President for financially sustainable, viable development projects

PESHAWAR, Nov 9 (APP): President Dr Arif Alvi on Wednesday stressed upon the need to undertake financially sustainable and viable development projects, besides reducing pilferage in government departments’ expenditures to enhance efficiency and reduce the financial burden on governments.

He said that better planning and implementation of development projects by the trained and qualified development professionals could help improve overall service delivery in the country and help meet people’s expectations.

The president expressed these views during a briefing on the development projects in Khyber Pakhtunkhwa (KP), at Governor House, Peshawar, President Secretariat Press Wing said in a press release. Provincial Minister for Health and Finance, Taimoor Saleem Jhagra, chief secretary KP and other senior officials attended the meeting.

Addressing the meeting, the president said that better financial controls and enhanced accountability of government departments would help improve the efficiency and efficacy of development projects, besides help reduce the financial burden on the national and provincial exchequers.

He appreciated the development activities undertaken by the provincial government in KP, and highlighted the need to overcome the gap between people’s expectations and service delivery.

He said that necessary infrastructure and basic facilities, particularly in the health and educational sectors, needed to be commensurate with the people’s needs, adding that better planning and implementation of development projects could help meet the supply-demand gap.

The president also highlighted the need to focus on the prevention of diseases, both communicable and non-communicable diseases, adding that the overall disease burden could be reduced by adopting necessary precautionary measures and healthy living.

This, he said, would help reduce the burden on government health infrastructure and save precious resources.  

The president said that Alternate Dispute Resolution (ADR) mechanisms could be adopted in the newly-merged districts (NMDs) of KP to provide speedy and timely redressal to people’s grievances in those areas.

This would also reduce the burden on the traditional justice system, besides helping improve the overall law and order situation in the region, he added.

During the meeting, the president was briefed about different development projects undertaken by the KP government and the overall law and order situation in the province.

It was highlighted that since the inception of Sehat Cards in KP, 1.5 million patients had availed treatment facilities worth almost Rs 27 billion in different hospitals of KP.

It was informed that roads spanning 1005 km were constructed during the past four years, 1071 schools were being established or renovated, and 200 BHUs, 50 RHCs, and 25 DHQs were being revamped and converted into 24/7 facilities.

SBP, NBP to withdraw petitions against judgment of interest free banking: Dar

ISLAMABAD, Nov 09 (APP): Minister for Finance and Revenue Senator Muhammed Ishaq Dar on Wednesday said that State Bank of Pakistan and National Bank of Pakistan would withdraw their petitions from the Supreme Court of Pakistan against the judgment of Federal Shariat Court in which the Court had ordered implementation of interest-free banking system in the country.

The minister said that in this regard he held several meetings and detailed discussions with the Governor, State Bank of Pakistan and under the special directives of Prime Minister, it was decided that both the SBP and NBP would withdraw their petitions against the decision.

He said that the government would also expedite its efforts to introduce Shariah compliant banking system in the country for rapid growth and promotion of Islamic bank and finance.

He further informed that during 2013-18 several steps were being taken to promote Islamic economic system and a special committee comprising on Islamic scholars were also formed, adding that Islamic Banking system also observed significant growth and progress at that time.

However, he said that from last few years the sector was completely neglected and no further progress was witnessed, adding that promotion of Islamic economic system and interest free banking was the top priority of incumbent government

He said that government was also determined to overcome all the challenges faced for introducing interest free banking system and it will take all possible measures to take forward the interest free banking and economy for the prosperity of nation.

Pakistan’s govt, army providing strict security for Chinese projects: Zhao Lijian

BEIJING, Nov 9 (APP): The Pakistani government and army have been providing strict security protection to the Chinese projects, Chinese Foreign Ministry Spokesperson Zhao Lijian said on Wednesday.

“We have worked in Pakistan for a long time. Based on my understanding, the Pakistani government and military there have been providing strict security protection for the Chinese projects,” he said during his regular briefing.

The spokesperson said that China and Pakistan had close communication and coordination over security matters.

Zhao Lijian said that he was not aware of the media reports regarding use of bullet-proof vehicles for all outdoor movement of the Chinese nationals working on the China-Pakistan Economic Corridor (CPEC) projects.

Ashrafi welcomes govt’s initiative for withdrawing application challenging verdict against usury

ISLAMABAD, Nov 09 (APP): Prime Minister’s Special Representative for Interfaith Harmony and Middle East Hafiz Muhammad Tahir Mehmood Ashrafi on Wednesday welcomed the initiative of the government to withdraw the application against the Federal Shariat Court (FSC)’s decision on usury from the Supreme Court.

