UN rights experts call Iran’s draft hijab law amounts to ‘gender apartheid’

UNITED NATIONS, Sep 02 (APP): A group of UN Human Rights Council-appointed experts Friday expressed grave concern on Friday over a proposed law in Iran sanctioning new punishments for women and girls who fail to wear the headscarf, or hijab, in public.

“The draft law could be described as a form of gender apartheid, as authorities appear to be governing through systemic discrimination with the intention of suppressing women and girls into total submission,” the experts said in a joint statement.

They stressed that the proposed parliamentary Bill to Support the Family by Promoting the Culture of Chastity and Hijab and existing de facto restrictions are inherently discriminatory and may amount to gender persecution.

“The draft law imposes severe punishments on women and girls for non-compliance which may lead to its violent enforcement,” the experts warned.

It also violates fundamental rights such as the right to take part in cultural life, freedom of opinion and expression, the right to peaceful protest, and the right to access social, educational, and health services, they added.

“After months of nationwide protests over the death of Jina Mahsa Amini and against restrictive veiling laws, the authorities have introduced a tiered system of punishments targeting women and girls,” the experts said.

The 22-year-old was arrested in Tehran and taken into custody nearly a year ago by the so-called morality police for her alleged failure to comply with the already strict hijab laws.

She reportedly fell ill at a police station with witnesses testifying that she had first been severely beaten, and later died in hospital. Iranian authorities denied that she had been assaulted.

The UN-appointed added the proposed new punishments under the draft legislation would “disproportionately affect economically marginalized women”.

The use of culture by the Iranian government as a tool to restrict the rights of women and girls is misplaced, the experts warned, noting that “culture is formed and evolves with the participation of all”.

By using terms such as “nudity, lack of chastity, lack of hijab, bad dressing and acts against public decency leading to disturbance of peace”, the draft law seeks to authorize public institutions to deny essential services and opportunities to those who will not comply.

Directors and managers of organizations who fail to implement the law could also be punished; the independent experts warned.

“The weaponization of “public morals” to deny women and girls their freedom of expression is deeply disempowering and will entrench and expand gender discrimination and marginalization, with wider negative consequences for children and society as a whole,” the experts said.

They note that the so-called morality police have also been reportedly redeployed in some areas since early July, potentially to enforce compulsory veiling strictures.

The bill was submitted to parliament by the Government and the judiciary on 21 May, the UN said. Since then, it has been amended several times, with the latest draft significantly increasing the number of punishments for non-compliance.

“We urge authorities to reconsider the compulsory hijab legislation in compliance with international human rights law, and to ensure the full enjoyment of human rights for all women and girls in Iran,” the experts said.

Special Rapporteurs and other independent human rights experts are appointed to monitor and report on specific country situations or thematic issues.

They serve in their individual capacity, are not UN staff and do not receive payment for their work.

Govt aware of people’s problems, Baqar reacts to strike

KARACHI, Sep 02 (APP):Caretaker Chief Minister Sindh Justice (Retd.) Maqbool Baqir while reacting to the strike, has said that the federal and provincial governments are well aware of the people’s problems.
He said we understand that the people were very worried because of inflation.
Baqar said that the federal and provincial governments were working together to provide relief to the people.
He said that protest was everyone’s democratic right but it should not cause inconvenience to others.
The Interim Chief Minister said that the protesting people must take care of people’s lives and property.
He directed that the administration should take all necessary steps to make the protest peaceful.

Man deprived of motorcycle, cash

MUZAFFARGARH, Sep 02 (APP):A man was deprived of a motorcycle, mobile phone and cash at gunpoint by four unidentified armed outlaws intercepted premises of Rohilanwali police station on Saturday early morning.
According to police sources, Mustafa Shah Bukhari resident of Basti Sipeenwala was returning home from the vegetable market on a motorcycle when four unidentified armed motorcyclists intercepted him on the way home in the premises of Rohilanwali police station.
They held him hostage at gunpoint and snatched his motorcycle, mobile phone and cash Rs 25,000 from him and escaped.
Police concerned have started the investigations into the incident, police sources added.

Ice, hashish recovered from two drug peddlers

KOHAT, Sep 2 (APP)::City police here Saturday arrested two drug peddlers and recovered Ice and hashish from their possession.
According to a spokesperson for Kohat police, the operation was carried out under the supervision of SP City Rokhan Zeib Khan.
A total of 6.4 kilograms hashish and 120 grams Ice was recovered from the possession of the arrested drug dealers.
Cases have been registered against the arrested drug pushers and an investigation was underway.

