NCHR to stress for improving bonded labour

ISLAMABAD, Aug 09 (APP): The National Commission for Human Rights (NCHR) has suggested improving access to justice for bonded labour and enhancing the capacity of District Vigilance Committees (DVCs) to suppress the use of bonded labour in the country.

The recommendations made part of a research study “The lssue of Bonded Labour in Pakistan: Brick kilns workers in PUNJAB & Tenant Farmers in Sindh” launched by the Commission on Wednesday.

The study says that the primary hope for change lies in the implementation of judicial rulings and the passing of new legislation, particularly with regard to agricultural tenancy rights and brick kilns.

The study states that existing laws regarding bonded Ilabour, including the Bonded Labour System (Abolition) Act 1992 and subsequent provincial legislation, fail to protect laborers due to weak implementation.

It says that there is general disinterest on the part of state functionaries, who are often influenced by traditional feudal power structures that seek to maintain bonded labour.

The study shows that lack of implementation of Sindh Tenancy Act and feudal involvement provides cover to practices of debt-bondage.

It says that although the judiciary has established binding precedents for the abolition of rural debt-bondage, implementation of court judgments remains limited.

Speaking on this occasion, Chairperson NCHR Rabiya Javeri Agha said that the labourers lacked necessary facilities such as safety equipment, medical coverage, clean drinking water and social protection.

“Poverty-stricken and plagued by sharp inflation and exploitative employers, bonded laborers work in unregulated kilns with weak labour inspections, non-functional district vigilance committees (DVCs) and lax implementation of regulations,” she added.

The report recommends establishing or strengthening unions and other associations of labourers that would help to protect labour rights through collective bargaining and representation.

It also suggests revising the brick kiln registration process and developing a robust strategy to expedite the process by providing additional resources to the labour department and implementing incentives and enforcement mechanisms to ensure the registration of all brick kilns.

The study calls for increasing the incomes of labourers in fields where bonded labour is prevalent and prioritizing data collection and CNIC registration through mobile units. It urges to bring more such segments of the society into the electoral net.

The study further suggests that no family should be allowed to work as a single unit and children should not be permitted to work in brick kilns.

The study also calls for encouraging ethical buying standards through law, and that brick buyers must be pushed to procure bricks from kilns that provide a safe and decent working.

Islamabad Nature Conservation, Wildlife Management Act 2023 to enhance MHNP protection: Sherry

ISLAMABAD, Aug 9 (APP): Federal Minister for Climate Change and Environmental Coordination, Senator Sherry Rehman on Wednesday said the Islamabad Nature Conservation and Wildlife Management Act 2023 passed by the Parliament has become a law that would enhance protection for the Margallah National wildlife park which was under constant stress from unchecked development.

The federal minister took to Twitter to share the enactment of the much-awaited legislation required to ensure optimized protection of the Margalla Hills National Park (MHNP).

Senator Rehman wrote, “Passing the bill to provide for the protection, preservation, and management of nature in the Islamabad Capital Territory. It will now become law as the Islamabad Nature Conservation and Wildlife Management Act 2023.”

The minister tabled the landmark legislation at the lower and upper houses of the Parliament to meet the prerequisites of formulation of the law.

The basic objective of the Islamabad Nature Conservation and Wildlife Management Act 2023 is to upgrade the MHNP to international standards to demonstrate that the country could fulfill its international obligations relating to biodiversity and climate change and place it in a position to access emerging international financing and support available for protection of biodiversity such as Green Funds.

Moreover, it intends to introduce the concept of Nature (as opposed to only wildlife) which was all encompassing and in line with emerging best practices in the world for the protection of biodiversity.

The Board would be empowered to manage the MHNP and wildlife in the Islamabad Capital Territory (ICT) and which could not be subsumed by the Capital Development Authority (CDA) and it would also ensure financial strength and sustainability by empowering the Board to raise funds through collection of fees and charges and apply penalties for violation of national park and wildlife rules as was the established practice in the legislation of all the provinces and Azad Jammu and Kashmir (AJK).

In farewell NA address, PM thanks who’s who of political parties for support, guidance

ISLAMABAD, Aug 9 (APP):Prime Minister Shehbaz Sharif on Wednesday, in his farewell address to the National Assembly, expressed heartfelt gratitude to a diverse array of political parties, underscoring their pivotal support and guidance during the challenging term of 16 months.

Just hours before sending advice to President Dr Arif Alvi for the dissolution of the National Assembly, the prime minister told the House that the 16-month tenure was the shortest ever period for a government particularly when compared to the plethora of issues inherited from the previous regime.

He said besides other unsuitable conditions, the coalition government also had to face other massive challenges like the worst floods and the signing of the IMF (International Monetary Fund) deal which was breached by the previous government to hurt national integrity.

