UN chief demands Niger president’s immediate, unconditional release

UNITED NATIONS, Jul 27 (APP): UN Secretary-General Antonio Guterres Thursday demanded the release of Niger’s President Mohamed Bazoum “immediately and unconditionally”, as military officers continue to hold the democratically-elected leader captive after declaring a coup.

A group of officers from all branches of the military made the television announcement late on Wednesday after members of the president’s own guard detained him inside his offices in the capital Niamey.

According to news reports, the attempted coup does not have the backing of the entire military, but the head of the army has announced that he supports the move.

Addressing reporters at UN Headquarters in New York on Thursday, the UN chief once again strongly condemned the attempted military takeover and the “assault against the democratically-elected government”.

President Bazoum issued a defiant tweet of his own on Thursday, saying that “the hard-won achievements will be safeguarded. All Nigeriens who love democracy and freedom will see to it.”

Guterres said he had spoken to the president on Wednesday to express the UN’s full solidarity.

Addressing the coup plotters in Niger directly to camera, the UN chief demanded they stop obstructing democratic governance, and respect the rule of law.

After coups in neighbouring Mali and Burkina Faso in recent years, provoked by the rise of Islamist groups across the entire Sahel region, the Secretary-General noted that the events in Niamey were part of “a disturbing trend”

“Successive unconstitutional changes of government are having terrible effects on the development and lives of civilian populations. This is particularly glaring in countries already affected by conflict, violent extremism and terrorism, as well as the devastating effects of climate change.”

The UN’s human rights chief Volker Turk said in a tweet that he was “shocked and distressed” by the coup attempt, adding that every step must be taken to restore constitutional order.

Creating awareness on climate change: Senator Rehman launches UNDP’s Coffee Table Book

ISLAMABAD, Jul 27 (APP): Senator Sherry Rehman, Federal Minister, Ministry of Climate Change & Environmental, with Samuel Rizk UNDP’s Resident Representative to Pakistan, launched UNDP’s Coffee Table Book: Fading Vistas – Beauty of Northern Pakistan.

The event also exhibited photographs of the breathtaking scenery of the mountains, lakes, and glaciers of the 24 GLOF-II Project valleys in Gilgit Baltistan and Khyber Pakhtunkhwa.

The event is part of the GLOF-II Project – a joint initiative by the Ministry of Climate Change and UNDP, with the support of the Green Climate Fund.

The book, “Fading Vistas” holds a collection of exquisitely curated photographs of Northern Pakistan’s valleys, glaciers, and mountains to reinforce the need to safeguard them from the devastating impacts of climate change. The book also illustrates some of the devastating effects of glacial lake outburst floods and GLOF-II interventions to support affected communities.

The Federal Minister, Senator Sherry Rehman, on working relentlessly on climate adaptation to reduce Pakistan’s climate vulnerability, stated, “Our deep connection to the wondrous ecological systems of the Earth can in no way be negated or undermined, as without the grandeur and benevolence of our natural habitats – the splendid valleys, vast forests, and monumental mountains; we would truly cease to exist.”

The Honorable Minister reinforced how Pakistan bears the brunt of global warming despite its low emissions rate, exacerbating poverty, gender inequality, and loss of livelihoods.

On the occasion, UNDP’s Resident Representative to Pakistan, Samuel Rizk, highlighted, “Climate Change is a huge development challenge. Apart from the global impacts, it is hitting the poorest and the most vulnerable first and hardest, as they rely on natural resources to support their livelihoods. UNDP is committed to building climate-resilient and environmentally sustainable policies into development plans and programmes in Pakistan.”

Pakistan’s rich topography ranges from the highest glacier-covered mountains to the deepest seas, hosting rich biodiversity and ecosystems. However, climate change makes these natural habitats susceptible to the grave danger of perishing. While our Earth is warning us of rising sea levels owing to large glacial melts, torrential rains, and unprecedented floods and droughts, sustainable climate action needs to be taken to safeguard these endangered sights and ecosystems.

UNDP’s GLOF-II project works in 16 valleys of Gilgit Baltistan and 8 valleys in Khyber Pakhtunkhwa. It empowers communities to identify and manage risks associated with GLOFs and related impacts of Climate Change, strengthen public services to lower the risk of disasters related to GLOFs, and improve community preparedness and disaster response. The project also supports the development of sustainable options for livelihoods in project areas, with a particular focus on the participation of women in ensuring food security and livelihoods.

July 2023 hottest month-ever, UN chief says, Earth is in ‘Era of global boiling’

UNITED NATIONS, Jul 27 (APP): Noting scientists’ confirmation that July 2023 was the world’s hottest month ever on record, UN Secretary General Antonio Guterres warned Thursday that the era of global warming has ended and “the era of global boiling has arrived”.

“Climate change is here. It is terrifying. And it is just the beginning,” the UN chief told reporters at a press conference at UN Headquarters in New York.

“It is still possible to limit global temperature rise to 1.5 degrees Celsius, and avoid the very worst of climate change,” he said.

“But only with dramatic, immediate climate action. Leaders must lead. No more hesitancy. No more excuses. No more waiting for others to move first. There is simply no more time for that.”

He warned of “unbreathable” air and ‘unbearable’ temperatures to come, adding that the level of fossil fuel profits and climate inaction is “inacceptable”.

