Pakistan, Azerbaijan can boost business, cultural ties through road linkages

ISLAMABAD, Jul 18 (APP): Minister for Communications Maulana Asad Mahmood on Tuesday said that Pak-Azerbaijan could further enhance bilateral relations in terms of trade & commerce and strengthen public, cultural ties through land links and highways.

He expressed these views during a meeting with a seven-member Azerbaijan delegation led by Minister for Digital Development and Transport Rashad Nabiyev to discuss road trade agreement and move towards a legal framework for trade.

The minister praised the delegation of Azerbaijan for coming to Pakistan and holding meetings with various ministries and officials to strengthen bilateral ties.

Rashad Nabiyev apprised the Minister for Communications that Azerbaijan has paved new roads for the promotion of trade and public transportation by laying its network of highways connecting up to Bandar Abbas, Iran.

In response, Asad Mehmood expressed Pakistan’s desire to expand land connection to Iran, Azerbaijan, Russia and Eastern Europe to boost the economy of regional countries and raise the living standards of the people. He said the Government of Pakistan stands ready for all kinds of assistance regarding road transport and trade.

During the meeting, a task force was formed to develop a legal framework for road trade agreements, and the Federal Secretary Communications & Chairman NHA Captain (Rtd.) Muhammad Khurram Agha will be the focal person on behalf of Pakistan.

The Minister of Communications appreciated the fact that Azerbaijan supports Pakistan’s position regarding Kashmir. Similarly, he added, Pakistan’s position in some other matters was a mirror of mutual harmony. A road trade agreement will help in furthering bilateral ties to new heights, he added.

He also told the delegation that the Government of Pakistan is expanding its land routes to nearby countries by laying a vast network of important national highways in Balochistan.

Azerbaijan Minister of Digital Development and Transport Rashad Nabiyev emphasized that coordination between the two countries in terms of roads and transport was a guarantee of economic development throughout the region. “Azerbaijan has heavily invested in road infrastructure, railways, and airports in some of its newly developed land areas, and the minister encouraged that Pakistan may benefit by using Azerbaijan as a transit route to the West”, he said.

The minister said that the process of laying land links and highways between Pakistan and Azerbaijan, through Iran, will promote trade, industry, tourism and culture between the two countries.

Dar urges to further deepen US-Pakistan economic, trade ties

ISLAMABAD, Jul 18 (APP): Federal Minister Finance and Revenue Minister Senator, Muhammad Ishaq Dar on Tuesday appreciated the support and cooperation of the US and reiterated the desire of the government to further deepen bilateral economic and trade ties with the US.

Mr Brent Neiman, Deputy Under Secretary of the US Department of Treasury along with Mr. Donald Blome Ambassador of the United States of America to Pakistan called on Federal Minister for Finance and Revenue Senator Mohammad Ishaq Dar at Finance Division, said a press release issued by Ministry of Finance here.

Finance Minister Senator Muhammad Ishaq Dar warmly greeted Mr Brent Neiman and highlighted the deep-rooted historic and durable bilateral relations with the United States on economic and trade fronts.
The Finance Minister thanked the US administration and the US Department of Treasury for their role in the conclusion of an agreement with the IMF.

The Finance Minister also apprised of the economic policies and programmes taken by the government in order to set the economy from stability to growth.
He further updated the US delegation on the talks held with the IMF and informed them of the GoP’s firm commitment to complete the SBA.

Mr Brent Neiman appreciated the steps taken by the government in implementing timely reforms in the fiscal as well as monetary policy.
He further stressed the continuity of these actions and policies in order to keep Pakistan on a positive economic trajectory.

Mr Brent Neiman also highlighted the importance of economic and trade relations between the US and Pakistan.
He added that Pakistan has been a significant partner of the US global ties. He also appreciated the export potential of Pakistan and expressed the desire of the US to further strengthen ties with Pakistan, especially in terms of trade and finance.

No decision so far on NA dissolution date: Marriyum

ISLAMABAD, Jul 18 (APP): Minister for Information and Broadcasting Marriyum Aurangzeb on Tuesday said so far no decision had been taken on the date for dissolution of the National Assembly.