He said through its poor conduct and episodes like the “cipher drama” the previous government undermined foreign relations, including with the United States, besides carrying out defamatory propaganda against political opponents.

“This is the painful story of the previous government’s four years… During our 16 months, the incumbent government did not victimise anyone. Today, if a party leader has been punished, we are in no way happy over that. One should have the fear of Allah. There is no question of distribution of sweets (to rejoice the punishment),” he remarked.

Reiterating the condemnation of the May 9 arson, the prime minister said it would be remembered as the Black Day in history as it marked the “worst conspiracy” against the state of Pakistan, the Pakistan Army and Chief of Army Staff, as well as those who sacrificed their lives to safeguard the nation.

He said the House should again take notice of that heart-wrenching incident and also pass another resolution to condemn it.

Prime Minister Shehbaz told the House that he would send the advice for National Assembly’s dissolution on Wednesday night.

He said that he would meet Opposition Leader Raja Riaz to hold a consultation to finalise the name of the interim prime minister.

“These 16 months were the toughest trial of my life during my 38 years of political career when the country was faced with inflation, skyrocketing oil prices, and political turmoil. Who will invest when there will be threats for long marches?” he questioned.

He said with the signing of IMF agreement, the risk for default had ebbed away, despite the evil designs of those who tried to sabotage the process.

He said the country was steered out of turmoil as a mechanism in the form of SIFC had been put in place to boost investment in agriculture, information technology, mining and exports sectors.

The prime minister paid tribute to Shaheed Benazir Bhutto and expressed gratitude PML-N Quaid Nawaz Sharif and all of the political leaders from both the ruling coalition and opposition parties for their support and guidance.

He said the incumbent government tried to address the problems faced by the Balochistan province and called for collective efforts to uplift the neglected province as the country’s progress was linked with that of Balochistan.

He also appreciated the efforts and hard work of his cabinet members particularly Foreign Minister Bilawal Bhutto Zardari for his “best diplomacy”.

Court transfers LNG reference against Khaqan Abbasi

ISLAMABAD, Aug 9 (APP): An Accountability Court (AC) on Wednesday transferred the LNG reference against former prime minister Shahid Khaqan Abbasi to the court of special judge central while declaring the case beyond the jurisdiction.

AC-I Judge Muhammad Bashir announced the verdict which was reserved previously after hearing arguments from the two sides. The defence side had challenged the maintainability of the case on the basis of amendments in NAB Act.

The court stated that the reference didn’t fall into its jurisdiction after the amendments in the NAB law and ordered to transfer it.

It may be mentioned her that the reference had named former prime minister Shahid Khaqan Abbasi, his son Abdullah Khaqan Abbasi, ex-finance minister Miftah Ismail, Sheikh Imran ul Haq, Agha Jan Akhter, Saeed Ahmed Khan, Aamir Naseem, Uzma Adil Khan, Shahid M. Aslam, Hussain Daood, Abdul Saman Dawood, Muhammad Amin and Chaudhry Muhammad Aslam as accused.

The accused had challenged the maintainability of the reference in accountability court after amendments in the NAB law. The court announced its verdict today.

GDI Parliamentarian Group calls on Chinese envoy

ISLAMABAD, Aug 9 (APP): The newly appointed Global Development Initiative (GDI) Parliamentarian group, a sub-group of the National Taskforce on Sustainable Development Goals (SDGs) met Charged Affairs and acting ambassador of the People’s Republic of China, Pang Chunxue here at the SDGs Secretariat on Wednesday.

On the occasion, Pang Chunxue congratulated the GDI group, especially Convener Taskforce and SAPM Romina Khurshid Alam for the innovative initiative and said that the embassy was ready to work closely with the group.

Adviser to the GDI, Shakeel Ahmed Ramay told the forum that the Asian Institute of Eco-civilization would act as adviser to the Group.

Ramay is also CEO of the Asian Institute of Eco-Civilization Research and Development.

IHC serves notices in appeal against Imran Khan’s conviction

ISLAMABAD, Aug 9 (APP): The Islamabad High Court (IHC) on Wednesday served notices to respondents in an appeal of chairman PTI Imran Khan against his conviction in toshakhana criminal case.

The court also sought the case record from the trial court and said that it would firstly, hear the stance of the Election Commission of Pakistan (ECP) against the appeal.

A two judge bench headed by Chief Justice Aamer Farooq and comprising Justice Tariq Mehmood Jahangiri heard the case wherein the defence lawyers Khawaja Haris, Sardar Latif Khosa, Barrister Gohar Ali Khan and Baber Awan appeared before the court.

