ISLAMABAD, Dec 16 (APP): President Asif Ali Zardari, Tuesday, administered the oath of office of the Federal Tax Ombudsman (FTO) to Zafar ul Haq Hijazi at Aiwan-e-Sadr.

“Zafar ul Haq Hijazi is a Chartered Accountant and Fellow Member of the Institute of Chartered Accountants of Pakistan, with more than four decades of experience in taxation, corporate and capital market regulation, audit oversight, financial management and advisory services. He has previously served as Chairman of the Securities and Exchange Commission of Pakistan and Chairman of the Audit and Oversight Board of Pakistan,” President Secretariat Media Wing said in a press release.

Artists visit Punjab Safe Cities Authority

MULTAN, Dec 16 (APP): A delegation comprising six artists from the Multan Art Gallery and Institute, led by senior artist Muhammad Mukhtar Ali, visited the Safe City Project Multan Headquarters on Tuesday.
SP Punjab Safe Cities Authority (PSCA) Multan, Mr. Nasrullah Warraich, warmly received the delegation and briefed them on various sections. During the visit, the artists were given a detailed overview of the Command and Control Center, advanced surveillance systems, traffic management operations, and modern smart policing tools being used to enhance public safety.
The artists appreciated the use of modern technology, the efficiency of the system, and the ongoing efforts of Safe City Multan for the protection of citizens. They termed the project a positive step towards a modern and progressive Pakistan.
On the occasion, the delegation also presented SP Punjab Safe Cities with a special calligraphy artwork featuring his name as a token of appreciation.

CM Maryam allots 720 free apartments to homeless industrial workers

LAHORE, Dec 16 (APP):Punjab Chief Minister Maryam Nawaz Sharif on Tuesday conducted a balloting ceremony for the allotment of 720 newly constructed apartments for homeless industrial workers at the Sundar Industrial Estate, marking a significant welfare initiative for the province’s labour force.
She formally inaugurated the balloting process by pressing a button and personally congratulated several successful applicants via telephone.
Describing the initiative as a reflection of a “motherly state,” the Chief Minister said 720 hardworking families would now have homes of their own, freeing them from the burden of monthly rent and the fear of eviction. She directed that widows and persons with disabilities be allotted apartments without participating in the balloting process, and that special provisions be made to provide ground-floor apartments for easy access and safety. She further instructed that possession of apartments be handed over to successful allottees within seven days.
CM Maryam Nawaz also directed the completion of an additional 1,872 apartments for industrial workers within the next 18 months, and a bachelor hostel for 700 workers at the Quaid-e-Azam Business Park in Sheikhupura within three months.
CM Maryam Nawaz expressed her commitment to improving the living standards of industrial workers across Punjab, emphasizing that their welfare and dignity remain a top priority for the provincial government.
Provincial Minister for Labour and Human Resources Mian Manshaullah Butt briefed the Chief Minister that the provision of free apartments, plots, and bachelor hostels for industrial workers is part of the vision of Quaid PML-N Muhammad Nawaz Sharif. Authorities informed her that the Sundar Industrial Estate apartment project was completed at a total cost of Rs 3.40 billion, with each apartment costing over Rs 3.6 million.
During the ceremony, CM Maryam Nawaz personally called an industrial worker, Nadeem Tahir, to congratulate him and advised him to care for his parents, attributing his success to their prayers. Officials said 5,897 workers were declared eligible for the Worker Welfare Complex at Sundar Industrial Estate Phase-I, with 480 apartments reserved for Kasur-based workers and 240 for Lahore-based workers.
Authorities also briefed that Phase-II will include 672 apartments at Sundar, 656 in Multan, and 544 in Warburton, Nankana Sahib. Labour colonies in Jhang and Kamalia will provide 2,000 industrial workers with free residential plots measuring three marlas each, with 1,300 plots in Jhang and 700 in Kamalia to be distributed after completion of infrastructure development.

