Home minister constitutes committee for ensuring security on Imam Hussain’s Chehlum
KARACHI, Aug 31 (APP): Caretaker Sindh Minister for Home and Prison Brig (retd) Haris Nawaz on Thursday said the Constitution of Pakistan gives complete freedom to all religions and schools of thought in the country to perform religious rituals and in this regard the caretaker government was taking concrete steps for ensuring the rights to all schools of thoughts.
He said this during a meeting with a delegation of scholars in his office, according to a news release.
The delegation was led by Allama Nisar Qalandari, Vice President Jafaria Alliance. Other members of the delegation included Allama Hasan Masoudi, Vice President of Jafaria Alliance, Shabbar Raza, General Secretary of Jafaria Alliance, Sarwar Ali of Pak Muharram Association, Shah Hassan Naqvi of Safinatul Momineen Trust, Shah Najaf Bargah, Shamsul Hasan of Organization of Aza, Shahzad Rizvi of Organization of Aza, Ali Hussain of MWM, Ghayur Ali of Pak Hyderi scouts and others.
The minister said extraordinary security measures were being ensured on the occasion of Chehlum of Hazrat Imam Hussain (A.S). The security at the main processions and Majalis venues will be made foolproof and coordinated in consultation with the organisers.
He also constituted a committee comprising of Sector Commander, Pakistan Rangers Sindh, DIGP – South, DIGP – East and DIGP – Traffic to keep close liaison with the top leadership of the Shiite school of thought for ensuring security and traffic arrangements, particularly on the occasion of Chehlum of Hazrat Imam Hussain (AS).
On the occasion, the minister also issued instructions to the IGP Sindh and said that security and peace should be ensured on the occasion of Chehlum of Imam Hussain (AS) and all resources should be utilized to maintain the atmosphere of unity.
While giving further instructions, he said along with increasing intelligence, all security measures must be ensured at the religious places of all the minority communities. “Police patrolling around central mosques, Imam Bargahs, shrines, police mobile/motorcycle patrolling, inspection of entry and exit points also be ensured,” he added.
Malaysia HC organizes flag hosting ceremony to celebrate National Day
ISLAMABAD, Aug 31 (APP): The Malaysia High Commission in Pakistan on Thursday organized a flag hosting ceremony to celebrate Malaysia’s 66th National Day.
During the event, Malaysia’s High Commissioner to Pakistan, Mohammad Azhar Mazlan, extended his warmest congratulations and felicitations to Malaysians living in Pakistan.
“As Malaysians living abroad, we should be proud of our beloved nation taking cognizant of the success stories Malaysia has achieved since independence as a progressive dynamic country” he added.
The High Commissioner said, Malaysia values its unity in diversity blessed with a rich tapestry of cultures, languages, and traditions.
“As we progress into the future, we have forged a strong sense of nationhood which is deeply-rooted in our aspiration, shared values, mutual respect among our diverse ethnicities” he added.

Roadmap to climate-change resilient Pakistan requires joint efforts: Sami Saeed
ISLAMABAD, Aug 31 (APP): Caretaker Minister for Planning, Development and Special Initiatives Muhammad Sami Saeed on Thursday said the roadmap to the climate-change resilient and adaptive future plan for Pakistan required collaboration among all stakeholders, terming it the need of the hour.
“We will have to work hand in hand to align efforts of all stakeholders including government departments, private enterprises, civil society, academia and development partners,” he said while addressing the inaugural session of projects completion ceremony titled “Optimizing Impact – Investing in Resilient and Adaptive Future of Pakistan.”
Last year, Pakistan faced unprecedented devastation due to torrential rains and flooding in most parts of the country, affecting 33 million people and causing economic losses worth $30 billion.
Following this, the government prepared a ‘Resilient Recovery, Rehabilitation and Reconstruction Framework” (4RF framework) that is being implemented.
In January this year, Pakistan successfully managed to secure pledges of US$10 billion from donors committed during the International Conference on ‘Climate Resilient Pakistan’ jointly hosted by Pakistan and the UN in Geneva, the Planning Ministry informed.
Speaking at the event, the minister linked national development with the ability to embrace change, confront challenges and seize opportunities, describing it as a necessity, not an option.
He was of the view that ‘impact investing’ offered a framework to create a prosperous society leaving no one behind, protecting the earth’s planet and paving way for the coming generations’ better future.
Sami Saeed stressed the need for investing to build a resilient nation, enhancing its ability to absorb shocks and recover swiftly from challenges.
With its rich history and diverse potential, the minister said Pakistan time and again exhibited its capacity to endure and evolve. However, he said, as the nation confronted 21st-century complexities – from climate change to technological disruption – its approach to development must evolve as well. “We must pursue smart, sustainable growth that considers the long-term well-being of our citizens and the health of our environment.”
The minister further added that Pakistan had become an epicenter of climate change, ranking among the top ten countries most vulnerable to its devastating effects.
Despite being a negligible contributor to global warming, he said the cost of climate change to Pakistan was substantial and continuously increasing as the country faced serious economic challenges.