Large number of people of Chitral stages a protest against illegal mining

CHITRAL, Sept 02 (APP)::Besti Valley is a beautiful area on one side, on the other side, nature has also hidden a treasure of precious stones like emeralds in these mountains, from where precious stones worth billions of rupees come out, but despite this, the people of the area are poor.
The people of the area staged a protest rally for their legitimate rights and demanded the authorities to give them their legitimate rights.
According to the details, the area of Chitral is very beautiful because of its natural beauty, on the other hand, there is also a natural treasure of precious stones in these mountains, but despite the extraction of emerald stones worth billions of rupees from this mountain, the people of Basti valley are still very poor and have no employment or any sort of benefit from such mining.
The people of Basti held a protest rally against the injustice of the non-local leaseholder and blocked the roads for all kinds of traffic.
Addressing the protest rally, the speakers said, “A non-local leaseholder has taken a lease in the name of some cheap mineral in the mountains of Besti Valley, but the emerald precious stone comes out from here and so far they have extracted an emerald worth a hundred billion rupees.”
They said that the leaseholder had initially entered into a written agreement with them that they would pay them royalty and service charges as well as repair roads and bridges in the area damaged by their trucks, but now they will go back on their word.
The speakers said, “The leaseholders do not even employ local youths and because of the non-local workers, our Chadar and the Wall are also affected because often our women take the cattle to the fields.”
They said, “The leaseholders in these mountains do gunpowder blasting, due to which the wildlife from this area also migrated to Afghanistan and the glaciers that have been in our area for hundreds of years are also melting rapidly, which is having a very negative impact on climate change.”
The speakers alleged that the contractor had taken the lease in the name of common and cheap minerals, but emeralds and other precious stones were being extracted from there. They suspected that the collusion of the leaseholder with a few officers and people of the institution might be causing damage to the national treasury. Instead of leaving, they pay the government tax for it or take it secretly.
The speakers said, “When we demand our legitimate rights, the leaseholder threatens us and replies negatively that they have big hands and no organization can act against them.”
The affected people asked the Chief Justice of the Supreme Court, the Chief Justice of Peshawar High Court, the Provincial Chief Minister, and relevant authorities of the Minerals Department and appealed to the competent institutions to conduct an investigation in that regard and these affected people were being given their legitimate rights and royalty.
The water here had also been poisoned due to the blasting in the mining mountain because most of the water comes from the springs in the middle of the mountains where these people use gunpowder and by using this poisoned water, their health and Life was also in serious danger.

PHP impounds 1100 motorcycles in August

MUZAFFARGARH, Sep 02 (APP):Punjab Highways Patrol (PHP) have impounded 1100 motorcycles over different kind of violations during the last month of August across the district.
According to PHP sources, the officials launched a comprehensive crackdown against law violators and impounded 1100 motorcycles over violations of helmet, underage drivers and other violations.
The officials have also registered 30 FIRs against the commercial vehicles using illegal LPG cylinders during the last month. The PHP have also imposed over 1.6 million fine on overloading and over speeding by issuing 42090 challans.
The PHP have also registered 69 cases against criminals and arrested 30 proclaimed offenders and seized 40 stolen vehicles.
DSP PHP Zubair Khan Bangash informed the journalists that three missing kids had been reunited with their families during the last month adding that ensuring safe traveling to citizens was the top responsibility and all possible resources were being utilized for this purpose.

Masood Khan urges boost in trade ties between Pakistan and US State of New Mexico

WASHINGTON, Sep 02 (APP):Pakistan’s Ambassador to the United States Masood Khan Friday underscored the need for people-to-people relations and stepped up trade with the U.S. state of New Mexico when he met Mayor Tim Keller of Albuquerque, the state’s largest city.
During the meeting, he proposed a sister city relationship with Albuquerque, citing Punjab-California and Sindh-Georgia sister-province relations as well as Karachi-Houston sister cities ties already in place.
The ambassador also thanked the mayor for the swift arrest of the culprit involved in the murder of Pakistani-American Muhammad Afzal Hussein, who was shot and killed outside his Albuquerque apartment complex last year. The individual,  later named as Muhammad Syed, a 51-year-old Afghan origin man, had also carried out three other killings of a sectarian nature.
“Your support, the message by the President of the United States and the diligence shown by Albuquerque administration helped restoring the confidence of Pakistani community,”  Masood Khan told Mayor Keller, according to a press release issued by the Pakistani embassy.
Welcoming the Ambassador,  Mayor Keller said the killings were tragic and such violent actions had no place in Albuquerque. He expressed appreciation for the contributions of Pakistani diaspora and termed them as an integral component of New Mexico’s diverse society.
The Police Chief of Albuquerque Homicide Department added that the swift apprehension of the culprit was the result of joint efforts of the police and community.
The Ambassador said that the two sides could also explore the untapped potential of cooperation in mining, agriculture, telemedicine, pharmaceuticals, and other important sectors that were a priority for Pakistan.
Referring to the existing trade volume between New Mexico and Pakistan currently standing at about $4 million, Masood Khan termed it far below the actual potential.
Masood Khan also invited Mayor Keller to visit Pakistan at his earliest convenience, the press release said.