IESCO announces Facebook E-Kachery tomorrow

ISLAMABAD, Dec 16 (APP):The Islamabad Electric Supply Company (IESCO) has announced that it will hold a Facebook E-Kachery on Wednesday, December 17, to facilitate timely registration and on-the-spot redressal of electricity-related complaints.
According to an IESCO spokesperson, the initiative is being held in line with the vision of Chief Executive Officer IESCO, Engr Chaudhry Khalid Mahmood, to improve customer services through digital platforms.
The E-Kachery will be conducted from 9:30 am to 11:30 am, during which in-charge officers of all operational circles will be available to attend to consumer complaints.
Consumers may register their complaints through the relevant Facebook pages and contact numbers.
For Islamabad Circle, complaints can be lodged at SE IESCO Islamabad E-Kachery (phone: 051-9260194).
For Rawalpindi City Circle, consumers may contact SE IESCO Rawalpindi City E-Kachery (phone: 051-9292675), while for Rawalpindi Cantt Circle, complaints may be registered at SE IESCO Rawalpindi Cantt E-Kachery (phone: 051-9293048).
Similarly, for the Attock Circle, consumers can contact SE IESCO Attock E-Kachery (phone: 051-4950343).
For the Chakwal Circle, the contact number is 0543-668500, and for the Jhelum Circle, complaints can be registered on SE IESCO Jhelum E-Kachery (phone: 0544-9270377).
IESCO has requested consumers to provide their name, billing reference number and contact number while calling the E-Kachery so that complaints can be forwarded promptly to the relevant offices for resolution.

RD Ombudsman holds open Katchahry

HYDERABAD, Dec 16 (APP): Regional Director (RD), Mohtasib (Ombudsman), Shaheed Benazirabad, Khan Muhammad Zardari, held an open Katchahry in village Noor Ahmed Jalbani, where practical measurements were taken to resolve a land dispute filed by Ms Savera.
On the occasion, Regional Director informed that Ms Savera had lodged a complaint regarding inheritance property, requesting legal transfer of property left by her late husband, comprising agricultural land, a shop, and a brick kiln in her name and in the names of her children. As a result of effective intervention of Ombudsman’s office, all inherited properties were duly transferred to the complainant and her children in accordance with their legal shares.
During the open Katchahry, the Regional Director handed over possession of property to Ms Savera and, with her consent and complete satisfaction, recovered lease compensation from the lessee amounting to Rs. 120,000 for the agricultural land, which includes 2 acres and 8 ghuntas and Rs. 150,000 for the brick kiln, which was paid to the complainant on the spot. In this manner, the complaint was fully redressed.
Regional Director also briefed participants about the powers, jurisdiction, and role of the Ombudsman institution, and provided a detailed overview of the procedure for filing complaints against maladministration.
He assured public that all genuine complaints would be resolved strictly in accordance with the law, emphasizing that Ombudsman is an independent and effective forum for the protection of citizens’ rights and improvement of public services, where citizens can submit written complaints in cases of non-performance by government departments.
On the occasion, the complainant, Ms. Sovera, expressed her gratitude to Provincial Ombudsman Sindh and Regional Director Khan Muhammad Zardari for the restoration of her late husband’s property.

Terrorist attack on APS, an assault on collective conscience of humanity: Amb. Junaid

ISLAMABAD, Dec 16 (APP): Ambassador of Pakistan to Turkiye Dr. Yousaf Junaid, Tuesday, said that the terrorist attack on the innocent school children of Army Public School (APS), Peshawar, was an assault on the collective conscience of humanity.

He said the tragedy had further strengthened Pakistan’s resolve to eliminate terrorism, adding since then, Pakistan’s defence forces had undertaken decisive and successful counter-terrorism operations, guided by the National Action Plan.

While significant progress has been made, he said, the fight against terrorism continued.

He was addressing a solemn commemorative ceremony held at Kecioren Orman Park Ankara to honour the memory of the school children and staff, martyred in the heinous terrorist attack on Army Public School (APS), Peshawar in 2014.

The event was attended by Deputy Mayor of Kecioren Municipality Atilla Zorlu, representatives of civil society, officials from Kecioren Municipality and the embassy of Pakistan, a press release said.

Ambassador Junaid expressed profound gratitude to the people and government of Turkiye for their enduring solidarity and for preserving the memory of the innocent lives lost to terrorism.

He also reaffirmed Pakistan’s solidarity with Turkiye in its fight against terrorism.

