Fourth National Assembly approaches term conclusion, enacting 235 bills over five years

ISLAMABAD, Aug 09 (APP): The 15th National Assembly of Pakistan joined the ranks of the few assemblies that have successfully completed their terms, following the passage of an impressive total of 235 bills.

It marked the fourth instance in the country’s history where a National Assembly has successfully completed its term.

Although the official term completion date for the 15th National Assembly was slated for August 12, 2023, Prime Minister Mian Muhammad Shehbaz Sharif announced its dissolution three days ahead, on August 9, 2023.

Over the course of its tenure, the outgoing Assembly conducted a total of 52 sessions, dedicated to deliberating and passing vital legislative proposals, totalling the impressive count of 235 bills.

These legislative measures were meticulously designed to address a wide spectrum of issues and serve the best interests of the nation.

Prime Minister Mian Muhammad Shehbaz Sharif delivered a farewell address in the National Assembly, extending his heartfelt gratitude to a multitude of figures who contributed to the governance of the nation.

He expressed his appreciation for the efforts of Speaker, National Assembly Raja Pervaiz Ashraf, Co-Chairperson PPPP Asif Ali Zardari, Minister for Foreign Affairs Bilawal Bhutto Zardari, the entire cabinet, as well as the esteemed members of the lower house. This collective effort played a vital role in effectively managing the government’s affairs.

In his address to the National Assembly, Speaker Raja Pervaiz Ashraf emphasized the assembly’s representation of the country’s diverse population of 250 million people. He underscored the assembly’s role as a sovereign institution, entrusted with the responsibility of enacting measures to alleviate the public’s concerns.

The dynamics of the outgoing assembly saw the ousting of former Prime Minister Imran Khan through a motion of no-confidence. Subsequently, Mian Muhammad Shehbaz Sharif secured a vote of confidence, leading him to assume the role of Prime Minister.

Notably, during the tenure of the assembly, a total of 126 bills were passed from August 13, 2018, to April 9, 2022. The remaining 109 bills were endorsed during the PML-N-led government’s term, spanning from April 10, 2022, to August 9, 2023.

The National Assembly’s achievements extended beyond bills, as evidenced by the passage of 106 resolutions, the presentation of 449 reports, thousands of questions and calling attention notices related to various ministers.

The reports in the National Assembly encompassed an array of topics, including legislative proposals, questions, calling attention notices, and other pertinent matters.

Reflecting on the nation’s political history, the year 2002 marked the holding of general elections, resulting in the Pakistan Muslim League-Q securing a majority in the 12th National Assembly. Despite completing its five-year term, none of the elected Prime Ministers managed to serve their full tenures.

Mir Zafarullah Khan Jamali assumed the Prime Ministerial position after the election but resigned in June 2004. Subsequently, Shaukat Aziz succeeded him.

The 2008 government formation saw the Pakistan Peoples Party taking the reins, yet even elected Prime Minister Yusuf Raza Gillani faced disqualification by the Supreme Court due to a conviction of contempt of court and Raja Pervaiz Ashraf was elected as the Prime Minister on June 22, 2012.

Transitioning into 2013, the PML-N assumed power, concluding its constitutional term in 2018. However, the spectre of the Panama Papers case loomed, leading to the disqualification of elected Prime Minister Nawaz Sharif in 2017. Shahid Khaqan Abbasi subsequently assumed the role of Prime Minister.

No meaningful engagement with India unless revocation of illegal, unilateral steps on IIOJK: FM

ISLAMABAD, Aug 9 (APP):Foreign Minister Bilawal Bhutto Zardari on Wednesday reiterated that Pakistan’s stance over its relations with India was very clear and consistent, unless it revoked its illegal and unilateral acts of 2019 over the Indian Illegally Occupied Jammu and Kashmir (IIOJK), there was no space to meaningful engagement.

He said that India had not only violated the international laws and the United Nations Security Council resolutions, but also the bilateral agreements between the two countries.

“There is no space left for Pakistan to meaningfully engage with India,” the foreign minister maintained while addressing a presser to highlight the achievements of the Ministry of Foreign Affairs during his tenure.

The foreign minister, replying to a query, said that he went to Goa, India to attend the Shanghai Cooperation Organization (SCO) meeting despite serious reservations and carrying head money, to present Pakistan’s stance and tried to utilize the space available to pronounce Pakistan’s interests.

He said due to his participation in the SCO meeting where he presented Pakistan’s stance clearly, India went on the back foot and held the SCO heads of states summit virtually.

About sending Pakistan national team to contest the ICC Cricket World Cup in India, he said contrary to India’s indulgence in immature acts, Pakistan always maintained that there should be a difference between politics and sports, adding that they still had security concerns as the security of the national team could not be compromised; and they had conveyed such to the International Cricket Council (ICC) and India.

