Humanitarian aid ramps up as Libya’s floods of ‘epic proportions’ leave thousands dead

0
UNITED NATIONS, Sep 13 (APP):UN agencies and partners are responding to the disaster unfolding in eastern Libya after extreme rainfall caused devastating flooding and loss of life over the weekend, humanitarians told reporters in Geneva on Tuesday.
An estimated 3,000 people have died and up to 10,000 people have been reported missing in the massive floods triggered by Hurricane Daniel, which overwhelmed the eastern parts of the country at the weekend, the International Federation of Red Cross and Red Crescent Societies (IFRC) said.
In a statement released by his Spokesperson, UN Secretary-General Antonio Guterres expressed his heartfelt condolences to the Libyan authorities and the families of those who have perished, At this time, our thoughts are with the thousands of people being affected there in their communities, we stand in solidarity with all people in Libya during this difficult time, Spokesperson Stephane Dujarric told reporters in New York.
He said the UN team on the ground is responding at the site.
Furthermore, we are mobilizing resources and emergency teams to support those affected people and are working with local, national, and international partners to get urgently needed humanitarian assistance to people in the affected areas.
The UN is working with Libyan authorities to assess needs and support ongoing relief efforts, he added.
Libya is in effect under the control of two rival administrations, the internationally recognized Government in Tripoli, and authorities based along with the parliament in the east.
According to the UN weather agency WMO, two dams burst during heavy storms over the weekend, sweeping entire neighborhoods in the city of Derna into the sea.
The floodwaters reached a peak in northeastern Libya on Sunday, with strong winds of up to 80 kilometers per hour, interrupting communications and bringing down electricity towers and trees.
The humanitarian needs are huge and much more beyond the abilities of the Libyan Red Crescent, and even beyond the abilities of the government, stressed Tamar Ramadan, head of the IFRC delegation in Libya, who was speaking from Tunis via videoconference.
That is why the Government in the east has issued an international appeal for support.
Margaret Harris, spokesperson for the UN World Health Organization (WHO) said the flooding was of epic proportions.
There’s not been a storm like this in the region in living memory, so it’s a great shock, she said.
Dr Harris added that WHO has deployed prepositioned aid supplies to the affected areas. She estimated that torrential rain affected up to 1.8 million people and damaged and even wiped out some hospitals.
The work now is really to get in supplies, sadly some of those supplies are things like body bags, but also trauma kits, the WHO spokesperson said.
The Libyan Government has announced three days of mourning in all the affected cities, calling them ”disaster areas.”
Emergency responders, government workers and residents were digging through rubble to look for survivors.
“Our second priority is to look at the people who are displaced,” WHO Dr Harris said.
“There are lots of people who are already living in precarious circumstances. And we have to look at what kind of field hospitals can be set up, and what kind of mobile clinics. So there is a great deal of work that needs to be done and is being mobilized as I speak,” he added.
“Libya has become a key springboard for migrants from over 40 countries heading for Europe, who most likely have also been severely impacted by the floods,” the UN migration agency (IOM) warned.
“There are roughly 600,000 migrants in Libya at this time and we are conscious that in some of the affected areas there are migrant populations but at this early stage and [given] the many access issues that we and humanitarian responders are facing, we don’t have a clear picture about how badly they have been affected,” IOM spokesperson Paul Dillon said.

Human rights in Afghanistan ‘in a state of collapse’, warns UN rights chief

0
UNITED NATIONS, Sep 13 (APP):The “shocking” and “cruel” oppression of Afghan women and girls by the Taliban against the backdrop of a severe humanitarian crisis has put the country’s future in jeopardy, UN High Commissioner for Human Rights Volker Turk warned Tuesday.
“Human rights in Afghanistan are in a state of collapse,” he told the Geneva-based Human Rights Council, before sounding the alarm over ongoing reports of extrajudicial killings, torture and ill-treatment, and arbitrary arrests and detentions, as well as serious violations against former government officials, as documented in a new human rights office (OHCHR) report.
“Compounding all of this is a deeply troubling lack of accountability for perpetrators of human rights violations,” he said.
Turk highlighted the “devastating precedent” set by Afghanistan as the only country in the world where women and girls are denied access to secondary and higher education. He underscored the “long list of misogynistic restrictions” confining the country’s women “to the four walls of their homes”, before asking: “What can possibly come next?”
The High Commissioner insisted that any prospect of a stable, prosperous Afghanistan rested on the participation of men and women.
“Denying women and girls’ rights to participate in daily and public life not only denies them their human rights, it denies Afghanistan the benefit of the contributions they have to offer,” he said.
Turk said that the suspension of the Afghan constitution and of laws protecting women from violence or guaranteeing media freedom, as well as the dissolution of the country’s Independent Human Rights Commission, were elements of the “systematic erosion of the institutions that once provided some protection for human rights”.
The High Commissioner called on the de facto authorities to “change course” and bring Afghanistan back to the international fold with full respect for its international human rights obligations.
He insisted that the UN Assistance Mission in Afghanistan (UNAMA) would continue to monitor and report on the situation, as well as “raise individual cases and urge compliance with international law by the de facto authorities” to the greatest extent possible.
Turk paid tribute to the work of his human rights colleagues on the ground, especially Afghan female staff.
He also exhorted the international community not to “turn its back on Afghanistan” at a time when rights were being eroded and two-thirds of the population were in need of aid, while humanitarian operations were hindered by the ban on women working for the UN and NGOs.
Turk comments came a day after the Special Rapporteur on Afghanistan, Richard Bennett, delivered a sombre update to the Council.
Many Afghans living abroad “say they feel ‘betrayed’ by the international community”, the Special Rapporteur explained. They are calling for concrete action and some have even started a hunger strike “calling for recognition of gender apartheid”.
In June, Bennett had said that since systematic and institutionalized discrimination against women and girls was at the heart of Taliban ideology and rule, Afghanistan’s de facto authorities “may be responsible for gender apartheid” which, although “not yet an explicit international crime”, required “further study in our view”.
Bennett also briefed the Council on Monday on the “collapse of civic space” and “absence of rule of law” since the Taliban takeover, the long-term impacts on children’s development and mental health, and the repression and lack of representation of minorities such as Tajiks, Hazaras, Uzbeks and Turkmen.
“I’m concerned about the effect [that the] strong sense of discrimination and exclusion held by large parts of the population may have on the stability of Afghanistan,” he said.