Power suspensions planned across IESCO region for Dec 17

ISLAMABAD, Dec 16 (APP):The Islamabad Electric Supply Company (IESCO) on Tuesday announced planned power outages across its network for December 17 due to system maintenance and development work.
According to an IESCO spokesperson, electricity supply will remain suspended in various areas under different circles during the scheduled hours.
In the Islamabad Circle, power supply will remain suspended from 9:00am to 2:00pm in areas fed by Khanna Dak, Waheed Abad, China Chowk, Sharifabad, Marvi, Tufail Shaheed, Melody, Mehfooz Shaheed, F-8/2, G-9/1, I-8/3, New I-10/1, F-11/4, Bhara Kahu-I and II, NIH, T&T, Company Bagh, Gharial, Upper Topa, Tret, Golf City and Park View feeders.
During the same time, feeders in the Rawalpindi City Circle including 4th Road, New Mulpur, Muzammil Town, Khanna Road, Service Road, Gulzar-e-Quaid, Shamsabad, Tehmasma Abad, City, Fawara Chowk, Jamia Masjid, Jinnah Road, Alam Abad, Ihsan Abad, Bagh Sardaran, Madina Colony, Allama Iqbal, Chearing Cross, Radio Pakistan-I, Golra, MFM, Pind Hoon, Benazir Bhutto Shaheed and CDL Colony will also remain without electricity.
Power supply will also be suspended from 9:00am to 2:00pm in areas under the Rawalpindi Cantt Circle, including Pakistan Railway, Jahangir Road, Chaklala, River Garden-II, Mohra Nagial, Scheme-III, AOWHS, Lalazar, Rose Lane, Ranyal, UC Lakhan, Choungi No-22, Chountra, Sihala College, Hanif Shaheed, Kambeli Sadiq, Nara Matore, PAECHS, Bhair Kalyal, Syed Kasran, Mahoota and Gaggan feeders.
Similarly, outages are scheduled in the Attock Circle, Chakwal Circle, and Jhelum Circle during the same hours, affecting a large number of urban and rural feeders across Attock, Hassanabdal, Pindi Gheb, Chakwal, Kallar Kahar, Dhudial, Lilla Town, Jhelum city and surrounding localities.
Meanwhile, feeders under the GSO Circle will remain closed from 9:00am to 3:00pm, including Hari Ghel, Dhuli No.2, Bagh No.1, Noman Pura-3, Kharal, Hazro, Nartopa, Radio Pakistan-1 and 2, Darya Sharif, Shinka (Barazai), Ghourghushti, Lawrencepur, Hattian, Qazi Abad, Waisa, Miskeenabad, Musa, O/G Sethi, Miani, Padrar, Istaqlal Camp, PAF Kallar Kahar, Dharukna and Munara feeders.
IESCO management has apologized for the inconvenience caused and said that power supply may be restored earlier than the scheduled time if maintenance work is completed ahead of schedule.

CM approves promotion structure for traffic wardens, officers

LAHORE, Dec 16 (APP):Punjab Chief Minister Maryam Nawaz Sharif has approved a comprehensive promotion structure for traffic wardens, enabling their promotion to Grade-16 Senior Traffic Wardens (STW) and Grade-17 Traffic Officers (TO).
According to Punjab Police spokesperson, the approval of the new framework has introduced clear career progression, seniority-based promotions and examinations through the Punjab Public Service Commission (PPSC), bringing a wave of satisfaction among traffic wardens and officers.
Inspector General of Police Punjab Dr Usman Anwar said that promotions to the next grade would be carried out through PPSC examinations. He added that 50 per cent promotions would be made on the basis of seniority, while the remaining 50 per cent would be granted through the PPSC examination. He said the examinations for promotion of senior traffic wardens and traffic officers would be conducted soon.
The spokesperson said the upper age limit for appearing in the promotion examination for STW had been fixed at 50 years, while officers up to 52 years of age would be eligible to appear for promotion to the post of TO. He added that officers with a clear service record, completion of relevant courses and at least a Bachelor’s degree with a minimum of second division would be eligible to appear in the examination.
It is pertinent to mention that the government of Punjab approved the summary forwarded by IGP Punjab Dr Usman Anwar to ensure fast-track promotions of traffic wardens.