Ashrafi who is also the Chairman of Pakistan Ulema Council, in a talk to APP, thanked Prime Minister Muhammad Shehbaz Sharif, particularly, Minister for Finance Mohammad Ishaq Dar to take such a bold step, abrogating the interest-based banking system in the country.

He said the withdrawal of the application from the apex court would pave the way to establish an Islamic society in the light of Quran and Sunnah.

He said it was a long-awaited desire of the people that the financial system of the country should be interest-free.

He said the elimination of Riba (interest) would give an unprecedented boost to Pakistan’s economy and take the country to new heights of economic development and prosperity.

Ashrafi assured his all out support to the government’s economic team on the behalf of Ulema and Mashaykh to bring reforms in the banking system as per Islamic injunctions.

Sino-Pak Cooperation in emergency management highlighted

BEIJING, Nov 9 (APP): Natural disasters are a common challenge for mankind, and disaster prevention and reduction is also a common topic for all countries in the world, especially in countries along the ‘Belt and Road Initiative’,” said Prof. Cui Peng, Member of the Chinese Academy of Sciences (CAS), Science Committee Member of IRDR of ISC/UNDRR, Co-Director General of China-Pakistan Joint Research Center of Earth Sciences, Co-Founder of International Association for Disaster Risk Reduction (IADRR).

Mentioning the floods in Pakistan, he said “We’re happy to share our experience with Pakistan in many fields,” and added that such fields includes a systematic understanding of debris-flow formation mechanism, risk assessment, monitoring, and early warning; the development of integrated disaster mitigation techniques; systematic understanding of the mechanisms for earthquake-induced geological hazards such as seismic landslide and dammed lake, and risk assessment methods based on dynamic process and scale-up effect.

As per Prof. Cui, many countries are prone to natural disasters, and some of them are catastrophic. On average, the loss due to natural disasters in BRI countries is more than twice the world average and the casualties are even more, especially in South Asia, where the casualties in some cases have reached ten times.

“Therefore, joining hands in the prevention and control of natural disasters is of great significance,” Prof. Cui told China Economic Net.

Prof. Cui has long been engaged in mountain hazard research with a focus on debris flow and landslides, as well as water and soil conservation. As a scientist who has also been devoted to applying disaster risk reduction knowledge and techniques in catastrophic events at home and abroad, as well as in mountainous areas, infrastructures and scenic areas, Cui has successfully applied mitigation techniques to the mega debris-flow events in Venezuela and Zhouqu, China, earthquakes in Nepal and Wenchuan, China, large dammed lake and geo-hazards along the Karakoram Highway in Pakistan.

When he attended the Parallel Session on Disaster Risk Reduction and Emergency Management under the Fifth Hongqiao International Economic Forum for the Fifth China International Import Expo (CIIE) earlier this week, he said that coping with the risk of catastrophic disasters often requires the joint response of many countries, and all parties must strengthen international cooperation for disasters such as the floods in Pakistan.

“We must further explore cross-border disaster information sharing and disaster prevention mechanisms,” noted Cui, adding that the top priority is to help Pakistan and other countries in need improve their natural disaster monitoring capacity, and then to establish a data sharing mechanism.

“We are willing to share China’s disaster reduction technology with Pakistan and promote them according to local conditions,” he further said.

LAHORE, Nov 09 (APP): A smartly turned out contingent of Pakistan Navy assumed the charge of guards in an impressive Change of Guard Ceremony held at mausoleum of Dr Allama Muhammad Iqbal on Wednesday as the nation celebrates 145th birth anniversary of the National Poet.

The poet of East with the vision of independent state inspired the creation of Pakistan, said a Pakistan Navy media release.

The contingent of Pakistan Navy assumed ceremonial guard duties with traditional spirit and enthusiasm.

The outgoing Pakistan Rangers Punjab ceremoniously handed over the guard duties to Pakistan Navy.

Pakistan Navy assumes guard duties at mausoleum of Allama Muhammad Iqbal

Pakistan Navy Station Commander at Lahore, Commodore Sajid Hussain graced the occasion as the chief guest, who presented a mark of respect at Allama Iqbal mausoleum.

The ceremonial Guard mounting was followed by floral wreath laying at the mausoleum by Chief Guest on behalf of Chief of the Naval Staff Admiral Muhammad Amjad Khan Niazi, Officers, Sailors and Navy Civilians of Pakistan Navy. Later on, Station Commander offered Fateha and recorded his remarks in the visitor book paying rich tribute to the National Poet.

The ceremony was attended by civil and military dignitaries and large number of general public.
