PSX loses 20.89 points

ISLAMABAD, Sep 20 (APP):The 100-index of the Pakistan Stock Exchange (PSX) declined by 20.89 points on Wednesday, showing a negative change of 0.05 per cent, closing at 45,889.58 points against 45,910.47 points the previous day.
A total of 129,372,427 shares were traded during the day as compared to 117,145,448 shares the previous day, whereas the price of shares stood at Rs 3.639 billion against Rs 4.110 billion on the last trading day.
As many as 313 companies transacted their shares in the stock market; 132 of them recorded gains and 160 sustained losses, whereas the share price of 21 companies remained unchanged.
The three top-trading companies were Treet Corp. with 17,803,918 shares at Rs 17.12 per share, SEARLR2 with 15,956,504 shares at Rs 0.25 per share, and Pak Petroleum with 6,149,595 shares at Rs 71.62 per share.
Colgate Palm witnessed a maximum increase of Rs 92.76 per share price, closing at Rs 1405.66, whereas the runner-up was Reliance Cotton with a Rs 25.00 rise in its per share price to Rs 600.00.
Bhanero Tex. witnessed a maximum decrease of Rs 74.25 per share closing at Rs 915.75, followed by Mehmood Tex. with a Rs 36.10 decline to close at Rs 460.60.

IESCO issues power suspension programme

ISLAMABAD, Sep 20 (APP):Islamabad Electric Supply Company (IESCO)  has issued a power suspension programme for Thursday for various areas of its region due to necessary maintenance and routine development work.

Balochistan govt to upgrade 150 primary schools in 100-day task plan: Qadir Bakhsh Baloch

QUETTA, Sep 20 (APP): Balochistan Minister for Education Prof. Dr. Qadir Bakhsh Baloch on Wednesday said that the interim government has executed a 100-day task plan to upgrade 150 primary schools to middle level.

The provincial government has initiated the project to improve the sector with the provision of basic facilities in public schools in far-flung areas of the province, he expressed these views in a meeting with the delegation of UNICEF.

The minister briefed the UNICEF delegation on the ongoing projects in the education sector in the province.

According to UNICEF’s report, there are 4,000 schools in the province that have no sanitation and washroom facilities, in which the number of girls’ schools is very high.

There are 6700 schools in which only one teacher is being appointed, termed one of the underlying reasons behind the poor literacy rate and declining standard of education in Balochistan.

Prof. Dr. Qadir Bakhsh Baloch said the government of Balochistan values the partnership of UNICEF that is enduring their committed support in the promotion education sector in the province.

He said UNICEF is currently taking care of 2400 schools and the number of these schools could be enhanced to 3600 if there is strong coordination between the education department and UNICEF.

The caretaker provincial education minister said that around 400 government school teachers are retiring every month and the process of new recruitments has also been slow down after 2019.

In that regard, the government has expedited the recruitment process through the appointment of teachers on deceased quota in the province.

The appointment orders on deceased quota have been given in 11 districts out of the 36 districts of the province.

He said the recruitment process under the deceased quota would be continued in the remaining districts, which would help to control the increasing unemployment ratio in the province.

