China’s imports of major commodities jump in January-August

BEIJING, Sept. 10 (Xinhua/APP) –:China’s imports of major commodities, including coal, crude oil and natural gas, saw a significant increase in the first eight months of the year, amid the country’s continuous economic recovery, customs data showed.
During the January-August period, the country imported 306 million tonnes of coal, up 82 percent year on year, while imports of crude oil and refined oil surged 14.7 percent and 100.1 percent, respectively, to 379 million tonnes and 30.55 million tonnes, according to the General Administration of Customs.
The country’s imports of natural gas rose 9.4 percent year on year to 77.7 million tonnes in the first eight months, the data showed. The per-tonne price of these commodities all edged down, the data revealed.
The data emerged as indicators showing signs of strengthening economic momentum. The purchasing managers’ index for the country’s manufacturing sector continued to rise in August, reaching 49.7, up from 49.3 in July, 49 in June and 48.8 in May.

Morocco earthquake leaves more than 2,000 dead as int’l community offer condolences

RABAT, Sept. 10 (Xinhua/APP) –:A powerful quake struck Morocco Friday night, claiming the lives of more than 2,000 people, with the toll expected to rise as rescuers struggle to reach hard-hit remote areas.
 UN Secretary-General Antonio Guterres expressed sorrow at the loss of life from the earthquake, according to his spokesperson on Saturday.
 “The secretary-general expresses his solidarity with the government and people of Morocco in these difficult times,” said Stephane Dujarric, the spokesperson, in a statement.
 “He addresses his most sincere condolences to the families of the victims and wishes a speedy recovery to the injured,” he added.
The United Nations is ready to assist the government of Morocco in helping the impacted population, said the statement.
A 6.8-magnitude earthquake hit Morocco Friday at 11:11 p.m. local time (2211 GMT) at a depth of 18.5 kilometers. The death toll has risen to 2,012, local media reported.
The epicenter of Friday’s tremor was near the town of Ighil in Al Haouz Province, roughly 70 kilometers (44 miles) south of Marrakech.
Neighboring Algeria expressed readiness to assist Morocco, saying it will open its airspace to flights carrying humanitarian aid, a state-owned news agency reported Saturday, citing a presidency statement.
Tunisia announced on Saturday that a rescue team has left for Morocco to offer search and rescue efforts, the official TAP news agency reported.
The team comprises more than 50 professional rescue experts and will work with local Moroccan rescue agencies during its search operations.
A statement released by The Tunisian Presidency said that the country will use all its capabilities to support Morocco.
The statement confirmed that Tunisia will dispatch urgent aid and civil protection teams to help in search and rescue, as well as a delegation from the Tunisian Red Crescent to participate in the relief operations.
In a phone call with his Moroccan counterpart, the Qatari prime minister expressed his condolences and wished “a speedy recovery for the injured,” vowing to “provide all necessary assistance.”

Turkish President Erdogan meets European Council head in India

NEW DELHI , Sep 10 (AA/APP):Turkish President Recep Tayyip Erdogan on Sunday met with European Council President Charles Michel in India.
The closed door-meeting between Erdogan and Michel came on the sidelines of the G-20 summit in the capital New Delhi.
Türkiye applied for EU membership in 1987 and has been a candidate country since 1999.
Negotiations for full membership started in October 2005 but have stalled in recent years due to political hurdles erected by some countries.

258 power pilferers nabbed during 3rd day of ongoing drive in SP

MULTAN, Sep 10 (APP):Multan Electric Power Company (MEPCO) has apprehended 258 power pilferers of various categories during the third day of an ongoing operation in South Punjab (SP) under the direction of the Caretaker Prime Minister.
The task force teams raided various places across the region against power pilferers and imposed a Rs 16.5 million fine on them.
MEPCO and police have also arrested eight power pilferers from Multan, Layyah, Zahir Peer, Vehari, and other areas.
The applications were sent to police stations concerned for lodging cases and cases were registered against 35 power pilferers in a day.