Given the growing and cross-cutting challenges climate change posed, the government had prioritized adaptation and building resilience.
Furthermore, he said a number of interventions were being implemented to incentivize farmers for transition to climate-smart water and land management practices.
“We are implementing a long-term agriculture growth strategy with a focus on productivity improvement, climate resilience, and physical expansion, ” he added.
The minister emphasized investing in state-of-the-art early warning systems, gathering and utilizing data-driven insights to analyze climate patterns and potential disasters.
He asked for strengthening disaster risk governance by establishing clear policies, institutional frameworks, and coordination mechanisms.
He called for investing in education and innovation to encourage entrepreneurship and embrace emerging technologies. “By doing so, we not only create a workforce that is prepared for the jobs of tomorrow but also position ourselves as pioneers in new industries,” he added.
Speaking at the occasion, Deputy Chairman of Planning Commission (DCPC) Mohammad Jahanzeb Khan highlighted the significant steps taken by the government.
The DCPC also appreciated the donors particularly the Asian Development Bank and others which helped Pakistan in the implementation of the 4RF framework.
“It was not an easy task but the government continued deliberation and each sector was reviewed and made an action plan for better utilization of funds, ” remarked Khan while reiterating the government was committed to adopting climate-resilient policies in the future.
Khan said the flood victims were helped timely despite financial constraints.
It is noted that the Central Development Working Party CWDP approved several projects related to climate resilience to avoid untoward incidents in the future.
Highlighting the key achievements of NDRMF, Secretary of Planning Ministry, Syed Zafar Ali Shah in his speech said that NDRMF, an attached department of the ministry, played a key role in the implementation of disaster risk reduction, disaster risk financing and climate change investments across Pakistan.
He informed the participants that the Planning Ministry had allocated sufficient funds for the installation of early warning systems and community-based disaster risk.
Keeping in view the sensitivity of the matter, the secretary said that major projects which include the construction of public buildings with quality infrastructure, safety measures to prevent flood water disasters, construction of water reservoirs, and landslide management will be launched to make the country climate resilient.
COMSTECH, Indonesia launch Fellowships in Virology and Vaccine Technologies for OIC Scientists
ISLAMABAD, Aug 31 (APP): Ten fellowships have been awarded to scholars from eight OIC member states: Egypt, Malaysia, Pakistan, Bangladesh, Uganda, Iran, Jordan and Kazakhstan in the field of virology and vaccine technology. The fellowships award ceremony was held on Thursday at the Ministry of Health, in Jakarta, Indonesia.
These fellowships have been awarded under the COMSTECH Fellowships Program for Research and Advanced Training in Virology and Vaccine Technologies.
The program is a collaborative effort of the Ministry of Health, and the Ministry of Foreign Affairs, Indonesia, Bio-Farma, Universitas Padjadjaran (UNPAD) Universitas Airlangga (UNAIR), and the Embassy of Indonesia in Pakistan.
The award ceremony was addressed by Ambassador, Askar Mussinov, Assistant Secretary General (S&T) OIC, Coordinator General COMSTECH, Prof. Dr M. Iqbal Choudhary, Director General for Multilateral Cooperation, Ministry of Foreign Affairs, Republic of Indonesia, Director General for Pharmaceutical and Medical Devices, Ministry of Health, Republic of Indonesia.
The Assistant Secretary General OIC for Science and Technology Ambassador Askar Mussinov appreciated the initiative.
He appreciated the leadership of COMSTECH for coining such programs of fellowships for the Science and Technology capacity building of OIC member states. He assured support to COMSTECH programs.
The Coordinator of General COMSTECH, Prof. Dr. M. Iqbal Choudhary welcomed the participants of the ceremony and said that I am happy to see this program up and running for two consecutive years.
He informed that this year, we have participants from eight OIC member states, who will benefit from the excellence of the Republic of Indonesia in the fields of virology and vaccine technology.
He said that these participants are early career scientists, virologists and public health researchers.
Prof. Choudhary said that this program is a collaborative effort of the Ministry of Health, and Ministry of Foreign Affairs, of Indonesia, Bio- Farma, UNPAD and UNAIR, and the Embassy of Indonesia in Pakistan.
Prof. Choudhary extended profound gratitude to MoH, Indonesia, for organizing this major initiative in key areas of viral disease surveillance and epidemic/ pandemic preparedness, and to Adam Tugio, the Ambassador of Indonesia in Pakistan for his tireless efforts to make this program possible.
Prof. Choudhary said that the purpose of these fellowships is to enhance the research and development capacity of promising scientists, especially those at the beginning of their research careers, helping them to foster linkages for further collaboration in the field of virology and vaccine technology.
He said that this program provides OIC Member states an opportunity to work collaboratively in the field of virology and vaccine technologies to reach their national health-related SDG goals collectively and individually.
The ceremony was attended by Amb. Adam Tugio, the Ambassadors of OIC member states and the representatives of UNPAD, UNAIR and BioFarma.