Sindh Cabinet okays outlay for transport, policing, wheat subsidy, Thar rail, IT Tower

KARACHI, Dec 16 (APP):Sindh Chief Minister Syed Murad Ali Shah, presiding over a cabinet meeting, approved a wide-ranging financial and development package covering public transport, policing, wheat price relief, Thar coal connectivity, internal audit reforms, social protection, and the establishment of an IT Tower in the city.
The meeting, held at CM House on Tuesday, was attended by provincial ministers, advisers, special assistants, Chief Secretary Asif Hyder Shah, Principal Secretary to CM Agha Wasif and other concerned officers.
It also confirmed the minutes of the Cabinet Committee on Finance presented by Local Government Minister Syed Nasir Hussain Shah.
Among the major approvals, the cabinet sanctioned Rs964.4 million for the procurement and operation of public transport buses under a non-ADP scheme, Rs1 billion for the production of films, dramas and documentaries for public awareness, and Rs5.84 billion for the procurement of arms and ammunition to strengthen the capacity of Sindh Police.
The cabinet also approved funds for sports events, including assistance for the IMC Over-40s T20 Cricket World Cup, grants for SOS Children’s Village in Tharparkar, establishment of a Project Implementation Unit under STEVTA, creation of posts in newly established colleges, procurement of vehicles for Sindh Prisons, and support for cultural initiatives, including the 10th Adab Festival.
Additionally, funds were cleared for emergency water supply schemes in Malir, construction of an additional ramp at Korangi Causeway, renovation of a government girls’ school in Saddar, and hosting of the 2nd Joint CPA Asia and CPA South-East Asia Regional Conference at the Sindh Assembly.
The chief minister directed all departments to ensure the timely utilisation of funds and strict adherence to transparency and financial discipline.
The Sindh Cabinet approved a revision of the Wheat Release Policy for 2025–26, allowing the immediate release of government wheat at an issue price of Rs8,000 per 100 kg bag to flour mills, chakkies, and traders, thereby reducing the price from Rs9,500 per 100 kg.
The decision aims to ensure market stability. The CM noted that early release would help maintain wheat quality, free up storage space and support affordable flour prices for the public.
A sub-committee was constituted to closely monitor wheat prices and, if required, recommend adjustments to the government wheat issue price for cabinet consideration.
The Sindh Cabinet approved the Regulatory Framework for Internal Audit under the Sindh Public Finance Administration Act, 2020, aimed at strengthening financial discipline, transparency and governance across government departments.
It also cleared the creation of a cadre of Chief Internal Audit Officers (CIAOs) in the Finance Department and 45 CIAO posts, on contract/market-based remuneration, in the secretariat side of all administrative departments. These will be regulated by the Finance Department.
The cabinet discussed the issue of Sindh Sales Tax exemption for Public-Private Partnership (PPP) projects following the expiry of the general exemption on 30 June 2025.
The cabinet was informed that the lapse of exemption has increased project costs and the Sindh government’s financial obligations due to ‘change in law’ provisions in PPP agreements. While recognising the importance of PPP projects in infrastructure and public service delivery, the cabinet decided that a blanket sales tax exemption for all PPP projects from 1 July 2025 to 30 June 2030 could not be granted.
However, it agreed that sales tax exemption may be considered on a project-to-project basis. The matter was referred to the Cabinet Committee on Finance to examine the financial implications and submit recommendations to the next cabinet meeting.
The Cabinet approved the release of over Rs6.6 billion as the provincial counterpart share for the Islamkot–Chorr railway line, Bin Qasim–Port Qasim double track and coal unloading facility project, being executed as a 50:50 joint venture between the Sindh government and the federal government through the Ministry of Railways.
The cabinet noted that the project is aimed at facilitating the transportation of Thar coal to power plants and industrial consumers across Pakistan. It was further decided that a cabinet committee will visit the project site to review progress and submit a report.
Pension fund managers’ agreement for DC pension scheme
The cabinet approved the draft Pension Fund Managers Agreement for the Sindh Defined Contribution Pension Scheme (DCPS) 2024, applicable to all employees recruited on or after 1 July 2024.
The agreement will be executed by the Finance Department on behalf of the Sindh government with SECP-registered Pension Fund Managers, in accordance with the Voluntary Pension System Rules, 2005 and Sindh DCPS Rules, 2025.
