Sindh, Balochistan senior bureaucracy vouch for gender sensitive policies

ISLAMABAD, Jan 10 (APP): Growth for Rural Advancement and Sustainable Progress (GRASP) a project funded by the European Union and implemented by International Trade Centre (ITC) here on Tuesday organized a two-day training for senior officials from the department of agriculture, food, livestock, planning and development, industries and commerce, investment, and women development from Sindh and Balochistan governments.

Women’s integration in the public sphere continues to be challenging despite laudable progress on important indices e.g., in higher percentages of women in higher education and civil service. Although the policies strive to be gender inclusive, translating them into projects and concrete deliverables is difficult. Women’s economic empowerment is complex especially when the economy is under pressure. Women producers and entrepreneurs in Pakistan face wide-ranging and complex challenges in accessing markets and expanding their businesses.

The objective of the training was to provide clarity on the application of anti-sexual harassment laws to ensure safe workplaces for equal participation, deliver solutions on how to integrate gender into development policies, based on good practices. The training also focused on providing a new perspective on how trade impacts women’s economic empowerment, by utilizing gender-related data for effective and inclusive policies. Lead policymakers were encouraged to provide innovative solutions for addressing the issues Pakistani women confront through gender-sensitive policies and their implementation.

The training also analyzed Sindh Women Agriculture Act (2019) and Balochistan Agriculture Policy 2021, Livestock Policy and Strategy 2020-2039, and Women Empowerment Policy 2020-2024 through a gender equity lens.

Haroon Sharif, Former Minister of State and Chairperson, Board of Investment gave a session, addressing the policy and implementation challenges and their remedies based on his experience in the development and finance fields. Dr Farzana Bari, an eminent women’s rights scholar-activist explained the sexual harassment law and why it is important to ensure a secure environment in the workplace as well as the public sphere. Rafiullah Kakar, Member, Social Sector & Devolution Planning Commission of Pakistan gave a session on the economic empowerment of youth in Pakistan, particularly Sindh and Balochistan.

GRASP is working in 22 districts of Sindh and Balochistan to support gender inclusive income and employment generation, enhanced productivity and profitability of SMEs involved in primary production, service provision and value addition in and around selected clusters of production.

WB maintains Pakistan’s GDP growth forecast at 2% for FY23

ISLAMABAD, Jan 10 (APP): The World Bank in its latest report has forecast Pakistan’s real Gross Domestic Product (GDP) to grow at 2.0% in the fiscal year 2022-23 (FY23) that is same as projected in the October 2022 Pakistan Development Update.

The World Bank, in its report Global Economic Prospects-January 2023 released on Tuesday, said Pakistan’s real GDP was projected at 2 percent in FY2022/23, half the pace that was anticipated last June.

The report said in Pakistan, an already precarious economic situation, with low foreign exchange reserves and large fiscal and current account deficits, was exacerbated last August by severe flooding, which cost many lives. About one-third of the country’s land area was affected, damaging infrastructure, and directly affecting about 15 percent of the population. Recovery and reconstruction needs were expected to be 1.6 times the FY2022/23 national development budget.

It added the flooding was likely to have seriously damaged agricultural production—which accounts for 23 percent of GDP and 37 percent of employment—by disrupting the current and upcoming planting seasons and pushed between 5.8 and 9 million people into poverty. Policy uncertainty further complicated the economic outlook.

Pakistan, with low foreign exchange reserves and rising sovereign risk, saw its currency depreciate by 14 percent between June and December and its country risk premium rise by 15 percentage points over this same period. Pakistan’s consumer price inflation reached 24.5 percent in December on an annual basis, recently coming off its highest rate since the 1970s.

The report said,”Pakistan faces challenging economic conditions, including the repercussions of the recent flooding and continued policy and political uncertainty. As the country implements policy measures to stabilize macroeconomic conditions, inflationary pressures dissipate, and rebuilding begins following the floods, growth is expected pronounced than in much of the rest of the region, as adequate policy buffers have provided breathing room to support the ongoing recovery and boost public investment. Pakistan and Sri Lanka have had to tighten policies more rapidly in pursuit of macroeconomic stability.

“The recent floods in Pakistan are estimated to have caused damage equivalent to about 4.8 percent of GDP. Extreme weather events can exacerbate food deprivation, cut the region off from essential supplies, destroy infrastructure, and directly impede agricultural production”, the report added.

