Govt working to issue energy bonds for tech up-gradation: NEECA chief

ISLAMABAD, Feb 3 (APP): The Managing Director of the National Energy Efficiency and Conservation Authority (NEECA) Dr Sardar Mohazzam on Friday said that the government was contemplating to release energy-saving certificates and energy conservation bonds to encourage technological up-gradation in the industries.

He made the remarks while speaking at a dialogue on “De-carbonizing Pakistan Cement Sector: Pathways to lever net zero targets” organized by the Sustainable Development Policy Institute (SDPI) under the auspice of its Network for Clean Energy Transition in Pakistan: Research and Advocacy.

Dr Mohazzam further said that the cement sector held immense potential for de-carbonization and energy efficiency and “we must analyze and take inspiration from policy initiatives being implemented in India and China.”

He reiterated that energy security was a top priority for the government, but pricing remained a pertinent challenge in the uptake of renewable and de-carbonization of hard-to-abate sectors.

The Executive Director, Pakistan Environment Trust (PET) Talha Khan said that the carrot and stick approach would not work, as the government had not announced any tax incentives for the cement sector.

He added that the insignificant foreign investment was not enough to bridge the financing gap needed for the de-carbonization of the sector.

Senior Assistant Manager, Center for Industrial & Building Energy Audits (CIBEA) Syed Fawad Hussain Shah said energy used by Pakistan’s cement sector generates 45% emissions, which was much higher than the global average.

He elucidated that the high carbon intensity of the sector can be traced to 85% coal consumption while the share of biomass and waste-to-energy is merely 0.02%.

He stressed the need for improving public awareness regarding green cement and updating the Building Code of Pakistan to influence the sector to shift from grey to green cement, which is eco-friendly.

Head of Environment, Bestway Cement, Farrukh Ahmad said that globally, the cement sector was sitting back on the issue of de-carbonization and would take some years to realize why it was important to make a significant reduction in CO2 emissions.

He further said that amidst financially testing times, the pressure on the industrial sector for emission reduction in the absence of tax exemptions and incentives is rather utopian thinking. He called for the simplification of the regulatory environment and incentives to promote growth in the sector.

Associate Director, World Resource Institute (WRI) Deepak Krishnan urged the governments and international institutions to facilitate emissions reduction by lowering the cost of technology and equipment and improving access to finance for industries.

He stressed on developing practical and adoptable interventions that must be baked into planning from the start.

Multiple initiatives to boost Balochistan’s livestock, dairy sectors on the cards

QUETTA, Feb 3 (APP): The Balochistan government has chalked out a comprehensive plan to upgrade the Dairy and Livestock sectors to exploit their full potential and generate economic activities across the province.

Giving outlines of the plan, an official of the Balochistan government said that dairy and poultry farms in the province would be overhauled to meet international standards and achieve maximum outcome.

He said the government had also planned to establish new veterinary hospitals and dispensaries to ensure livestock’s better health and productivity.

Establishing camel research and milk processing units in Musakhail and Washuk district would also be approved in the coming days, he added.

In order to generate more revenue, the government would also set up a cattle farm in Lehri district, the official said.

Modern livestock equipment to cater the needs of cattle owners and to boost the sector would also be provided, he said.

Under the vision of chief minister, Abdul Quddus Bizenjo to revive the livestock sector for improving the living standards of local people, the government would launch the project of Backyard Rural Poultry Balochistan, he added.

He said the lack of proper marketing of livestock was the main issue and for this purpose, the government has approved the plan for the construction of Hide, Skin and meat markets to help improve the standard of marketing of this huge sector.

The government had also started Sheep and Goat fattening programme in Balochistan and that would boost the sector and also attract people to invest in the sector, he said.

Pakistan, Italy agree to enhance economic cooperation

ISLAMABAD, Feb 3 (APP): Federal Secretary of Economic Affairs Division Dr. Kazim Niaz held a meeting with the Director General (DG) Italian Agency for Development Cooperation (AICS) Rome, Luca Maestripieri along with Ambassador of Italy to Pakistan Andreas Ferrarese.

Maestripieri said that the Italian government aims to work with the government of Pakistan to enhance economic cooperation with a focus on enhancing economic assistance through development projects.

He said, “Pakistan is a very important country for us and we will continue to engage with the Government of Pakistan through our economic cooperation”, said a press release issued here.

Furthermore, it was stated that the government of Italy is placing special focus on enhancing the people-to-people contact between both countries.

For this reason, prime priority is being given to establishing and developing the linkages between the universities, government institutions and trade bodies of both countries. The development projects in various areas will further strengthen and boost the ties between both countries.

The Ambassador of Italy to Pakistan Andreas Ferrarese apprised that the Government of Italy is soon opening the office of Italian Trade Agency which will enhance the trade relationship between Pakistan and Italy.