The foreign minister, to another question, said that Pakistan was not interested in the bloc politics and did not want to be part of any polar world because they wanted to serve their 224 million population, and if they were drawn into others’ interests, then they would be distracted.

The foreign minister, responding to a question about Afghanistan, said that certain opinions were being formed across the world on the basis of ground realities.

If they wanted diplomatic recognition, the Afghan interim government would have to address the international concerns, but if they continued with their statements, it would create complications and the Afghan people would continue to suffer, he added.

Foreign Minister Bilawal said that after the fall of Kabul, there was a sharp spike in terrorist incidents in Pakistan and stressed that cooperation and engagement between the two countries was necessary to tackle the issue.

He said Pakistan remained engaged with the Afghan leadership. About women’s education issue, he said, Pakistan had a very open and clear stance.

For the first time, they arranged a trilateral format among Pakistan, China and Afghanistan to make them realize the concerns of Pakistan and China regarding terrorism, he said, adding Minister of State Hina Rabbani Khar had also visited Afghanistan.

The foreign minister said using the OIC platform at the UN women education conference, he had addressed the world community and highlighted steps taken by Pakistan for the women’s rights.

The event also enabled the member countries of Organisation of Islamic Cooperation (OIC) to show to the world the initiatives taken for the women’s rights which also helped remove the impression in which the Muslim world was painted.

Terming the fight against terrorism their own fight, the foreign minister said that Pakistan had been the largest country in the world affected from the curse of terrorism.

He said that they wanted to save their coming generations and would not allow the enemies of the religion, the country and the people to cause any further harm.

The foreign minister also expressed strong opposition with the previous government’s policy over the terrorists hiding in Afghanistan.

He expressed the satisfaction that at the diplomatic front, they moved ahead with ‘damage control’ during the last 16 months.

He regretted that the PTI’s government had caused damage to the country’s relations with world capitals and strongly disagreed with the gesture of former prime minister waving a letter sent by the European Union in public.

Bilawal said that diplomatic affairs of the country should be run for the benefits of the people of the country, emphasising “consistency and continuity’ in the foreign policy.

To a question, he replied that he had already maintained during the previous government’s tenure that they should not expect anything from Modi, who was a butcher of Gujarat and was quite different from Vajpayee and Manmohan Singh.

About Russia-Ukraine conflict, he said that Pakistan wanted a peaceful resolution of the issue.

He said they did not want to see relationship with Russia through the prism of the ongoing issue, as they wanted to collectively unlock the immense potential between the two countries. They prayed that diplomacy and peace would prevail, he added.

The foreign minister said Pakistan was committed to Pakistan-Iran gas pipeline for the mutual benefits of the people of the two countries.

Earlier, the foreign minister highlighted the achievements of his ministry on the diplomatic fronts and global fora with increased outreach, and extensive engagements with the international community.

He said Pakistan engaged with the United States, Europe and the United Kingdom through bilateral and multilateral meetings.

“What gives me satisfaction, however, is that the positive trajectory in our relations with both the US and China have been pursued with clarity, underpinned by our consistent position that we do not want to be dragged into a global competition,” he said.
 
Also, the foreign minister said Pakistan maintained its principled position on the Ukraine conflict. “Despite all the doubts and apprehensions in media, our voting pattern on related resolutions in multilateral fora remained unchanged. We invested significant effort in engaging both sides of the divide, and today, I believe there is a greater understanding of Pakistan’s position,” he added.

It was clearly evidenced by their closer engagement with the US and the EU, burgeoning energy cooperation with Russia, and visits to Pakistan by the foreign ministers of Belarus and Ukraine, he added.

“This broad, deep and meaningful engagement with all countries also helped building trust with the countries that sit on the IMF board. Its coming to fruition last month was a gratifying moment,” the foreign minister said.
 
Removal from the FATF’s grey list, hosting of Geneva conference and revival of the International Monetary Fund’s (IMF) programme were some of the conspicuous achievements for Pakistan, he added.

Visa facilitation, cooperation in science and technology resulted in opening of doors for Pakistanis seeking jobs abroad, he said, adding they had corrected the diplomatic course.

The foreign minister said that during his tenure in office, they never compromised on the core issue of Kashmir and effectively advocated for the oppressed people of Kashmir at all fora.

The Kashmir issue had been a consistent component of the foreign policy, he said and enumerated Pakistan’s efforts to address issues of Islamophobia and desecration of the Holy Quran, leading to adoption of a resolution by the UN Human Rights Council.

The foreign minister thanked the UN Secretary General for his efforts to support Pakistan during the last year’s floods.