IPC Minister, Argentinian ambassador discuss scope of cooperation in sports

ISLAMABAD, Jan 10 (APP): Argentinian Ambassador to Pakistan Leopoldo Francisco Sahores on Tuesday called on Minister for Inter-Provincial Coordination (IPC) Ehsan ur Rehman Mazari and discussed the scope of cooperation between the two countries in the field of sports, especially football, polo, squash and mountaineering.

The minister congratulated the ambassador on Argentina’s recent victory in the Football World Cup, said a press release.

Minister Mazari said Pakistan was home to a large number of youth population, and it would be a great investment in developing their skills in the field of sports. Pakistan could learn from Argentinian experience and expertise in football coaching and training, he added.

He also discussed about the possibility of football coaching and training for Pakistan female football players.

The ambassador told the minister that he had a detailed discussion in that regard with Special Assistant to Prime Minister (SAPM) on Youth Affairs Shaza Fatima Khawaja and lots of other matters relating to bilateral cooperation, focusing specifically the youth.

He said the Argentinian government wanted a long-term engagement with Pakistan, especially in the field of sports.

The envoy also talked about the potential visit of Argentinian female football players to Pakistan early this year, to train and coach female football players in Pakistan. He said Pakistani female football players from Quetta had a great talent for the sport.

It was mutually proposed that both the countries could work together on exchange of sports specialists for the development of bilateral relations and also fight together against the menace of doping.

Rain to subside foggy conditions; benefit standing crops: PMD

ISLAMABAD, Jan 10 (APP): Rain with snowfall over the hilly areas is likely in Islamabad, Potohar region, Kashmir, Gilgit-Baltistan, Khyber Pakhtunkhwa, Punjab, and northern and western Balochistan during the next 24 hours.

Moderate to heavy rain with snowfall is expected in Murree, Galliyat, Kashmir, Gilgit-Baltistan, northern Balochistan and upper Khyber Pakhtunkhwa during the forecast period. Dense fog is likely to subside in plain areas of Punjab, Khyber Pakhtunkhwa and upper Sindh.

According to the synoptic situation, a westerly wave affecting western parts of the country was likely to grip upper and western parts in the next 24 hours and may persist in upper parts from January 11-13.

The PMD has alerted the concerned authorities about the possible impacts of the rain during the next two days.

The PMD has warned that heavy snowfall may disrupt and cause closure of roads in Murree, Galiyat, Naran, Kaghan, Dir, Swat, Kohistan, Mansehra, Abbottabad, Shangla, Astore, Hunza, Skardu, Neelum valley, Bagh, Poonch and Haveli from January 11-13.

The possibility of landslides in Upper Khyber Pakhtunkhwa, Kashmir and Gilgit Baltistan can’t be ruled out. Tourists are advised to remain extra cautious during the spell.

Rain will be beneficial for the standing crops particularly in parts of Punjab and Khyber Pakhtunkhwa.
Foggy conditions are likely to subside during the forecast period. Temperatures are likely to fall significantly during and after the spell.

During the last 24 hours, cold and cloudy weather prevailed over most parts of the country while 02 mm rain was recorded in Kalam.

Foggy conditions prevailed over plain areas of Punjab and upper Sindh.

The 01 inches snowfall was recorded in Astore and Kalam while traces were found in Bagrote.
The lowest minimum temperatures recorded during the period were Leh -09 C, Gupis -08, Hunza, Kalam -06, Ziarat, Parachinar -05, Skardu -04, Kalat, Astore and Malamjabba -03C.

FSC orders establishment of transgender protection centre

ISLAMABAD, Jan 10 (APP): The Federal Shariat Court (FSC) on Tuesday instructed the Ministry of Human Rights to take immediate measures to establish a transgender protection centre for underage and elderly eunuchs.

A two-member bench comprising acting Chief Justice FSC Syed Muhammad Anwer and Justice Khadim Hussain Shaikh heard a set of petitions challenging the Transgender Persons (Protection of Rights) Act, 2018.

The chief justice instructed the ministry officials to hold a meeting with the convener of the ministerial committee Zamurd Khan, who is also the patron-in-chief of orphanage Pakistan Sweet Homes and immediately prepare the standard operating procedures (SOPs) for the proposed centre.

The chief justice said that Zamurd Khan was running his organisation successfully.

The secretary of the Ministry of Human Rights informed the court that a committee under the chairmanship of Zamurd Khan had already been established. Zamurd Khan said that the ministry had not yet provided a building for the protection centre.

The court instructed the ministry to submit a progress report along with the SOPs at the next hearing. The further hearing of the case was adjourned till January 17.
