PMD alerts of landslides; flash flooding amid more rain

ISLAMABAD, Jul 26 (APP): The moderate to high intensity rain lashed the federal capital on Wednesday afternoon reducing the temperatures and turning weather pleasant.

The rain, which started around 4:00 pm in the capital city and continued for around half an hour, occurred due to the penetration of monsoon currents in most parts of the country from the Arabian Sea and presence of a westerly wave in the upper parts.

The Pakistan Meteorological Department (PMD) has forecast rain-wind/thundershower in Khyber Pakhtunkhwa, Kashmir, Gilgit-Baltistan, Punjab, Pothohar region, Islamabad, eastern and lower Balochistan and upper Sindh during the next 24 hours.

Heavy falls are likely to occur in upper Khyber Pakhtunkhwa, Kashmir, Islamabad, upper Punjab, Pothohar region and eastern Balochistan during the forecast period.

According to the synoptic situation, monsoon currents from Arabian Sea were continuously penetrating in most parts of the country. A westerly wave was also present over upper parts.

Heavy rains may cause flash flooding in local nullahs of Dera Ghazi Khan, northeast and south Balochistan (Quetta, Zhob, Qila Saifullah, Ziarat, Barkhan, Kohlu, Sherani, Harnai, Bolan, Loralai, Khuzdar, Lasbela, Kech, Turbat, Panjgur, Awaran and surrounding areas) during the next 24 hours.

Heavy rains may cause urban flooding in low lying areas of Islamabad/Rawalpindi, Peshawar, Charsadda, Mardan, Nowshera, Abbottabad, Mansehra, Gujranwala, Gujrat, Narowal, Sialkot, Lahore, Kasur and Faisalabad from July 27-28 and may trigger landslides in the vulnerable areas of Murree, Galliyat, Kashmir, Gilgit Baltistan and hilly areas of Khyber Pakhtunkhwa during the period.

During the last 24 hours, rain-wind/thundershower with heavy falls at few places occurred in Sindh, northeastern Balochistan, Punjab, Islamabad, Kashmir, upper Khyber Pakhtunkhwa and Gilgit-Baltistan.

Ahsan Iqbal unveils visionary 5Es framework for Pakistan’s development

ISLAMABAD, Jul 26 (APP): Federal Minister for Planning and Development Professor Ahsan Iqbal on Wednesday unveiled visionary 5Es framework for Pakistan’s development with development partners.

Addressing a High-Level conference, he said the purpose of the conference was to present the 5Es Framework, which the ministry has developed to chart a course for Pakistan’s development, said a press release issued here.

Ahsan Iqbal acknowledged the special bond and relationship shared with development partners in contributing towards the advancement of Pakistan. He expressed gratitude for their continued cooperation and assistance.

The 5Es framework comprises five key areas: Export-Led Growth: Emphasizing the need to harness Pakistan’s potential in agriculture, industry, IT, mining, and manpower export to achieve export-led growth and address trade deficits.
E-Pakistan (Digital Pakistan): Focusing on the digital revolution and adopting new technologies, such as AI, cyber security, big data, cloud computing, quantum computing, nanotechnology, and new manufacturing, to prepare for the changing global paradigm.
Environment: Addressing climate change vulnerabilities, with a specific focus on water security and agricultural food, to create a sustainable and resilient environment.
Energy efficiency and affordability: prioritizing energy efficiency, renewable energy, and reducing dependence on imported fuels to tackle the circular debt and ensure affordable and reliable energy.
Equity and empowerment: initiating affirmative action programs, such as the Pakistan Nutrition Initiative and a major initiative for out-of-school children, to improve human quality, reduce poverty, and empower the vulnerable segments of society.

He highlighted the government’s efforts in launching various initiatives to promote equity and empowerment, particularly targeting youth and women, as they hold tremendous potential for Pakistan’s future development.

The 5Es framework aims to create a stable platform for sustained growth and development, allowing Pakistan to overcome its recurring economic challenges and propel the nation toward a prosperous future.

Ahsan Iqbal urged development partners to collaborate and extend support for the implementation of the 5Es Framework initiatives.

He emphasized that collective efforts and partnerships would be crucial in building a more prosperous and resilient Pakistan.

ISLAMABAD, Jul 26 (APP): Federal Minister for Planning Development and Special Initiatives, Professor Ahsan Iqbal on Wednesday called for responsible governance and youth empowerment to put the country on a path of sustained development.

He was addressing the concluding session of a two-day Pakistan Governance Forum 2023 with reiteration to significantly enhance governance practices while addressing the key issues faced by the country and to ensure the implementation for a Stable, Transparent, Agile and Responsible (STAR) governance system.

The minister emphasized the significance of aligning governance with guiding principles such as stability, transparency, agility, and responsibility.