He said that they would provide 2 million climate resilient houses to the flood affected people in Sindh, adding that a huge number of educational institutions and roads network were also affected in that natural calamity.

The foreign minister highlighted 51 different change reforms initiatives carried out in the ministry to increase its functionality and efficiency.

Rana Sanaullah hails Iraqi government to facilitate Pakistani pilgrims

ISLAMABAD, Aug 09 (APP): Interior Minister Rana Sannaullah on Wednesday appreciated the Government of Iraq for making special arrangements for Pakistani visitors to holy places.

The minister during his recent visit to Iraq, had requested the government for special arrangements for the pilgrims who face difficulties visiting holy places in Iraq, a news release said.

The government of Iraq on his request increased the quota of pilgrims up to one hundred thousand and issuance of 30 days free visa to the pilgrims. Earlier the pilgrims were given 15 days paid visa.

Pakistani pilgrims would be allowed to enter Iraq through Baghdad and Al-Najaf Airports and Al-Saib port through while the government of Iraq uplifts the restriction of entry and exit from one airport.

Both the government decided to take stern action against the tour operators charging extra fees from pilgrims whereas both countries will regulate the tourism companies to ensure better provision of facilities to the visitors.

Pakistan’s embassy in Iraq will make arrangements to control the issue of overstaying at the end of the visa whereas Pakistani investors would be issued electronic visas.

The minister thanked the government of Iraq for the special arrangement on his request and said that such steps would strengthen the bilateral relations between the two countries.

CCP fully functional after assumption of charge by chairman, two members

ISLAMABAD, Aug 9 (APP): The Competition Commission of Pakistan (CCP) on Wednesday became fully functional with taking charge of office by its newly appointed chairman and two members.

The government appointed Dr. Kabir Ahmed Sidhu, Salman Amin, Abdul Rashid Sheikh, and Captain (retired) Saeed Ahmad Nawaz as members of the CCP on July 17, 2023. Dr Sidhu was subsequently nominated as the CCP chairman.

Dr Sidhu took charge as CCP Chairman following the issuance of a notification by the Federal Government on Tuesday (August 8). Two newly appointed members Salman Amin and Abdul Rashid Sheikh also joined the Commission.

Dr Kabir Ahmed Sidhu completed his undergraduate, Master and PhD from Manchester University. He specializes in the Regulation of Abuse in Markets.

He has previous experience of working in insurance, legal, financial, academic, research and government institutions in the United Kingdom and Pakistan, and will bring a wealth of experience to the CCP.

Salman Amin brings with him extensive experience. He is a Fellow Chartered Accountant and Fellow ACCA (UK), besides having major regulatory certifications from institutions such as the University of Florida and the Centre for Energy Economics (Texas, US). He also holds Project Management certification from ILO Training Centre (Italy) and is a certified director by the Pakistan Institute of Corporate Governance (PICG).

His regulatory expertise, especially in the energy sector, covers roles in mergers and acquisitions, restructuring, and due diligence.

Abdul Rashid Sheikh holds an MBA from Institute of Business Administration Karachi, a Master of Public Administration from Cornell University, and a Fulbright Scholarship.

During his 35 years in the Pakistan Customs Service, he has worked in a variety of fields, including federal excise, sales tax, and customs.

He excelled in intelligence and anti-smuggling tactics while also being skilled in tariff analysis, enforcement, audits, and inspections, among other things.

PM directs a corporate structure for construction of Olympic Village in Islamabad

ISLAMABAD, Aug 9 (APP): Prime Minister Shehbaz Sharif on Wednesday directed the authorities concerned to formulate a corporate structure for construction of the Olympic Village in Islamabad which should be supervised by the relevant experts.

The prime minister, who chaired the meeting on the construction of an Olympic Village of international standard in Islamabad, said the majority of Pakistan’s population comprised youth. The sports activities enable the youth to utilise their energies in a productive manner, he added.

Recalling the government’s historic steps for promotion of sports in the country, he said a national sports program was launched and the foundation for the first sports university in Islamabad was also laid.

Calling the Olympic Village a national project, the prime minister said a corporate structure be formulated for the project and the relevant experts should monitor the construction.

The meeting was told that the Olympic Village would be developed over 1200 kanals of land at the foothills of Margalla Hills. It would feature facilities of international standards for various sports, including a cricket academy, an international cricket stadium, a hockey ground, a tennis complex, an athletics stadium, indoor sports, an international hotel, and parking facilities.

It was told that an estimated budget of Rs3 billion has been allocated for the construction of the Olympics Village.

The prime minister directed to ensure transparency in the construction of the facility.

Former members of the National Assembly Tariq Fazal Chaudhry, Hanif Abbasi and Anjum Aqeel, Chairman of Capital Development Authority and relevant senior officers attended the meeting.