Dr Kazim Niaz, the Secretary, the Ministry of Economic Affairs appreciated the Government of Italy’s pledge in the Resilient Pakistan Conference, Geneva.

He further acknowledged the Government of Italy’s continuous support to Pakistan for economic development activities in Pakistan which include the olive culture value chain; Economic Transformation Initiative in Gilgit Baltistan; Command Area Development work of Kaitu Weir Project Kurram Tangi Dam; and the Establishment of Heritage Field Schools for the preservation of cultural heritage.

While acknowledging the vital role of Italian economic assistance in the socio-economic development of the people of Pakistan, the Secretary MoEA sought the support of the Italian Agency for Development Cooperation in the development of the tourism sector.

The Director General along with his delegation Stefano Glinianski, Director Assessment Unit, Italian Ministry of Foreign Affairs; and Grancesco Capeccbi, Director General for Development Cooperation, Italian Ministry of Foreign Affairs is visiting Pakistan.

During the visit, they will go to Lahore and Gilgit for meetings with Chief Secretary of Gilgit Baltistan and Chairman Planning and Development Board Punjab.

Senior official representatives from both sides attended the meeting.

SAPM urges to highlight Kashmir movement

ISLAMABAD, Feb 3 (APP): The Special Assistant to the Prime Minister on Kashmir Affairs and Gilgit Baltistan Nawabzada Iftakhar Ahmed Khan Babar on Thursday urged the people to actively participate in Kashmir movement to advocate the rights of Kashmiris.

“Quaid-e-Azam Muhammad Ali Jinnah had described Kashmir as the ‘Jugular Vein’ of Pakistan and the Kashmiris had proved that they are the jugular vein of Pakistan,” the SAPM recalled while speaking at a seminar on Kashmir Solidarity Day organized by the Institute of Strategic Studies Islamabad (ISSI).

He noted that India was attempting to make demographic changes through so-called delimitation process and introduction of domicile laws in Illegal Indian Occupied Jammu Kashmir (IIOJK), which the Kashmiris and people of Pakistan had rejected.

The SAPM showed his resolve that the government of Pakistan would continue to highlight the Kashmir issue at the global fora as the Prime Minister and Foreign Minister already highlighting it.

The Convener of the All Parties Hurriyat Conference AJK Mahmood Sagar extended his gratitude on the occassion to the people of Pakistan for commemorating “February 5” as ‘Kashmir Solidarity Day’.

He said that self-determination was an inalienable right of the Kashmiris and their voice deserved to be heard in the resolution of Jammu and Kashmir dispute.

Speaking at the seminar, the Director General of ISSI Amb Sohail Mahmood stressed that Pakistan must continue to advocate the rights of the Kashmiris on all planes and platforms — including political, diplomatic, legal, cultural, human rights, and peace & security.

Pakistani nation must walk with their Kashmiri brethren on every step of this struggle until they get justice and secure peace, he further maintained.

The Chairman of the World Forum for Peace and Justice Ghulab Nabi Fai in his recorded message called upon the international community and the UN Secretary General to fulfill their obligations towards the maintenance of peace as well as realization of the Kashmiris rights as enshrined in the UN Security Council resolutions.
The Seminar was attended by senior officials, academics, students, members of civil society, and diplomatic representatives.

Ministry of Education to observe Kashmir Day

ISLAMABAD, Feb 3 (APP): Ministry of Federal Education and Professional Training is making efforts to enthusiastically mark the Kashmir Solidarity Day to express solidarity with the people of Kashmir in their just struggle for freedom from Illegal Indian Occupation Jammu and Kashmir (IIOJK).

The education ministry and its attached departments will support the people of Kashmir for their right to self-determination and a just struggle in the face of India’s increasingly oppressive policies and atrocities in IIOJK.

A consultative meeting, chaired by Federal Minister for Education and Professional Training, Rana Tanveer Hussain, was held at the Ministry of Education on Friday in this regard.

During the meeting it was decided that all departments under the umbrella of the Ministry of Education will show solidarity with the people of IIOJK by observing the day with full enthusiasm and commitment.

The minister instructed all the public and private institutions to plan and organize conferences, solidarity walks, seminars, panel discussions, talk shows and competitions to highlight the struggle of Kashmiri people for their right to self-determination as per UN resolutions.

The minister said that, “We stand in solidarity with the people of Kashmir and call for an end to the violence, oppression, and human rights violations that have plagued the region for far too long. We also call for a peaceful resolution to the conflict that respects the rights and aspirations of the people of Kashmir”.

He further said that “Ministry of Federal Education is committed to raising awareness and providing support to the people of Kashmir, and will continue to work towards ensuring that their voices are heard and their rights are respected”.

