, they should think of the consequences,” he added.

His remarks come two days after Prime Minister Narendra Modi made a strong pitch for UCC and wondered how a country can function with dual laws that govern personal matters.

IIOJK: Kashmiris observing yet another Eid under brutal military occupation

ISLAMABAD, Jun 30 (APP):Amid restrictions, raids, and crackdowns in Indian Illegally Occupied Jammu and Kashmir (IIOJK), the Kashmiri Muslims are observing yet another Eid-ul-Azha under a brutal Indian military siege.

According to Kashmir Media Service, all Muslim festivals including Eids have lost meaning to the Kashmiris who are facing killings, arrests, and torture at the hands of Indian occupation forces on a daily basis.

Meanwhile, the Modi-led fascist Indian regime disallowed Eid-ul-Azha congregations at the historical Eidgah, Srinagar, Jamia Masjid, Srinagar, and Eidgah at Islamabad in South Kashmir on Thursday and Jumma prayer on Friday.

The authorities locked the main gate of the Jamia Masjid, Srinagar, while a huge deployment of Indian troops, paramilitary, and police personnel was made on roads and streets in Nowhatta and several areas of the city.

After mainstream media, India has also placed restrictions on social media to keep the outside world unaware of Modi-government’s brutal measures.

The APHC leadership in a statement denounced the authorities for disallowing the Kashmiri people to offer Eid prayers at Eidgahs and grand mosques.

The leadership urged the United Nations Secretary-General, Antonio Guterres, to help settle the lingering Kashmir dispute in accordance with the Security Council resolutions so that they can celebrate their religious festivals with all freedom and dignity.

IPU nurtures healthy traditions in representative democracies worldwide: Chairman Senate

Chinese president to attend SCO summit via video link

BEIJING, June 30 (APP):Chinese President Xi Jinping will attend via video conference the 23rd meeting of Heads of State of the Shanghai Cooperation Organization (SCO).

President Xi will deliver important remarks on July 4, Foreign Ministry spokesperson Hua Chunying announced here on Friday.

President Xi will attend the meeting at the invitation of Indian Prime Minister Narendra Modi.

The defence and foreign ministers of the SCO family attended in-person meetings in India this year.

Kazakhstan will take over the presidency of the SCO after the July summit.

UNGA to continue UNSC reform talks in next session; Pakistan warns against disrupting current process

UNITED NATIONS, Jun 30 (APP):The United Nations General Assembly Thursday decided that intergovernmental negotiations (IGN) on enlarging the UN Security Council will continue during its upcoming 78th session, noting that the negotiating process this year has made progress towards agreement on reforming the 15-member Council.

“After so many years, we have seen positive momentum in this session,” the 193-member Assembly’s President, Csaba Koroi, said, ahead of the unanimous adoption of a draft oral decision to rollover the IGN process to the upcoming session which begins in September this year.

“Measurable progress has been achieved,” Korosi said.

That progress, he added, also helped to enhance the transparency, inclusivity and institutional memory of this important process.

Pakistan’s UN Ambassador Munir Akram concurred with Assembly president’s assessment about the progress achieved.

“The IGN has held constructive discussions this year on all the five interlinked ‘clusters’ of issues on Security Council reform,” Ambassador Akram said, adding, “As evident … the areas of convergence have been broadened, and divergences have been further reduced…”

Full-scale negotiations to reform the Security Council began in the General Assembly in February 2009 on five key areas — the categories of membership, the question of veto, regional representation, size of an enlarged Security Council, and working methods of the council and its relationship with the General Assembly.

Despite a general agreement on enlarging the Council, as part of the UN reform process, member states remain divided over the details.

The so-called Group of Four — India, Brazil, Germany and Japan — who seek for themselves permanent seats on the Council have shown no flexibility in their push for expanding the Council by 10 seats, with six additional permanent and four non-permanent members.

On the other hand, the Italy/Pakistan-led Uniting for Consensus (UfC) group, which firmly opposes additional permanent members, has proposed a new category of members — not permanent members — with longer duration in terms and a possibility to get re-elected.

The Security Council is currently composed of five permanent members — Britain, China, France, Russia and the United States — and 10 non-permanent members elected to serve for two years.

In his remarks, Ambassador Akram said the UfC continues to believe, together with other Groups, needed to reach agreement on the “principles” of reform in all 5 Clusters in order to begin formulating a text on the Security Council reform which has a chance of securing the “widest possible acceptance of Member States”.

Pakistan, like other UfC members, he said, looks forward to continuing its constructive participation in the IGN process at the next session. “This is the only agreed and accepted modality to promote Security Council reform; It would be unwise to disrupt the IGN process by advancing new modalities and precipitate initiatives.”