Rawal Raj remarkable document, message for every Pakistani: NA Speaker

0

ISLAMABAD, Sep 12 (APP): National Assembly Speaker, Raja Pervaiz Ashraf on Tuesday paid tribute to senior journalist and author of the book Rawal Raj, a detailed account of the history of the ancient city, for writing a remarkable account of its history and termed it a message of harmony and love for every pothohari and Pakistani.

Addressing the book launching ceremony of ‘Rawal Raj’ the speaker lauded the author for his indelible contribution to unearthing the obscure historical details of Rawalpindi.

He said the region of Pothohar had a unique character wherever in the world it was searched, its reference was available.

“Book writing is an uphill task that demands great effort and Sajjad Azhar compiled a document in a remarkable way,” he added.

Most of the people, he said had considered Rawalpindi as a garrison city only but Sajjad Azhar corrected the record of Islamabad and historical background of this ancient land, he added.

Pothohari language had a unique style and had the traits of humbleness, equality, mutual respect and love, the Speaker said.

“This area had a great acceptance for other faiths and people. I would like to thank Sajjad Azhar for acquainting us as a pothohari with our history and language,” he said.

Senior journalist, Aizaz Syed said Sajjad Azhar was not only a journalist and author but rather a fine poet. “Landi Kotal ki laltaan is a great piece of poetry. His writings have resistance which is fading away from present-day wirtings and pieces of literature. His poetry and this book is beyond time and space. The book is based on the history of Rawalpindi and Islamabad,” he added.

He noted that there was a great issue that books were not written in our society and the writers did not get their remuneration. However, the publishers should be taken into account and the National Press Club should also establish collaboration with publishing houses to ensure the right of the author.

He also commended the military history of Pindi written by Sajjad Azhar.

Sajjad Azhar, Author of Rawal Raj said he had spent seven years to write these articles that were finally compiled into a book. He had visited the British Archives in the UK and read 200 books to write this book and also visited Microsoft Archives which possessed 50 million books that had references of Rawalpindi.

“It took another one and a half years to establish references for this book. I had put a milestone to continue the journey of research and study on the novel idea of exploring Rawalpindi’s thousands of years old heritage,” he added.

The author underscored that no such book was written earlier that had provided true and genuine accounts of various historical instances of Rawalpindi, he added.

Chairman Rehmat ul Alameen Authority, Khurshid Nadeem said Sajjad Azhar had aptly recorded the history of the region in his book.

His writings helped learn the unknown history of the Pothohar region, he added.

PPP leader Farhatullah Babar was also present on the occasion.

Former Senator Pervaiz Rashid of PML-N said the colonial era deprived us of our history and language and without it, an individual becomes a pigmy or dwarf in a society.

“The history we are taught and imparted to our children has no link to the real history as its all fabricated. I wanted to testify that I had witnessed the historical Pindi which is projected by Sajjad Azhar in this book and whatever is written in his book is truth. This book entails the interfaith harmony of old Pindi before partition,” he added.

Former Senator Zafar Ali Shah of PTI said the author was a prolific writer who had a vast knowledge of history.
“He (Sajjad Azhar) created a historic document of Pindi’s history. He accurately mentioned Hindus, Sikhs and people of other faiths. However, many unknown facts have been revealed in this book,” he said.

Former Chairman Pakistan Academy of Letters, and famous Poet of Urdu, Iftikhar Arif said this region was a great land of prehistoric times that hosted world’s ancient civilization of Soan.
Soan River history was revealed by Sajjad Azhar in his article, whereas the Soan, Korang and Lai nullahs were one river in ancient times, he added.

He has discussed the historical periods Veida, Bhuddism etc., and this book was a compiled document of history, Arif said.

“Sajjad column’s are part of history that will survive,” he added.

President PFUJ Dastoor Haji Nawaz Raza said Sajjad Azhar had great abilities and it’s difficult to judge either he was a journalist or an author.

“His book is an account of the history, culture and customs of Rawalpindi. I call him an investigative journalist. He very aptly narrated the history of Rawalpindi,” he added.

PFUJ, President Afzal Butt commended the effort of the author for compiling a great piece of history. He termed the book as a reference for the future researchers and investigators of history.