Barrister Sultan meets US Congresswoman

MUZAFFARABAD, Feb 03 (APP): Azad Jammu and Kashmir (AJK) President Barrister Sultan Mahmood Chaudhry on Friday met US Congresswoman Sheila Jackson Lee in Washington and appraised her human rights abuse in illegally occupied Jammu and Kashmir (IIOJ&K), said a media release by his office .

President Chaudhry briefed the US Congresswoman on the latest situation in IIOJ&K. Barrister Chaudhry while referring to the simmering situation in the held territory said that the United States should play its role in resolving the Kashmir issue and stopping human rights abuses in occupied Kashmir. During the meeting, the US Congress member said that she would play her role to raise the Kashmir issue at every forum.

LFK issues annual report on “Human Rights Situation in IIOJK”

ISLAMABAD, Feb 03 (APP): The Legal Forum for Kashmir (LFK) has issued its annual report on “Human Rights Situation in Indian Illegally Occupied Jammu & Kashmir (IIOJK)”.

According to the report, in 2022, at least 312 killings in different incidents of state violence in IIOJK occured which include; the killing of at least 181 freedom fighters, 45 extra-judicial killings of civilians, and 86 Indian armed forces personnel from January to December 2022.

During this period, at least 199 Cordon and Search Operations (CASOs) and Cordon and Destroy Operations (CADOs) were conducted by the Indian military and paramilitary forces.

At least 116 encounters took place between Indian Armed Forces and the freedom fighters of Kashmir. During these CASOs, vandalism and destruction of nearly 212 civilian properties were reported.

The media continued to be at the receiving end of the pressure, intimidation, and harassment by the Indian authorities in 2022.

A blow to the freedom of the press came on the 15th of January 2022, when ‘Kashmir Press Club’ (KPC) witnessed a military-style takeover by a group of military-backed journalists who broke into the press club offices in Occupied Kashmir and grabbed hold of the official seals and letterhead as Indian police cordoned off the premises.

This group authoritatively appointed themselves as interim management of the KPC. This club has been both a material and spiritual safe-house for Kashmiri journalists reeling under constant harassment by the Indian establishment.

The freedom of the press continues to be further curtailed by the ‘revolving-door’ arrests of many journalists and editors of local media outlets.

In addition, the right to access information continues to be severely restricted with more than 164 instances of internet blockades from January to December 2022.

India has been planning to revive the state-backed militia branded as ‘Village Defense Groups’ (VDG) in Occupied Jammu and Kashmir. This move comes despite gross human rights abuses by the members of the VDG, including charges of rape and murder.

UNEP head lauds Sherry’s role in ecosystem restoration

KARACHI, Feb 03 (APP): Under-Secretary-General of the United Nations and Executive Director of United Nations Environment Programme (UNEP), Inger Andersen on Friday led a delegation to meet Federal Minister for Climate Change, Senator Sherry Rehman and appreciated her role in ecosystem restoration.

The federal minister and the UNEP Executive Director discussed climate change, rehabilitation and reconstruction of flood victims and other issues, a news release said.

Senator Sherry Rehman thanked the UN delegation for visiting the flood-affected areas.

The Minister also informed the UN delegation about the flood victims, the recovery and reconstruction process and the challenges faced by the government.

On the occasion, Senator Sherry Rehman emphasised turning the Living Indus project into a practical reality.

She also welcomed the announcement of the establishment of a permanent office of the UNEP in Pakistan as a propitious step.

She said, “Timely and proper transfer of grants is essential in the rehabilitation process. Cooperation and partnership between the United Nations and the Government of Pakistan is indispensable to deal with climate change.”

The UNEP Executive Director said that working with the government of Pakistan was her first priority.

Kashmir Solidarity Day observed at Isra and Sindh Universities

HYDERABAD, Feb 03 (APP): The faculty, employees and students of Isra University Hyderabad and the University of Sindh Jamshoro Friday observed Kashmir Solidarity Day to express solidarity with the people of Indian Illegally occupied Jammu and Kashmir (IIoJK).

Though February 5 is marked to observe Kashmir Solidarity every year however due to the holiday on February 5, 2023, the management of both universities has decided to observe the day on February 3, 2022.

In this connection, ceremonies were organized at both universities where the speakers highlighted the atrocities being committed against the people of Occupied Jammu and Kashmir by the Indian government and urged the world community to intervene in the issue and provide a sigh of relief to Kashmiri brethren.

Rallies were also brought at both campuses where the participants while condemning the brutality of Indian troops in Held Jammu and Kashmir expressed solidarity with the Kashmiri brethren with demand from the United Nations to resolve the issues in accordance with resolutions.
