PHC grants stay, protecting mining operations in emerald mine dispute

PESHAWAR, Aug 16 (APP):Peshawar High Court Wednesday granted stay by restraining DG Mines and Minerals and a private company from interfering, and creating obstacles in mining operations of petitioner in 500 acres Emerald Mine in District Shangla.

A division bench of Justice Arshad Ali and Justice Fazal Subhan heard a writ petition filed by M/S Malik Minerals and Mining Company against judgement of KP Appellate Tribunal Mines and Minerals wherein it had allowed another company to have a prospective licence for emeralds over a 5 acres area adjacent to 500 acres mine of petitioner company in blatant violation of the mines & minerals Act 2017.

Advocate Nouman Muhib Kakakhel represented the petitioner company.

The counsel argued that an appeal was filed by the another company for refusal of the Department to grant prospecting licence, however, they preferred an appeal and it was shown that the area was only to be given on Auction instead if prospective licence hence the then appellate dismissed the appeal and also declared other PLs in the area as illegal.

The private respondent moved PHC, which ordered the newly established tribunal to give an opportunity of hearing to the respondent company and decide the case afresh, however, the tribunal instead of a fresh decision disposed the appeal of without deciding the case and allowed the respondent company to have a Prospective Licence in a place reserved for auction.

The counsel argued that in a place where a mineral had been explored and was being mined, a prospective licence could not be granted rather a mining lease was to be given through an auction, hence the PL was illegal.

The counsel argued that the 5 acres as given through PL was not following the 20 meter distance as provided for by the law .

The counsel argued that tunnels were being dug near the mines of petitioner company which was creating hindrance with their access to the mine and the waste was being thrown to the private lands of the partners of the petitioners whereas the labour was constantly being harassed and threatened by the authorities and the private respondent.

The court after hearing counsel for the petitioner, restrained the mines and mineral authorities and the private company to interfere in mining operations of the petitioner and creating hindrance in their work till final decision of the case

DCs directed to launch operation against encroachments, illegal occupation of state land

LAHORE, Aug 16 (APP):Punjab Chief Secretary Zahid Akhtar Zaman, on Wednesday ordered all the deputy commissioners to launch an operation against encroachments and illegal occupation of state land in the province.

Presiding over a video link meeting of the deputy commissioners at the Civil Secretariat, the Chief Secretary directed that indiscriminate action should be taken in all districts.

He said that for the convenience of the people, hardworking and dutiful staff should be posted in the registration branch of DC office.


The Chief Secretary said that ‘Ab Gaon Chamkein Gay’ is a revolutionary program to provide facilities to the rural population on the pattern of cities. He said that the deputy commissioners should monitor the implementation of this program themselves.


Local Government Secretary Dr. Irshad Ahmed gave a detailed briefing in the meeting. He said that under the ‘Ab Gaon Chamkein Gay’ program, cleanliness, easy issuance of birth, death and other certificates would be ensured in every village.

He said that management committees would be established under the supervision of the Assistant Commissioner for the implementation of the program. He further said that PITB would provide training to the staff of the Local Government department.


The meeting was attended by Senior Member Board of Revenue, Law Secretary and relevant officials while all the deputy commissioners participated through video link.

‘Villages Will Shine’ opens in DG Khan

DG Khan, Aug 16 (APP):Marking as a significant program of the Punjab government Aub Gaon Chamken Gey (Villages Will Shine) was opened here on Wednesday like the rest of the districts in the province.

Deputy Commissioner Mehar Shahid Zaman inaugurated the program in a formal ceremony arranged at Kasba Samina Sadat.

Under the program, computerized facilities of birth, death, and marriage certificates would be provided to inhabitants of the villages.

Speaking on the occasion, the DC deemed the programme a revolutionary step by the provincial government.

He said villages would be provided facilities with opportunities for cleanliness arrangements akin to civic areas.

It would not only inhibit diseases spread through unhygienic conditions in the villages but bring a healthy environment within their domain. He said spots for dumping garbage would be determined with the help of locals and added that committees were constituted to provide facilities to the villagers.

Good governance model to be introduced to improve MWMC performance

MULTAN, Aug 16 (APP):Multan Waste Management Company (MWMC) administration has decided to introduce a good governance model to improve its performance.

Chief Executive Officer (CEO) MWMC Shahid Yaqub expressed these views while presiding over a meeting of company officials and staff here on Wednesday.

Senior Manager Operation Faheem Lodhi and Manager Operation Anwarul Haque gave a briefing on cleanliness operation.

He said that the efficiency of the operational wing would be increased to improve the sanitation situation.

There was a zero-tolerance policy for the redressal of citizens’ complaints regarding cleanliness.

E-filing system has been implemented for transparency in company affairs.

CEO further said that steps to increase new machinery and manpower for sanitation was in the final stages.

He directed to ensure repairing of containers and installation of dust bins as early as possible.

It was also decided in the meeting that strict action would be taken against the field staff for poor performance.

ANF seizes over 908 kg drugs in 38 operations; arrests 45

RAWALPINDI, Aug 16 (APP):Anti Narcotics Force (ANF) has seized 908.901 kg drugs worth US$ 18.576 million internationally, arrested 45 accused including a woman, a foreigner and impounded 18 vehicles while conducting 38 counter narcotics operations throughout the country during last week.

