15th National Assembly, a remarkable journey amid challenges, achievements: FAFEN

0

ISLAMABAD, Aug 13 (APP):The 15th National Assembly showcased extraordinary resilience in the face of intricate political, economic, judicial, and constitutional tests, as it completed its tenure on August 9, 2023.

The assembly’s unwavering commitment to upholding its authority and navigating complex pressures marked a significant chapter in Pakistan’s legislative history, said a preliminary report issued by Free and Fair Election Network (FAFEN) on Sunday.

According to the details, surpassing its predecessors in legislative productivity, the outgoing Assembly’s achievements were remarkable. Despite 11 percent fewer sittings, it managed to increase its legislative output by an impressive 57 percent. A total of 322 pieces of legislation were passed, compared to 205 bills in the previous term. Private members’ bills played a crucial role, with over 30 percent of approved legislation initiated by non-governmental members, showcasing a collaborative spirit within the coalition government.

One of the most defining moments of the 15th Assembly was the successful vote of no confidence against a Prime Minister, leading to a change in government—a first in the nation’s history. This historic event underscored the Assembly’s role as a robust pillar of democracy.

The legislative achievements were marked by a government-wise distribution, with 54 percent of legislation occurring under the PML-N led coalition government, and the remaining 46 percent under the PTI government. Notably, the Assembly’s focus extended to diverse areas, including research and education, economic and financial matters, trade regulations, administration of justice, rights of marginalized groups, and significant reforms in public institutions.

Throughout its tenure, the Assembly demonstrated a commitment to transparency and accountability, despite facing challenges related to attendance and truncated legislative procedures. The lawmakers’ dedication to raising questions, moving attention notices, and participating in discussions highlighted their vigilance over the executive’s actions.

The 15th Assembly’s commitment to progress was further demonstrated through amendments to its Rules of Procedure and Conduct of Business. These changes aimed to uphold national values and enhance the functioning of the Assembly, including the mandatory playing of the national anthem and recitation of hadith before each sitting.

As the 15th National Assembly concluded its journey, it left behind a legacy of resilience, achievement, and dedication to democratic principles. The challenges it overcame and the milestones it achieved have set a precedent for future legislative bodies, reinforcing the importance of a strong and determined parliamentary system in Pakistan’s democratic landscape.

President urges nation to remain steadfast, work hard for country’s uplift

0

ISLAMABAD Aug 14 (APP): President Dr Arif Alvi has urged the entire Pakistani nation to remain steadfast and work wholeheartedly for the development of the country. “There is a need to unite to cope with the social, political, economic and security challenges facing the nation today. So, let’s resolve that we will not hesitate to offer any sacrifice for the security, prosperity, and development of the country,” the president said in a message on the occasion of the 76th Independence Day anniversary.

The president congratulated all compatriots on Pakistan’s 76th Independence Day anniversary, adding that on this day, they paid tribute to the sacrifices rendered by their founding fathers and workers of the Pakistan Movement.

This day also gave the opportunity for introspection, he said, stressing that they should reflect on the nation’s progress so far, prevailing challenges, and opportunities for growth.

“It is a time to renew our commitment to building a stronger and more prosperous Pakistan as envisioned by the Father of the Nation. I urge my fellow countrymen to work for the welfare and uplift of deprived sections of our society. Let’s pledge to uphold the principles of democracy, freedom, equality, tolerance, forgiveness, socio-economic justice, and moral and ethical values, as enunciated by Islam,” a press release quoted the president as saying.

He said 76 years ago, on this day, Pakistan gained independence after the historic struggle of the Muslims of the sub-continent under the dynamic leadership of Quaid-e-Azam Muhammad Ali Jinnah.

The Muslims of India wanted a homeland for themselves where they could freely order their individual and collective lives in accordance with the teachings of Islam, he added.

“The stories of those people, who faced hardships, endured oppression and braved immense challenges to reach Pakistan, serve as a source of inspiration for our future generations. We should value the sacrifices of our forefathers for the creation of Pakistan and work for the prosperity of our people,” the president observed.

He said the day marked the culmination of a democratic and political struggle in their quest for freedom from colonial rule.

On this important day, the president said, let’s also remember their oppressed brothers and sisters in the Indian Illegally Occupied Jammu and Kashmir (IIOJK), facing Indian atrocities for decades.

India’s illegal actions, including ending Jammu and Kashmir’s special legal status in 2019, had further deteriorated the human rights situation in the valley in the form of extra-judicial killings, torture, and illegal detentions.