“For scientists, it is inequitable – humans are to blame. The only surprise is the speed of the change,” Guterres added.

After weeks of record temperatures, extreme weather and fires sweeping across large parts of Europe, experts said his words laid bare how close the planet is to catastrophe.

He stressed collective action is needed – “not despair” – to stop “the worst” that is yet to come.

The UN chief said that “short of a mini-Ice Age” in coming days, July 2023 would likely “shatter records across the board”.

The UN chief added that the consequences were as clear as they were tragic: “children swept away by monsoon rains, families running from the flames (and) workers collapsing in the scorching heat.”

In Geneva, scientists from the World Meteorological Organization (WMO) and the European Commission’s Copernicus Climate Change Service described conditions this month as “rather remarkable and unprecedented”.

They said that new data showed that so far, July has seen the hottest three-week period ever recorded and the three hottest days on record.

“We can say that the first three weeks of July have been the warmest three weeks periods ever observed in our record,” said Carlo Buentempo, Director of Copernicus Climate Change Service, via Zoom.

“This anomaly is so large with respect to other record-breaking months in our record that we are virtually certain that the month, the month as a whole will become the warmest July on record, the warmest month on record, in all likelihood.”

Just as worrying was the fact that ocean temperatures are at their highest-ever recorded levels for this time of year. This trend has been apparent since the end of April.

Citing “a clear and dramatic warming decade on decade” since the 1970s, WMO’s Director of Climate Services Chris Hewitt noted that 2015 to 2022 saw the eight warmest years on record, based on a 173-year dataset.

This was despite the fact that the La Niña sea-cooling phenomenon prevailed towards the end of that period in the Pacific region, which reined in global average temperatures slightly, Hewitt said.

“But now the La Nina has ended” – to be replaced by the sea-warming El Nino effect – waters have begun to heat up in the tropical Pacific, bringing the “almost certain likelihood that one of the next five years will be the warmest on record”.

It is also “more likely than not” that global average temperatures will temporarily exceed the 1.5°C threshold above pre-industrial levels “for at least one of the five years”, the WMO scientist continued.

On his part, the Secretary-General underscored the need for global action on emissions, climate adaptation and climate finance.

He warned that “the era of global warming has ended” and “the era of global boiling has arrived.”

Although climate change is evident, “we can still stop the worst,” he said. “But to do so we must turn a year of burning heat into a year of burning ambition.”

He said leaders “must step up for climate action and climate justice”, particularly those from the G20 leading industrial nations, responsible for 80 per cent of global emissions.

He pointed to upcoming summits – including the UN Climate Ambition Summit in September and the COP28 climate conference in Dubai in November – as critical opportunities.

Guterres highlighted the need for new national emissions targets from G20 members and urged all countries to push to reach net zero emissions by mid-century.

He said all actors must unite to accelerate the just and equitable transition from fossil fuels to renewable energy, while stopping oil and gas expansion and phasing out coal by 2040.

Action from companies, cities, regions, financial institutions and fossil fuel companies is also critical.

“No more greenwashing. No more deception. And no more abusive distortion of anti-trust laws to sabotage net zero alliances,” he said.

Four years of consecutive droughts have left families in southern Madagascar desperate and unable to feed themselves.

With extreme weather “becoming the new normal”, Mr. Guterres appealed for “a global surge in adaptation investment” to save millions from the impacts of climate change, particularly in developing countries.

He said developed countries must present a clear and credible roadmap to double adaptation finance by 2025. Furthermore, all governments should implement a UN action plan aimed at ensuring everyone on the planet is protected by early warning systems by 2027.

On finance, the Secretary-General urged richer countries to honour their commitments to provide $100 billion annually for climate support in developing countries and to fully replenish the Green Climate Fund.

“I am concerned that only two G7 countries – Canada and Germany – have made replenishment pledges so far,” he said. “Countries must also operationalize the loss and damage fund at COP28 this year. No more delays or excuses.”

Guterres also reiterated the need for “a course correction in the global finance system” to support accelerated climate action.

Measures would include putting a price on carbon and getting multilateral development banks to scale up funding for renewable energy, adaptation, and loss and damage.

MDCAT to be held simultaneously at all centers

ISLAMABAD, Jul 27 (APP): The MDCAT-2023 examination will be conducted nationally and internationally on August 27, 2023 (Sunday), through admitting universities of all provinces, Islamabad and Gilgit-Baltistan.

According to the In-charge Examinations Pakistan Medical & Dental Council (PMDC), the paper-based exam will be conducted simultaneously at all centres and venues.

The MDCAT result 2023 of one province will be valid for the entire country.

Candidates have been directed to choose to conduct university through which he or she wants to appear for MDCAT-2023.

The editing option will only be open for a limited period of 48 hours from 6th and 7th August 2023.

The candidates have also been advised that they can make the changes on the mentioned dates accordingly.

This option will be provided across the country and will be available for one time only.

The details of the universities and their venues are as: Balochistan, Bolan University of Medical and Health Sciences, Quetta (venue Quetta).

Sindh, Jinnah Sindh Medical University, Karachi (venues included Karachi, Hyderabad, Shaheed Benazirabad and Larkana).

Khyber Pakhtunkhwa, Khyber Medical University, Peshawar (venues included Peshawar, Mardan, Swat, Kohat, Bannu, D.I. Khan, Abbottabad, Swabi and Malakand.
