ECP halts NOC issuance for new housing societies, demands commission’s clearance

ISLAMABAD, Aug 17 (APP): The Election Commission of Pakistan (ECP) on Thursday banned the issuance of No Objection Certificates (NOCs) for new housing societies, making commission approval necessary even in cases of urgency.

The ECP’s notification stated that while the caretaker government has the capability to manage routine operational emergencies, it is advisable to refrain from making significant policy decisions.

The ECP’s notice highlights a growing concern – changes in land usage initiated by the provincial government across various districts.

The issuance of NOCs by deputy commissioners to multiple housing societies has begun to compromise vital green spaces and productive agricultural land. This trend could potentially lead to disorderly and unplanned residential expansion, accompanied by possible corruption concerns in specific regions.

The responsibility of devising an appropriate policy to tackle this challenge falls squarely on the shoulders of the elected government, bypassing the caretaker government. Consequently, an immediate cessation of new NOC issuance is urged, with a directive to communicate this decision to all deputy commissioners.

In instances where the caretaker government identifies pressing matters in this context or any other, they are expected to present a well-justified case for review and approval by the commission before any action is taken.

Upholding the commission’s legal mandate and guidelines is a fundamental expectation from the caretaker government as they fulfil their duties.

Dr. Shamshad Akhtar assumes charge as caretaker finance minister

ISLAMABAD, Aug 17 (APP): Dr Shamshad Akhtar arrived at the finance ministry and officially took over the responsibility of caretaker finance minister after taking oath at the Presidency.

On her arrival at the Finance Ministry, she was warmly welcomed by the finance secretary and senior officials of the ministry, said a press release issued here.

Later, the finance secretary and his team gave a detailed briefing on the country’s economic situation and trends of major financial economic indicators.

Upon assuming her new role, Akhtar expressed her dedication to ensuring fiscal discipline, promoting investment, and bolstering efforts to address income inequality.

WHO urges countries to work towards unlocking power of traditional medicine

UNITED NATIONS, Aug 17 (APP): The head of World Health Organization (WHO) Tedros Adhanom Ghebreyesus Thursday urged countries around the world to work towards unlocking the power of traditional medicine and provide evidence and action-based suggestions that can be integrated into a global strategy.

Speaking at the event which is taking place in the Indian city of Gandhinagar, he underscored the “enormous” contributions of traditional medicine to human health and its understanding of the “intimate links” between health and the environment, according to a press release issued at UN headquarters in New York.

Tedros stressed the importance of the gathering for “bringing together ancient wisdom and modern science for the health and well-being of people and planet”.

Echoing his words, the Director-General of the World Trade Organization (WTO), Ngozi Okonjo-Iweala said that traditional medicine is not opposed to modern medicine, but rather complementary.

Recalling that traditional medicine was “as old as humanity itself”, the WHO chief noted that many modern drugs trace their roots to ancient healing practices.

He gave the example of bark from the willow tree, used by Sumerians and Egyptians as a pain reliever and an anti-inflammatory over 3,500 years ago. “Then in 1897, the chemist Felix Hoffmann synthesized aspirin and the drug has gone on to improve, and save, the lives of millions of people every day,” Tedros said.

He also cited a 1971 breakthrough for malaria remedies, when China’s Tu Youyou read about the use of sweet wormwood to treat fevers in traditional Chinese medical literature. This led her team to isolate the compound artemisinin, which has become the “backbone” of malaria treatment.

The WHO Director-General insisted that far from being a thing of the past, traditional medicine is the object of growing demand worldwide. He highlighted its importance for mental health, healthy aging, and preventing and treating non-communicable diseases.

“This is not a new area for WHO”, he said, recalling that back in 2014, the organization’s Member States approved the first global ten-year strategy for traditional medicine, adding that a new strategy will be developed by 2025.

Through the summit – and the WHO Global Centre for Traditional Medicine launched in the Indian city of Jamnagar last year – the UN agency has been working to “inform policies, standards and regulations for the safe, cost-effective, and equitable use” of traditional remedies, Tedros said.

He urged countries to examine how best to incorporate traditional and complementary medicine into their health systems and “unlock [its] power through science and innovation”.

The WHO chief said that the Gujarat Declaration, which is expected to be adopted by the end of the summit, has the potential to enhance the “appropriate integration” of traditional medicine into states’ healthcare services.

WHO wrote on the social platform X that their work aimed to bring evidence and scientific validation around traditional medicine so that millions of people around the world who use it “understand whether it’s safe and effective and are better protected”.

KARACHI, Aug 17 (APP): Governor Sindh Kamran Khan Tessori on Thursday administered to the oath to Caretaker chief minister of Sindh Justice (Rtd) Maqbool Baqir.
The oath-taking ceremony held at the Governor House here, said a spokesperson of the Governor House.
Judges of the Supreme Court, Consul Generals of different countries, former federal and provincial ministers, businessmen, political and social figures, senior officers and dignitaries of the city participated in the ceremony.
On the occasion, the Governor of Sindh also congratulated Justice (Retd) Maqbool Baqir on assuming the office of the caretaker Chief Minister of Sindh.