HEC invites applications for London Commonwealth scholarship programme

LAHORE, Sep 10 (APP):The Higher Education Commission (HEC) has invited applications for the London Commonwealth Scholarship Programme, in Masters and PhD disciplines.
The HES local chapter sources told APP on Sunday that the Commonwealth Scholarships are funded by the Commonwealth and Development Office in London. Out of 30,000 scholarships, 26 programmes are available for Masters and 30 programmes for PhD. Application deadline for the current HEC Commonwealth Masters and PhD scholarships is October 17, and applications must be submitted on both the HEC and Commonwealth portals.
Moreover, the Government of Switzerland, in collaboration with the Higher Education Commission (HEC), has also announced an ‘Excellence Scholarship Programme’ for Pakistani students for the upcoming academic year 2024-25.
The HEC sources further told APP that one-year post-masters research, three-year post-masters, PhD and one-year Post-Doctoral Programmes (PDP) have been announced for the aspiring candidates. The last date for submission of applications with the Swiss embassy is September 30.
More details are available on the official website, the HEC local sources told APP. The main purpose of the Swiss Government Excellence Scholarships is to create educational opportunities for foreign researchers completing a masters or PhD degree.
Scholarship recipients will be selected under the supervision of the Federal Commission for Scholarships for Foreign Students.

Health research critical to achieve targets: Dr Nadeem Jan

ISLAMABAD, Sep 10 (APP): Caretaker Federal Minister for Health Dr. Nadeem Jan on Sunday said that promoting and prioritizing health research was of critical important in achieving goals in the health sector.

Presiding over the closing session of two day national health research conference, the minister said that no one could deny the importance of research for the promotion of health sector.

While addressing top experts from the health sector and heads of organizations hailing from across the country who participated in this conference, Dr. Nadeem said the conference afforded deep confluence of knowledge, expertise and dedication.

He appreciated the keynote speakers, invited talks and thought-provoking panel discussions, all of which have contributed to enriching the insights of health research in Pakistan.

The conference has helped develop a better understanding of challenges and in comprehending the framework of health research, the minister remarked.

Dr. Nadeem Jan said we have collectively contributed to share knowledge that has the potential to reshape our nation’s health landscape.

The minister appreciated Health Research Institute-National Institute of Health, Higher Education Commission of Pakistan, Pakistan Science Foundation and Pakistan Academy of Sciences for organizing this landmark conference.

The two-day moot had discussions around emerging areas of research, delving into pharmaceutical research and drug development showcasing the pivotal role of innovation in transforming healthcare delivery and outcomes, knowledge exchanged, collaborations established and ideas germinated.

These activities aim to serve as the foundation upon which we build a stronger foundation for health research in Pakistan.

The meeting was a gateway to promote networking among funding agencies, researchers, policymakers and stakeholders besides being a platform for research innovations and necessary insights to steer the future of health research in Pakistan toward new horizons.

The conference culminated with the issuance of Islamabad Declaration.

Effective water pricing imperative for water management, improved irrigation system