“We stand with our Kashmiri brethren and assure them of unwavering and continued political, diplomatic and moral support for their legitimate right to self-determination,” he reiterated.

PM calls for rekindling spirit of Independence Movement, lessons of unity, self belief

0

ISLAMABAD, Aug 14 (APP): Prime Minister Muhammad Shehbaz Sharif has underlined the need to summon the spirit that marked the Independence Movement and employ the lesson of unity and self-belief to chart the way forward.

“There is no denying the importance of many milestones we have achieved in the last seven and a half decades, often against opposing circumstances. We have faced the worst natural disasters, conflicts and wars and always managed to build back better. All along the way, we have jealously guarded the gift of freedom that we so passionately prize”, the prime minister said in a message on the celebration of 76th anniversary of Pakistan’s Independence.

The prime minister extended his heartfelt congratulations to the entire nation including overseas Pakistanis on the celebration of the independence day.

“The 14th of August is more than just a date; it is a symbol of the Pakistani nation’s resilience, courage and unwavering commitment to freedom. As the nation commemorates this day, it is an opportunity to reflect on the sacrifices of the past, celebrate the achievements of the present, and envision a brighter future for our people,” a press release quoted the prime minister as saying.

The prime minister said the spirit of independence continued to inspire Pakistanis to overcome challenges and work towards a nation that embodied the principles of justice, equality, and prosperity for all.

“On this day, let us remember the sacrifices of our forefathers and pledge to uphold the values that define our great nation,” he added.

The prime minister said the day held a special significance in their hearts, for this historic day saw an unprecedented freedom struggle culminating in the establishment of the state of Pakistan.

Today, they paid rich tributes to the men, women and children who got together under the dynamic leadership of Quaid-e-Azam Muhammad Ali Jinnah to struggle for the creation of a land they could call home, he added.

In the process, the prime minister said, they established a glorious example of commitment and devotion to the cause of Pakistan.

“I also take this opportunity to pay homage to the Quaid-i-Azam’s visionary leadership and other leaders without whom the dream of Pakistan could not see the light of day. The nation will eternally remain indebted to them for gifting us with the precious gift of freedom,” he added.

The freedom struggle for a separate homeland represented an idea; an idea rooted in self-assertion and hope of a better tomorrow, he said, adding it was for a country where the people could explore their potential and live a life in peace and prosperity in line with their glorious traditions, ethos, culture and values.

The idea of Pakistan was much bigger than they could imagine; it was an aspiration, which was shaped by a fear of living under the majoritarian principle advocated by Congress,  he added.

The prime minister said Quaid-i-Azam challenged this interpretation, which was meant to suppress Muslims’ identity and keep them as a minority under the garb of Western democracy.

The prime minister further said on the one hand, he established that Muslims were a separate nation in every sense and their demand for a separate homeland was historically justified and warned that forcing them to live in a large country under the principle of majoritarianism was a recipe for disaster.

On the other hand, he led a peaceful democratic and political struggle. So staunch was his determination and belief unwavering in the justness of his cause that the combined opposition of the ruling British and Congress failed to dent his resolve, the prime minister added.

“Two lessons are noteworthy in this regard. One, unity was one of the most remarkable aspects of Pakistan’s independence that emerged from a diverse tapestry of cultures, languages, and ethnicities,” he observed.

The prime minister said 14th of August was not only a celebration of political freedom; it was a testament to the ability of a nation to come together to overcome mammoth challenges.

Pakistan’s flag, he said, with its green representing the Muslim majority and white symbolizing religious minorities, embodied the principle of unity in diversity that continues to shape the nation’s identity.

Second, no obstacle is too insurmountable to be overcome if a person is driven by a deep sense of purpose. Self-belief ignites the imagination of nations and powers their journey towards the destination.

The prime minister further said on the day, they stood in complete solidarity with the oppressed people of Indian Illegally Occupied Jammu & Kashmir (IIOJK), who were waging a struggle for their right to self-determination.

Pakistan remained committed to providing political, moral, and diplomatic support to them. Despite a four-year military siege and complete information blackout, the people of IIOJK have displayed remarkable resilience and defiance against the Indian oppressive apparatus, he added.

“We call upon the international community and human rights organizations to take note of the rights abuses in IIOJK. Our stance remains firm, advocating for a peaceful resolution of the dispute in line with the UN resolutions, recognizing the right of Kashmiri people to decide their own future through a free and fair plebiscite,” the prime minister stressed.