“We have all certainly agreed to breathe ‘new life’ in the process for the reform of the Security Council,” the Pakistani envoy said, adding that the objective could be achieved through patient negotiations, reciprocal flexibility and mutual accommodation.

“But,” he added, “the need for Security Council reform should not become an alibi to explain the current global tensions and great power rivalries, or serve as the avenue to build new political and military blocs, or become a vehicle to satisfy the national egos of a few large States.”

Pakistan, IMF reach US$3 bln Stand-By Arrangement

ISLAMABAD, Jun 30 (APP): The International Monetary Fund (IMF) and Pakistan have reached to nine-month Stand-By Arrangement (SBA) of around US$3 billion, according to press statement issued by the fund.

“I am pleased to announce that the IMF team has reached a staff-level agreement with the Pakistani authorities on a nine-month Stand-by Arrangement (SBA) in the amount of SDR2,250 million (about $3 billion or 111 percent of Pakistan’s IMF quota)”, said Nathan Porter, who was leading IMF staff team in meetings with Pakistan.

The staff-level agreement is subject to approval by the IMF Executive Board, with its consideration expected by mid-July, the statement added.

Federal Minister for Finance and Revenue, Senator Mohammad Ishaq Dar also shared the agreement on his tweeter Friday.

The new SBA will support the authorities’ immediate efforts to stabilize the economy from recent external shocks, preserve macroeconomic stability and provide a framework for financing from multilateral and bilateral partners.

It would also create space for social and development spending through improved domestic revenue mobilization and careful spending execution to help address the needs of the Pakistani people.

According to the statement, steadfast policy implementation was key for Pakistan to overcome its current challenges, including through greater fiscal discipline, a market determined exchange rate to absorb external pressures, and further progress on reforms, particularly in the energy sector, to promote climate resilience, and to help improve the business climate.

It is pertinent to mention, IMF staff team led by Nathan Porter held in person and virtual meetings with the Pakistani Authorities to discuss a new financing engagement for Pakistan under an IMF Stand-by Arrangement (SBA).

Nathan said, the new SBA builds on the authorities’ efforts under Pakistan’s 2019 EFF-supported program which expires end-June.

“Since the completion of the combined seventh and eight reviews under the 2019 Extended Fund Facility (EFF) in August 2022, the economy has faced several external shocks such as the catastrophic floods in 2022 that impacted the lives of millions of Pakistanis and an international commodity price spike in the wake of Russia’s war in Ukraine,” Nathan said.

As a result of these shocks as well as some policy missteps—including shortages from constraints on the functioning of the FX market—economic growth has stalled, he added.

Inflation, including for essential items, is very high. Despite the authorities’ efforts to reduce imports and the trade deficit, reserves have declined to very low levels. Liquidity conditions in the power sector also remain acute, with further buildup of arrears (circular debt) and frequent loadshedding.

“Given these challenges, the new SBA would provide a policy anchor and a framework for financial support from multilateral and bilateral partners in the period ahead. The authorities have already taken a series of important actions ahead of the new program.
Of these, parliament had approved FY24 budget in line with the goals of supporting fiscal sustainability and mobilizing revenue, which will enable greater social and development spending.

The FY24 budget advances a primary surplus of around 0.4 percent of GDP by taking some steps to broaden the tax base and increase tax collection from under-taxed sectors, as well as improving progressivity, while ensuring space to strengthen support for the vulnerable through the BISP program. It will be important that the budget is executed as planned, and the authorities resist pressures for unbudgeted spending or tax exemptions in the period ahead.

The SBP has withdrawn the guidance on import prioritization and is committed to ensuring the full market determination of the exchange rate. Going forward, the SBP should remain proactive to reduce inflation, which particularly affects the most vulnerable, and maintain a foreign exchange framework free of restrictions on payments and transfers for current international transactions and multiple currency practices.

The fund urged for continued efforts to mobilize financial support from multilateral institutions and bilateral partners.

In addition to generous climate-related pledges from the January 2023 Conference on Climate Resilient Pakistan held in Geneva, the authorities’ efforts have focused on obtaining new financing and securing the rollover of debt falling due.

This will support near-term policy efforts and replenish gross reserves, with the aim of bringing them to more comfortable levels.

“The authorities’ program also includes ongoing efforts to strengthen the viability of the energy sector (including through a timely FY24 annual rebasing), improving SOE governance, and strengthening the public investment management framework, including for projects needed to build resilience to climate change,” he added.

The full and timely implementation of the program will be critical for its success in light of the difficult challenges.
“The IMF team would like to thank the authorities for the open and constructive dialogue and collaboration that have brought us to today’s successful conclusion,” he added.