At the outset of the hearing, Sardar Latif Khosa said that the trial court had awarded maximum sentence to former prime minister as per the charges in the case.

The trial court had announced the verdict despite the appeal of the defence side against abolishing of the right of defence was pending with IHC, he said, the session court should have waited for the verdict of high court.

The lawyer alleged that the trial court had announced the verdict in haste and awarded three years jail term along Rs100,000 fine to the accused. He prayed the court to suspend the sentence of his client as it was considered a short term sentence.

The chief justice remarked that firstly, the bench would hear the stance of ECP and then would decide the matter. Sardar Latif Khosa prayed the court to fix the case tomorrow again for further hearing.

Khawaja Haris argued that the IHC had ordered the trial court to decide the matter pertaining maintainability of the case on daily basis but the trial court announced its verdict on the third day without hearing the defence counsel.

He said that he had reached the trial court before the announcement of the verdict but it refused to hear him.

The chief justice remarked that the court had served notices in the appeal and then would also view these points. Justice Farooq remarked that hearing on this appeal was not possible tomorrow as he would be on leave.

He observed that the case wouldn’t be prolonged till after the vacations as the appeal pertaining to the sentences and bails were being fixed early.

After this, the court adjourned further hearing of the case.

It may be mentioned here that a trial court had announced a three years imprisonment sentence along with Rs100,000 fine to Imran Khan in a criminal case lodged by the ECP.

Pakistan squads for Asia Cup, Afghanistan Series announced

PESHAWAR, Aug 09 (APP):Inzamam-ul-Haq, the head of the national men’s selection committee on Wednesday announced squads for the ACC Men’s Asia Cup and the three-match One-Day International series against Afghanistan.

An 18-player squad will take on Afghanistan in Sri Lanka from August 22 to 26 and it will be trimmed to 17 players for the Asia Cup, which begins from the Multan Cricket Stadium on August 30 when Pakistan play Nepal.

Openers: Abdullah Shafique, Fakhar Zaman and Imam-ul-Haq Middle order: Babar Azam (captain), Salman Ali Agha, Iftikhar Ahmed, Tayyab Tahir and Saud Shakeel (only for Afghanistan series).

Wicketkeepers: Mohammad Rizwan and Mohammad Haris.

Spinners: Shadab Khan (vice-captain), Mohammad Nawaz and Usama Mir Pace all-rounder: Faheem Ashraf
Pacers: Haris Rauf, Mohammad Wasim Jnr, Naseem Shah and Shaheen Afridi Tayyab Tahir, Faheem Ashraf and Saud Shakeel have been included in the squad for the Afghanistan series.

Shan Masood and Ihsanullah are the two players from the squad that played New Zealand in the five ODIs in April and May to miss out.

Faheem returns to the side after two years and further adds to the balance of the side as a fast-bowling all-rounder.

His last outing in the format was during Pakistan’s three-match away series against England in July 2021.

This is Tayyab’s second call-up on the ODI side. His maiden call-up came ahead of the three ODIs against New Zealand in January following a stellar show in the Pakistan Cup 2022-23 that saw him finish as the leading run-getter in the event.

The right-handed middle-order batter recently struck a scintillating century to orchestrate Pakistan Shaheens’ thumping 128-run win over India A in the ACC Men’s Emerging Cup final.

Saud, who does not feature in the Asia Cup squad, has played five ODIs and his last was in March 2022 when Pakistan chased down 348 against Australia with six wickets in hand in Lahore.

Shan has missed out on selection following a string of low scores, while Ihsanullah is undergoing a rehabilitation program under the observation of the PCB’s medical panel following an injury in his bowling elbow.

The team will assemble in Hambantota on August 18 with the players in Pakistan departing on August 17.

The players in Pakistan will hold a three-day camp on August 14, 15 and 16 at the National Cricket Academy, Lahore.

The squad has been finalised following consultations between the national men’s selection committee – which also includes Mickey Arthur (team director), Grant Bradburn (head coach) and Hassan Cheema (secretary) – and Pakistan captain Babar Azam.

Players participating in Lankan Premier League and the Hundred will join the squad directly in Sri Lanka on 18 August.

Govt approves new National Aviation Policy -2023

ISLAMABAD, Aug 9 (APP): Federal Minister for Aviation Khawaja Saad Rafique on Wednesday said that the federal government has approved the new National Aviation Policy -2023 to help reviving the national carrier and promoting public-private joint ventures.


Addressing a press conference, the minister expressed the hope that under this new policy all missing aspects will be covered and private investors will be encouraged to invest in this sector.


He said that the policy will also help in promotion of the domestic aviation industry, attract private investment for the management and development of new airports, increasing facilities for passengers, improving consumers’ protection and encouraging aviation sector.