Govt steered country out of severe economic, political crises in 16 months: PM

0

ISLAMABAD, Aug 13 (APP): Prime Minister Shehbaz Sharif on Sunday said his government steered the country out of severe historic economic and political crises and external challenges and protected the interests of the people and the Pakistani state during the 16 months.

Addressing the nation, he said time and history would be witness that his government saved Pakistan from default and the subsequent economic disaster waiting to happen, safeguarded national interests, restored the trust of friendly countries and provided relief to people after the devastating floods.

He said after the end of the constitutional tenure of his government, he was handing over power to the caretaker government.

“My conscience is clear that I served honestly and transparently and followed the constitution.”

He congratulated Anwarul Haq Kakar for becoming the caretaker prime minister and expressed hope that he would ensure free, fair and transparent elections in Pakistan and protect the right to vote of the people.

“The caretaker prime minister is appointed after consultation between him and leader of the opposition Raja Riaz.”

He thanked the political leadership and people for reposing trust in his leadership and government.

The prime minister said after the successful conclusion of the agreement with the International Monetary Fund (IMF), the country achieved economic stability.

He said his government was compelled to take loan from the IMF due to the tough conditions agreed to by the previous government. “My government restored the trust of the brotherly countries which always came to the aid of Pakistan in difficult times and helped people of Pakistan during the devastating floods.”

He said the government provided financial assistance to the vulnerable sections of society after the floods and added 5000 megawatts to the national grid, adding Pakistan stock exchange’s 100 index had crossed the mark of 49,000 points which was the highest in the last six years.

His government ensured freedom of the press, rights of media men and put Pakistan on the path of economic independence, he added.

The prime minister said Pakistan was on the verge of collapse when he took over and any delay would have been disastrous for the state causing irreparable damage.

“We delayed the elections despite the fact that it will have been beneficial for us. We gave priority to the interests of Pakistan, saved Pakistani state and took tough decisions.”

The government could not bring down inflation as much as it wanted as the previous government violated the agreement with IMF as part of a conspiracy, he explained.

In case of a default, the country would have witnessed an economic meltdown causing immeasurable miseries for the common man and shortages of food, medicines and fuel leading to social unrest, unemployment and economic recession, he remarked.

The PM said the government took difficult and tough decisions which were akin to a cancer treatment necessary for restoring the health of a patient.

He felicitated the nation on the 76th Independence Day, saying freedom was achieved with the sacrifices of lives of millions of men, women and children.

He recalled the tragic incidents of May 9, when military installations were burnt, government buildings were damaged and thugs desecrated the monuments of martyrs of Pakistan armed forces.

“All this was done through a conspiracy, planning, target setting and by moulding minds of groups of people,” he pointed out.

He held Imran Niazi and his party responsible for the mayhem on May 9 and said the nation would never forget the tragic day.

“Their dark faces on that dark day were exposed before the people,” he said adding the nation was proud of its martyrs and ghazis and would forever remember their sacrifices for the motherland, which made it possible for Pakistan to defend against its enemies.

Shehbaz Sharif said the people of Pakistan had sacrificed a lot and now those should give sacrifice who were wealthy and they should take care of the poor people.

He said the government distributed free flour of Rs 70 billion during Ramazan, increased financial assistance to the poor people under the Benazir Income Support Programme (BISP) by 25 percent, enhanced the total allocation of BISP to Rs 466 billion, hiked salaries of employees, raised pensions and distributed Rs 100 billion among flood affectees.

The government gave a package of Rs two trillion to farmers resulting in bumper crops of wheat, provided laptops to millions of youth, gave loans of Rs 80 billion for starting businesses and set up Danish schools in various parts of the country, he added.

He vowed to provide more facilities for education to youth so that they could earn incomes and help end poverty and achieve economic growth in the country.

He said the government’s policies would help decrease inflation to the levels achieved by former prime minister Nawaz Sharif in his last tenure.

Shehbaz said the nation had built consensus on achieving economic prosperity and for that Special Investment Facilitation Council (SIFC) had been established to attract foreign and local investment of billions of rupees, leading to a revolution in the fields of agriculture, information technology, mineral extraction and defence production.

The federal and provincial departments and army would ensure the implementation of projects under SIFC, he elaborated.

He appealed to the people to never let return to the dark period of the last government of 2018 which caused economic difficulties for people.