Senate Body for revival of students union after 50 years

ISLAMABAD, Sep 20 (APP):The Senate Education Committee on Wednesday deliberated at length on the revival of Students Union after half a century and maintained that it’s revival should be improvised according to new trends and mindset of the young generation.
The Senate Committee on Federal Education and Professional Training met on Wednesday under the Chairmanship of Senator Irfan ul Haq Siddiqui here at the Parliament House.
The committee while taking up the Bill titled The Islamabad Capital  Territory Student Union Bill 2023 introduced by Senator Bahramand Khan Tangi deliberated that since long serious issues related to discrimination and injustice to students obstructing their social and academic life remained un attended leading to dire consequences such as abductions and killings.
Senator Bharamand Khan Tangi said that these issues can only be resolved through collaboration of the management and the elected bodies and a bridge between the administration and students.
The committee was of the view that in order to address these issues prevailing in the student community and ensure democratic and inclusive atmosphere for healthy debate and culture intellect a Student Union should be established in the Islamabad Capital Territory which will play its role as nurseries for training future leadership and will provide forums to students for constructive activities, civic life, understanding or Rights, obligations and their enforcement.
The committee chair Senator Irfan Siddiqui emphasised that the revival of a student Union should be drafted in a way that it must not become a hub of politics and must be above party lines.
He said the revival must be improvised in a way which is trendy and facilitates the students at its maximum.
The Committee discussed various procedures of elections in order to save the concept of Union from being politicised.
The committee chair deferred the voting on the bill up till the next meeting. The committee gave time to the members to thoroughly deliberate on the bill and submit appropriate amendments.
The committee chair also sought a comprehensive report from the Ministry on the same. The committee also directed the HEC to give its viewpoint on the matter.
The matter of regularisation of the services of the daily wage teachers were also discussed in the meeting.
The chairman committee extended the time for report and implementation by 2 weeks with the hope that the matter will be resolved with special focus on all the teachers to be regularized as per the decision of the higher courts.
It was also directed by the committee chair that the minimum daily wages given to the teachers be rps 35000/-.
The committee chair said that the matter is pending since 2018 and non implementation of the courts orders may be characterised as negligence, irresponsible behaviour and non seriousness of the Ministry, and hoped that the matter may be solved at its earliest.
On the matter of re-employment of contractual Montessori Teachers (BS-17) the committee was apprised that the ministry will accommodate contractual montessori teachers in upcoming projects under FDE as per feasibility with the posture that the Ministry of Education and FDE stands by them in letter and spirit.
The Committee also discussed the procedure, criteria and practice for rechecking of papers of various boards’ examination under the FBISE.
The chairman FBISE briefed the committee that once a paper is evaluated it cannot be re-assessed.
The chairman committee stressed whether this practice is in favour of students or not and further inquired on the international practice on this point, he said that the right of re assessment should not be taken away from the students.
The committee deliberated on circumstances the paper should be re-assessed in the larger interest of students.
The committee chairs inquired on the number of complaints reported for re-checking to which the chairman FBISE replied that around 10 to 14 pc of complaints are made for re-total.
The chairman FBISE explained the commmittee the entire mechanism of  marking and checking  of the papers and the services they are providing  to students in this regard.
He said that the FBISE upgraded the entire system and now it is computerised and the ratio of complaints has been declined he further said that after the upgradation of the system the concession of re-checking should also be removed.
The committee discussed at length on the impediments of the engineering technologist service structure in all engineering departments of Pakistan.
Senator Prof Dr Mehr Taj Roghani said that engineering technologist are the backbone of engineers and deeply lamented the delay in the matter.
It was apprised that the summary was submitted to the cabinet however was later withdrawn.
The official said that political forces are alingned in the issue and powerful lobbies are at work.
He said that there is a tug of war between the engineers and engineering technologist and a high level board be constituted with technologist and engineers as members on equal weight age.
The committee chair acknowledged the concerns of the  Prof Dr Mehr Taj Roghani and directed to expedite the summary and resolve the matter amicably.
He also directed to hold meetings with the Chairman HEC and PEC to take the matter to its final stage and report within 2 weeks.
The committee also discussed the matter of acquiring of 225 kanal land by the Capital Development Authority for the construction of Bhara Kahu ByPass.
The committee chair commended the CDA for taking up a promt action and resolving the matter.
Earlier in the meeting the committee offered Fateha of the late Senator Rana Maqbool Ahmed and held his services in high esteem
The meeting was attended by Senators Prof Dr Mehr Taj Roghani, Fawzia Arshad, Jam Mehtab Hussain Dahar and Senator Engr Rukhsana Zuberi. Representatives of attached departments were also in attendance.

Pakistan’s traditional products attract China-ASEAN Expo visitors

BEIJING, Sep 20 (APP): Pakistan’s traditional products exhibited at the Belt and Road International Pavilion have attracted a flock of visitors during the 20th China-ASEAN Expo commenced in Nanning, capital of south China’s Guangxi Zhuang Autonomous region.

Pakistani exhibitors including FB, Enterprises, Quality Onyx, National Handicraft, Crystal Moving, Pak Products, Hamdan Traders, VIP Creation, Aidi International, M/S Shakel, Maan Impex, Chdyala Art D09108, International Linkers, HB Gems Private Ltd and Amin Gold Smith & Gems have set up their booths with the support of Trade Development Authority of Pakistan (TDAP), Abdul Basit Khan, a Pakistani exhibitor told APP.

He informed that the Pakistan traders have displayed marble products, traditional furniture, brass, leather handicrafts, jewellery and decoration pieces which attracted the attention of customers.

The products from Nepal, Russia, France, Australia, Iran and local companies were showcased at booths set up in the pavilion.

The expo and the China-ASEAN Business and Investment Summit will last for four days from Sept. 16 to 19, with an aim to enhance cooperation and economic integration between China and ASEAN countries.

With the theme of “Work Together for a Harmonious Home and a Shared Future – Promoting High-Quality Development of the Belt and Road and Building an Epicentrum of Growth,” the expo emphasizes the importance of mutual understanding and cooperation for the development and prosperity of the region.