He stressed the importance of preserving meritocracy as a fundamental pillar in public administration and public office, which is essential for effective and efficient governance.

Reflecting on Pakistan’s history, Ahsan Iqbal underscored the urgency to overcome political instability and focus on a collective agenda that prioritizes the country’s larger interests over individual or group agendas.

He highlighted the need for responsible governance that not only ensures stability but also embraces reform and adapts to changing external environments.

Drawing attention to the youth as Pakistan’s economic powerhouse, Ahsan Iqbal emphasized the government’s efforts in preparing the nation for the digital revolution.

He highlighted various initiatives, such as providing laptops to students, establishing national centers of artificial intelligence, cyber security, big data cloud computing, automation, and robotics, among others, to equip the youth with skills and knowledge to thrive in the modern world.

During the last day of the forum, seven to eight sessions were held which include Catalyzing Growth and Productivity through the CPEC and SEZs, Countering Fiscal Deficit: Alternative Approaches to Sustainable Economic Recovery, Countering Extremism in Pakistan: Deciphering the Mob Lynching Phenomenon and formulating effective strategies for Mitigation, Countering Cross-Border Terrorism, Strategies for Curtailing terrorism and Repositioning Pakistan in a changing Multiple Global landscape, Impact of the Character of Democracy and Policy Continuity on Democratic stability in Pakistan, Tackling Political Polarization and Violence, Communication Public Opinion and Effective Governance and Promoting Economic, Inclusion of the Youth: Boosting Small and Medium Enterprises & Enabling Entrepreneurship.
Expressing concern over the impact of political discontinuity on Pakistan’s progress, Minister Iqbal called for a collective effort to put the country on a path of sustained development.

He urged all citizens to transcend their differences and unite under a common identity – Pakistan. Collaborating as “Team Pakistan” and creating synergies, Minister Iqbal believed, would lead the nation towards becoming a leading economy in the world.

Secretary Ministry of Planning, Syed Zafar Ali Shah, in his address, highlighted the significance of striking a balance between audited manuals and development manuals in the pursuit of good governance.
Emphasizing the importance of focusing on implementation and results, he stressed that while great plans exist, their effective execution remains a key challenge.

He mentioned several development plans, such as the CPEC, Flood Response Plan, and others, and underlined the importance of efficient implementation to achieve desired outcomes.

Shah shared valuable insights into the planning process and the need for agile governance that adapts to changing circumstances and ensures transparency.

The Secretary further emphasized the critical role of institutions in the governance debate. He acknowledged various approaches, such as autonomous organizations and companies, that have been tried to improve governance and service delivery.

However, he underscored that ultimately, the effectiveness of governance should be judged by its impact on the common people and the delivery of public services.

Shah expressed his appreciation for the participants and organizers, commending their dedication to addressing socio economic challenges in Pakistan.

He encouraged open debates and discussions to bring forth innovative solutions to promote sustainable development, adding that the commitment to achieving Sustainable Development Goals (SDGs) is not only an obligation to the world but also a promise to the citizens of Pakistan.

The two-day event was held under a landmark initiative of ‘Turnaround Pakistan’ which was attended by hundreds of prominent figures from diverse sectors, political leaders, experts, and representatives from civil society who deliberated on a wide range of crucial aspects of governance.

Parliament passes Election (Amendment) Bill 2023

ISLAMABAD, Jul 26 (APP): The Joint sitting of Parliament on Wednesday passed much-awaited amendments in the Election (Amendment) Bill, 2020 which aimed to improve the election law and ensure smooth and transparent elections.

The National Assembly passed the Election (Amendment) Bill, 2021 on June 10, 2021 but it could not sail in Senate.
A parliamentary committee under the chairmanship of Sardar Ayaz Sadiq was constituted to ensure consensus on the various amendments. This committee included parliamentarians from all political parties which had several parleys and finally agreed on amendments in the bill.

The bill was tabled in the joint session of the parliament which approved the amended bill.

It approved amendments in section 230 of the Election (Amendment) Bill,2021 which is related to the functions of the caretaker government.

It approved a proviso after sub-section (1) and sub-section (2) of the Section 230 which states” Provided that sub-sections (1) and (2) shall not apply where the caretaker government has to take actions or decisions regarding existing bilateral or multilateral agreements or the projects already initiated under the Public Private Partnership Authority Act, 2017 (VIII of 2017), the Inter-Governmental Commercial Transactions Act, 2022 (XXX of 2022) and the Privatization Commission Ordinance, 2000 (LII of 2000)”.

The Election (Amendment) Bill 2023, after being presented to and debated in the Majlis e Shoora (Parliament), has successfully secured approval with the intention of fine-tuning and making the existing Electoral laws more effective and transparent.