According to an ANF Headquarters spokesman, the seized drugs comprised 26.400 Kg Opium, 70.862 Kg Heroin, 775.600 Kg Hashish, 15.730 Kg Methamphetamine (Ice), 15 Grams Weed, 294 Grams MDMA Powder and 20 Kg Diazepam Powder.

He informed that ANF Balochistan recovered 495.5 Kg Drugs in 6 operations while arrested 7 persons involved in drugs smuggling and impounded 5 vehicles. The seized drugs comprised 14.500 Kg Heroin, 472 Kg Hashish and 9 Kg Methamphetamine (Ice).

ANF Punjab recovered 117.37 Kg Drugs in 11 operations while arrested 15 persons including a foreigner and impounded 5 vehicles. The seized drugs comprised 26.400 Kg Opium, 5.797 Kg Heroin, 80.800 Kg Hashish and 4.373 Kg Methamphetamine (Ice).

ANF KPK recovered 76.06 Kg Drugs in 8 operations while arrested 8 persons besides impounding five vehicles. The seized drugs comprised 45.210 Kg Heroin, 30.300 Kg Hashish and 550 Grams Methamphetamine (Ice).

ANF Sindh recovered 207.300 Kg Drugs in 6 operations and arrested 7 accused besides impounding 2 vehicles. The seized drugs comprised 186.500 Kg Hashish, 800 Grams Methamphetamine (Ice) and 20 Kg Diazepam Powder.

ANF North recovered 12.671 Kg drugs in 7 operations and arrested 8 accused including a woman involved in drugs smuggling and impounded a vehicle. The seized drugs comprised 5.355 Kg Heroin, 6 Kg Hashish, 1.007 Kg
Methamphetamine (Ice), 15 Grams Weed and 294 Grams MDMA Powder.

Separate cases have been registered at respective ANF Police Stations under CNS Act 1997 (Amended 2022) and further investigations are under process.

Five robbers killed in encounter, held criminal record; Police

KARACHI, Aug 16 (APP):Police announced that five alleged robbers who were killed in an encounter with police in North Karachi area on Wednesday were identified after investigation.

The deceased robbers were identified as Payenda Khan, Imran, Abdullah, Abdul Bari and Haider Khan, according to police.

All of the killed robbers hold criminal records and had been arrested earlier also.

The accused had entered into a house B-274 near Umm-ul-Quran School, North Karachi Sector 11B by cutting the grill with the intention of robbery. On the information about the presence of robbers on Madadgar 15, a police mobile of Madadgar 15 and the SHO concerned along with 2 police mobiles reached the spot.

The police cordoned off the house at which the accused tried to escape by opening fire. All the five accused were killed in the retaliatory firing by the police

Police collected the evidences and stolen goods along with weapons from the spot. Recovered items include three 9mm pistols along with load magazines, a 30 bore pistol with load magazine, gold ornaments, cash Rs. 126,000.

The deceased accused were shifted to the hospital while a case has been registered.

Two of robbers gang held

KARACHI, Aug 16 (APP):The Pakistan Rangers Sindh and police in a joint intelligence based operation have arrested two allegedly of a robbers gang from Orangi Town and recovered snatched mobile phones and motorcycle from their possession.

According to spokesman for Rangers on Wednesday, arrested were identified as Salman and Ahmed alias Umi.

The accused in July this year had snatched motorcycle on gun point in Zainab Mobile Market, Orangi Town.

The CCTV footage of the incident had also went viral over social media in which the accused could be seen committing the crime.

During initial interrogation, the arrested confessed their involvement in more than 50 robberies in which they snatched 170 mobile phones and cash about Rs. 0.1 million. Raids were being conducted to apprehend their other accomplices.

The accused had been handed over to police for further legal proceedings.

Two street criminals arrested; Rs 60,000, weapons recovered

RAWALPINDI, Aug 16 (APP):In an operation against criminal elements, Rawalpindi Police here on Wednesday arrested two street criminals and recovered Rs 60,000 cash, three mobiles, weapons, and other items from their possession.

According to a police spokesman, Race Course police arrested two members of a street criminal gang including ringleader namely Waseem Alias Baro and Usama, wanted in various cases.

He informed that the police team constituted under the supervision of SHO Race Course Police Station on the directives of the Superintendent of Police, Potohar Muhammad Waqas Khan conducted a raid and managed to net the accused.

As per the preliminary police record, the criminals were also involved in other crimes, he said adding, Police recovered cash, mobiles, weapons, and other items after the identification parade.

Field Officer arrested over bribe

SARGODHA, Aug 16 (APP):Anti-Corruption Establishment (ACE) arrested a field officer of District Headquarter (DHQ) Hospital Bhakkar over bribe here on Wednesday.
According to a press release issued, Maqsood Alam s/o Muhammad Ramzan,resident of Jhakar Digar Sharqi village,Bhakkar, submitted an application to Regional Director Anti-Corruption Abdul Razzaq Dogar in which he stated that Qaisar Abbas field officer of DHQ hospital Bhakkar demanded Rs 15000 as a bribe from my brother- in-law to get a medical board.
To which, the Regional Director ACE ordered the Circle Officer Anti-Corruption Bhakkar Ameer Abdullah Khan to conduct a raid to arrest the accused.
The Circle Officer ACE under the supervision of Magistrate Malik Javed Khokhar conducted a raid and arrested Qaisar Abbas on the spot and also recovered the marked notes of Rs 15000 from him.
Case was registered against the accused, while investigation was underway.