China has been ASEAN’s largest trade partner for 14 consecutive years, and the two sides have been each other’s largest trade partner for three consecutive years.

Trade between China and ASEAN exceeded $970 billion in 2022, reflecting the deepening economic ties between the two sides, data from the Ministry of Commerce showed.

Nearly, 2,000 enterprises are attending the expo. Participation is up 18.2 percent from last year’s expo, which was attended by 1,653 enterprises.

ISSI joins hands with IDD of Azerbaijan

ISLAMABAD, Sep 20 (APP):The Director General of Institute of Strategic Studies Islamabad (ISSI), Ambassador Sohail Mahmood and the Director of the Institute for Development and Diplomacy (IDD) of ADA University, Azerbaijan signed a Memorandum of Understanding in a virtual ceremony.
While speaking on the occasion, Pakistan’s Ambassador to Azerbaijan Bilal Hayee suggested that both Institutes should prepare a future roadmap to strengthen their relationship including mutual exchange of resident fellows.
He recommended that both sides could start research collaborations on topics of mutual interest, like regional connectivity, Islamophobia, climate change, regional security issues and disputes.
While admiring the dedication and efforts on both sides, Azerbaijan`s Ambassador to Pakistan Khazar Farhadov said that both Institutes could play a pivotal role in initiating intellectual discourse and public debate to strengthen bilateral relations and regional prosperity.
They could join hands to promote their shared history, culture and values. He emphasised organizing joint activities to anti-terrorism and misinformation.
In his remarks on the occasion, Ambassador Sohail Mahmood, Director General ISSI hailed the signing of the MoU.
He stressed that bilateral relations between Pakistan and Azerbaijan are extremely fraternal and present an example for inter-state relationships.
Both sides support each other in their national causes, like Kashmir and Karabakh. He appreciated Azerbaijan`s support at the OIC contact group on Jammu and Kashmir.
He added that bilateral relationship has grown appreciably, while there is a huge potential for future collaboration on subjects of vital interest including trade, energy, cultural and people-to-people contacts, anti-terrorism, and combating misinformation. He reiterated ISSI`s commitment to provide its platform for the promotion of the just cause and sacrifice of the Azerbaijani nation in safeguarding their sovereignty and territorial integrity. DG ISSI also thanked the two Ambassadors for their valuable support in the culmination of this initiative.
Vice Rector of ADA University, Dr. Fariz Ismailzade in his remarks, expressed his deep gratitude for ISSI. Pakistan and Azerbaijan are brotherly countries supporting each other politically, economically and diplomatically.
Both countries are also trying to deepen and expand their relationship in humanitarian and educational fields, he said.

Poliovirus detected in sewage samples of Peshawar, Pishin

ISLAMABAD, Sep 20 (APP): Two sewage samples collected from Peshawar and Pishin districts have tested positive for wild poliovirus (WPV1).

The Pakistan Polio Laboratory at the National Institute of Health notified on Wednesday that WPV1 was isolated from an environmental sample collected from Naray Khuwar in Peshawar on September 5 and from Turwa in Pishin on
September 4.

According to the lab, which is also the WHO Regional Reference Lab, the Peshawar sample is connected to the virus detected in Nangarhar, while the Pishin sample is connected to a virus in Kandahar.

Federal Minister for Health Dr. Nadeem Jan said that the presence of poliovirus on any side of the border remains a constant threat to all children everywhere.

“A nationwide polio campaign is scheduled in October to vaccinate over 44 million under-five against this disability-causing virus. I urge parents and caregivers to ensure that their children are vaccinated in this campaign,” he said.

Dr Jan said that while the persistent detection of the virus in the environment is highly concerning, it also highlights the efficiency of the Pakistan Polio Programme’s surveillance system.

“As two countries with historic geographic and demographic ties, Pakistan and Afghanistan cannot eradicate polio without each other, and both countries stand united in their fight against polio,” he added.

This is the 11th positive sample from Peshawar this year and the first positive environmental sample from Balochistan since April 2021.

Both districts were covered in a polio vaccination campaign at the beginning of August, while the next is planned from October 2 onwards, which will be a national drive.

Federal Health Secretary Iftikhar Shallwani said Pakistan is committed to eradicating polio and has seen a remarkable decline in the number of cases in recent years.

“We are fighting the virus wherever we find it, through swift and effective vaccination campaigns, and we will not rest until we have made Pakistan polio-free,” he added.

Pakistan has reported two polio cases and 24 positive environmental samples this year, while five cases have been reported in Afghanistan and 33 positive environmental samples.