He said that the privatization or public-private investment is the only option to improve the standard of aviation sector in Pakistan as attracting international brands is not possible when the sector is working in limited resources. He said that the capturing the business of international brands is the need of the hours to increase business activities at country’s airports to increase revenue generation.


He said that the Islamabad Airport was being outsourced through international competitive bidding for 15 years but no employee would lose job. He said that the outsourcing does not mean that airports are being sold.


He said that the government had decided to outsource Islamabad, Lahore and Karachi airports. He said that the Civil Aviation Authority has issued tender for outsourcing of Islamabad Airport while applications have been sought by November 8 and so far 25 applications have been received.


He said that many countries have adopted the trend of outsourcing their airports for revenue generation including India that had planned to outsource its 25 airports.


He said that the Pakistan International Airlines (PIA) was in a pathetic state despite efforts. However, he added, “We have laid the foundation to improve it.”


The minister said that the Pakistan International Airlines (PIA) has inked an agreement with the New York City Government to lease out Roosevelt Hotel in the US state. The Roosevelt Hotel will be operated by the New York city local corporation for a period of three years, he added.


He said that under the agreement, the US firm will provide residential facilities to housing migrants in the hotel. He added the management had got an opportunity offered by the New York City government to utilize the hotel’s 1,025 rooms for migrant business.


“It will generate $220 million of investment for Pakistan with $18 million as clear profit.” He said that the Roosevelt Hotel was shut down during the coronavirus pandemic.


Replying to a question on Hazara Express incident, he denied any chance of terrorist attack and said that the negligence of Pakistan Railways officers and lack of resources are the main reasons behind this incident. He added that six officers have been suspended and the matter is being investigated.


“The responsible persons will be held to account but the actual responsibility lies in the lack of resources,” the minister said.


Khawaja Saad Rafique, who is also Minister for Railways has termed the Main Line-1 (ML-1) project “a backbone for the railways”. He stressed that the project, which was conceived under the China-Pakistan Economic Corridor (CPEC), should be taken forward on a priority basis.


He said that the special directions have been issued to the Pakistan Railways administration to develop a strategy to make the production units of the railway profitable and private investors should also be given opportunities to join the railways production units.


He said that a detailed business plan of the Pakistan Railways Freight Transportation Company (PRFTC) has been prepared to take all possible steps to increase the revenue of the PRFTC, saying that the railway companies would have to increase revenue by getting business from private projects as well.

Governor terms educated youth a valuable asset, distributes laptops among students

BAHAWALPUR, Aug 09 (APP): Governor Punjab Engr. Muhammad Baligh ur Rahman has said that the educated young generation was our valuable asset. Education, training and character building of the young generation are the guarantee of a bright future, he said while addressing the ceremony of giving laptops to meritorious students at the Islamia University of Bahawalpur (IUB) on Wednesday.


On this occasion, Vice Chancellor of the IUB Prof. Dr. Naveed Akhtar, former parliamentarians Begum Parveen Masood Bhatti, Fauzia Ayub Qureshi, Hasina Naz, Khalid Mehmood Jajja, Afzal Gill, Vice Chancellor the Cholistan University of Animal Sciences Bahawalpur Prof. Dr. Sajjad Hussain, Vice Chancellor Sadiq College Women University Bahawalpur Prof. Dr. Saiqa Imtiaz, Vice Chancellor the University of Gujrat Prof. Dr. Muhammad Mushahid Anwar, teachers and students were present.


The Governor said that during the previous tenure of Prime Minister Muhammad Nawaz Sharif, more than 0.5 million laptops were given to deserving students on merit. This scheme has been relaunched and this month more than 3000 students of the IUB will be given laptops on merit, he expressed. He said that the superiority of merit was the distinction of the Pakistan Muslim League (N).

He said that PTI used the youth generation to promote hatred, adding, we will not allow the spread of hatred among the people of Pakistan through social media. He said that laptops had been provided to the youth on merit and their political affiliation was with any party.


The Governor Punjab said that according to the report of Transparency International, corruption had increased during the tenure of PTI. He said that the issue of the IUB had been exaggerated on social media. Associating dirty videos on social media with the University without research is hurtful, he said and added that a high-level investigation was being conducted on all aspects of the University’s financial affairs, drugs and harassment.

Strict action will be taken against any irregularity, he maintained. He said that the teachers and students of the IUB were respectable and would not let affect their reputation. He said that all resources were being used for women’s education and empowerment. Zero-tolerance policy is being followed on drug use in educational institutions and there will be no leniency with those involved in this kind of nefarious business, the Governor maintained.


Vice Chancellor IUB Prof. Dr. Naveed Akhtar and Deputy Director of the Higher Education Department Qaim Ali Shah also addressed the ceremony.