These amendments were carefully discussed and proposed by members of the Majlis e Shoora to address various concerns and shortcomings in the current electoral system.

The goal behind these changes is to ensure a fair, transparent, and efficient electoral process that upholds democratic principles and fosters public trust.

During the presentation of the Bill, Minister for Law and Justice Azam Nazir Tarar highlighted that all parliamentary parties have reached a unanimous consensus, leading to substantial enhancements in Section 230 of the Election Act 2017, thereby increasing its effectiveness.

Under an amendment, the Returning Officer will be bound to send the election results by 2 am on the day following an election. However, the deadline for submitting the result will be 10am the next day. The security
personnel will perform their duties outside polling stations but will be allowed to enter a polling station with the permission of a PO in case of an eventuality.

Tarar said that the caretaker government was not being bestowed with additional powers and its primary responsibility was to oversee the implementation of already approved projects and agreements from the previous government and cabinet.

The main objective is to ensure smooth progress of existing multilateral and bilateral projects that have received the green light from the political government, without facing any obstacles.

Minister for Parliamentary Affairs Murtaza Javed Abbasi clarified that there was a misconception about the bill granting caretakers greater powers.
Under the amendment bill, presiding officer (PO) will take pictures of the election results and send them immediately through electronic means to the returning officer (RO) concerned and the Election Commission of Pakistan (ECP).

In case of non-availability of the internet, the PO will deliver the result physically to the RO and the ECP.

Election candidates will be allowed to use their pre-existing bank accounts for financing their election campaigns.

Candidate can give seven day statement of account. Candidate has also given choice to open new bank account for maintaining election related expenditures.

The delimitation of constituencies will be carried out based on the population ratio rather than the number of voters in each constituency. Assembly Seats will be allocated according to the population size. The demarcation of constituencies will be confined within the boundaries of a district.

However, the amendment empowers the Election Commission of Pakistan (ECP) to include certain nearby areas from neighboring districts into a constituency from a district.

Under another amendment, election petitions will now be required to be resolved within a six-month timeframe.

Consequently, the stay of a candidate will be vacated after the six-month period.

This measure has been taken in response to instances where candidates, who had lost the elections, obtained stay orders and remained in the assembly for up to four years. With the new amendment, the goal is to ensure that election petitions are swiftly disposed of within the stipulated six-month period.

Under another amendment, holding an honorary position or being a member of a government-controlled entity does not disqualify someone from running for Parliament, Provincial Assembly, or local government under certain articles of the law. Similarly, receiving remuneration for business-related activities as a member, even on an honorary basis, does not lead to disqualification as a candidate.

Gold rates decline by Rs 2,400 to Rs222,100 per tola

ISLAMABAD, Jul 26 (APP): The per tola price of 24 karat gold decreased by Rs 2,400 and was sold at Rs 222,100 on Wednesday compared to its sale at Rs 224,500 on the previous day.

The price of 10 grams of 24 karat gold also decreased by Rs 2,058 to Rs 190,415 from Rs 192,473 whereas the price of 10 grams 22 karat gold went down to Rs 174,547 from Rs. 176,433, All Sindh Sarafa Jewellers Association reported.

The price of per tola and ten gram silver remained constant at Rs 2750 and Rs 2357.68 respectively.

The price of gold in the international market increased by $12 to $1,972 from $1,960, the association reported.

PMDC approves national medical dental curriculum

ISLAMABAD, Jul 26 (APP): Pakistan Medical and Dental Council (PMDC) has unanimously approved the National Medical and Dental curriculum for the year 2023-24.

The decision was made in PM&DC’s National Medical and Dental Academic Board meeting.

The Academic Board unanimously decided to constitute committees to review all the regulations and matters referred to the board entrusted under Section 13 of the PMDC Act 2022.

Chairman HEC and President CPSP extended their full cooperation and assistance with the PMDC Council to achieve quality medical education in Pakistan to further upgrade the standards across the world.

The Academic Board will formulate the first-ever criteria, regulations and proforma for CME/CPD which will help to reinvigorate our doctors.

The CPSP has also ensured full support to assist and share measures taken in this regard at their end.

The committee will also devise CME/ CPD credit hours for general and specialist medical and dental practitioners for further renewal of their PM&DC licenses.

The efforts of President PMDC Prof Dr Rizwan Taj along with its team were appreciated for taking a significant step towards international recognition by applying to the World Federation for Medical Education (WFME) for its accreditation programme in due time along with organizing workshops to improve relations with medical and dental colleges for recognition of WFME.

The Academic Board is constituted of highly qualified professionals from all provinces of the country, known nationally and internationally. The 21-member board will serve a four-year term in terms of section 11 of PMDC Act 22.