LAHORE, Sep 10 (APP):With the largest irrigation system, water pricing in Pakistan is believed to help attain sustainable water resources management, as most of the country’s growers irrigate their crops through a massive network of canals, watercourses, and distributaries fed by the Indus River and its tributaries.
This makes it extremely inevitable to rehabilitate and renovate the country’s oldest canal system which is highly affected due to flash floods and lack of proper maintenance, thus unable to cater to modern agricultural requirements.
“Water pricing is an effective economic tool in optimal water allocation and improving efficiency. Proper implementation of water pricing policy can be proved instrumental in managing water demand and achieving fiscal targets,” Malik Ikramullah Khan Dewrah, an agri scientist and member of the agronomists’ forum disclosed this to APP.
He was of the view that the existing system of water pricing and its mechanism would have to be simplified till the time a well-conceived and coordinated strategy was put in place.
“Revenue collection under irrigation water charges is not encouraging mainly because of the high rate of water taxes,” Dewrah added.
He said that tube wells also irrigate the fields on a limited scale, but their use was adversely affecting the underground water table.
On the other hand, typical differences between the irrigation officials and farmers also exist as both justify their claims.
Punjab Irrigation Department’s officials claimed that around Rs 04 billion were being collected from the farmers annually on account of the water rate, while the department had to spend around Rs 20 billion on maintenance and operations of the canals and water channels every year.
To a question, the officials said the water rate was much lower than the cost of irrigation through tube wells and other means, arguing that paying one to two thousand rupees was nothing for a farmer, who easily earns Rs 200,000 from a crop.
To another question, they explained that a flat water rate had been charged for the last 20 years, adding earlier the water rate had been crop-specific as some crops consume huge quantities of water such as sugarcane and some crops need very little water such as cotton.
They stressed the need for reviving the crop-specific water pricing system, asserting that it would not only be a relief to the farmers but also enhance revenues of the irrigation department enabling it to improve the water channels in a better manner.
Pak Kissan Council (PKC) Chairman Tahir Razaq Gujjar said there was a general perception that farmers do not pay taxes but the matter of fact was that prior to reaping a crop, they pay numerous taxes in advance on various inputs such as tax on electricity for agri tube-wells, diesel for agricultural machines, fertilizers, pesticides, herbicides and seeds etc.
“Unlike other businessmen and manufacturers, the farmers do not have the right to decide about the price of their produce, which is again very unfortunate and unfair. Where is the Competition Commission of Pakistan, when millers purchase sugarcane at very low price but sell the sugar at an exorbitant rate, while we are also compelled to buy fertilizers from the black market at higher prices,” he argued and suggested that the government must take the stakeholders well on board while formulating any policy or deciding about the water price and other inputs.
To a question, Tahir Razaq Gujjar said agricultural land was squeezing due to fast urbanization in the country and in this context, canal water should be in abundance for the remaining agri fields but most of the farmers especially the tail end riparian were not able to receive water due to inefficiency of the irrigation department with regard to completing the brick-lining of water channels and control water theft.
The PKC chairman said as much quantum of groundwater was not being recharged as much was being uplift, it aroused the emergent need for adopting modern and water-efficient techniques such as sprinkling and drip irrigation; promoting greenhouses and tunnel farming.
The government should also focus on crop zoning by ensuring the cultivation of crops as per demand and supply balance at the divisional level, besides expediting work on new dams and water reservoirs.
“Another phenomenon, we experience every year, is flooding cultivation which increases the crops’ damage manifolds therefore the flooding courses must not be encroached and choked by sowing crops in the river bed. The respective district administration and growers alike are responsible for cultivation in the river bed and open water courses,” he responded to a query.
Pakistan Business Forum (PBF) President (Lahore Chapter) Muhammad Momin Ali Malik said the revision of water pricing was required in view of the shrinking fiscal space of the federal government.
With a 21% contribution to GDP, Pakistan’s economy was heavily dependent on agriculture, which relied 90 percent on irrigation due to arid and semi-arid climatic conditions, he said, adding Pakistan’s irrigation and drainage system was in dire straits.
“A critical analysis of the problem leads to the fact that the irrigation system is not properly maintained due to paucity of funds and water is not judiciously used because of its negligible cost. The sustainability of full cost recovery requires financial capacity building of the farming community along with proper service delivery,” he suggested.
The PBF president said at present, the annual water rate was being charged at Rs 80 per acre for the Kharif season and Rs 125 for the Rabi season. However, in different areas of Punjab and KPK water price is up to Rs 400 per acre annually.
PBF Vice Chairman (South Punjab) Chaudhry Nadeem Maqbool stressed the need to develop a strategy for costing and charging of water fees so that a rapid increase in Abiana might not affect the users adversely.
Inter-sectoral strategy is also indispensable for charging in different sub-sectors of water use, he suggested, asserting, that a holistic approach is needed for proper estimation of the full cost of water and deciding about water fees.