Federal minister terms quality education key to development of nation

KARACHI, Aug 31 (APP): Caretaker Federal Minister for Education and Professional Training Madad Ali Sindhi, on Thursday, terming quality education as key to the development of any nation assured that the government will take every possible measure to further enhance the quality of teaching and research in universities.
The federal minister was chairing a meeting with vice-chancellors of public sector universities of Sindh at the Higher Education Commission’s Regional Office Karachi. Chairman HEC Dr Mukhtar Ahmed was also present at the occasion.
In the brainstorming session on the improvement of the quality of higher education, vice chancellors of universities spoke in length on the performance of their universities, financial and other issues being faced and measures taken to deal with them and also presented suggestions for enhancement of quality of teaching and research in the higher education institutions.
Madad Ali Sindhi, addressing the occasion said that Prime Minister Anwar ul Haq Kakar has directed him to visit educational institutions to look into their issues and take measures for their resolution.
The minister said that he had conducted visits to schools in Islamabad and issued directives for resolving issues and now he was having a meeting with vice-chancellors of universities of Sindh.
All the issues including quality of education and shortage of resources were discussed in detail in the meeting and a series of engagements would continue he would also pay visits to the universities to review the situation and find solutions, the minister added.
Inviting suggestions from the vice-chancellors for improvements in higher education institutions, he said that universities were the highest places of learning and it was his basic responsibility to resolve the issues being confronted by them.
Chairman HEC, speaking at the occasion, said that universities in the country had complete autonomy in administrative and educational affairs but concepts of responsibility and accountability were also attached to it.
HEC is responsible for setting and ensuring minimum standards for education and research in higher education institutes and providing guidance and resources for the purpose while it was also ensured that universities get their share in resources on the basis of prescribed criteria.
He said that universities could forward their recommendations for updating the curriculum and HEC would extend cooperation in this regard.
Vice-chancellors of different universities suggested that measures should be taken for the training of newly inducted teachers, improving teaching methodology, starting foundation semester for new students, establishing academia-industry linkage, focusing on ethical education, technology transfer, exchange programs of academia and scholars with foreign universities and preventing external pressures on university administration.
Later, talking to the media, the caretaker minister said that quality education and research play a significant role in the development and prosperity of any nation and Pakistan has no other option except the promotion of education for dealing with the confronted challenges.
He said the HEC was providing funds from available resources to the universities across the country besides providing guidance and regulatory support to the higher educational institutions and measures would be taken to resolve the issues.
Chairman HEC and VCs of universities also presented souvenirs to the federal minister at the occasion.
SC dismisses review plea against order for elections in 90 days of assembly dissolution
ISLAMABAD, Aug 31 (APP): The Supreme Court of Pakistan on Thursday dismissed a review petition of the Election Commission of Pakistan (ECP) against the verdict for holding elections within 90 days of the .
dissolution of Punjab Assembly.
The three-member SC bench headed by Chief Justice of Pakistan Umar Ata Bandial and comprising Justice Ijaz ul Ahsan and Justice Munib Akhtar announced the verdict after hearing arguments from the respondents.
During the course of proceedings, the CJP said that the top court would act whenever the constitution was violated. The review appeal could not be accepted in current circumstances and therefore, it was being terminated, he said.
The chief justice observed that previously, the ECP was of the view that it could hold elections if funds and security were provided, but now it was saying that the polls were not possible due to some certain reasons.
Justice Munib Akhter remarked that the top court had proposed a solution to the ECP in the verdict that could file a constitutional petition if it could not hold elections in said time period.
The ECP had no authority to take the election schedule beyond the time limit of 90 days as it was its mandate, he added.
Justice Munib said that no one could violate the Constitution, and the institution concerned should approach the court if there were any difficulty in implementation of it.
Giving arguments, the ECP’s lawyer Sajeel Swati said that he wanted to submit more relevant documents in light of the court’s order. The Commission had been empowered to fix a date for the general elections after amendments in sections 57 and 58, he said and prayed the court to grant one-week time for case preparation.
The lawyer said that the Constitution entrusted the responsibility to the ECP to holding fair elections in the country. The elections were not possible due to the incident of May 9, he added.
Justice Ahsan said that the Constitution did not permit the electoral body to extend the date for the elections.
It may be mentioned that the top court had ordered the ECP on April 4, to conduct elections on May 14, in Punjab and the Commission filed a review petition against the judgment.
APTMA to evolve strategies for boosting trade volume
ISLAMABAD, Aug 31 (APP): All Pakistan Textile Mills Association (APTMA) on Thursday deliberated on strategies to enhance trade opportunities for the textile sector.
In a significant move to address the challenges faced by Pakistan’s textile industry, the APTA delegation, led by its chairman, held a meeting with Dr Gohar Ejaz, the Caretaker Federal Minister for Commerce and Industries and Production, said a press release issued here.
During the meeting, the delegation engaged in a comprehensive discussion with the minister regarding the critical issues plaguing the textile industry.
One of the major issues highlighted by the delegation was the energy tariff, which they emphasized should be regionally competitive to ensure the sustainable operation of textile mills and to effectively compete in the global market.