The 21-member National Medical and Dental Academic Board (NMDAB) was notified by the Ministry of National Health Services (NHS) on July 14, to oversee the policy to maintain quality of education in undergraduate and post-graduate medical and dental institutions across Pakistan.

The PMDC) being the sole healthcare education regulator in Pakistan, aiming to improve healthcare delivery and education standards, sets excellence standards and implements them in all medical and dental institutes for undergraduate and postgraduate education.

The board’s primary functions are to frame medical and dental undergraduate accreditation standards, including curriculum, standards of medical Education / CME / CPD, academic standards of foreign institutions and examination standards, including the MDCAT, National Registration Examination and National Equivalence Board Examination.

It is pertinent to mention here that since the Academic Board was not constituted, PMDC adopted the policies framed by the previous academic board in the broader interest of the students and doctors, which included the MDCAT, NRE and NEB examinations.

The meeting was presided by the Chairman Academic Board Prof. Dr.Zahid Aman Dean Khyber Girls Medical College Peshawar while Dr. Syed Azhar Ali Shah assisted the forum as Secretary to the Board. The meeting was attended by all the members of the Academic Board.

KARACHI, July 26 (APP): Prime Minister Muhammad Shehbaz Sharif on Wednesday stressed upon formulation of a comprehensive export policy and assured that the present government would make every effort to facilitate the exporters, traders, industrialists and businessmen.

He said that port city of Karachi had always been a gateway and home to exporters, traders and entrepreneurs that always served as a backbone for the national economy.

He was addressing at  Karachi Chamber of Commerce (KCCI) Export Trophy Awards ceremony.

The prime minister said that Karachi always held the place of main hub for revenues generation for the country and underlined that Pakistan required extensive efforts for boosting its exports by setting up industries and utilization of modern techniques to compete at the global market.

He also appreciated the contribution of exporters and industrialists for country’s economy and said that despite difficulties, they made relentless efforts to increase exports.

The prime minister also observed that when compared with the neighbouring countries with regard to booming industries and exports, they still lagged behind in this race.

Enumerating various factors of the past, he said they required very serious deliberations to evaluate the factors including the successes, failures of the past governments and lack of modern techniques, and issues faced by the industrial sector etc.

“With mere blame game, they will not get anything concrete as it would only cause damage and result in wastage of time. There should be a frank discussion as to how the challenges faced by the industry can be mitigated by the government by facilitating them,” he added.

The prime minister viewed the price of power and gas as vital factors behind the industrial development.

He said the country was blessed with natural resources and said this year, the country would produce a bumper crop as according to estimates, the cotton production could reach up to 10 million bales.

He also hoped that the Interim government and the upcoming government would take these initiatives forward.

Chief Executive of TDAP Zubair Motiwala, in his presentation, appreciated the govt’s endeavors for economic reforms and devising long-term plans for agriculture, IT and mining.

Highlighting the energy issues, he said owing to gas supply suspension, Karachi’s industry remained closed every Saturday and Sunday.

He said Karachi contributed 52% of country’s exports but the power price was hurting the industry and could cause closures and unemployment. Instead of raising the tariff, the issues of line and transmission losses should be done away with, besides reviewing the free power supply facility to the officials.

He also called for evolving a consensus on the charter of economy, cutting down expenditures and enhancing local production.

He also suggested to placing the industry on top in the gas supply priority list and giving cold chains an industrial status.

KCCI President Tariq Yousuf said the event was to recognize the contribution of the exporters who played a major role in the country’s economic development.

He said with around 50,000 members, the KCCI was the largest voice of the business community.

He told the gathering that despite difficulties and challenges, Karachi was the major contributor to taxation and GDP.

He said economic and political instability had shattered the confidence of the customers, so efforts should be made to keep the industry running through remedial measures particularly, by reducing the power tariff.

The KCCI president also called for a mechanism to ease the LC’s opening, reducing the interest rate and introducing a contactless taxation system.

Earlier, the prime minister gave away prizes and medals among the prominent exporters.

NTRC sensitizes people on road safety

ISLAMABAD, Jul 26 (APP): National Transport Research Center (NTRC) on Wednesday conducted a road safety workshop to educate drivers, citizens and professionals on the fundamentals of road safety, and analyze national and global trends in fatalities.

“The primary goal of the workshop was to develop a better understanding of strategies and policies to foster a safer road environment in the country,” said a press release.

The training course witnessed active participation from diverse stakeholders, reflecting a shared commitment towards adopting a road safety culture in Pakistan.

“The workshop truly helped me to understand road sensitivity, which resultantly empowered me as a safe driver,” a participant expressed after the workshop.”

Chief NTRC expressed his gratitude and appreciation for the participants’ active involvement and commitment to road safety.

In the end, participants were awarded course completion certificates in recognition of their dedication, and active participation.