Under the scheme, Pension Fund Managers will administer four sub-funds – money market, debt, equity index and equity – while providing insurance coverage of Rs1 million for natural death or disability and Rs2 million for accidental death, with annual indexation of 10 per cent.
The cabinet approved a proposal of the Home department (Prisons) for the procurement of a wireless communication system for Sindh Prisons, citing national interest and security considerations.
The cabinet noted that public disclosure of procurement details could compromise prison security. It was informed that Rs200 million has already been released for 2025–26 with the approval of the chief minister.
The cabinet allowed the hiring of the National Radio & Telecommunication Corporation (NRTC) for the procurement of the system.
Procurement of heritage building for IT Tower
The Sindh Cabinet approved the procurement of a protected heritage building – Habib Insurance Co./HBL Foreign Exchange, M.A. Jinnah Bunder Road, Karachi – for establishing the Sindh IT Tower.
The decision followed thorough assessments, including ownership verification and valuation by the Board of Revenue (total consolidated value: Rs1.5 billion), structural safety certification by NED University of Engineering & Technology, and a heritage compliance review by the Culture Department.
The cabinet approved the final procurement price and directed the Science & IT Department and Sindh IT Company (SITC) to prepare detailed utilisation and management plans for the IT Tower, which will serve as a hub for digital innovation, incubation, training and centralised government IT operations.
Amendments to Sindh Safe Cities Authority Act.
The cabinet approved proposals for amendments to the Sindh Safe Cities Authority Act, 2019, to ensure smooth functioning and effective monitoring of the Authority.
The changes include: replacing the term “Management Committee” with “Executive Committee”; defining the constitution and functions of the Executive Committee for project oversight and decision-making; expanding the Act’s applicability to the whole of Sindh; and updating definitions for terms such as Executive Committee, Project Director, Department and Government.
The proposed Executive Committee will include officials such as the Inspector General of Police, DG Safe Cities Authority, representatives of the Finance, Information and Home Departments, Deputy Commissioners, Superintendents of Police, COO and Project Directors.
The cabinet allowed the matter to be placed before the Provincial Assembly of Sindh for formal amendments in the Act.
Amendments to Thar Coal & Energy Board Act
The cabinet approved the Thar Coal and Energy Board (Amendment) Bill, 2025 and decided to forward it to the Provincial Assembly of Sindh for consideration.
The amendments aim to strengthen the statutory and regulatory role of the Thar Coal and Energy Board (TCEB) in the pattern of national regulators, harmonise the Thar Coal Tariff Determination Rules, 2014, and streamline the appointment and tenure of the managing director.
The cabinet was informed that the revised draft bill will enhance transparency, tariff determination and coordination in the Thar coal and energy sector.
The cabinet approved a two-year extension for Sindh Revenue Board (SRB) Chairman Dr Wasif Memon, in recognition of what was described as his outstanding performance and significant improvement in tax recoveries.
The cabinet was informed that during Dr Memon’s tenure, revenue collection increased by 140 per cent, reflecting strengthened enforcement, improved compliance and institutional reforms at the SRB.
Under the decision, Dr Memon’s tenure as SRB chairman has been extended from December 2025 to December 2027.
Judicial members appointed to Human Rights Commission
The cabinet ratified the appointment of three judicial members to the Sindh Human Rights Commission in its meeting held on 1 December 2025.
A cabinet sub-committee – comprising the Minister for Law, Parliamentary Affairs & Criminal Prosecution, the Special Assistant to CM on Human Rights and the Advocate General Sindh – reviewed a panel of seven retired District & Sessions Judges and recommended the following for the vacant positions: Iqbal Hussain Maitlo, Anand Ram D. Sairani and Ahmed Luqman Memon.
The cabinet approved their appointments, strengthening the Commission’s judicial representation.
The cabinet approved amendments to the Concession Agreement for the M9–N5 Link Road Project to covers relief events occurring before and beyond the first operational year, ensuring proper calculation and verification of losses.
The cabinet also approved payment of Rs573.42 million to the concessionaire from the Viability Gap Fund for the period 1 July 2024 to 30 June 2025, due to delays in completion of the M9 interchange.
The cabinet approved the post-facto appointment of Irshad Ali Sodhar (PAS, BS-19) as CEO of the Sindh Social Protection Authority (SSPA).
Sodhar’s appointment, already notified by SGA&CD on 10 November 2025, is in accordance with the Sindh SSPA Act, 2022 (Amended 2023). The SSPA is responsible for designing, implementing and monitoring social protection initiatives across Sindh.