“A decision has not been taken yet on the NA’s dissolution date. The date will be decided in consultation with the PDM (Pakistan Democratic Movement) and allied parties, and it will be officially announced,” the minister tweeted.

FM Bilawal for unlocking true potential of Pakistan’s relations with world

ISLAMABAD, Jul 18 (APP):Foreign Minister Bilawal Bhutto Zardari on Tuesday said that during the last 15 months of the incumbent government, Pakistan’s engagement with the countries had improved, though the true potential of relations could not be unlocked.

The foreign minister, addressing the dinner reception hosted by him for the diplomatic corps in the Federal Capital, said that during his tenure, he tried to restore the engagement with the countries.

He said that he was shocked to see the immense potential for Pakistan in the countries he had been visiting during the last 15 months.

Calling it an honour to serve as the foreign minister, he spoke high for Pakistan’s diplomats and officers for their efforts to contribute to the working of the Foreign Affairs Ministry.

He thanked the diplomats for their efforts in furthering Pakistan’s relations with their respective countries and appreciated the work of the officers of the Ministry.

He told the diplomats that he tried to run the ministry purely on professional terms isolating it from the domestic politics.

“We started this journey 15 months ago with the aim of returning a sense of professionalism over populism to the foreign ministry,” he remarked.

Coming to the international scenario, the foreign minister said the modern world challenges were not restrained by the borders and exemplified climate change-induced catastrophic floods in Pakistan.

He said the issue of the climate change could not be addressed in isolation rather it required concerted efforts.

Recalling Pakistan’s role at the COP27, the foreign minister said the outcome of the meeting had not been possible without the the support form other participating countries.

Foreign Minister Bilawal extended gratitude to the friendly countries for their support to Pakistan enabling it to reach the agreement with the International Monetary Fund.

He told the gathering that the country was heading towards elections and for any government, the only way to deliver was to focus on goals and aims by strengthening the institutions, including the federal and provincial parliaments.

“I am optimistic that after we conduct the elections in a timely manner, we will be able to return to a sense of political stability,” the foreign minister commented.

PM expresses gratitude to UAE President for his firm support to economic stability

ISLAMABAD, July 18 (APP): Prime Minister Muhammad Shehbaz Sharif on Tuesday conveyed his profound gratitude to United Arab Emirates President Sheikh Mohamed bin Zayed for his firm support to the economic and financial stability of Pakistan which certainly manifested his deep affection and care for the welfare of the people of Pakistan.

During a telephonic call with the UAE president, the prime minister also conveyed gratitude for the deposits of USD 1 billion in the State Bank of Pakistan, PM Office Media Wing said in a press release.

Recalling his successful visit to UAE in January, the prime minister reiterated the common resolve of leadership in both countries to translate the fraternal bonds into mutually rewarding economic ties.

Prime Minister Sharif also conveyed gratitude to the UAE president for kind invitation for COP28 and appreciated UAE’s role in combating climate change.

He also expressed satisfaction on the discussion about prospective solutions to climate change challenges held during COP28 President-designate visit to Pakistan on July 6 this year.

Both the leaders discussed further advancing economic, trade and investment ties and creation of greater opportunities for the Pakistani workforce in the UAE.

The two sides also exchanged views on a range of regional and international issues of mutual interest.

“Pakistan and UAE have a history of close relationship characterized by mutual trust and understanding, close cooperation, and an abiding tradition of supporting each other. The UAE is home to 1.7 million Pakistanis, contributing to the progress, prosperity and economic development of the two brotherly countries,” it was further added.

Federal Govt ready to help GB to meet power demand: Azam Tarar

ISLAMABAD, Jul 18 (APP): Federal Minister for Law and Justice Senator Azam Nazir Tarar on Tuesday said that under the prime minister’s directions, the Federal Government was ready to help in every possible way to meet the power demands of the Gilgit-Baltistan region.