Govt plans multiple initiatives to promote ‘culture literacy activities’ for youngsters

ISLAMABAD, Sep 2 (APP): Federal Minister for National Heritage and Culture Jamal Shah Saturday said that government has planned multiple initiatives to promote ‘culture literacy activities’ for youngsters to enable them to be future leaders and effective contributors for society.

“Cultural competence is essential for teachers and educators to effectively work with students from diverse cultural backgrounds”, he said while talking to a private news channel.

He said that the country could make progress if every citizen realized and performed its responsibilities.
Minister further emphasized the need to effectively promote cultural and tourism activities at the local, national, and international levels.

Replying to a question, he said the current government is determined to highlight the heritage, civilization, language, art and culture of the province in a creative and constructive way.

He said that the government has also planned to introduce state-of-art museums in elsewhere in the country and as the initiative spans out, we expect every city will soon have its own archaeological museum.

IIOJK’s partition not acceptable to Kashmiris: Sultan

ISLAMABAD, Sep 2 (APP): Azad Jammu and Kashmir (AJK) President Barrister Sultan Mahmood Chaudhry, while stressing the need for settling the Kashmir dispute in accordance with the UN Security Council resolutions, has said that the fragmentation of the erstwhile state of Jammu and Kashmir was not acceptable to the people of the disputed territory.

Addressing a function here on Saturday, the AJK President said, “Let it be clear that Kashmiris will not allow the partition of Kashmir under any circumstances.”

He said, “All that Kashmiris want is the implementation of the UN resolutions that guarantee the right to self-determination to the people of Jammu and Kashmir.”

He reaffirmed full support to the ongoing freedom struggle in Indian Illegally Occupied Jammu and Kashmir (IIOJK) and said, “The government and people on this side of the Line of Control (LoC) stand in support and solidarity with their Kashmiri brethren in their struggle against the Indian illegal occupation.”

He said that all political parties were on the same page on the Kashmir issue.

Barrister Chaudhry said that the BJP-led Indian government was hell-bent on changing the demography of IIOJK by settling Hindus in the territory.

He said, “By altering the region’s demography, the Modi government wants to install a Hindu chief minister in the region in order to lend legitimacy to the actions it took on and after August 5, 2019.”

The AJK President deplored that India’s 900,000 forces’ personnel deployed in the length and breadth of occupied Kashmir were involved in gruesome human rights violations in the region.

He lauded the sacrifices rendered by the Kashmiri people.

“The day is not far when the people of IIOJK will achieve their cherished goal of liberation of Kashmir from the Indian illegal occupation,” he maintained.

He said the Kashmiris living abroad should also play their role in highlighting the freedom movement.

People of KP welcome millions of foreign, local tourists this year: Minister

PESHAWAR, Sep 02 (APP): Caretaker Minister Tourism Barrister Feroz Jamal Shah Saturday said that the people of Khyber Pakhtunkhwa (KP) had welcomed millions of domestic as well as foreign tourists this year.

“Unlike last year, the number of foreign tourists has decreased this year, probably due to financial crunch being faced by people across the world, however, the number of domestic tourists has increased this year,” the data compiled by Police, Lives Officials, Official of the District Administration revealed.

This year 2546 foreigners visited various tourist places all across Khyber Pakhtunkhwa and last year 2947 foreigners visited KP tourist places. This year 9.7 million people from all over the country visited KP and in the year 2022, the number of domestic tourists was recorded as 88,59636.

“Local and foreign tourists visited Galiyat, Dir Upper, Malam Jabba, Chitral, Upper and Lower and Kaghan and Naran.
Special measures are being taken for the security of domestic and foreign tourists,” said Caretaker Minister Tourism Barrister Feroz Jamal Shah.

“A special bus service has also been started for the convenience of tourists.”

“Initially bus service has been started for Khanpur Dam, Takhtbhai Ruins and Peshawar, Barrister Feroz Jamal Shah said. There is a plan to extend the bus service to more tourist spots,” Barrister Feroz Jamal Shah told APP.

Giving complete data, he said 208 foreign tourists visited Dir Upper and Dir Lower, and 847, 5730 local tourists recorded in Dir Lower and Dir Upper, Malam Jabba 323 foreign, and 2,453, 310 local tourists, Galiyat 139 foreign, 2,882,337 local tourists, Chitral Upper 520 foreign, 31966 local, Chitral Lower 1090 foreign, and 402690 local, Kaghan and Naran 266 foreign and 3,080,412 local tourists recorded with an aggregated total 2, 546 foreign and 9, 704,325 local tourists.

“The tourist influx data has been recorded through Police Check Posts, Levies Check Posts, Assistant Commissioner’s (ACs) Office, and Field Assistant Directors of KDA and GDA from Jan 1-Aug 28, while in the last year from Jan 1-Dec 2022, a total of 2947 foreign and 8,859,536 local tourists recorded,” he said.