PM allocates portfolios to federal ministers, advisers, special assistants

ISLAMABAD, Aug 17 (APP):Caretaker Prime Minister Anwaar-ul-Haq Kakar Thursday allocated portfolios to the newly-appointed federal ministers, advisers and special assistants.

Federal minister Senator Sarfaraz Ahmed Bugti was given the portfolio of Interior, Narcotics Control, Overseas Pakistanis and Human Resource Development; Jalil Abbas Jilani Foreign Affairs; Shamshad Akhtar Finance, Revenue, Economic Affairs, Privatization; Lt. General (Retd) Anwar Ali Hyder Defence and Defence Production; Murtaza Solangi Information and Broadcasting; Sami Saeed Planning, Development and Special Initiatives; Shahid Ashraf Tarar Communications, Maritime Affairs and Railways; Ahmad Irfan Aslam Law and Justice, Climate Change, Water Resources; Muhammad Ali Power and Petroleum; Gohar Ejaz Commerce, Industries and Production; Umar Saif Information Technology, Telecommunication and Science and Technology; Nadeem Jan National Health Services, Regulations and Coordination; Khalil George Human Rights; Aneeq Ahmed Religious Affairs and Inter-faith Harmony; Jamal Shah National Heritage and Culture; and Madad Ali Sindhi Federal Education and Professional Training, according to the Prime Minister’s Office.

The prime minister also appointed Air Marshal (R) Farhat Hussain as Adviser for Aviation, Ahad Khan Cheema Adviser for Establishment and Dr Waqar Masood Khan as Adviser for Finance. The advisers will have status of the federal minister.

PM Kakar also appointed his five Special Assistants with the status of Minister of State. Syeda Arifa Zehra was appointed as Special Assistant for Federal Education and Professional Training, Vice Admiral (R) Iftikhar Ahmad Rao as Special Assistant for Maritime Affairs, Wasih Shah as Special Assistant for Tourism, Mishal Hussain Malik as Special Assistant for Human Rights and Women Empowerment, and Muhammad Jawad Sohrab Malik as Special Assistant for Overseas Pakistanis.

10 dead, 1143 injured in 1107 accidents in Punjab

LAHORE, Aug 17 (APP):At least ten people were killed and 1,143 injured in 1,107 accidents in Punjab during the last 24 hours.
According to Rescue 1122, 602 drivers, 50 underage drivers, 137 pedestrians, and 414 passengers
were among the victims of road traffic crashes.
The statistics showed that 287 accidents were reported in Lahore which affected 298 people placing
the provincial capital at top of the list followed by 78 in Faisalabad with 74 victims and at third Multan
with 72 accidents RTCs and 68 victims.
According to data, 1006 motorcycles , 72 rickshaws, 110 cars, 16 vans, seven buses, 26 trucks
and 98 other vehicles, and slow-moving carts were involved in the accidents.

Commissioner Mardan directs DCs Mardan, Swabi to implement dengue action plan

MARDAN, Aug 17 (APP): Commissioner Mardan Division Yousaf Rahim Thursday directed the district administration of Mardan and Swabi to ensure strict implementation of the dengue action plan of the provincial government to prevent dengue fever.
Addressing the monthly performance review/revenue meeting at his office, he urged the administrative and revenue officers to set monthly targets for achieving government revenue and to make effective strategies to achieve these targets.
Additional Commissioner Mardan Naeem Akhtar, Deputy Commissioner Mardan Captain (retd) Abdul Rehman, Deputy Commissioner Swabi Gohar Khan, Additional Deputy Commissioners, Assistant Commissioners and AACs of Mardan and Swabi participated in the meeting.
Deputy Commissioner Mardan and Swabi gave a detailed briefing to the meeting about the various government targets in both the districts, the data of the achievement of the government revenue, the implementation of the tasks referred by the provincial government and the performance of the administrative officers.
Commissioner Mardan Division Yousaf Rahim directed the administrative officers to keep a close watch on the prices of essential commodities and take full action against the elements responsible for the artificial price hike.
He directed the Deputy Commissioners to ensure the implementation of the action plan regarding dengue fever in both districts and to monitor the implementation of the SOPs formulated in this regard so that the disease does not become an epidemic.
He also emphasized on an effective awareness campaign about dengue. Commissioner Mardan Division also issued necessary instructions for timely payment of financial compensation to the heirs and injured persons of those who died in various accidents during the monsoon rains.
The meeting was briefed about the activities going on from the platform of Reading Club and it was told that on the occasion of Independence Day, speech contests were conducted amongst students of schools in Mardan and Swabi and cash prizes were given to the position holders while more activities have been planned from the Reading Club platform after the opening of schools and colleges next month.
Commissioner Mardan appreciated the performance of the Reading Club so far and directed that the Reading Club can play an important role in bringing the youth back to book reading and to the libraries. He directed that in this regard, the services of scholars and writers should be utilized in both the districts.