The people of GB should not suffer because of the demand and supply gap on that count, he said while chairing a meeting regarding the formulation of Power Generation Policy for Gilgit Balitistan.

The meeting was attended by Federal Minister for Power Khurram Dastagir Khan, Advisor to the PM on Kashmir Affairs and Gilgit-Baltistan Qamar Zaman Kaira, Secretary Water And Power Gilgit Baltistan, Secretary Kahmir Affairs, and Secretary Law And Justice Division, and other stakeholders.

The participants held an in-depth discussion regarding the GB’s power generation policy for GB. They gave their valuable suggestions to overcome the demand and supply gap, being faced by the GB, and agreed on the fact that a clear policy was needed in that regard.

The option of use of alternate energy resources was also deliberated upon. Initiation of small projects and internal connectivity through transmission lines by GB Government was emphasized.

The Law Minister assured of full support and cooperation of the Federal Government where needed. The Centre would facilitate the GB Government to devise a way forward in order to meet the power deficiency in every possible way.

SC adjourns hearing of pleas against trial of civilians in military courts till Wednesday

ISLAMABAD, Jul 18 (APP): The Supreme Court on Tuesday adjourned hearing of pleas challenging the trial of civilians in the country’s military courts till Wednesday.

A six-member larger bench of the apex court headed by Chief Justice of Pakistan Umar Ata Bandial and comprising Justice Ijaz Ul Ahsan, Justice Munib Akhtar, Justice Yahya Afridi, Justice Sayyed Mazahar Ali Akbar Naqvi and Justice Ayesha A Malik heard the petitions filed by former CJP Jawwad S. Khawaja, senior lawyer Aitzaz Ahsan, Karamat Ali, and Pakistan Tehreek-e-Insaf chairman.

During the course of proceedings, the court rejected the Federal Government’s request to constitute a full court bench to hear the pleas.

The CJP observed that it was not possible to form a full court as judges were not available.

Supreme Court Bar Association (SCBA) President Abid Zuberi said he had submitted a detailed response. He was representing the SCBA and would assist the court on five points.

He said that the apex court had decided in the Liaqat Hussain case that civilians could not be tried in military courts. He cited the judgement by ex-CJP Ajmal Mian that only military personnel could be tried under army laws, and that a constitutional amendment was needed to try civilians under the Army Act.

He said that the courts had ruled that suspects could only be tried if they were directly linked with the crime.

Justice Ijaz Ul Ahsan said the Liaqat Hussain case was tried without introducing a constitutional amendment.

He asked if a constitutional amendment was needed if it concerned the army’s internal matters.

CJP Bandial said the ruling in the Liaqat Hussain case stated that military authorities could investigate but not conduct the trial of civilians.

He asked Zuberi to summarise his position. He also asked what would happen if the suspect were proven to be linked to the crime.

Abid Zuberi responded that a trial was only possible through a constitutional amendment in the current situation. The Official Secrets Act was invoked against some suspects involved in the May 9 violence but not against the others, he added.

He said that while the 21st Constitutional Amendment had allowed for the establishment of military courts, it had also allowed for a judicial review in the high courts and SC.

Upon this, Justice Afridi asked whether he was saying that police should first take the accused to regular courts and have them charged before taking them to military courts.

Zuberi said that according to the law, a person was not a criminal until they were charged with the crime.

Justice Ijaz Ahsan asked who would decide when the Army Act was applicable and when it was not.

Zuberi replied that the police was responsible for investigating and would decide as he wrapped up his arguments.

Attorney General for Pakistan Mansoor Usman Awan said that petitioners’ counsel had talked about the 21st Amendment, the Liaqat Hussain and Brigadier F.B. Ali cases.

He said that a full court had decided the petitions against the 21st Amendment and called for doing the same in this case. A full court bench consisting of the judges who were available, should be constituted, he added.

At this, Justice Ayesha asked who would decide which judges were available.

Justice Akhtar said that the current bench had heard the case to a large extent and urged the AGP to continue his arguments.

Subsequently, the government’s request for constituting a full court bench was rejected and the hearing was adjourned.
